How Britain’s Getting Public Policy Down to a Science


in Governing: “Britain has a bold yet simple plan to do something few U.S. governments do: test the effectiveness of multiple policies before rolling them out. But are American lawmakers willing to listen to facts more than money or politics?

In medicine they do clinical trials to determine whether a new drug works. In business they use focus groups to help with product development. In Hollywood they field test various endings for movies in order to pick the one audiences like best. In the world of public policy? Well, to hear members of the United Kingdom’s Behavioural Insights Team (BIT) characterize it, those making laws and policies in the public sector tend to operate on some well-meaning mix of whim, hunch and dice roll, which all too often leads to expensive and ineffective (if not downright harmful) policy decisions.

….One of the prime BIT examples for why facts and not intuition ought to drive policy hails from the U.S. The much-vaunted “Scared Straight” program that swept the U.S. in the 1990s involved shepherding at-risk youth into maximum security prisons. There, they would be confronted by inmates who, presumably, would do the scaring while the visiting juveniles would do the straightening out. Scared Straight seemed like a good idea — let at-risk youth see up close and personal what was in store for them if they continued their wayward ways. Initially the results reported seemed not just good, but great. Programs were reporting “success rates” as high as 94 percent, which inspired other countries, including the U.K., to adopt Scared Straight-like programs.

The problem was that none of the program evaluations included a control group — a group of kids in similar circumstances with similar backgrounds who didn’t go through a Scared Straight program. There was no way to see how they would fare absent the experience. Eventually, a more scientific analysis of seven U.S. Scared Straight programs was conducted. Half of the at-risk youth in the study were left to their own devices and half were put through the program. This led to an alarming discovery: Kids who went through Scared Straight were more likely to offend than kids who skipped it — or, more precisely, who were spared it. The BIT concluded that “the costs associated with the programme (largely related to the increase in reoffending rates) were over 30 times higher than the benefits, meaning that ‘Scared Straight’ programmes cost the taxpayer a significant amount of money and actively increased crime.”

It was witnessing such random acts of policymaking that in 2010 inspired a small group of political and social scientists to set up the Behavioural Insights Team. Originally a small “skunk works” tucked away in the U.K. Treasury Department, the team gained traction under Prime Minister David Cameron, who took office evincing a keen interest in both “nonregulatory solutions to policy problems” and in spending public money efficiently, Service says. By way of example, he points to a business support program in the U.K. that would give small and medium-sized businesses up to £3,000 to subsidize advice from professionals. “But there was no proven link between receiving that money and improving business. We thought, ‘Wouldn’t it be better if you could first test the efficacy of some million-pound program or other, rather than just roll it out?’”

The BIT was set up as something of a policy research lab that would scientifically test multiple approaches to a public policy problem on a limited, controlled basis through “randomized controlled trials.” That is, it would look at multiple ways to skin the cat before writing the final cat-skinning manual. By comparing the results of various approaches — efforts to boost tax compliance, say, or to move people from welfare to work — policymakers could use the results of the trials to actually hone in on the most effective practices before full-scale rollout.

The various program and policy options that are field tested by the BIT aren’t pie-in-the-sky surmises, which is where the “behavioural” piece of the equation comes in. Before settling on what options to test, the BIT takes into account basic human behavior — what motivates us and what turns us off — and then develops several approaches to a policy problem based on actual social science and psychology.

The approach seems to work. Take, for example, the issue of recruiting organ donors. It can be a touchy topic, suggesting one’s own mortality while also conjuring up unsettling images of getting carved up and parceled out by surgeons. It’s no wonder, then, that while nine out of 10 people in England profess to support organ donations, fewer than one in three are officially registered as donors. To increase the U.K.’s ratio, the BIT decided to play around with the standard recruitment message posted on a high-traffic gov.uk website that encourages people to sign up with the national Organ Donor Register (see “‘Please Help Others,’” page 18). Seven different messages that varied in approach and tone were tested, and at the end of the trial, one message emerged clearly as the most effective — so effective, in fact, that the BIT concluded that “if the best-performing message were to be used over the whole year, it would lead to approximately 96,000 extra registrations completed.”

According to the BIT there are nine key steps to a defensible controlled randomized trial, the first and second — and the two most obvious — being that there must be at least two policy interventions to compare and that the outcome that the policies they’re meant to influence must be clear. But the “randomized” factor in the equation is critical, and it’s not necessarily easy to achieve.

In BIT-speak, “randomization units” can range from individuals (randomly chosen clients) entering the same welfare office but experiencing different interventions, to different groups of clientele or even different institutions like schools or congregate care facilities. The important point is to be sure that the groups or institutions chosen for comparison are operating in circumstances and with clientele similar enough so that researchers can confidently say that any differences in outcomes are due to different policy interventions and not other socioeconomic or cultural exigencies. There are also minimum sampling sizes that ensure legitimacy — essentially, the more the merrier.

As a matter of popular political culture, the BIT’s approach is known as “nudge theory,” a strand of behavioral economics based on the notion that the economic decisions that human beings make are just that — human — and that by tuning into what motivates and appeals to people we can much better understand why those economic decisions are made. In market economics, of course, nudge theory helps businesses tune into customer motivation. In public policy, nudge theory involves figuring out ways to motivate people to do what’s best for themselves, their families, their neighborhoods and society.

When the BIT started playing around with ways to improve tax compliance, for example, the group discovered a range of strategies to do that, from the very obvious approach — make compliance easy — to the more behaviorally complex. The idea was to key in on the sorts of messages to send to taxpayers that will resonate and improve voluntary compliance. The results can be impressive. “If you just tell taxpayers that the majority of folks in their area pay their taxes on time [versus sending out dunning letters],” says the BIT’s Service, “that adds 3 percent more people who pay, bringing in millions of pounds.” Another randomized controlled trial showed that in pestering citizens to pay various fines, personal text messages were more effective than letters.

There has been pushback on using randomized controlled trials to develop policy. Some see it as a nefarious attempt at mind control on the part of government. “Nudge” to some seems to mean “manipulate.” Service bridles at the criticism. “We’re sometimes referred to as ‘the Nudge Team,’ but we’re the ‘Behavioural Insights Team’ because we’re interested in human behavior, not mind control.”

The essence of the philosophy, Service adds, is “leading people to do the right thing.” For those interested in launching BIT-like efforts without engendering immediate ideological resistance, he suggests focusing first on “non-headline-grabbing” policy areas such as tax collection or organ donation that can be launched through administrative fiat.”

The advent of crowdfunding innovations for development


SciDevNet: “FundaGeek, TechMoola and RocketHub have more in common than just their curious names. These are all the monikers of crowdsourcing websites that are dedicated to raising money for science and technology projects. As the coffers that were traditionally used to fund research and development have been squeezed in recent years, several such sites have sprouted up.
In 2013, general crowdsourcing site Kickstarter saw a total of US$480 million pledged to its projects by three million backers. That’s up from US$320 million in 2012, US$99 million in 2011 and just US$28million in 2010. Kickstarter expects the figures to climb further this year, and not just for popular projects such as films and books.
Science and technology projects — particularly those involving simple designs — are starting to make waves on these sites. And new sites, such as those bizarrely named ones, are now catering specifically for scientific projects, widening the choice of platforms on offer and raising crowdsourcing’s profile among the global scientific community online.
All this means that crowdsourcing is fast becoming one of the most significant innovations in funding the development of technology that can aid poor communities….
A good example of how crowdsourcing can help the developing world is the GravityLight, a product launched on Indiegogo over a year ago that uses gravity to create light. Not only did UK design company Therefore massively exceed its initial funding target — ultimately raising $US400,000 instead of a planned US$55,000 — it amassed a global network of investors and distributors that has allowed the light to be trialled in 26 countries as of last December.
The light was developed in-house after Therefore was given a brief to produce a cheap solar-powered lamp by private clients. Although this project faltered, the team independently set out to produce a lamp to replace the ubiquitous and dangerous kerosene lamps widely used in remote areas in Africa. After several months of development, Therefore had designed a product that is powered by a rope with a heavy weight on its end being slowly drawn through the light’s gears (see video)…
Crowdfunding is not always related to a specific product. Earlier this year, Indiegogo hosted a project hoping to build a clean energy store in a Ugandan village. The idea is to create an ongoing supply chain for technologies such as cleaner-burning stoves, water filters and solar lights that will improve or save lives, according to ENVenture, the project’s creators. [1] The US$2,000 target was comfortably exceeded…”

#Bring back our girls


The Guardian: “The abduction of more than 200 schoolgirls in Nigeria has lead to campaigns calling for their rescue, on social media and offline all around the world.
After Nigerian protestors marched on parliament in the capital Abuja calling for action on April 30, people in cities around the world have followed suit and organised their own marches.
A social media campaign under the hashtag #Bringbackourgirls started trending in Nigeria two weeks ago and has now been tweeted more than one million times. It was first used on April 23 at the opening ceremony for a UNESCO event honouring the Nigerian city of Port Harcourt as the 2014 World Book Capital City. A Nigerian lawyer in Abuja, Ibrahim M. Abdullahi, tweeted the call in a speech by Dr. Oby Ezekwesili, Vice President of the World Bank for Africa to “Bring Back the Girls!”

Another mass demonstration took place outside the Nigerian Defence Headquarters in Abuja on May 6 and many other protests have been organised in response to a social media campaign asking for people around the world to march and wear red in solidarity. People came out in protest at the Nigerian embassy in London, in Los Angeles and New York.

A global “social media march” has also been organised asking supporters to use their networks to promote the campaign for 200 minutes on May 8.
A petition started on Change.org by a Nigerian woman in solidarity with the schoolgirls has now been signed by more than 300,000 supporters.
Amnesty International and UNICEF have backed the campaign, as well as world leaders and celebrities, including Hilary Clinton, Malala Yousafzai and rappers Wyclef Jean and Chris Brown, whose mention of the campaign was retweeted more than 10,000 times.

After three weeks of silence the Nigerian President Goodluck Jonathan vowed to find the schoolgirls on April 3, stating: “wherever these girls are, we’ll get them out”. On the same day, John Kerry pledged assistance from the US.”

Sharing in a Changing Climate


Helen Goulden in the Huffington Post: “Every month, a social research agency conducts a public opinion survey on 30,000 UK households. As part of this households are asked about what issues they think are the most important; things such as crime, unemployment, inequality, public health etc. Climate change has ranked so consistently low on these surveys that they don’t both asking any more.
On first glance, it would appear that most people don’t care about a changing climate.
Yet, that’s simply not true. Many people care deeply, but fleetingly – in the same way they may consider their own mortality before getting back to thinking about what to have for tea. And others care, but fail to change their behaviour in a way that’s proportionate to their concerns. Certainly that’s my unhappy stomping ground.
Besides what choices do we really have? Even the most progressive, large organisations have been glacial to move towards any form of real form of sustainability. For many years we have struggled with the Frankenstein-like task of stitching ‘sustainability’ onto existing business and economic models and the results, I think, speak for themselves.
That the Collaborative Economy presents us with an opportunity – in Napster-like ways – to disrupt and evolve toward something more sustainable is compelling idea. Looking out to a future filled with opportunities to reconfigure how we produce, consume and dispose of the things we want and need to live, work and play.
Whether the journey toward sustainability is short or long, it will be punctuated with a good degree of turbulence, disruption and some largely unpredictable events. How we deal with those events and what role communities, collaboration and technology play may set the framework and tone for how that future evolves. Crises and disruption to our entrenched living patterns present ripe opportunities for innovation and space for adopting new behaviours and practices.
No-one is immune from the impact of erratic and extreme weather events. And if we accept that these events are going to increase in frequency, we must draw the conclusion that emergency state and government resources may be drawn more thinly over time.
Across the world, there is a fairly well organised state and international infrastructure for dealing with emergencies , involving everyone from the Disaster Emergency Committee, the UN, central and local government and municipalities, not for profit organisations and of course, the military. There is a clear reason why we need this kind of state emergency response; I’m not suggesting that we don’t.
But through the rise of open data and mass participation in platforms that share location, identity and inventory, we are creating a new kind of mesh; a social and technological infrastructure that could considerably strengthen our ability to respond to unpredictable events.
In the last few years we have seen a sharp rise in the number of tools and crowdsourcing platforms and open source sensor networks that are focused on observing, predicting or responding to extreme events:
• Apps like Shake Alert, which emits a minute warning that an earthquake is coming
• Rio’s sensor network, which measures rainfall outside the city and can predict flooding
• Open Source sensor software Arduino which is being used to crowd-source weather and pollution data
• Propeller Health, which is using Asthma sensors on inhalers to crowd-source pollution hotspots
• Safecast, which was developed for crowdsourcing radiation levels in Japan
Increasingly we have the ability to deploy open source, distributed and networked sensors and devices for capturing and aggregating data that can help us manage our responses to extreme weather (and indeed, other kinds of) events.
Look at platforms like LocalMind and Foursquare. Today, I might be using them to find out whether there’s a free table at a bar or finding out what restaurant my friends are in. But these kind of social locative platforms present an infrastructure that could be life-saving in any kind of situation where you need to know where to go quickly to get out of trouble. We know that in the wake of disruptive events and disasters, like bombings, riots etc, people now intuitively and instinctively take to technology to find out what’s happening, where to go and how to co-ordinate response efforts.
During the 2013 Bart Strike in San Francisco, ventures like Liquid Space and SideCar enabled people to quickly find alternative places to work, or alternatives to public transport, to mitigate the inconvenience of the strike. The strike was a minor inconvenience compared to the impact of a hurricane and flood but nevertheless, in both those instances, ventures decided waive their fees; as did AirBnB when 1,400 New York AirBnB hosts opened their doors to people who had been left homeless through Hurricane Sandy in 2012.
The impulse to help is not new. The matching of people’s offers of help and resources to on-the-ground need, in real time, is.”

Researchers and entrepreneurs, innovators, creators or interested bystanders – whoever you are, I hope you will take this opportunity to take part in determining Europe’s future“.

The consultation is organised as a series of discussions, in which contributors can suggest ideas for a new FET Proactive initiative or discuss the 9 research topics identified in the previous consultation to determine whether they are still relevant today.

The ideas collected via the public consultation will contribute to future FET work programmes, notably the next one (2016-17). This participative process has already been used to draft the current work programme (2014-15).

Background

€2,7 billion will be invested in Future and Emerging Technologies (FET) under the new research programme Horizon 2020#H2020 (2014-2020). This represents a nearly threefold increase in budget compared to the previous research programme, FP7. FET actions are part of the Excellent science pillar of Horizon 2020.

The objective of FET is to foster radical new technologies by exploring novel and high-risk ideas building on scientific foundations. By providing flexible support to goal-oriented and interdisciplinary collaborative research, and by adopting innovative research practices, FET research seizes the opportunities that will deliver long-term benefit for our society and economy.

FET Proactive initiatives aim to mobilise interdisciplinary communities around promising long-term technological visions. They build up the necessary base of knowledge and know-how for kick-starting a future technology line that will benefit Europe’s future industries and citizens in the decades to come. FET Proactive initiatives complement FET Open scheme, which funds small-scale projects on future technology, and FET Flagships, which are large-scale initiatives to tackle ambitious interdisciplinary science and technology goals.

FET previously launched an online consultation (2012-13) to identify research topics for the current work programme. Around 160 ideas were submitted. The European Commission did an exhaustive analysis and produced an informal clustering of these ideas into broad topics. 9 topics were identified as candidates for a FET Proactive initiative. Three are included in the current programme, namely Global Systems Science; Knowing, Doing, Being; and Quantum Simulation.”

The promise and perils of giving the public a policy ‘nudge’


Nicholas Biddle and Katherine Curchin at the Conversation: “…These behavioural insights are more than just intellectual curiosities. They are increasingly being used by policymakers inspired by Richard Thaler and Cass Sunstein’s bestselling manifesto for libertarian paternalism, Nudge.
The British and New South Wales governments have set up behavioural insights units. Many other governments around Australia are following their lead.
Most of the attention so far has been on how behavioural insights could be employed to make people slimmer, greener, more altruistic or better savers. However, it’s time we started thinking and talking about the impact these ideas could have on social policy – programs and payments that aim to reduce disadvantage and narrow divergence in opportunity.
While applying behavioural insights can potentially improve the efficiency and effectiveness of social policy, unscrupulous or poorly thought through applications could be disturbing and damaging. It would appear behavioural insights inspired the UK government’s so-called “Nudge Unit” to force job seekers to undergo bogus personality tests – on pain of losing benefits if they refused.
The idea seemed to be that because people readily believe that any vaguely worded combination of character traits applies to them – which is why people connect with their star sign – the results of a fake psychometric test can dupe them into believing they have a go-getting personality.
In our view, this is not how behavioural insights should be applied. This UK example seems to be a particularly troubling case of the use of “nudges” in conjunction with, rather than instead of, coercion. This is the worst of both worlds: not libertarian paternalism, but authoritarian paternalism.
Ironically, this instance betrays a questionable understanding of behavioural insights or at the very least a very short-term focus. Research tells us that co-operative behaviour depends on the perception of fairness and successful framing requires trust.
Dishonest interventions, which make the government seem both unfair and untrustworthy, should have the longer-term effect of undermining its ability to elicit cooperation and successfully frame information.
Some critics have assumed nudge is inherently conservative or neoliberal. Yet these insights could inform progressive reform in many ways.
For example, taking behavioural insights seriously would encourage a redesign of employment services. There is plenty of scope for thinking more rigorously about how job seekers’ interactions with employment services unintentionally inhibit their motivation to search for work.

Beware accidental nudges

More than just a nudge here or there, behavioural insights can be used to reflect on almost all government decisions. Too often governments accidentally nudge citizens in the opposite direction to where they want them to go.
Take the disappointing take-up of the Matched Savings Scheme, which is part of New Income Management in the Northern Territory. It matches welfare recipients’ savings dollar-for-dollar up to a maximum of A$500 and is meant to get people into the habit of saving regularly.
No doubt saving is extremely hard for people on very low incomes. But another reason so few people embraced the savings program may be a quirk in its design: people had to save money out of their non-income-managed funds, but the $500 reward they received from the government went into their income-managed account.
To some people this appears to have signalled the government’s bad faith. It said to them: even if you demonstrate your responsibility with money, we still won’t trust you.
The Matched Savings Scheme was intended to be a carrot, not a stick. It was supposed to complement the coercive element of income management by giving welfare recipients an incentive to improve their budgeting. Instead it was perceived as an invitation to welfare recipients to be complicit in their own humiliation.
The promise of an extra $500 would have been a strong lure for Homo economicus, but it wasn’t for Homo sapiens. People out of work or on income support are no more or less rational than merchant bankers or economics professors. Their circumstances and choices are different though.
The idiosyncrasies of human decision-making don’t mean that the human brain is fundamentally flawed. Most of the biases that we mentioned earlier are adaptive. But they do mean that policy makers need to appreciate how we differ from rational utility maximisers.”
Real humans are not worse than economic man. We’re just different and we deserve policies made for Homo sapiens, not Homo economicus.

Open Government Data Gains Global Momentum


Wyatt Kash in Information Week: “Governments across the globe are deepening their strategic commitments and working more closely to make government data openly available for public use, according to public and private sector leaders who met this week at the inaugural Open Government Data Forum in Abu Dhabi, hosted by the United Nations and the United Arab Emirates, April 28-29.

Data experts from Europe, the Middle East, the US, Canada, Korea, and the World Bank highlighted how one country after another has set into motion initiatives to expand the release of government data and broaden its use. Those efforts are gaining traction due to multinational organizations, such as the Open Government Partnership, the Open Data Institute, The World Bank, and the UN’s e-government division, that are trying to share practices and standardize open data tools.
In the latest example, the French government announced April 24 that it is joining the Open Government Partnership, a group of 64 countries working jointly to make their governments more open, accountable, and responsive to citizens. The announcement caps a string of policy shifts, which began with the formal release of France’s Open Data Strategy in May 2011 and which parallel similar moves by the US.
The strategy committed France to providing “free access and reuse of public data… using machine-readable formats and open standards,” said Romain Lacombe, head of innovation for the French prime minister’s open government task force, Etalab. The French government is taking steps to end the practice of selling datasets, such as civil and case-law data, and is making them freely reusable. France launched a public data portal, Data.gouv.fr, in December 2011 and joined a G8 initiative to engage with open data innovators worldwide.
For South Korea, open data is not just about achieving greater transparency and efficiency, but is seen as digital fuel for a nation that by 2020 expects to achieve “ambient intelligence… when all humans and things are connected together,” said Dr. YoungSun Lee, who heads South Korea’s National Information Society Agency.
He foresees open data leading to a shift in the ways government will function: from an era of e-government, where information is delivered to citizens, to one where predictive analysis will foster a “creative government,” in which “government provides customized services for each individual.”
The open data movement is also propelling innovative programs in the United Arab Emirates. “The role of open data in directing economic and social decisions pertaining to investments… is of paramount importance” to the UAE, said Dr. Ali M. Al Khouri, director general of the Emirates Identity Authority. It also plays a key role in building public trust and fighting corruption, he said….”

Can technology end homelessness?

Inside a two-story brick building is the Impact Hub co-working space and business incubator, a place where entrepreneurs are busily working on ideas to improve the world we live in.

Homelessness. Drugs. Violence.
Now, those two contrasting scenes are coming together.
This weekend, more than 100 developers, designers, entrepreneurs and do-gooders will team up at the Impact Hub for the first-ever Hack to End Homelessness, a four-day event that encourages participants to envision and create ideas to alleviate the homelessness problem in Seattle.
The Washington Low Income Housing Alliance, Real Change and several other local homeless services and advocacy groups have already submitted project proposals, which range from an e-commerce site showcasing artwork of homeless youth to a social network focusing on low-end mobile phones for people who are homeless.
Seattle has certainly made an effort to fix its homelessness problem. Back in 2005, the Committee to End Homelessness established a 10-year plan to dramatically reduce the number of people without homes in the region. By the end of 2014, the goal was to “virtually end,” homelessness in King County.
But fast-forward to today and that hasn’t exactly come to fruition. There are more than 2,300 people in Seattle sleeping in the streets — up 16 percent from 2013 — and city data shows nearly 10,000 households checking into shelters or transitional housing last year. Thousands of others may not be on the streets or in shelters, yet still live without a permanent place to sleep at night.
While some efforts of the committee have helped curb homelessness, it’s clear that there is still a problem — one that has likely been affected by rising rent prices in the area.
Candace Faber, one of the event organizers, said that her team has been shocked by the growth of homelessness in the Seattle metropolitan area. They’re worried not only about how many people do not have a permanent home, but what kind of impact the problem is having on the city as a whole.
“With Seattle experiencing the highest rent hikes in the nation, we’re concerned that, without action, our city will not be able to remain the dynamic, affordable place it is now,” Faber said. “We don’t want to lose our entrepreneurial spirit or wind up with a situation like San Francisco, where you can’t afford to innovate without serious VC backing and there’s serious tension between the housing community and tech workers.”
That raises the question: How, exactly, can technology fix the homeless problem? The stories of these Seattle entrepreneurs helps to provide the answer.

That’s because the Freak’n Genius co-founder and CEO spent his childhood living in 14 different homes and apartments, in addition to a bevy of shelters and transitional houses. The moving around and lack of permanent housing made going to school difficult, and finding acceptance anywhere was nearly impossible.
“I was always the new kid, the poor kid, and the smallest kid,” Kesterson says now. “You just become the target of getting picked on.”
By the time he was 15, Kesterson realized that school wasn’t a place that fit his learning style. So, he dropped out to help run his parents’ house-cleaning business in Seattle.
That’s when Kesterson, now a talented artist and designer, further developed his creative skills. The Yuba City, Calif. native would spend hours locked in a room perusing through deviantART.com, a new Internet community where other artists from around the world were sharing their own work and receiving feedback.

So now Kesterson, who plans on attending the final presentations at the Hack for Homelessness event on Sunday, is using his own experiences to teach youth about finding solutions to problems with a entrepreneurial lens. When it comes to helping at-risk youth, or those that are homeless, Kesterson says it’s about finding a thriving and supportive environment — the same one he surrounded himself with while surfing through deviantART 14 years ago.
“Externally, our environment plays a significant role in either setting people up for growth and success, or weighting people down, sucking the life out of them, and eventually leaving them at or near rock bottom,” he said.
For Kesterson, it’s entrepreneurs who can help create these environments for people, and show them that they have the ability and power to solve problems and truly make a difference.
“Entrepreneurs need to first focus on the external and internal environments of those that are homeless,” he said. “Support, help, and inspire. Become a part of their network to mentor and make connections with the challenges they are faced with the way we lean on our own mentor networks.”

FIXING THE ROOT

Lindsay Caron Epstein has always, in some shape or form, been an entrepreneur at heart.
She figured out a way to survive after moving to Arizona from New Jersey with only $100. She figured out how to land a few minimum wage jobs and eventually start a non-profit community center for at-risk youth at just 22 years old.
And now, Caron using her entrepreneurial spirit to help figure out ways to fix social challenges like homelessness.
The 36-year-old is CEO and founder of ActivateHub, a startup working alongside other socially-conscious companies in Seattle’s Fledge Accelerator. ActivateHub is a “community building social action network,” or a place where people can find local events put on by NGOs and other organizations working on a wide variety of issues.
Caron found the inspiration to start the company after organizing programs for troubled youth in Arizona and studying the homelessness problem while in school. She became fascinated with how communities were built in a way that could help people and pull them out of tough situations, but there didn’t appear to be an easy way for people to get involved.
“If you do a Google search for poverty, homelessness, climate change — any issue you care about — you’ll just find news articles and blogs,” Caron explained. “You don’t find who in your community is working on those problems and you don’t find out how you can get involved.”
Caron says her company can help those that may not have a home or have anything to do. ActivateHub, she said, might give them a reason to become engaged in something and create a sense of value in the community.
“It gives people a reason to clean up and enables them to make connections,” said Caron, who will also be attending this weekend’s event. “Some people need that inspiration and purpose to change their situation, and a lot of times that motivation isn’t there.”
Of course, ActivateHub alone isn’t going to solve the homelessness problem by itself. Caron knows this and thinks that entrepreneurs can help by focusing on more preventative measures. Sure, technology can be used to help connect homeless people to certain resources, but there’s a deeper issue at hand for Caron…”

Looking for the Needle in a Stack of Needles: Tracking Shadow Economic Activities in the Age of Big Data


Manju Bansal in MIT Technology Review: “The undocumented guys hanging out in the home-improvement-store parking lot looking for day labor, the neighborhood kids running a lemonade stand, and Al Qaeda terrorists plotting to do harm all have one thing in common: They operate in the underground economy, a shadowy zone where businesses, both legitimate and less so, transact in the currency of opportunity, away from traditional institutions and their watchful eyes.
One might think that this alternative economy is limited to markets that are low on the Transparency International rankings (such as sub-Saharan Africa and South Asia, for instance). However, a recent University of Wisconsin report estimates the value of the underground economy in the United States at about $2 trillion, about 15% of the total U.S. GDP. And a 2013 study coauthored by Friedrich Schneider, a noted authority on global shadow economies, estimated the European Union’s underground economy at more than 18% of GDP, or a whopping 2.1 trillion euros. More than two-thirds of the underground activity came from the most developed countries, including Germany, France, Italy, Spain, and the United Kingdom.
Underground economic activity is a multifaceted phenomenon, with implications across the board for national security, tax collections, public-sector services, and more. It includes the activity of any business that relies primarily on old-fashioned cash for most transactions — ranging from legitimate businesses (including lemonade stands) to drug cartels and organized crime.
Though it’s often soiled, heavy to lug around, and easy to lose to theft, cash is still king simply because it is so easy to hide from the authorities. With the help of the right bank or financial institution, “dirty” money can easily be laundered and come out looking fresh and clean, or at least legitimate. Case in point is the global bank HSBC, which agreed to pay U.S. regulators $1.9 billion in fines to settle charges of money laundering on behalf of Mexican drug cartels. According to a U.S. Senate subcommittee report, that process involved transferring $7 billion in cash from the bank’s branches in Mexico to those in the United States. Just for reference, each $100 bill weighs one gram, so to transfer $7 billion, HSBC had to physically transport 70 metric tons of cash across the U.S.-Mexican border.
The Financial Action Task Force, an intergovernmental body established in 1989, has estimated the total amount of money laundered worldwide to be around 2% to 5% of global GDP. Many of these transactions seem, at first glance, to be perfectly legitimate. Therein lies the conundrum for a banker or a government official: How do you identify, track, control, and, one hopes, prosecute money launderers, when they are hiding in plain sight and their business is couched in networked layers of perfectly defensible legitimacy?
Enter big-data tools, such as those provided by SynerScope, a Holland-based startup that is a member of the SAP Startup Focus program. This company’s solutions help unravel the complex networks hidden behind the layers of transactions and interactions.
Networks, good or bad, are near omnipresent in almost any form of organized human activity and particularly in banking and insurance. SynerScope takes data from both structured and unstructured data fields and transforms these into interactive computer visuals that display graphic patterns that humans can use to quickly make sense of information. Spotting of deviations in complex networked processes can easily be put to use in fraud detection for insurance, banking, e-commerce, and forensic accounting.

To understand how SynerScope helps authorities track and halt money laundering, it’s important to understand how the networked laundering process works. It typically involves three stages.
1. In the initial, or placement, stage, launderers introduce their illegal profits into the financial system. This might be done by breaking up large amounts of cash into less-conspicuous smaller sums that are then deposited directly into a bank account, or by purchasing a series of monetary instruments (checks, money orders) that are then collected and deposited into accounts at other locations.
2. After the funds have entered the financial system, the launderer commences the second stage, called layering, which uses a series of conversions or transfers to distance the funds from their sources. Such use of widely scattered accounts for laundering is especially prevalent in those jurisdictions that do not cooperate in anti-money-laundering investigations. Sometimes the launderer disguises the transfers as payments for goods or services.
3. Having successfully processed the criminal profits through the first two phases, the launderer then proceeds to the third stage, integration, in which the funds re-enter the legitimate economy. The launderer might invest the funds in real estate, luxury assets, or business ventures.
Current detection tools compare individual transactions against preset profiles and rules. Sophisticated criminals quickly learn how to make their illicit transactions look normal for such systems. As a result, rules and profiles need constant and costly updating.
