Gina Lucarelli, Tom Saunders and Eddie Copeland at Nesta: “The mountain kingdom of Lesotho, a small landlocked country in Sub-Saharan Africa, is an unlikely place to look for healthcare innovation. Yet in 2016, it became the first country in Africa to deploy the test and treat strategy for treating people with HIV. Rather than waiting for white blood cell counts to drop, patients begin treatment as soon as they are diagnosed. This strategy is backed by the WHO as it has the potential to increase the number of people who are able to access treatment, consequently reducing transmisssion and keeping people with HIV healthy and alive for longer.

While lots of good work is underway in Lesotho, and billions have been spent on HIV programmes in the country, the percentage of the population infected with HIV has remained steady and is now almost 23%. Challenges of this scale need new ideas and better ways to adopt them.

On a recent trip to Lesotho as part of a project with the United Nations Development Group, we met various UN agencies, the World Bank, government leaders, civil society actors and local businesses, to learn about the key development issues in Lesotho and to discuss the role that ‘collective intelligence’ might play in creating better country development plans. The key question Nesta and the UN are working on is: how can we increase the impact of the UN’s work by tapping into the ideas, information and possible solutions which are distributed among many partners, the private sector, and the 2 million people of Lesotho?

…our framework of collective intelligence, a set of iterative stages which can help organisations like the UN tap into the ideas, information and possible solutions of groups and individuals which are not normally involved included in the problem solving process. For each stage, we also presented a number of examples of how this works in practice.

Collective intelligence framework – stages and examples

  1. Better understanding the facts, data and experiences: New tools, from smartphones to online communities enable researchers, practitioners and policymakers to collect much larger amounts of data much more quickly. Organisations can use this data to target their resources at the most critical issues as well as feed into the development of products and services that more accurately meet the needs of citizens. Examples include mPower, a clinical study which used an app to collect data about people with Parkinsons disease via surveys and smartphone sensors.

  2. Better development of options and ideas: Beyond data collection, organisations can use digital tools to tap into the collective brainpower of citizens to come up with better ideas and options for action. Examples include participatory budgeting platforms like “Madame Mayor, I have an idea” and challenge prizes, such as USAID’s Ebola grand challenge.

  3. Better, more inclusive decision making: Decision making and problem solving are usually left to experts, yet citizens are often best placed to make the decisions that will affect them. New digital tools make it easier than ever for governments to involve citizens in policymaking, planning and budgeting. Our D-CENT tools enable citizen involvement in decision making in a number of fields. Another example is the Open Medicine Project, which designs digital tools for healthcare in consultation with both practitioners and patients.

  4. Better oversight and improvement of what is done: From monitoring corruption to scrutinising budgets, a number of tools allow broad involvement in the oversight of public sector activity, potentially increasing accountability and transparency. The Family and Friends Test is a tool that allows NHS users in the UK to submit feedback on services they have experienced. So far, 25 million pieces of feedback have been submitted. This feedback can be used to stimulate local improvement and empower staff to carry out changes… (More)”

Living in the World of Both/And


Essay by Adene Sacks & Heather McLeod Grant  in SSIR: “In 2011, New York Times data scientist Jake Porway wrote a blog post lamenting the fact that most data scientists spend their days creating apps to help users find restaurants, TV shows, or parking spots, rather than addressing complicated social issues like helping identify which teens are at risk of suicide or creating a poverty index of Africa using satellite data.

That post hit a nerve. Data scientists around the world began clamoring for opportunities to “do good with data.” Porway—at the center of this storm—began to convene these scientists and connect them to nonprofits via hackathon-style events called DataDives, designed to solve big social and environmental problems. There was so much interest, he eventually quit his day job at the Times and created the organization DataKind to steward this growing global network of data science do-gooders.

At the same time, in the same city, another movement was taking shape—#GivingTuesday, an annual global giving event fueled by social media. In just five years, #GivingTuesday has reshaped how nonprofits think about fundraising and how donors give. And yet, many don’t know that 92nd Street Y (92Y)—a 140-year-old Jewish community and cultural center in Manhattan, better known for its star-studded speaker series, summer camps, and water aerobics classes—launched it.

What do these two examples have in common? One started as a loose global network that engaged data scientists in solving problems, and then became an organization to help support the larger movement. The other started with a legacy organization, based at a single site, and catalyzed a global movement that has reshaped how we think about philanthropy. In both cases, the founding groups have incorporated the best of both organizations and networks.

Much has been written about the virtues of thinking and acting collectively to solve seemingly intractable challenges. Nonprofit leaders are being implored to put mission above brand, build networks not just programs, and prioritize collaboration over individual interests. And yet, these strategies are often in direct contradiction to the conventional wisdom of organization-building: differentiating your brand, developing unique expertise, and growing a loyal donor base.

A similar tension is emerging among network and movement leaders. These leaders spend their days steering the messy process required to connect, align, and channel the collective efforts of diverse stakeholders. It’s not always easy: Those searching to sustain movements often cite the lost momentum of the Occupy movement as a cautionary note. Increasingly, network leaders are looking at how to adapt the process, structure, and operational expertise more traditionally associated with organizations to their needs—but without co-opting or diminishing the energy and momentum of their self-organizing networks…

Welcome to the World of “Both/And”

Today’s social change leaders—be they from business, government, or nonprofits—must learn to straddle the leadership mindsets and practices of both networks and organizations, and know when to use which approach. Leaders like Porway, and Henry Timms and Asha Curran of 92Y can help show us the way.

How do these leaders work with the “both/and” mindset?

First, they understand and leverage the strengths of both organizations and networks—and anticipate their limitations. As Timms describes it, leaders need to be “bilingual” and embrace what he has called “new power.” Networks can be powerful generators of new talent or innovation around complex multi-sector challenges. It’s useful to take a network approach when innovating new ideas, mobilizing and engaging others in the work, or wanting to expand reach and scale quickly. However, networks can dissipate easily without specific “handrails,” or some structure to guide and support their work. This is where they need some help from the organizational mindset and approach.

On the flip side, organizations are good at creating centralized structures to deliver products or services, manage risk, oversee quality control, and coordinate concrete functions like communications or fundraising. However, often that efficiency and effectiveness can calcify over time, becoming a barrier to new ideas and growth opportunities. When organizational boundaries are too rigid, it is difficult to engage the outside world in ideating or mobilizing on an issue. This is when organizations need an infusion of the “network mindset.”

The Internet for farmers without Internet


Project Breakthrough: “Mobile Internet is rapidly becoming a primary source of knowledge for rural populations in developing countries. But not every one of the world’s 500 million smallholder farmers is connected to the Internet – which means they can struggle to solve daily agricultural challenges. With no way to access to information on things like planting, growing and selling, farmers in Asia, Latin America and Africa simply cannot grow. Many live on less than a dollar a day and don’t have smartphones to ask Google what to do.

London-based startup WeFarm is the world’s first free peer-to-peer network that spreads crowdsourced knowledge via SMS messages, which only need simple mobile phones. Since launching in November 2015, its aim has been to give remote, offline farmers access to the vital innovative insight, such as crop diversification, tackling soil erosion or changing climatic conditions. Billing itself as ‘The internet for people without the internet’, WeFarm strongly believes in the power of grassroots information. That’s why it costs nothing.

“With WeFarm we want all farmers in the world to be able to search for and access the information they need to improve their livelihoods,” Kenny Ewan, CEO tells us. The seeds for his idea were planted after many years working with indigenous communities in Latin America, based in Peru. “To me it makes perfect sense to allow farmers to connect with other farmers in order to find solutions to their problems. These farmers are experts in agriculture, and they come up with low-cost, innovative solutions, that are easy to implement.”

Farmers send questions by SMS to a local WeFarm number. Then they are connected to a huge crowdsourcing platform. The network’s back-end uses machine-learning algorithms to match them to farmers with answers. This data creates a sort of Google for agriculture…(More)”

Bouchra Khalili: The Mapping Journey Project


MOMA (NYC): “This exhibition presents, in its entirety, Bouchra Khalili’s The Mapping Journey Project (2008–11), a series of videos that details the stories of eight individuals who have been forced by political and economic circumstances to travel illegally and whose covert journeys have taken them throughout the Mediterranean basin. Khalili (Moroccan-French, born 1975) encountered her subjects by chance in transit hubs across Europe, North Africa, and the Middle East. Following an initial meeting, the artist invited each person to narrate his or her journey and trace it in thick permanent marker on a geopolitical map of the region. The videos feature the subjects’ voices and their hands sketching their trajectories across the map, while their faces remain unseen.

The stories are presented on individual screens positioned throughout MoMA’s Donald B. and Catherine C. Marron Atrium. In this way, a complex network of migration is narrated by those who have experienced it, refusing the forms of representation and visibility demanded by systems of surveillance, international border control, and the news media. Shown together, the videos function as an alternative geopolitical map defined by the precarious lives of stateless people. Khalili’s work takes on the challenge of developing critical and ethical approaches to questions of citizenship, community, and political agency….(More)”

More African governments are enacting open data policies but still aren’t willing to share information


Joshua Masinde at Quartz Africa: “Working as a data journalist and researcher in Uganda, Lydia Namubiru does not remember a moment she had an easy time accessing official government data in the execution of her work. She has had to literally beg for such information from officials with little success.

In June this year, she approached the Uganda Bureau of Statistics seeking a nationally representative sample of micro data from the country’s 2014 census. Despite frequent calls and emails, she is still waiting for the information from the bureau several months down the line….

It doesn’t have to be that way of course. In neighboring Kenya there’s much optimism there’ll be a different attitude to open data. Last month civil society activists and supporters of open data celebrated the government signing the Access to Information bill into law. It comes after many years of lobbying….

Despite well-earned reputations of authoritarianism and conservative attitudes to governance, it turns out more African governments are opening up to their citizens in the guise of espousing transparency and accountability in the conduct of their affairs.

However, in truth, a government saying it’s allowing citizens to access data or information is very different from the actual practice of enabling that access. For the most part, several governments’ open data initiatives often serve far more mundane purposes and may not be the data that citizens really want—the kind that potentially exposes corruption or laxity in public service…

“Countries that have embraced open data have seen real savings in public spending and improved efficiency in services. Nowhere is this more vital than in our nations – many of which face severe health and education crises,” Nnenna Nwakanma, Africa regional coordinator at World Wide Web Foundation,points out.

 What is more prevalent now is what some open data advocates call ‘open washing’, which is described as a real threat to the open data movement according to the World Wide Web Foundation. By ‘open washing’, governments merely enact open data policies but do not follow through to full implementation. Others simply put in place strong freedom of information and right to information laws but do not really let the citizens take full advantage of the open data. This could, however, be as a result of institutional shortcomings, internal bureaucracies or lack of political will.

As the initiatives towards open data gather steam, challenges such as government agencies being unwilling to release official information as well as state bureaucracies are still prominent. Many governments are also only keen on releasing information that will not portray them as ‘naked’ but that which they feel will project them in positive light. But, as to whether laws will make governments more open, even with the information that citizens really need, is a matter of conjecture. For Namubiru, open data should be a culture that grows more subtly than by way of just passing laws for the sake of it.

Technology can boost active citizenship – if it’s chosen well


In Taiwan, for instance, tech activists have built online databases to track political contributions and create channels for public participation in parliamentary debates. In South Africa, anti-corruption organisation Corruption Watch has used online and mobile platforms to gather public votes for Public Protector candidates.

But research I recently completed with partners in Africa and Europe suggests that few of these organisations may be choosing the right technological tools to make their initiatives work.

We interviewed people in Kenya and South Africa who are responsible for choosing technologies when implementing transparency and accountability initiatives. In many cases, they’re not choosing their tech well. They often only recognised in retrospect how important their technology choices were. Most would have chosen differently if they were put in the same position again.

Our findings challenge a common mantra which holds that technological failures are usually caused by people or strategies rather than technologies. It’s certainly true that human agency matters. However powerful technologies may seem, choices are made by people – not the machines they invent. But our research supports the idea that technology isn’t neutral. It suggests that sometimes the problem really is the tech….

So what should those working in civic technology do about improving tool selection? From our research, we developed six “rules” for better tool choices. These are:

  • first work out what you don’t know;
  • think twice before building a new tool;
  • get a second opinion;
  • try it before you buy it;
  • plan for failure; and
  • share what you learn.

Possibly the most important of these recommendations is to try or “trial” technologies before making a final selection. This might seem obvious. But it was rarely done in our sample….(More)”

Smart Economy in Smart Cities

The book surveys the state of the art of Smart City Economic Development through a literature survey. The book uses 13 in depth city research case studies in 10 countries such as the North America, Europe, Africa and Asia to explain how a smart economy changes the urban spatial system and vice versa. This book focuses on exploratory city studies in different countries, which investigate how urban spatial systems adapt to the specific needs of smart urban economy. The theory of smart city economic development is not yet entirely understood and applied in metropolitan regional plans. Smart urban economies are largely the result of the influence of ICT applications on all aspects of urban economy, which in turn changes the land-use system. It points out that the dynamics of smart city GDP creation takes ‘different paths,’ which need further empirical study, hypothesis testing and mathematical modelling. Although there are hypotheses on how smart cities generate wealth and social benefits for nations, there are no significant empirical studies available on how they generate urban economic development through urban spatial adaptation.  This book with 13 cities research studies is one attempt to fill in the gap in knowledge base….(More)”

Make Data Sharing Routine to Prepare for Public Health Emergencies

Johansson in PLOS Medicine: “In February 2016, Wellcome Trust organized a pledge among leading scientific organizations and health agencies encouraging researchers to release data relevant to the Zika outbreak as rapidly and widely as possible [1]. This initiative echoed a September 2015 World Health Organization (WHO) consultation that assessed data sharing during the recent West Africa Ebola outbreak and called on researchers to make data publicly available during public health emergencies [2]. These statements were necessary because the traditional way of communicating research results—publication in peer-reviewed journals, often months or years after data collection—is too slow during an emergency.

The acute health threat of outbreaks provides a strong argument for more complete, quick, and broad sharing of research data during emergencies. But the Ebola and Zika outbreaks suggest that data sharing cannot be limited to emergencies without compromising emergency preparedness. To prepare for future outbreaks, the scientific community should expand data sharing for all health research….

Open data deserves recognition and support as a key component of emergency preparedness. Initiatives to facilitate discovery of datasets and track their use [4042]; provide measures of academic contribution, including data sharing that enables secondary analysis [43]; establish common platforms for sharing and integrating research data [44]; and improve data-sharing capacity in resource-limited areas [45] are critical to improving preparedness and response.

Research sponsors, scholarly journals, and collaborative research networks can leverage these new opportunities with enhanced data-sharing requirements for both nonemergency and emergency settings. A proposal to amend the International Health Regulations with clear codes of practice for data sharing warrants serious consideration [46]. Any new requirements should allow scientists to conduct and communicate the results of secondary analyses, broadening the scope of inquiry and catalyzing discovery. Publication embargo periods, such as one under consideration for genetic sequences of pandemic-potential influenza viruses [47], may lower barriers to data sharing but may also slow the timely use of data for public health.

Integrating open science approaches into routine research should make data sharing more effective during emergencies, but this evolution is more than just practice for emergencies. The cause and context of the next outbreak are unknowable; research that seems routine now may be critical tomorrow. Establishing openness as the standard will help build the scientific foundation needed to contain the next outbreak.

Recent epidemics were surprises—Zika and chikungunya sweeping through the Americas; an Ebola pandemic with more than 10,000 deaths; the emergence of severe acute respiratory syndrome and Middle East respiratory syndrome, and an influenza pandemic (influenza A[H1N1]pdm09) originating in Mexico—and we can be sure there are more surprises to come. Google News Lab – Better reporting and insightful storytelling

Last week, Google announced its own crowdsourced news platform dubbed News Lab as part of their efforts “to empower innovation at the intersection of technology and media.”

Scouting for real-time stories, updates, and breaking news is much easier and systematize for journalists worldwide. They can use Google’s tools for better reporting, data for insightful storytelling and programs to focus on the future of media, tackling this initiative in three ways.

“There’s a revolution in data journalism happening in newsrooms today, as more data sets and more tools for analysis are allowing journalists to create insights that were never before possible,” Google said.

Grasswire – first-hand information in real-time

The design looks bleak and simple, but the site itself is rich with content—first-hand information crowdsourced from Twitter users in real-time and verified. Austen Allred, co-founder of Grasswire was inspired to develop the platform after his “minor slipup” as the American Journalism Review (AJR) puts it, when he missed his train out of Shanghai that actually saved his life.

“The bullet train Allred was supposed to be on collided with another train in the Wenzhou area ofChina’s Zhejiang province,” AJR wrote. “Of the 1,630 passengers, 40 died, and another 210 were injured.” The accident happened in 2011. Unfortunately, the Chinese government made some cover upon the incident, which frustrated Allred in finding first-hand information.

After almost four years, Grasswire was launched, a website that collects real-time information from users for breaking news infused with crowdsourcing model afterward. “It’s since grown into a more complex interface, allowing users to curate selected news tweets by voting and verifying information with a fact-checking system,” AJR wrote, which made the verification of data open and systematized.

Rappler – Project Agos: a technology for disaster risk reduction

The Philippines is a favorite hub for typhoons. The aftermath of typhoon Haiyan was exceedingly disastrous. But the crowds were steadfast in uploading and sharing information and crowdsourcing became mainstream during the relief operations. Maria Ressa said that they had to educate netizens to use the appropriate hashtags for years (#nameoftyphoonPH, e.g. #YolandaPH) for typhoons to collect data on social media channels easily.

Education and preparation can mitigate the risks and save lives if we utilize the right technology and act accordingly. In her blog, After Haiyan: Crisis management and beyond, Maria wrote, “We need to educate not just the first responders and local government officials, but more importantly, the people in the path of the storms.” …

China’s CCDI app – Crowdsourcing political reports to crack down corruption practices

In China, if you want to mitigate or possible, eradicate corrupt practices, then there’s an app for that.China launched its own anti-corruption app called, Central Commission for Discipline InspectionWebsite App, allowing the public to upload text messages, photos and videos of Chinese officials’ any corrupt practices.

The platform was released by the government agency, Central Committee for Discipline Inspection.Nervous in case you’ll be tracked as a whistleblower? Interestingly, anyone can report anonymously.China Daily said, “the anti-corruption authorities received more than 1,000 public reports, and nearly70 percent were communicated via snapshots, text messages or videos uploaded,” since its released.Kenya has its own version, too, called Ushahidi using crowdmapping, and India’s I Paid a Bribe.
