Second, we further examine these methods by means of 28 in-depth interviews, a questionnaire sent to public servants and a questionnaire sent to citizens. This multi-method approach allows identifying the barriers and drivers of public servants regarding the co-creation of e-government services but also the citizens’ perception of these methods. By contrasting the identified methods with their implementation, we better understand the discrepancies between literature and practice. At the same time, this chapter will give practitioners a repository of participation methods as well as information about the perception public servants and citizens have of them. Democracy Beyond Voting and Protests


Sasha Fisher at Project Syndicate: “For over a decade now, we have witnessed more elections and, simultaneously, less democracy. According to Bloomberg, elections have been occurring more frequently around the world. Yet Freedom House finds that some 110 countries have experienced declines in political and civil rights over the past 13 years.

As democracy declines, so does our sense of community. In the United States, this is evidenced by a looming loneliness epidemicand the rapid disappearance of civic institutions such as churches, eight of which close every day. And though these trends are global in nature, the US exemplifies them in the extreme.

This is no coincidence. As Alexis de Tocqueville pointed out in the 1830s, America’s founders envisioned a country governed not by shared values, but by self-interest. That vision has since defined America’s institutions, and fostered a hyper-individualistic society.

Growing distrust in governing institutions has fueled a rise in authoritarian populist movements around the world. Citizens are demanding individual economic security and retreating into an isolationist mentality. ...

And yet we know that “user engagement” works, as shown by countless studies and human experiences. For example, an evaluation conducted in Uganda found that the more citizens participated in the design of health programs, the more the perception of the health-care system improved. And in Indonesia, direct citizen involvement in government decision-making has led to higher satisfaction with government services....

While the Western world suffers from over-individualization, the most notable governance and economic innovations are taking place in the Global South. In Rwanda, for example, the government has introduced policies to encourage grassroots solutions that strengthen citizens’ sense of community and shared accountability. Through monthly community-service meetings, families and individuals work together to build homes for the needy, fix roads, and pool funds to invest in better farming practices and equipment.

Imagine if over 300 million Americans convened every month for a similar purpose. There would suddenly be billions more citizen hours invested in neighbor-to-neighbor interaction and citizen action.

This was one of the main effects of the Village Savings and Loan Associations that originated in the Democratic Republic of Congo. Within communities, members have access to loans to start small businesses and save for a rainy day. The model works because it leverages neighbor-to-neighbor accountability. Likewise, from Haiti to Liberia to Burundi and beyond, community-based health systems have proven effective precisely because health workers know their neighbors and their needs. Community health workers go from home to home, checking in on pregnant mothers and making sure they are cared for. Each of these solutions uses and strengthens communal accountability through shared engagement – not traditional vertical accountability lines.

If we believe in the democratic principle that governments must be accountable to citizens, we should build systems that hold us accountable to each other – and we must engage beyond elections and protests. We must usher in a new era of community-driven democracy – power must be decentralized and placed in the hands of families and communities.

Congress needs your input (but don’t call it crowdsourcing)


Lorelei Kelly at TechCrunch: “As it stands, Congress does not have the technical infrastructure to ingest all this new input in any systematic way. Individual members lack a method to sort and filter signal from noise or trusted credible knowledge from malicious falsehood and hype.

What Congress needs is curation, not just more information

Curation means discovering, gathering and presenting content. This word is commonly thought of as the job of librarians and museums, places we go to find authentic and authoritative knowledge. Similarly, Congress needs methods to sort and filter information as required within the workflow of lawmaking. From personal offices to committees, members and their staff need context and informed judgement based on broadly defined expertise. The input can come from individuals or institutions. It can come from the wisdom of colleagues in Congress or across the federal government. Most importantly, it needs to be rooted in local constituents and it needs to be trusted.

It is not to say that crowdsourcing is unimportant for our governing system. But input methods that include digital must demonstrate informed and accountable deliberative methods over time. Governing is the curation part of democracy. Governing requires public review, understanding of context, explanation and measurements of value for the nation as a whole. We are already thinking about how to create an ethical blockchain. Why not the same attention for our most important democratic institution?

Governing requires trade-offs that elicit emotion and sometimes anger. But as in life, emotions require self-regulation. In Congress, this means compromise and negotiation. In fact, one of the reasons Congress is so stuck is that its own deliberative process has declined at every level. Besides the official committee process stalling out, members have few opportunities to be together as colleagues, and public space is increasingly antagonistic and dangerous.

With so few options, members are left with blunt communications objects like clunky mail management systems and partisan talking points. This means that lawmakers don’t use public input for policy formation as much as to surveil public opinion.

Any path forward to the 21st century must include new methods to (1) curate and hear from the public in a way that informs policy AND (2) incorporate real data into a results-driven process.

While our democracy is facing unprecedented stress, there are bright spots. Congress is again dedicating resources to an in-house technologyassessment capacity. Earlier this month, the new 116th Congress created a Select Committee on the Modernization of Congress. It will be chaired by Rep. Derek Kilmer (D-WA). Then the Open Government Data Actbecame law. This law will potentially scale the level of access to government data to unprecedented levels. It will require that all public-facing federal data must be machine-readable and reusable. This is a move in the right direction, and now comes the hard part.

Marci Harris, the CEO of civic startup Popvox, put it well, “The Foundations for Evidence-Based Policymaking (FEBP) Act, which includes the OPEN Government Data Act, lays groundwork for a more effective, accountable government. To realize the potential of these new resources, Congress will need to hire tech literate staff and incorporate real data and evidence into its oversight and legislative functions.”

In forsaking its own capacity for complex problem solving, Congress has become non-competitive in the creative process that moves society forward. During this same time period, all eyes turned toward Silicon Valley to fill the vacuum. With mass connection platforms and unlimited personal freedom, it seemed direct democracy had arrived. But that’s proved a bust. If we go by current trends, entrusting democracy to Silicon Valley will give us perfect laundry and fewer voting rights. Fixing democracy is a whole-of-nation challenge that Congress must lead.

Finally, we “the crowd” want a more effective governing body that incorporates our experience and perspective into the lawmaking process, not just feel-good form letters thanking us for our input. We also want a political discourse grounded in facts. A “modern” Congress will provide both, and now we have the institutional foundation in place to make it happen….(More)”.

How Tech Utopia Fostered Tyranny


Jon Askonas at The New Atlantis: “The rumors spread like wildfire: Muslims were secretly lacing a Sri Lankan village’s food with sterilization drugs. Soon, a video circulated that appeared to show a Muslim shopkeeper admitting to drugging his customers — he had misunderstood the question that was angrily put to him. Then all hell broke loose. Over a several-day span, dozens of mosques and Muslim-owned shops and homes were burned down across multiple towns. In one home, a young journalist was trapped, and perished.

Mob violence is an old phenomenon, but the tools encouraging it, in this case, were not. As the New York Times reported in April, the rumors were spread via Facebook, whose newsfeed algorithm prioritized high-engagement content, especially videos. “Designed to maximize user time on site,” as the Times article describes, the newsfeed algorithm “promotes whatever wins the most attention. Posts that tap into negative, primal emotions like anger or fear, studies have found, produce the highest engagement, and so proliferate.” On Facebook in Sri Lanka, posts with incendiary rumors had among the highest engagement rates, and so were among the most highly promoted content on the platform. Similar cases of mob violence have taken place in India, Myanmar, Mexico, and elsewhere, with misinformation spread mainly through Facebook and the messaging tool WhatsApp.

Follow The New AtlantisThis is in spite of Facebook’s decision in January 2018 to tweak its algorithm, apparently to prevent the kind of manipulation we saw in the 2016 U.S. election, when posts and election ads originating from Russia reportedly showed up in newsfeeds of up to 126 million American Facebook users. The company explained that the changes to its algorithm will mean that newsfeeds will be “showing more posts from friends and family and updates that spark conversation,” and “less public content, including videos and other posts from publishers or businesses.” But these changes, which Facebook had tested out in countries like Sri Lanka in the previous year, may actually have exacerbated the problem — which is that incendiary content, when posted by friends and family, is guaranteed to “spark conversation” and therefore to be prioritized in newsfeeds. This is because “misinformation is almost always more interesting than the truth,” as Mathew Ingram provocatively put it in the Columbia Journalism Review.

How did we get here, from Facebook’s mission to “give people the power to build community and bring the world closer together”? Riot-inducing “fake news” and election meddling are obviously far from what its founders intended for the platform. Likewise, Google’s founders surely did not build their search engine with the intention of its being censored in China to suppress free speech, and yet, after years of refusing this demand from Chinese leadership, Google has recently relented rather than pull their search engine from China entirely. And YouTube’s creators surely did not intend their feature that promotes “trending” content to help clickbait conspiracy-theory videos go viral.

These outcomes — not merely unanticipated by the companies’ founders but outright opposed to their intentions — are not limited to social media. So far, Big Tech companies have presented issues of incitement, algorithmic radicalization, and “fake news” as merely bumps on the road of progress, glitches and bugs to be patched over. In fact, the problem goes deeper, to fundamental questions of human nature. Tools based on the premise that access to information will only enlighten us and social connectivity will only make us more humane have instead fanned conspiracy theories, information bubbles, and social fracture. A tech movement spurred by visions of libertarian empowerment and progressive uplift has instead fanned a global resurgence of populism and authoritarianism.

Despite the storm of criticism, Silicon Valley has still failed to recognize in these abuses a sharp rebuke of its sunny view of human nature. It remains naïvely blind to how its own aspirations for social engineering are on a spectrum with the tools’ “unintended” uses by authoritarian regimes and nefarious actors….(More)”.

Bureaucracy vs. Democracy


Philip Howard in The American Interest: “…For 50 years since the 1960s, modern government has been rebuilt on what I call the “philosophy of correctness.” The person making the decision must be able to demonstrate its correctness by compliance with a precise rule or metric, or by objective evidence in a trial-type proceeding. All day long, Americans are trained to ask themselves, “Can I prove that what I’m about to do is legally correct?”

In the age of individual rights, no one talks about the rights of institutions. But the disempowerment of institutional authority in the name of individual rights has led, ironically, to the disempowerment of individuals at every level of responsibility. Instead of striding confidently toward their goals, Americans tiptoe through legal minefields. In virtually every area of social interaction—schools, healthcare, business, public agencies, public works, entrepreneurship, personal services, community activities, nonprofit organizations, churches and synagogues, candor in the workplace, children’s play, speech on campus, and more—studies and reports confirm all the ways that sensible choices are prevented, delayed, or skewed by overbearing regulation, by an overemphasis on objective metrics,3 or by legal fear of violating someone’s alleged rights.

A Three-Part Indictment of Modern Bureaucracy

Reformers have promised to rein in bureaucracy for 40 years, and it’s only gotten more tangled. Public anger at government has escalated at the same time, and particularly in the past decade.  While there’s a natural reluctance to abandon a bureaucratic structure that is well-intended, public anger is unlikely to be mollified until there is change, and populist solutions do not bode well for the future of democracy.  Overhauling operating structures to permit practical governing choices would re-energize democracy as well as relieve the pressures Americans feel from Big Brother breathing down their necks.

Viewed in hindsight, the operating premise of modern bureaucracy was utopian and designed to fail. Here’s the three-part indictment of why we should abandon it.

1. The Economic Dysfunction of Modern Bureaucracy

Regulatory programs are indisputably wasteful, and frequently extract costs that exceed benefits. The total cost of compliance is high, about $2 trillion for federal regulation alone….

2. Bureaucracy Causes Cognitive Overload

The complex tangle of bureaucratic rules impairs a human’s ability to focus on the actual problem at hand. The phenomenon of the unhelpful bureaucrat, famously depicted in fiction by Dickens, Balzac, Kafka, Gogol, Heller, and others, has generally been characterized as a cultural flaw of the bureaucratic personality. But studies of cognitive overload suggest that the real problem is that people who are thinking about rules actually have diminished capacity to think about solving problems. This overload not only impedes drawing on what  calls “system 2” thinking (questioning assumptions and reflecting on long term implications); it also impedes access to what they call “system 1” thinking (drawing on their instincts and heuristics to make intuitive judgments)….

3. Bureaucracy Subverts the Rule of Law

The purpose of law is to enhance freedom. By prohibiting bad conduct, such as crime or pollution, law liberates each of us to focus our energies on accomplishment instead of self-protection. Societies that protect property rights and the sanctity of contracts enjoy far greater economic opportunity and output than those that do not enforce the rule of law….(More)”.

On the ethical and political agency of online reputation systems


Paper by Anna Wilson and Stefano De Paoli at First Monday: “Social and socioeconomic interactions and transactions often require trust. In digital spaces, the main approach to facilitating trust has effectively been to try to reduce or even remove the need for it through the implementation of reputation systems. These generate metrics based on digital data such as ratings and reviews submitted by users, interaction histories, and so on, that are intended to label individuals as more or less reliable or trustworthy in a particular interaction context. We undertake a disclosive archaeology (Introna, 2014) of typical reputation systems, identifying relevant figuration agencies including affordances and prohibitions, (cyborg) identities, (cyborg) practices and discourses, in order to examine their ethico-political agency.

We suggest that conventional approaches to the design of such systems are rooted in a capitalist, competitive paradigm, relying on methodological individualism, and that the reputation technologies themselves thus embody and enact this paradigm within whatever space they operate. We question whether the politics, ethics and philosophy that contribute to this paradigm align with those of some of the contexts in which reputation systems are now being used, and suggest that alternative approaches to the establishment of trust and reputation in digital spaces need to be considered for alternative contexts….(More)”.

The Untapped Potential of Civic Technology


DemocracyLab: “Today’s most significant problems are being addressed primarily by governments, using systems and tools designed hundreds of years ago. From climate change to inequality, the status quo is proving inadequate, and time is running out.

The role of our democratic institutions is analogous to breathing — inhaling citizen input and exhaling government action. The civic technology movement is inventing new ways to gather input, make decisions and execute collective action. The science fiction end state is an enlightened collective intelligence. But in the short term, it’s enough to seek incremental improvements in how citizens are engaged and government services are delivered. This will increase our chances of solving a wide range of problems in communities of all scales.

The match between the government and tech sectors is complementary. Governments and nonprofits are widely perceived as lagging in technological adoption and innovation. The tech sector’s messiah complex has been muted by Cambridge Analytica, but the principles of user-centered design, iterative development, and continuous learning have not lost their value. Small groups of committed technologists can easily test hypotheses about ways to make institutions work better. Trouble is, it’s really hard for them to earn a living doing it.

The Problem for Civic Tech

The unique challenge facing civic tech was noted by Fast Forward, a tech nonprofit accelerator, in a recent report that aptly described the chicken and egg problem plaguing tech nonprofits:

Many foundations will not fund a nonprofit without signs of proven impact. Tech nonprofits are unique. They must build their product before they can prove impact, and they cannot build the tech product without funding.

This is compounded by the fact that government procurement processes are often protracted and purchasers risk averse. Rather than a thousand flowers blooming in learning-rich civic experiments, civic entrepreneurs are typically frustrated and ineffectual, finding that their ideas are difficult to monetize, met with skepticism by government, and starved for capital.

These challenges are described well in the Knight and Rita Allen Foundations’ report Scaling Civic Tech. The report notes the difference between “buyer” revenue that is earned from providing services, and “builder” capital that is invested to increase organizations’ capacities. The report calls for more builder capital investment and better coordination among donors. Other recommendations made in the report include building competencies within organizations by tapping into knowledge sharing resources and skilled volunteerism, measuring and communicating impact, and nurturing infrastructure that supports collaboration….(More)”.

Evidence vs Democracy: what are we doing to bridge the divide?


Jonathan Breckon, and Anna Hopkins at the Alliance for Useful Evidence: “People are hacked off with politicians. Whether it’s hurling abuse at MPs outside the House of Commons, or the burning barricades of Gilets Jaunes in Toulouse, discontent is in the air.

The evidence movement must respond to the ‘politics of distrust’. We cannot carry on regardless. For evidence advocates like us, reaching over the heads of the public to get research into the hands of elite policy-makers is not enough. Let’s be honest and accept that a lot of our work goes on behind closed doors. The UK’s nine What Works Centres only rarely engage with the public – more often with professionals, budget holders or civil servants. The evidence movement needs to democratise.

However, the difficulty is that evidence is hard work. It needs slow-thinking, and at least a passing knowledge of statistics, economics, or science.  How on earth can you do all that on Twitter or Facebook?

In a report published today we look at ‘mini-publics’ – an alternative democratic platform to connect citizens with research. Citizens’ Juries, Deliberative Polls, Consensus Conferences and other mini-publics are forums that bring people and evidence together, for constructive, considered debate. Ideally, people work in small groups, that are randomly chosen, and have the chance to interrogate experts in the field in question.

This is not a new idea. The idea of a ‘minipopulus’ was set out by the American political theorist Robert Dahl in the 1970s. Indeed, there is an even older heritage. Athenian classical democracy did for a time select small groups of officials by lot.

It’s also not a utopian idea from the past, as we have found many promising recent examples. For example in the UK, a Citizens’ Assembly on adult social care gave recommendations to two parliamentary Select Committees last year. There are also examples of citizens contributing to our public institutions and agendas by deliberating – through NICE’s Citizens Council or the James Lind Alliance.

We shouldn’t ignore this resistance to the mood of disaffection. Initiatives like the RSA’s Campaign for Deliberative Democracy are making the case for a step-change. To break the political deadlock on Brexit, there has been a call to create a Citizens’ Assembly on Brexit by former Prime Minister Gordon Brown, Stella Creasy MP and others. And there are many hopeful visions of a democratic future from abroad – like the experiments in Canada and Australia. Our report explores many of these international examples.

Citizens can make informed decisions – if we allow them to be citizens. They can understand, debate and interrogate research in platforms like mini-publics. And they can use evidence to help make the case for their priorities and concerns….(More)”.
