The Smart Transition: An Opportunity for a Sensor-Based Public-Health Risk Governance?

With real-time decisions, Citi Bike breaks the cycle of empty stations


Melanie Lefkowitz at Cornell Chronicle: “Cornell research has improved bike sharing in New York and other cities, providing tools to ensure bikes are available when and where they’re needed through a crowdsourcing system that uses real-time information to make decisions.

Citi Bike redistributes its bicycles around New York City using a program called Bike Angels, based on research by David Shmoys, the Laibe/Acheson Professor of Business Management and Leadership Studies in the School of Operations Research and Information Engineering.

Through Bike Angels, which Shmoys helped Citi Bike develop three years ago, cyclists earn points adding up to free rides and other prizes by using or returning bikes at certain high-need stations. Originally, Bike Angels awarded points for the same pattern of stations every morning, and a different fixed pattern each afternoon rush; now the program uses an algorithm that continually updates the pattern of stations for which users earn points.

“The ability to make decisions that are sensitive to exactly what are today’s conditions enables us to be much more effective in assigning those points,” said Shmoys, who is also associate director of Cornell’s Institute for Computational Sustainability.

How Social Media Came To The Rescue After Kerala’s Floods


Kamala Thiagarajan at NPR: Devastating rainfall followed by treacherous landslides have killed 210 people since August 8 and displaced over a million in the southern Indian state of Kerala. India’s National Disaster Relief Force launched its biggest ever rescue operation in the state, evacuating over 10,000 people. The Indian army and the navy were deployed as well.

But they had some unexpected assistance.

Thousands of Indian citizens used mobile phone technology and social media platforms to mobilize relief efforts….

In many other cases, it was ordinary folk who harnessed social media and their own resources to play a role in relief and rescue efforts.

As the scope of the disaster became clear, the state government of Kerala reached out to software engineers from around the world. They joined hands with the state-government-run Information Technology Cell, coming together on Slack, a communications platform, to create the website www.keralarescue.in

The website allowed volunteers who were helping with disaster relief in Kerala’s many flood-affected districts to share the needs of stranded people so that authorities could act.

Johann Binny Kuruvilla, a travel blogger, was one of many volunteers. He put in 14-hour shifts at the District Emergency Operations Center in Ernakulam, Kochi.

The first thing he did, he says, was to harness the power of Whatsapp, a critical platform for dispensing information in India. He joined five key Whatsapp groups with hundreds of members who were coordinating rescue and relief efforts. He sent them his number and mentioned that he would be in a position to communicate with a network of police, army and navy personnel. Soon he was receiving an average of 300 distress calls a day from people marooned at home and faced with medical emergencies.

No one trained volunteers like Kuruvilla. “We improvised and devised our own systems to store data,” he says. He documented the information he received on Excel spreadsheets before passing them on to authorities.

He was also the contact point for INSPIRE, a fraternity of mechanical engineering students at a government-run engineering college at Barton Hill in Kerala. The students told him they had made nearly 300 power banks for charging phones, using four 1.5 volt batteries and cables, and, he says, “asked us if we could help them airdrop it to those stranded in flood-affected areas.” A power bank could boost a mobile phone’s charge by 20 percent in minutes, which could be critical for people without access to electricity. Authorities agreed to distribute the power banks, wrapping them in bubble wrap and airdropping them to areas where people were marooned.

Some people took to social media to create awareness of the aftereffects of the flooding.

Anand Appukuttan, 38, is a communications designer. Working as a consultant he currently lives in Chennai, 500 miles by road from Kerala, and designs infographics, mobile apps and software for tech companies. Appukuttan was born and brought up in Kottayam, a city in South West Kerala. When he heard of the devastation caused by the floods, he longed to help. A group of experts on disaster management reached out to him over Facebook on August 18, asking if he would share his time and expertise in creating flyers for awareness; he immediately agreed….(More)”.

Self-Invasion And The Invaded Self


Rochelle Gurstein in the Baffler: “WHAT DO WE LOSE WHEN WE LOSE OUR PRIVACY? This question has become increasingly difficult to answer, living as we do in a society that offers boundless opportunities for men and women to expose themselves (in all dimensions of that word) as never before, to commit what are essentially self-invasions of privacy. Although this is a new phenomenon, it has become as ubiquitous as it is quotidian, and for that reason, it is perhaps one of the most telling signs of our time. To get a sense of the sheer range of unconscious exhibitionism, we need only think of the popularity of reality TV shows, addiction-recovery memoirs, and cancer diaries. Then there are the banal but even more conspicuous varieties, like soaring, all-glass luxury apartment buildings and hotels in which inhabitants display themselves in all phases of their private lives to the casual glance of thousands of city walkers below. Or the incessant sound of people talking loudly—sometimes gossiping, sometimes crying—on their cell phones, broadcasting to total strangers the intimate details of their lives.

And, of course, there are now unprecedented opportunities for violating one’s own privacy, furnished by the technology of the internet. The results are everywhere, from selfies and Instagrammed trivia to the almost automatic, everyday activity of Facebook users registering their personal “likes” and preferences. (As we recently learned, this online pastime is nowhere near as private as we had been led to believe; more than fifty million users’ idly generated “data” was “harvested” by Cambridge Analytica to make “personality profiles” that were then used to target voters with advertisements from Donald Trump’s presidential campaign.)

Beyond these branded and aggressively marketed forums for self-invasions of privacy there are all the giddy, salacious forms that circulate in graphic images and words online—the sort that led not so long ago to the downfall of Anthony Weiner. The mania for attention of any kind is so pervasive—and the invasion of privacy so nonchalant—that many of us no longer notice, let alone mind, what in the past would have been experienced as insolent violations of privacy….(More)”.

Searching for the Smart City’s Democratic Future

Wrapped top to bottom in bright, beautiful artwork by Montreal illustrator Cecile Gariepy, the building — a former fish-processing plant — stands out alongside the neighbouring parking lots and a congested highway. It’s been given a second life as an office for Sidewalk Labs — a sister company to Google that is proposing a smart city development in Toronto. Perhaps ironically, the office is like the smart city itself: something old repackaged to be light, fresh and novel.

“Our mission is really to use technology to redefine urban life in the twenty-first century.”

Dan Doctoroff, CEO of Sidewalk Labs, shared this mission in an interview with Freakonomics Radio. The phrase is a variant of the marketing language used by the smart city industry at large. Put more simply, the term “smart city” is usually used to describe the use of technology and data in cities.

No matter the words chosen to describe it, the smart city model has a flaw at its core: corporations are seeking to exert influence on urban spaces and democratic governance. And because most governments don’t have the policy in place to regulate smart city development — in particular, projects driven by the fast-paced technology sector — this presents a growing global governance concern.

This is where the story usually descends into warnings of smart city dystopia or failure. Loads of recent articles have detailed the science fiction-style city-of-the-future and speculated about the perils of mass data collection, and for good reason — these are important concepts that warrant discussion. Most Public Engagement is Worthless


Charles Marohn at Strong Towns: “…Our thinking is a byproduct of the questions we ask. …I’m a planner and I’m a policy nerd. I had all the training in how to hold a public meeting and solicit feedback through SWOT (strengths, weaknesses, opportunities, threats) questions. I’ve been taught how to reach out to marginalized groups and make sure they too have a voice in the process. That is, so long as that voice fit into the paradigm of a planner and a policy nerd. Or so long as I could make it fit.

Our planning efforts should absolutely be guided by the experiences of real people. But their actions are the data we should be collecting, not their stated preferences. To do the latter is to get comfortable trying to build a better Walkman.  We should be designing the city equivalent of the iPod: something that responds to how real people actually live. It’s a messier and less affirming undertaking.

I’ve come to the point in my life where I think municipal comprehensive planning is worthless. More often than not, it is a mechanism to wrap a veneer of legitimacy around the large policy objectives of influential people. Most cities would be better off putting together a good vision statement and a set of guiding principles for making decisions, then getting on with it.

That is, get on with the hard work of iteratively building a successful city. That work is a simple, four-step process:

  1. Humbly observe where people in the community struggle.
  2. Ask the question: What is the next smallest thing we can do right now to address that struggle?
  3. Do that thing. Do it right now.
  4. Repeat.

It’s challenging to be humble, especially when you are in a position, or are part of a profession, whose internal narrative tells you that you already knowwhat to do. It’s painful to observe, especially when that means confronting messy realities that do not fit with your view of the world. It’s unsatisfying, at times, to try many small things when the “obvious” fix is right there. If only those around you just shared your “courage” to undertake it (of course, with no downside to you if you’re wrong). If only people had the patience to see it through (while they, not you, continue to struggle in the interim).

Yet what if we humbly observe where people in our community struggle—if we use the experiences of others as our data—and we continually take the actions we are capable of taking, right now, to alleviate those struggles? And what if we do this in neighborhood after neighborhood across the entire city, month after month and year after year? If we do that, not only will we make the lowest risk, highest returning public investments it is possible to make, we won’t help but improve people’s lives in the process….(More)”.

To the smart city and beyond? Developing a typology of smart urban innovation


Maja Nilssen in Technological Forecasting and Social Change: “The smart city is an increasingly popular topic in urban development, arousing both excitement and skepticism. However, despite increasing enthusiasm regarding the smartness of cities, the concept is still regarded as somewhat evasive. Encouraged by the multifaceted character of the concept, this article examines how we can categorize the different dimensions often included in the smart city concept, and how these dimensions are coupled to innovation. Furthermore, the article examines the implications of the different understandings of the smart city concept for cities’ abilities to be innovative.

Building on existing scholarly contributions on the smartness of cities and innovation literature, the article develops a typology of smart city initiatives based on the extent and types of innovations they involve. The typology is structured as a smart city continuum, comprising four dimensions of innovation: (1) technological, (2) organizational, (3) collaborative, (4) experimental.

The smart city continuum is then utilized to analyze empirical data from a Norwegian urban development project triggered by a critical juncture. The empirical data shows that the case holds elements of different dimensions of the continuum, supporting the need for a typology of smart cities as multifaceted urban innovation. The continuum can be used as an analytical model for different types of smart city initiatives, and thus shed light on what types of innovation are central in the smart city. China’s Aggressive Surveillance Technology Will Spread Beyond Its Borders


Already there are reports that Zimbabwe, for example, is turning to Chinese firms to implement nationwide facial-recognition and surveillance programs, wrapped into China’s infrastructure investments and a larger set of security agreements as well, including for policing online communication. The acquisition of black African faces will help China’s tech sector improve its overall data set.

Malaysia, too, announced new partnerships this spring with China to equip police with wearable facial-recognition cameras. There are quiet reports of Arab Gulf countries turning to China not just for the drone technologies America has denied but also for the authoritarian suite of surveillance, recognition, and data tools perfected in China’s provinces. In a recent article on Egypt’s military-led efforts to build a new capital city beyond Cairo’s chaos and revolutionary squares, a retired general acting as project spokesman declared, “a smart city means a safe city, with cameras and sensors everywhere. There will be a command center to control the entire city.” Who is financing construction? China.

While many governments are making attempts to secure this information, there have been several alarming stories of data leaks. Moreover, these national identifiers create an unprecedented opportunity for state surveillance at scale. What about collecting biometric information in nondemocratic regimes? In 2016, the personal details of nearly 50 million people in Turkey were leaked….

China and other determined authoritarian states may prove undeterrable in their zeal to adopt repressive technologies. A more realistic goal, as Georgetown University scholar Nicholas Wright has argued, is to sway countries on the fence by pointing out the reputational costs of repression and supporting those who are advocating for civil liberties in this domain within their own countries. Democracy promoters (which we hope will one day again include the White House) will also want to recognize the coming changes to the authoritarian public sphere. They can start now in helping vulnerable populations and civil society to gain greater technological literacy to advocate for their rights in new domains. It is not too early for governments and civil society groups alike to study what technological and tactical countermeasures exist to circumvent and disrupt new authoritarian tools.

Seven years ago, techno-optimists expressed hope that a wave of new digital tools for social networking and self-expression could help young people in the Middle East and elsewhere to find their voices. Today, a new wave of Chinese-led technological advances threatens to blossom into what we consider an “Arab spring in reverse”—in which the next digital wave shifts the pendulum back, enabling state domination and repression at a staggering scale and algorithmic effectiveness.

Americans are absolutely right to be urgently focused on countering Russian weaponized hacking and leaking as its primary beneficiary sits in the Oval Office. But we also need to be more proactive in countering the tools of algorithmic authoritarianism that will shape the worldwide future of individual freedom….(More)”.

Reclaiming the Smart City: Personal Data, Trust and the New Commons


Report by Theo Bass, Emma Sutherland and Tom Symons: “Cities are becoming a major focal point in the personal data economy. In city governments, there is a clamour for data-informed approaches to everything from waste management and public transport through to policing and emergency response

This is a triumph for advocates of the better use of data in how we run cities. After years of making the case, there is now a general acceptance that social, economic and environmental pressures can be better responded to by harnessing data.

But as that argument is won, a fresh debate is bubbling up under the surface of the glossy prospectus of the smart city: who decides what we do with all this data, and how do we ensure that its generation and use does not result in discrimination, exclusion and the erosion of privacy for citizens?

This report brings together a range of case studies featuring cities which have pioneered innovative practices and policies around the responsible use of data about people. Our methods combined desk research and over 20 interviews with city administrators in a number of cities across the world.

Recommendations

Based on our case studies, we also compile a range of lessons that policymakers can use to build an alternative version to the smart city – one which promotes ethical data collection practices and responsible innovation with new technologies:

  1. Build consensus around clear ethical principles, and translate them into practical policies.
  2. Train public sector staff in how to assess the benefits and risks of smart technologies.
  3. Look outside the council for expertise and partnerships, including with other city governments.
  4. Find and articulate the benefits of privacy and digital ethics to multiple stakeholders
  5. Become a test-bed for new services that give people more privacy and control.
  6. Make time and resources available for genuine public engagement on the use of surveillance technologies.
  7. Build digital literacy and make complex or opaque systems more understandable and accountable.
  8. Find opportunities to involve citizens in the process of data collection and analysis from start to finish….(More)”.

Open Data Use Case: Using data to improve public health


Chris Willsher at ODX: “Studies have shown that a large majority of Canadians spend too much time in sedentary activities. According to the Health Status of Canadians report in 2016, only 2 out of 10 Canadian adults met the Canadian Physical Activity Guidelines. Increasing physical activity and healthy lifestyle behaviours can reduce the risk of chronic illnesses, which can decrease pressures on our health care system. And data can play a role in improving public health.

We are already seeing examples of a push to augment the role of data, with programs recently being launched at home and abroad. Canada and the US established an initiative in the spring of 2017 called the Healthy Behaviour Data Challenge. The goal of the initiative is to open up new methods for generating and using data to monitor health, specifically in the areas of physical activity, sleep, sedentary behaviour, or nutrition. The challenge recently wrapped up with winners being announced in late April 2018. Programs such as this provide incentive to the private sector to explore data’s role in measuring healthy lifestyles and raise awareness of the importance of finding new solutions.

In the UK, Sport England and the Open Data Institute (ODI) have collaborated to create the OpenActive initiative. It has set out to encourage both government and private sector entities to unlock data around physical activities so that others can utilize this information to ease the process of engaging in an active lifestyle. The goal is to “make it as easy to find and book a badminton court as it is to book a hotel room.” As of last fall, OpenActive counted more than 76,000 activities across 1,000 locations from their partner organizations. They have also developed a standard for activity data to ensure consistency among data sources, which eases the ability for developers to work with the data. Again, this initiative serves as a mechanism for open data to help address public health issues.

In Canada, we are seeing more open datasets that could be utilized to devise new solutions for generating higher rates of physical activity. A lot of useful information is available at the municipal level that can provide specifics around local infrastructure. Plus, there is data at the provincial and federal level that can provide higher-level insights useful to developing methods for promoting healthier lifestyles.

Information about cycling infrastructure seems to be relatively widespread among municipalities with a robust open data platform. As an example, the City of Toronto, publishes map data of bicycle routes around the city. This information could be utilized in a way to help citizens find the best bike route between two points. In addition, the city also publishes data on indooroutdoor, and post and ring bicycle parking facilities that can identify where to securely lock your bike. Exploring data from proprietary sources, such as Strava, could further enhance an application by layering on popular cycling routes or allow users to integrate their personal information. And algorithms could allow for the inclusion of data on comparable driving times, projected health benefits, or savings on automotive maintenance.

The City of Calgary publishes data on park sports surfaces and recreation facilities that could potentially be incorporated into sports league applications. This would make it easier to display locations for upcoming games or to arrange pick-up games. Knowing where there are fields nearby that may be available for a last minute soccer game could be useful in encouraging use of the facilities and generating more physical activity. Again, other data sources, such as weather, could be integrated with this information to provide a planning tool for organizing these activities….(More)”.
