Public Value of Data: B2G data-sharing Within the Data Ecosystem of Helsinki

In order to harness public value from an expanding pool of private-produced data, there has been growing interest in facilitating business-to-government (B2G) data-sharing. This research examines the development of B2G data-sharing within the data ecosystem of the City of Helsinki. The research has identified expectations ecosystem actors have for B2G data-sharing and factors that influence the city’s ability to unlock public value from private-produced data.
The research context is smart cities, with a specific focus on the City of Helsinki. Smart cities are in an advantageous position to develop novel public-private collaborations. Helsinki, on the international stage, stands out as a pioneer in the realm of data-driven smart city development. For this research, nine data ecosystem actors representing the city and companies participated in semi-structured thematic interviews through which their perceptions and experiences were mapped.
The theoretical framework of this research draws from the public value management (PVM) approach in examining the smart city data ecosystem and alignment of diverse interests for a shared purpose. Additionally, the research transcends the examination of the interests in isolation and looks at how technological artefacts shape the social context and interests surrounding them. Here, the focus is on the properties of data as an artefact with anti-rival value-generation potential.
The findings of this research reveal that while ecosystem actors recognise that more value can be drawn from data through collaboration, this is not apparent at the level of individual initiatives and transactions. Article by Natasha Lomas: “Lawmakers take note: Elon Musk-owned X appears to have quietly complied with a hard legal requirement in the European Union that requires larger platforms (aka VLOPs) to provide researchers with data access in order to study systemic risks arising from use of their services — risks such as disinformation, child safety issues, gender-based violence and mental heath concerns.
X (or Twitter as it was still called at the time) was designated a VLOP under the EU’s Digital Services Act (DSA) back in April after the bloc’s regulators confirmed it meets their criteria for an extra layer of rules to kick in that are intended to drive algorithmic accountability via applying transparency measures on larger platforms.
Researchers intending to study systemic risks in the EU now appear to at least be able to apply for access to study X’s data by accessing a web form through a button which appears at the bottom of this page on its developer platform. Making democratic innovations stick
Report by NESTA: “A survey of 52 people working on participation in local government in the UK and the Nordic countries found that:
- a lack of funding and bureaucracy are the biggest barriers to using and scaling democratic innovations
- enabling citizens to influence decision making, building trust and being more inclusive are the most important reasons for using democratic innovations
- tackling climate change and reducing poverty and inequality are seen as the most important challenges to involve the public in.
When we focused on attitudes towards participation in the UK more broadly, and on attitudes to participation in climate change more specifically we found that:
- the public think it is important that they are being involved in how we make decisions on climate change. 71% of the public think it is important they are given a say in how to reduce the UK’s carbon emissions and transition to net zero
- the public doesn’t think the government is doing a good job of involving them – only 12% thought that the government is doing a good job of involving them in making decisions on how we tackle climate change
- not having the ability to influence decision makers and not having the right skills to participate are seen as the biggest barriers by the public….(More)”.
Internet use does not appear to harm mental health, study finds
Tim Bradshaw at the Financial Times: “A study of more than 2mn people’s internet use found no “smoking gun” for widespread harm to mental health from online activities such as browsing social media and gaming, despite widely claimed concerns that mobile apps can cause depression and anxiety.
Researchers at the Oxford Internet Institute, who said their study was the largest of its kind, said they found no evidence to support “popular ideas that certain groups are more at risk” from the technology.
However, Andrew Przybylski, professor at the institute — part of the University of Oxford — said that the data necessary to establish a causal connection was “absent” without more co-operation from tech companies. If apps do harm mental health, only the companies that build them have the user data that could prove it, he said.
“The best data we have available suggests that there is not a global link between these factors,” said Przybylski, who carried out the study with Matti Vuorre, a professor at Tilburg University. Because the “stakes are so high” if online activity really did lead to mental health problems, any regulation aimed at addressing it should be based on much more “conclusive” evidence, he added.
“Global Well-Being and Mental Health in the Internet Age” was published in the journal Clinical Psychological Science on Tuesday.
In their paper, Przybylski and Vuorre studied data on psychological wellbeing from 2.4mn people aged 15 to 89 in 168 countries between 2005 and 2022, which they contrasted with industry data about growth in internet subscriptions over that time, as well as tracking associations between mental health and internet adoption in 202 countries from 2000-19.
“Our results do not provide evidence supporting the view that the internet and technologies enabled by it, such as smartphones with internet access, are actively promoting or harming either wellbeing or mental health globally,” they concluded. While there was “some evidence” of greater associations between mental health problems and technology among younger people, these “appeared small in magnitude”, they added.
The report contrasts with a growing body of research in recent years that has connected the beginning of the smartphone era, around 2010, with growing rates of anxiety and depression, especially among teenage girls. Studies have suggested that reducing time on social media can benefit mental health, while those who spend the longest online are at greater risk of harm…(More)”.

Private UK health data donated for medical research shared with insurance companies
Article by Shanti Das: “Sensitive health information donated for medical research by half a million UK citizens has been shared with insurance companies despite a pledge that it would not be.
An Observer investigation has found that UK Biobank opened up its vast biomedical database to insurance sector firms several times between 2020 and 2023. The data was provided to insurance consultancy and tech firms for projects to create digital tools that help insurers predict a person’s risk of getting a chronic disease. The findings have raised concerns among geneticists, data privacy experts and campaigners over vetting and ethical checks at Biobank.
Set up in 2006 to help researchers investigating diseases, the database contains millions of blood, saliva and urine samples, collected regularly from about 500,000 adult volunteers – along with medical records, scans, wearable device data and lifestyle information.
Approved researchers around the world can pay £3,000 to £9,000 to access records ranging from medical history and lifestyle information to whole genome sequencing data. The resulting research has yielded major medical discoveries and led to Biobank being considered a “jewel in the crown” of British science.
Biobank said it strictly guarded access to its data, only allowing access by bona fide researchers for health-related projects in the public interest. It said this included researchers of all stripes, whether employed by academic, charitable or commercial organisations – including insurance companies – and that “information about data sharing was clearly set out to participants at the point of recruitment and the initial assessment”.
But evidence gathered by the Observer suggests Biobank did not explicitly tell participants it would share data with insurance companies – and made several public commitments not to do so.
When the project was announced, in 2002, Biobank promised that data would not be given to insurance companies after concerns were raised that it could be used in a discriminatory way, such as by the exclusion of people with a particular genetic makeup from insurance.
In an FAQ section on the Biobank website, participants were told: “Insurance companies will not be allowed access to any individual results nor will they be allowed access to anonymised data.” The statement remained online until February 2006, during which time the Biobank project was subject to public scrutiny and discussed in parliament.
The promise was also reiterated in several public statements by backers of Biobank, who said safeguards would be built in to ensure that “no insurance company or police force or employer will have access”.
This weekend, Biobank said the pledge – made repeatedly over four years – no longer applied. It said the commitment had been made before recruitment formally began in 2007 and that when Biobank volunteers enrolled they were given revised information.
This included leaflets and consent forms that contained a provision that anonymised Biobank data could be shared with private firms for “health-related” research, but did not explicitly mention insurance firms or correct the previous assurances…(More)”
Commission welcomes final agreement on EU Digital Identity Wallet
Press Release: “The Commission welcomes the final agreement reached today by the European Parliament and the Council of the EU at the final trilogue on the Regulation introducing European Digital Identity Wallets. This concludes the co-legislators’ work implementing the results of the provisional political agreement reached on 29 June 2023 on a legal framework for an EU Digital Identity, the first trusted and secure digital identity framework for all Europeans.
This marks an important step towards the Digital Decade 2030 targets on the digitalisation of public services. All EU citizens will be offered the possibility to have an EU Digital Identity Wallet to access public and private online services in full security and protection of personal data all over Europe.
In addition to public services, Very Large Online Platforms designated under the Digital Services Act (including services such as Amazon, Booking.com or Facebook) and private services that are legally required to authenticate their users will have to accept the EU Digital Identity Wallet for logging into their online services. In addition, the wallets’ features and common specifications will make it attractive for all private service providers to accept them for their services, thus creating new business opportunities. The Wallet will also facilitate service providers’ compliance with various regulatory requirements.
In addition to securely storing their digital identity, the Wallet will allow users to open bank accounts, make payments and hold digital documents, such as a mobile Driving Licence, a medical prescription, a professional certificate or a travel ticket. The Wallet will offer a user-friendly and practical alternative to online identification guaranteed by EU law. The Wallet will fully respect the user’s choice whether or not to share personal data, it will offer the highest degree of security certified independently to the same standards, and relevant parts of its code will be published open source to exclude any possibility of misuse, illegal tracking, tracing or government interception.
The legislative discussions have strengthened the ambition of the regulation in a number of areas important for citizens. The Wallet will contain a dashboard of all transactions accessible to its holder, offer the possibility to report alleged violations of data protection, and allow interaction between wallets. Matchmaking Research To Policy: Introducing Britain’s Areas Of Research Interest Database
Article by Kathryn Oliver: “Areas of research interest (ARIs) were originally recommended in the 2015 Nurse Review, which argued that if government stated what it needed to know more clearly and more regularly, then it would be easier for policy-relevant research to be produced.
During our time in government, myself and Annette Boaz worked to develop these areas of research interest, mobilize experts and produce evidence syntheses and other outputs addressing them, largely in response to the COVID pandemic. As readers of this blog will know, we have learned a lot about what it takes to mobilize evidence – the hard, and often hidden labor of creating and sustaining relationships, being part of transient teams, managing group dynamics, and honing listening and diplomatic skills.
Some of the challenges we encountered include the oft-cited, cultural gap between research and policy, the relevance of evidence, and the difficulty in resourcing knowledge mobilization and evidence synthesis require systemic responses. However, one challenge, the information gap noted by Nurse, between researchers and what government departments actually want to know offered a simpler solution.
Up until September 2023, departmental ARIs were published on gov.uk, in pdf or html format. Although a good start, we felt that having all the ARIs in one searchable database would make them more interactive and accessible. So, working with Overton, we developed the new ARI database.
