Anna Clark in NextCity: “Drawing from a practice pioneered 25 years ago in Porto Alegre, Brazil and imported to North America via progressive leaders in Toronto and Quebec, participatory budgeting cracks open the closed-door process of fiscal decision-making in cities, letting citizens vote on exactly how government money is spent in their community. It’s an auspicious departure from traditional ways of allocating tax dollars, let alone in Chicago, which has long been known for deeply entrenched machine politics. As Alderman Joe Moore puts it, in Chicago, “so many decisions are made from the top down.”
Participatory budgeting works pretty simply in the 49th Ward. Instead of Moore deciding how to spend $1.3 million in “menu money” that is allotted annually to each of Chicago’s 50 council members for capital improvements, the councilman opens up a public process to determine how to spend $1 million of the allotment. The remaining $300,000 is socked away in the bank for emergencies and cost overruns.
And the unusual vote on $1 million in menu money is open to a wider swath of the community than your standard Election Day: you don’t have to be a citizen to cast a ballot, and the voting age is sixteen.
Thanks to the process, Rogers Park can now boast of a new community garden, dozens of underpass murals, heating shelters at three transit stations, hundreds of tree plantings, an outdoor shower at Loyola Park, a $110,000 dog park, and eye-catching “You Are Here” neighborhood information boards at transit station entrances.

Another prominent supporter of participatory budgeting? The White House. In December—about eight months after Joe Moore met with President Barack Obama about bringing participatory budgeting to the federal level—PB became an option for determining how to spend community development block-grant money from the Department of Housing and Urban Development. The Obama administration also declared that, in a yet-to-be-detailed partnership, it will help create tools that can be used for participatory budgeting on a local level.
All this activity has so far added up to $45 million in tax dollars allocated to 203 voter-approved projects across the country. Some 46,000 people and 500 organizations nationwide have been part of the decision-making, according to the nonprofit Participatory Budgeting Project.

But to fulfill this vision, the process needs resources behind it—enough funds for projects to demonstrate a visible community benefit, and ample capacity from the facilitators of the process (whether it’s district officials or city hall) to truly reach out to the community. Without intention and capacity, PB risks duplicating the process of elections for ordinary representative democracy, where white middle- and upper-class voters are far more likely to vote and therefore enjoy an outsized influence on their neighborhood.

Participatory budgeting works differently for every city. In Porto Alegre, Brazil, where the process was created a generation ago by The Worker’s Party to give disadvantaged people a stronger voice in government, as many as 50,000 people vote on how to spend public money each year. More than $700 million has been funneled through the process since its inception. Vallejo, Calif., embraced participatory budgeting in 2012 after emerging from bankruptcy as part of its citywide reinvention. In its first PB vote in May 2013, 3,917 residents voted over the course of a week at 13 polling locations. That translated into four percent of the city’s eligible voters—a tiny number, but a much higher percentage than previous PB processes in Chicago and New York.
But the 5th Ward in Hyde Park, a South Side neighborhood that’s home to the University of Chicago, dropped PB in December, citing low turnout in neighborhood assemblies and residents who felt the process was too much work to be worthwhile. “They said it was very time consuming, a lot of meetings, and that they thought the neighborhood groups that they had were active enough to do it without having all of the expenses that were associated with it,” Alderman Leslie Hairston told the Hyde Park Herald. In 2013, its first year with participatory budgeting, the 5th Ward held a PB vote that saw only 100 ballots cast.
Josh Lerner of the Participatory Budgeting Project says low turnout is a problem that can be solved through outreach and promotion. “It is challenging to do this without capacity,” he said. Internationally, according to Lerner, PB is part of a city administration, with a whole office coordinating the process. Without the backing from City Hall in Porto Alegre, participatory budgeting would have a hard time attracting the tens of thousands who now count themselves as part of the process. And even with the support from City Hall, the 50,000 participants represent less than one percent of the city’s population of 1.4 million.

So what’s next for participatory budgeting in Rogers Park and beyond?
Well, first off, Rahm Emanuel’s new Manager of Participatory Budgeting will be responsible for supporting council districts if and when they opt to go participatory. There won’t be a requirement to do so, but if a district wishes to follow the 49th, they will have high-level backup from City Hall.
But this new manager—as well as Chicago’s aldermen and engaged citizens—must understand that there is no one-size-fits-all formula for participatory budgeting. The process must be adapted to the unique needs and culture of each district if it is to resonate with locals. And timing is key for rolling out the process.
While still in the hazy early days, federal support through the new White House initiative may also prove crucial in streamlining the participatory budgeting process, easing the burden on local leaders and citizens, and ultimately generating better participation—and, therefore, better on-the-ground results in communities around the country.
One of the key lessons of participatory budgeting—as with democracy more broadly—is that efficiency is not the highest value in the public sphere. It would be much easier and more cost-effective for aldermen to return to the old days and simply check off the boxes for where he or she thinks menu money should be spent. “We could sign off on menu money in a couple hours, a couple days,” Vandercook said. By choosing the participatory path, aldermen effectively create more work for themselves. They risk low rates of participation and the possibility that winning projects may not be the most worthy. Scalability, too, is a problem — the larger the community served by the process, the more difficult it is to ensure that both the process and the resulting projects reflect the needs of the entire community.
Nonetheless, participatory budgeting serves a harder-to-measure purpose that may well be, in the final accounting, more important. It is a profound civic education for citizens, who dig into both the limits and possibilities of public money. They experience what their elected leaders must navigate every day. But it’s also a civic education for council members and city staff who may find that they are engaging with those they represent more than they ever had before, learning about what they value most. Owen Burgh, chief of staff for Alderman Joe Arena in Chicago’s 45th Ward, told the Participatory Budgeting Project, “I was really surprised by the amazing knowledge base we have among our volunteers. So many of our volunteers came to the process with a background where they understood some principles of traffic management, community development and urban planning. It was very refreshing. Usually, in an alderman’s office, people contact us to fix an isolated problem. Through this process, we discussed not just what needed to be fixed but what we wanted our community to be.”
The participatory budgeting process expands the scope and depth of civic spaces in the community, where elected leaders work with—not for—residents. Even for those who do not show up to vote, there is an empowerment that comes simply in knowing that they could; the sincere invitation to participate matters, whether or not it is accepted…”
New York Police Twitter Strategy Has Unforeseen Consequences

So when a departmental Twitter campaign, meant to elicit smiling snapshots, instead attracted tens of thousands of less flattering images of officers, it did not take long for the hashtag #myNYPD to spread far beyond the five boroughs.
By Wednesday, the public relations situation in New York City had sparked imitators from Los Angeles (#myLAPD) to Mexico (#MiPolicíaMexicana) and over the ocean to Greece (#myELAS), Germany (#DankePolizei) and France (#maPolice).
The images, including circles of police officers, in riot gear poised to strike a man on a bench, or hosing down protesters, closely resembled those posted on Tuesday by critics of the Police Department in New York, in which many of the most infamous moments in recent police history had been dredged up by Twitter users….”
Paying Farmers to Welcome Birds
Jim Robbins in The New York Times: “The Central Valley was once one of North America’s most productive wildlife habitats, a 450-mile-long expanse marbled with meandering streams and lush wetlands that provided an ideal stop for migratory shorebirds on their annual journeys from South America and Mexico to the Arctic and back.
Farmers and engineers have long since tamed the valley. Of the wetlands that existed before the valley was settled, about 95 percent are gone, and the number of migratory birds has declined drastically. But now an unusual alliance of conservationists, bird watchers and farmers have joined in an innovative plan to restore essential habitat for the migrating birds.
The program, called BirdReturns, starts with data from eBird, the pioneering citizen science project that asks birders to record sightings on a smartphone app and send the information to the Cornell Lab of Ornithology in upstate New York.
By crunching data from the Central Valley, eBird can generate maps showing where virtually every species congregates in the remaining wetlands. Then, by overlaying those maps on aerial views of existing surface water, it can determine where the birds’ need for habitat is greatest….
BirdReturns is an example of the growing movement called reconciliation ecology, in which ecosystems dominated by humans are managed to increase biodiversity.
“It’s a new ‘Moneyball,’ ” said Eric Hallstein, an economist with the Nature Conservancy and a designer of the auctions, referring to the book and movie about the Oakland Athletics’ data-driven approach to baseball. “We’re disrupting the conservation industry by taking a new kind of data, crunching it differently and contracting differently.”
The Transformative Impact of Data and Communication on Governance
Steven Livingston at Brookings: “How do digital technologies affect governance in areas of limited statehood – places and circumstances characterized by the absence of state provisioning of public goods and the enforcement of binding rules with a monopoly of legitimate force? In the first post in this series I introduced the limited statehood concept and then described the tremendous growth in mobile telephony, GIS, and other technologies in the developing world. In the second post I offered examples of the use of ICT in initiatives intended to fill at least some of the governance vacuum created by limited statehood. With mobile phones, for example, farmers are informed of market conditions, have access to liquidity through M-Pesa and similar mobile money platforms….
This brings to mind another type of ICT governance initiative. Rather than fill in for or even displace the state some ICT initiatives can strengthen governance capacity. Digital government – the use of digital technology by the state itself — is one important possibility. Other initiatives strengthen the state by exerting pressure. Countries with weak governance sometimes take the form of extractive states or those, which cater to the needs of an elite, leaving the majority of the population in poverty and without basic public services. This is what Daron Acemoglu and James A. Robinson call extractive political and economic institutions. Inclusive states, on the other hand, are pluralistic, bound by the rule of law, respectful of property rights, and, in general, accountable. Accountability mechanisms such as a free press and competitive multiparty elections are instrumental to discourage extractive institutions. What ICT-based initiatives might lend a hand in strengthening accountability? We can point to three examples.
Example One: Using ICT to Protect Human Rights
Nonstate actors now use commercial, high-resolution remote sensing satellites to monitor weapons programs and human rights violations. Amnesty International’s Remote Sensing for Human Rights offers one example, and Satellite Sentinel offers another. Both use imagery from DigitalGlobe, an American remote sensing and geospatial content company. Other organizations have used commercially available remote sensing imagery to monitor weapons proliferation. The Institute for Science and International Security, a Washington-based NGO, revealed the Iranian nuclear weapons program in 2003 using commercial satellite imagery…
Example Two: Crowdsourcing Election Observation
Others have used mobile phones and GIS to crowdsource election observation. For the 2011 elections in Nigeria, The Community Life Project, a civil society organization, created ReclaimNaija, an elections process monitoring system that relied on GIS and amateur observers with mobile phones to monitor the elections. Each of the red dots represents an aggregation of geo-located incidents reported to the ReclaimNaija platform. In a live map, clicking on a dot disaggregates the reports, eventually taking the reader to individual reports. Rigorous statistical analysis of ReclaimNaija results and the elections suggest it contributed to the effectiveness of the election process.

Example Three: Using Genetic Analysis to Identify War Crimes
In recent years, more powerful computers have led to major breakthroughs in biomedical science. The reduction in cost of analyzing the human genome has actually outpaced Moore’s Law. This has opened up new possibilities for the use of genetic analysis in forensic anthropology. In Guatemala, the Balkans, Argentina, Peru and in several other places where mass executions and genocides took place, forensic anthropologists are using genetic analysis to find evidence that is used to hold the killers – often state actors – accountable…”
How Civil Society Organizations Close the Gap between Transparency and Accountability
In a research note in the current issue of Governance, Albert Van Zyl poses “the most critical question for activists and scholars of accountability: How and when does transparency lead to greater accountability?” Van Zyl’s note looks particularly at the role of civil society organizations (CSOs) in demanding and using government budget information, drawing on case studies of CSO activity in eleven countries in Africa, Latin America and South Asia. Accountability is achieved, Van Zyl suggests, when CSOs are active and closely engaged with legislators, auditors, and other formal oversight institutions. But research is still needed on the kinds of engagement that are most likely to enhance accountability. Read the research note.
Historic release of data delivers unprecedented transparency on the medical services physicians provide and how much they are paid
Jonathan Blum, Principal Deputy Administrator, Centers for Medicare & Medicaid Services : “Today the Centers for Medicare & Medicaid Services (CMS) took a major step forward in making Medicare data more transparent and accessible, while maintaining the privacy of beneficiaries, by announcing the release of new data on medical services and procedures furnished to Medicare fee-for-service beneficiaries by physicians and other healthcare professionals (http://www.cms.gov/newsroom/newsroom-center.html). For too long, the only information on physicians readily available to consumers was physician name, address and phone number. This data will, for the first time, provide a better picture of how physicians practice in the Medicare program.
This new data set includes over nine million rows of data on more than 880,000 physicians and other healthcare professionals in all 50 states, DC and Puerto Rico providing care to Medicare beneficiaries in 2012. The data set presents key information on the provision of services by physicians and how much they are paid for those services, and is organized by provider (National Provider Identifier or NPI), type of service (Healthcare Common Procedure Coding System, or HCPCS) code, and whether the service was performed in a facility or office setting. This public data set includes the number of services, average submitted charges, average allowed amount, average Medicare payment, and a count of unique beneficiaries treated. CMS takes beneficiary privacy very seriously and we will protect patient-identifiable information by redacting any data in cases where it includes fewer than 11 beneficiaries.
Previously, CMS could not release this information due to a permanent injunction issued by a court in 1979. However, in May 2013, the court vacated this injunction, causing a series of events that has led CMS to be able to make this information available for the first time.
Data to Fuel Research and Innovation
In addition to the public data release, CMS is making slight modifications to the process to request CMS data for research purposes. This will allow researchers to conduct important research at the physician level. As with the public release of information described above, CMS will continue to prohibit the release of patient-identifiable information. Unprecedented Data Access
This data release follows other CMS efforts to make more data available to the public. Since 2010, the agency has released an unprecedented amount of aggregated data in machine-readable form, with much of it available at http://www.healthdata.gov. These data range from previously unpublished statistics on Medicare spending, utilization, and quality at the state, hospital referral region, and county level, to detailed information on the quality performance of hospitals, nursing homes, and other providers.

The Data Mining Techniques That Reveal Our Planet's Cultural Links and Boundaries
Emerging Technology From the arXiv: “The habits and behaviors that define a culture are complex and fascinating. But measuring them is a difficult task. What’s more, understanding the way cultures change from one part of the world to another is a task laden with challenges.
The gold standard in this area of science is known as the World Values Survey, a global network of social scientists studying values and their impact on social and political life. Between 1981 and 2008, this survey conducted over 250,000 interviews in 87 societies. That’s a significant amount of data and the work has continued since then. This work is hugely valuable but it is also challenging, time-consuming and expensive.
Today, Thiago Silva at the Universidade Federal de Minas Gerais in Brazil and a few buddies reveal another way to collect data that could revolutionize the study of global culture. These guys study cultural differences around the world using data generated by check-ins on the location-based social network, Foursquare.
That allows these researchers to gather huge amounts of data, cheaply and easily in a short period of time. “Our one-week dataset has a population of users of the same order of magnitude of the number of interviews performed in [the World Values Survey] in almost three decades,” they say.
Food and drink are fundamental aspects of society and so the behaviors and habits associated with them are important indicators. The basic question that Silva and co attempt to answer is: what are your eating and drinking habits? And how do these differ from a typical individual in another part of the world such as Japan, Malaysia, or Brazil?
Foursquare is ideally set up to explore this question. Users “check in” by indicating when they have reached a particular location that might be related to eating and drinking but also to other activities such as entertainment, sport and so on.
Silva and co are only interested in the food and drink preferences of individuals and, in particular, on the way these preferences change according to time of day and geographical location.
So their basic approach is to compare a large number individual preferences from different parts of the world and see how closely they match or how they differ.
Because Foursquare does not share its data, Silva and co downloaded almost five million tweets containing Foursquare check-ins, URLs pointing to the Foursquare website containing information about each venue. They discarded check-ins that were unrelated to food or drink.
That left them with some 280,000 check-ins related to drink from 160,000 individuals; over 400,000 check-ins related to fast food from 230,000 people; and some 400,000 check-ins relating to ordinary restaurant food or what Silva and co call slow food.
They then divide each of these classes into subcategories. For example, the drink class has 21 subcategories such as brewery, karaoke bar, pub, and so on. The slow food class has 53 subcategories such as Chinese restaurant, Steakhouse, Greek restaurant, and so on.
Each check-in gives the time and geographical location which allows the team to compare behaviors from all over the world. They compare, for example, eating and drinking times in different countries both during the week and at the weekend. They compare the choices of restaurants, fast food habits and drinking habits by continent and country. The even compare eating and drinking habits in New York, London, and Tokyo.
The results are a fascinating insight into humanity’s differing habits. Many places have similar behaviors, Malaysia and Singapore or Argentina and Chile, for example, which is just as expected given the similarities between these places.
But other resemblances are more unexpected. A comparison of drinking habits show greater similarity between Brazil and France, separated by the Atlantic Ocean, than they do between France and England, separated only by the English Channel…
They point out only two major differences. The first is that no Islamic cluster appears in the Foursquare data. Countries such as Turkey are similar to Russia, while Indonesia seems related to Malaysia and Singapore.
The second is that the U.S. and Mexico make up their own individual cluster in the Foursquare data whereas the World Values Survey has them in the “English-speaking” and “Latin American” clusters accordingly.
That’s exciting data mining work that has the potential to revolutionize the way sociologists and anthropologists study human culture around the world. Expect to hear more about it

Facebook’s Connectivity Lab will develop advanced technology to provide internet across the world
Signe Brewster and Lauren Hockenson at GigaOm: “The Internet.org initiative will rely on a new team at Facebook called the Connectivity Lab, based at the company’s Menlo Park campus, to develop technology on the ground, in the air and in space, CEO Mark Zuckerberg announced Thursday. The team will develop technology like drones and satellites to expand access to the internet across the world.
“The team’s approach is based on the principle that different sized communities need different solutions and they are already working on new delivery platforms—including planes and satellites—to provide connectivity for communities with different population densities,” a post on Internet.org says.
Internet.org, which is backed by companies like Facebook, Samsung and Qualcomm, wants to provide internet to the two thirds of the world that remains disconnected due to cost, lack of infrastructure or remoteness. While many companies are developing business models and partnerships in areas that lack internet, the Connectivity Lab will focus on sustainable technology that will transmit the signals. Facebook envisions using drones that could fly for months to connect suburban areas, while more rural areas would rely on satellites. Both would use infrared lasers to blanket whole areas with connectivity.
Members of the Connectivity Lab have backgrounds at NASA’s Jet Propulsion Laboratory, NASA’s Ames Research Center and the National Optical Astronomy Observatory. Facebook also confirmed today that it acquired five employees from Ascenta, a U.K.-based company that worked on the Zephyr–a solar-powered drone capable of flying for two weeks straight.
The lab’s work will build on work the company has already done in the Philippines and Paraguay, Zuckerberg said in a Facebook post. And, like the company’s Open Compute project, there is a possibility that the lab will seek partnerships with outside countries once the bulk of the technology has been developed.”
Why Are Rich Countries Democratic?
Ricardo Hausmann at Project Syndicate: “When Adam Smith was 22, he famously proclaimed that, “Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things.” Today, almost 260 years later, we know that nothing could be further from the truth.
The disappearance of Malaysia Airlines Flight 370 shows how wrong Smith was, for it highlights the intricate interaction between modern production and the state. To make air travel feasible and safe, states ensure that pilots know how to fly and that aircraft pass stringent tests. They build airports and provide radar and satellites that can track planes, air traffic controllers to keep them apart, and security services to keep terrorists on the ground. And, when something goes wrong, it is not peace, easy taxes, and justice that are called in to assist; it is professional, well-resourced government agencies.
All advanced economies today seem to need much more than the young Smith assumed. And their governments are not only large and complex, comprising thousands of agencies that administer millions of pages of rules and regulations; they are also democratic – and not just because they hold elections every so often. Why?
By the time he published The Wealth of Nations, at age 43, Smith had become the first complexity scientist. He understood that the economy was a complex system that needed to coordinate the work of thousands of people just to make things as simple as a meal or a suit.
But Smith also understood that while the economy was too intricate to be organized by anybody, it has the capacity to self-organize. It possesses an “invisible hand,” which operates through market prices to provide an information system that can be used to calculate whether using resources for a given purpose is worthwhile – that is, profitable.
Profit is an incentive system that leads firms and individuals to respond to the information provided by prices. And capital markets are a resource-mobilization system that provides money to those companies and projects that are expected to be profitable – that is, the ones that respond adequately to market prices.
But modern production requires many inputs that markets do not provide. And, as in the case of airlines, these inputs – rules, standards, certifications, infrastructure, schools and training centers, scientific labs, security services, among others – are deeply complementary to the ones that can be procured in markets. They interact in the most intricate ways with the activities that markets organize.
So here’s the question: Who controls the provision of the publicly provided inputs? The prime minister? The legislature? Which country’s top judges have read the millions of pages of legislation or considered how they complement or contradict each other, much less applied them to the myriad different activities that comprise the economy? Even a presidential executive cannot be fully aware of the things that are done or not done by the thousands of government agencies and how they affect each part of society.
This is an information-rich problem, and, like the social-coordination challenge that the market addresses, it does not allow for centralized control. What is needed is something like the invisible hand of the market: a mechanism for self-organization. Elections clearly are not enough, because they typically occur at two- or four-year intervals and collect very little information per voter.
Instead, successful political systems have had to create an alternative invisible hand – a system that decentralizes the power to identify problems, propose solutions, and monitor performance, such that decisions are made with much more information.
To take just one example, the United States’ federal government accounts for just 537 of the country’s roughly 500,000 elected positions. Clearly, there is much more going on elsewhere.
The US Congress has 100 senators with 40 aides each, and 435 representatives with 25 aides each. They are organized into 42 committees and 182 subcommittees, meaning that there are 224 parallel conversations going on. And this group of more than 15,000 people is not alone. Facing them are some 22,000 registered lobbyists, whose mission is (among other goals) to sit down with legislators and draft legislation.
This, together with a free press, is part of the structure that reads the millions of pages of legislation and monitors what government agencies do and do not do. It generates the information and the incentives to respond to it. It affects the allocation of budgetary resources. It is an open system in which anybody can create news or find a lobbyist to make his case, whether it is to save the whales or to eat them.
Without such a mechanism, the political system cannot provide the kind of environment that modern economies need. That is why all rich countries are democracies, and it is why some countries, like my own (Venezuela), are becoming poorer. Although some of these countries do hold elections, they tend to stumble at even the simplest of coordination problems. Lining up to vote is no guarantee that citizens will not also have to line up for toilet paper.”
“Government Entrepreneur” is Not an Oxymoron
But imagine if the road that led to the Seattle City Council ridesharing hearings this month — with rulings that sharply curtail UberX, Lyft, and Sidecar’s operations there — had been a vastly different one. Imagine that public leaders had conceived and built a platform to provide this new, shared model of transit. Or at the very least, that instead of having a revolution of the current transit regime done to Seattle public leaders, it was done with them. Amidst the acrimony, it seems hard to imagine that public leaders could envision and operate such a platform, or that private innovators could work with them more collaboratively on it — but it’s not impossible. What would it take? Answer: more public entrepreneurs.
The idea of ”public entrepreneurship” may sound to you like it belongs on a list of oxymorons right alongside “government intelligence.” But it doesn’t. Public entrepreneurs around the world are improving our lives, inventing entirely new ways to serve the public. They are using sensors to detect potholes; word pedometers to help students learn; harnessing behavioral economics to encourage organ donation; crowdsourcing patent review; and transforming Medellin, Colombia with cable cars. They are coding in civic hackathons and competing in the Bloomberg challenge. They are partnering with an Office of New Urban Mechanics in Boston or in Philadelphia, co-developing products in San Francisco’s Entrepreneurship-in-Residence program, or deploying some of the more than $430 million invested into civic-tech in the last two years.
There is, however, a big problem with public entrepreneurs: there just aren’t enough of them. Without more public entrepreneurship, it’s hard to imagine meeting our public challenges or making the most of private innovation. One might argue that bungled healthcare website roll-outs or internet spying are evidence of too much activity on the part of public leaders, but I would argue that what they really show is too little entrepreneurial skill and judgment.
The solution to creating more public entrepreneurs is straightforward: train them. But, by and large, we don’t. Consider Howard Stevenson’s definition of entrepreneurship: “the pursuit of opportunity without regard to resources currently controlled.” We could teach that approach to people heading towards the public sector. But now consider the following list of terms: “acknowledgement of multiple constituencies,” “risk reduction,” “formal planning,” “coordination,” “efficiency measures,” “clearly defined responsibility,” and “organizational culture.” It reads like a list of the kinds of concepts we would want a new public official to know; like it might be drawn from an interview evaluation form or graduate school syllabus. In fact, it’s from Stevenson’s list of pressures that pull managers away from entrepreneurship and towards administration. Of course, that’s not all bad. We must have more great public administrators. But with all our challenges and amidst all the dynamism, we are going to need more than analysts and strategists in the public sector, we need inventors and builders, too.
Public entrepreneurship is not simply innovation in the public sector (though it makes use of innovation), and it’s not just policy reform (though it can help drive reform). Public entrepreneurs build something from nothing with resources — be they financial capital or human talent or new rules — they didn’t command. In Boston, I worked with many amazing public managers and a handful of outstanding public entrepreneurs. Chris Osgood and Nigel Jacob brought the country’s first major-city mobile 311 app to life, and they are public entrepreneurs. They created Citizens Connect in 2009 by bringing together iPhones on loan together with a local coder and the most under-tapped resource in the public sector: the public. They transformed the way basic neighborhood issues are reported and responded to (20% of all constituent cases in Boston are reported over smartphones now), and their model is now accessible to 40 towns in Massachusetts and cities across the country. The Mayor’s team in Boston that started-up the One Fund in the days after the Marathon bombings were public entrepreneurs. We built the organization from PayPal and a Post Office Box, and it went on to channel $61 million from donors to victims and survivors in just 75 days. It still operates today….
It’s worth noting that public entrepreneurship, perhaps newly buzzworthy, is not actually new. Elinor Ostrom (44 years before her Nobel Prize) observed public entrepreneurs inventing new models in the 1960s. Back when Ronald Reagan was president, Peter Drucker wrote that it was entrepreneurship that would keep public service “flexible and self-renewing.” And almost two decades have passed since David Osborne and Ted Gaebler’s “Reinventing Government” (the then handbook for public officials) carried the promising subtitle: “How the Entrepreneurial Spirit is Transforming the Public Sector”. Public entrepreneurship, though not nearly as widespread as its private complement, or perhaps as fashionable as its “social” counterpart (focussed on non-profits and their ecosystem), has been around for a while and so have those who practiced it.
But still today, we mostly train future public leaders to be public administrators. We school them in performance management and leave them too inclined to run from risk instead of managing it. And we communicate often, explicitly or not, to private entrepreneurs that government officials are failures and dinosaurs. It’s easy to see how that road led to Seattle this month, but hard see how it empowers public officials to take on the enormous challenges that still lie ahead of us, or how it enables the public to help them.”
