Can social media, loud and inclusive, fix world politics


 at the Conversation: “Privacy is no longer a social norm, said Facebook founder Mark Zuckerberg in 2010, as social media took a leap to bring more private information into the public domain.

But what does it mean for governments, citizens and the exercise of democracy? Donald Trump is clearly not the first leader to use his Twitter account as a way to both proclaim his policies and influence the political climate. Social media presents novel challenges to strategic policy, and has become a managerial issues for many governments.

But it also offers a free platform for public participation in government affairs. Many argue that the rise of social media technologies can give citizens and observers a better opportunity to identify pitfalls of government and their politics.

As government embrace the role of social media and the influence of negative or positive feedback on the success of their project, they are also using this tool to their advantages by spreading fabricated news.

This much freedom of expression and opinion can be a double-edged sword.

A tool that triggers change

On the positive side, social media include social networking applications such as Facebook and Google+, microblogging services such as Twitter, blogs, video blogs (vlogs), wikis, and media-sharing sites such as YouTube and Flickr, among others.

Social media as a collaborative and participatory tool, connects users with each other and help shaping various communities. Playing a key role in delivering public service value to citizens it also helps people to engage in politics and policy-making, making processes easier to understand, through information and communication technologies (ICTs).

Today four out of five countries in the world have social media features on their national portals to promote interactive networking and communication with the citizen. Although we don’t have any information about the effectiveness of such tools or whether they are used to their full potential, 20% of these countries shows that they have “resulted in new policy decisions, regulation or service”.

Social media can be an effective tool to trigger changes in government policies and services if well used. It can be used to prevent corruption, as it is direct method of reaching citizens. In developing countries, corruption is often linked to governmental services that lack automated processes or transparency in payments.

The UK is taking the lead on this issue. Its anti-corruption innovation hub aims to connect several stakeholders – including civil society, law enforcement and technologies experts – to engage their efforts toward a more transparent society.

With social media, governments can improve and change the way they communicate with their citizens – and even question government projects and policies. In Kazakhstan, for example, a migration-related legislative amendment entered into force early January 2017 and compelled property owners to register people residing in their homes immediately or else face a penalty charge starting in February 2017.

Citizens were unprepared for this requirement, and many responded with indignation on social media. At first the government ignored this reaction. However, as the growing anger soared via social media, the government took action and introduced a new service to facilitate the registration of temporary citizens….

But the campaigns that result do not always evolve into positive change.

Egypt and Libya are still facing several major crises over the last years, along with political instability and domestic terrorism. The social media influence that triggered the Arab Spring did not permit these political systems to turn from autocracy to democracy.

Brazil exemplifies a government’s failure to react properly to a massive social media outburst. In June 2013 people took to the streets to protest the rising fares of public transportation. Citizens channelled their anger and outrage through social media to mobilise networks and generate support.

The Brazilian government didn’t understand that “the message is the people”. Though the riots some called the “Tropical Spring” disappeared rather abruptly in the months to come, they had major and devastating impact on Brazil’s political power, culminating in the impeachment of President Rousseff in late 2016 and the worst recession in Brazil’s history.

As in the Arab Spring countries, the use of social media in Brazil did not result in economic improvement. The country has tumbled down into depression, and unemployment has risen to 12.6%…..

Government typically asks “how can we adapt social media to the way in which we do e-services, and then try to shape their policies accordingly. They would be wiser to ask, “how can social media enable us to do things differently in a way they’ve never been done before?” – that is, policy-making in collaboration with people….(More)”.

Migration tracking is a mess


Huub Dijstelbloem in Nature: “As debates over migration, refugees and freedom of movement intensify, technologies are increasingly monitoring the movements of people. Biometric passports and databases containing iris scans or fingerprints are being used to check a person’s right to travel through or stay within a territory. India, for example, is establishing biometric identification for its 1.3 billion citizens.

But technologies are spreading beyond borders. Security policies and humanitarian considerations have broadened the landscape. Drones and satellite images inform policies and direct aid to refugees. For instance, the United Nations Institute for Training and Research (UNITAR), maps refugee camps in Jordan and elsewhere with its Operational Satellite Applications Programme (UNOSAT; see www.unitar.org/unosat/map/1928).

Three areas are in need of research, in my view: the difficulties of joining up disparate monitoring systems; privacy issues and concerns over the inviolability of the human body; and ‘counter-surveillance’ deployed by non-state actors to highlight emergencies or contest claims that governments make.

Ideally, state monitoring of human mobility would be bound by ethical principles, solid legislation, periodical evaluations and the checks and balances of experts and political and public debates. In reality, it is ad hoc. Responses are arbitrary, fuelled by the crisis management of governments that have failed to anticipate global and regional migration patterns. Too often, this results in what the late sociologist Ulrich Beck called organized irresponsibility: situations of inadequacy in which it is hard to blame a single actor.

Non-governmental organizations, activists and migrant groups are using technologies to register incidents and to blame and shame states. For example, the Forensic Architecture research agency at Goldsmiths, University of London, has used satellite imagery and other evidence to reconstruct the journey of a boat that left Tripoli on 27 March 2011 with 72 passengers. A fortnight later, it returned to the Libyan coast with just 9 survivors. Although the boat had been spotted by several aircraft and vessels, no rescue operation had been mounted (go.nature.com/2mbwvxi). Whether the states involved can be held accountable is still being considered.

Thesis, antithesis and synthesis: A constructive direction for politics and policy after Brexit and Trump


Geoff Mulgan at Nesta: “In the heady days of 1989, with communism collapsing and the Cold War seemingly over, the political theorist Francis Fukuyama declared that we were witnessing the “end of history” which had culminated in the triumph of liberal democracy and the free market.

Fukuyama was drawing on the ideas of German philosopher Georg Hegel, but of course, history didn’t come to an end, and, as recent events have shown, the Cold War was just sleeping, not dead.

Now, following the political convulsions of 2016, we’re at a very different turning point, which many are trying to make sense of. I want to suggest that we can again usefully turn to Hegel, but this time to his idea that history evolves in dialectical ways, with successive phases of thesis, antithesis and synthesis.

This framework fits well with where we stand today.  The ‘thesis’ that has dominated mainstream politics for the last generation – and continues to be articulated shrilly by many proponents – is the claim that the combination of globalisation, technological progress and liberalisation empowers the great majority.

The antithesis, which, in part, fuelled the votes for Brexit and Trump, as well as the rise of populist parties and populist authoritarian leaders in Europe and beyond, is the argument that this technocratic combination merely empowers a minority and disempowers the majority of citizens.

A more progressive synthesis – which I will outline – then has to address the flaws of the thesis and the grievances of the antithesis, in fields ranging from education and health to democracy and migration, dealing head on with questions of power and its distribution: questions about who has power, and who feels powerful….(More)”

How statistics lost their power – and why we should fear what comes next


 in The Guardian: “In theory, statistics should help settle arguments. They ought to provide stable reference points that everyone – no matter what their politics – can agree on. Yet in recent years, divergent levels of trust in statistics has become one of the key schisms that have opened up in western liberal democracies. Shortly before the November presidential election, a study in the US discovered that 68% of Trump supporters distrusted the economic data published by the federal government. In the UK, a research project by Cambridge University and YouGov looking at conspiracy theories discovered that 55% of the population believes that the government “is hiding the truth about the number of immigrants living here”.

Rather than diffusing controversy and polarisation, it seems as if statistics are actually stoking them. Antipathy to statistics has become one of the hallmarks of the populist right, with statisticians and economists chief among the various “experts” that were ostensibly rejected by voters in 2016. Not only are statistics viewed by many as untrustworthy, there appears to be something almost insulting or arrogant about them. Reducing social and economic issues to numerical aggregates and averages seems to violate some people’s sense of political decency.

Nowhere is this more vividly manifest than with immigration. The thinktank British Future has studied how best to win arguments in favour ofimmigration and multiculturalism. One of its main findings is that people often respond warmly to qualitative evidence, such as the stories of individual migrants and photographs of diverse communities. But statistics – especially regarding alleged benefits of migration to Britain’s economy – elicit quite the opposite reaction. People assume that the numbers are manipulated and dislike the elitism of resorting to quantitative evidence. Presented with official estimates of how many immigrants are in the country illegally, a common response is to scoff. Far from increasing support for immigration, British Future found, pointing to its positive effect on GDP can actually make people more hostile to it. GDP itself has come to seem like a Trojan horse for an elitist liberal agenda. Sensing this, politicians have now largely abandoned discussing immigration in economic terms.

All of this presents a serious challenge for liberal democracy. Put bluntly, the British government – its officials, experts, advisers and many of its politicians – does believe that immigration is on balance good for the economy. The British government did believe that Brexit was the wrong choice. The problem is that the government is now engaged in self-censorship, for fear of provoking people further.

This is an unwelcome dilemma. Either the state continues to make claims that it believes to be valid and is accused by sceptics of propaganda, or else, politicians and officials are confined to saying what feels plausible and intuitively true, but may ultimately be inaccurate. Either way, politics becomes mired in accusations of lies and cover-ups.

The declining authority of statistics – and the experts who analyse them – is at the heart of the crisis that has become known as “post-truth” politics. And in this uncertain new world, attitudes towards quantitative expertise have become increasingly divided. From one perspective, grounding politics in statistics is elitist, undemocratic and oblivious to people’s emotional investments in their community and nation. It is just one more way that privileged people in London, Washington DC or Brussels seek to impose their worldview on everybody else. From the opposite perspective, statistics are quite the opposite of elitist. They enable journalists, citizens and politicians to discuss society as a whole, not on the basis of anecdote, sentiment or prejudice, but in ways that can be validated. The alternative to quantitative expertise is less likely to be democracy than an unleashing of tabloid editors and demagogues to provide their own “truth” of what is going on across society.

Is there a way out of this polarisation? Must we simply choose between a politics of facts and one of emotions, or is there another way of looking at this situation?One way is to view statistics through the lens of their history. We need to try and see them for what they are: neither unquestionable truths nor elite conspiracies, but rather as tools designed to simplify the job of government, for better or worse. Viewed historically, we can see what a crucial role statistics have played in our understanding of nation states and their progress. This raises the alarming question of how – if at all – we will continue to have common ideas of society and collective progress, should statistics fall by the wayside….(More).”

Fighting Exclusion, Inequality and Distrust: The Open Government Challenge


Remarks by Manish Bapna delivered at the Open Government Partnership Global Summit: “To the many heads of state, ministers, mayors, civil society colleagues gathered in this great hall, this is an important moment to reflect on the remarkable challenges of the past year.

We have seen the rise of various forms of populism and nationalism in the United States, Britain, the Philippines, Italy, and many other countries. This has led to surprise election results and an increase in anti-immigrant and anti-government movements.

We have seen the tragic results of conflict-driven migration, as captured in the iconic image of a three-year-old boy whose body washed up on the Turkish shore.

We have seen governments struggle to respond to the refugee crisis. Some open their arms while others close their doors.

We have seen deadly terrorist attacks in cities around the world – including this one — that have forced governments to walk a fine line between the need to protect their people and the risk of infringing on their civil liberties.

And we continue to confront two inter-linked challenges: the moral challenge of 700 million people in extreme poverty, living on less than $2 a day, and the existential challenge of a changing climate.

All of these point to a failure of governance and, if we are honest, to a lack of open government that truly connects, engages and meets the needs of all people.

World’s Problems Can’t Be Solved Without Open Government

The crux of the matter is this: While open government alone can’t fix the world’s problems, they can’t be solved without it.

Too many people feel excluded and marginalized. They believe that only elites reap the benefits of growth and globalization. They feel left out of decision-making. They distrust public institutions.

How we collectively confront these challenges will be OGP’s most important test….

Here are five essential steps we can take – we, the people here today – to help accelerate the shift toward open government.

The first step: We must protect civic space – the rights to free speech, assembly and association – because these bedrock rights are at the heart of a functioning society. Serious violations of these rights have been recently reported by CIVICUS in over 100 countries. In 25 active OGP countries, these rights are repressed or obstructed….

The second step: We must foster citizen-centered governance.

We cherish OGP as a unique platform where government and civil society are equal partners in a way that amplifies the concerns of ordinary citizens.

We commend the many OGP countries that have made significant strides. But we recognize that for others, this remains a major struggle.

As heads of state and ministers, we need you to embrace the concept of co-creation. …

The third step: We must make changes that are transformational, not incremental.

Drawing on our commitment to open government and the urgency of this moment, we must be willing to go further, faster…..

Transforming government brings us to the fourth step.

We need to make a real difference in people’s lives.

This is our Partnership’s ultimate aim. Because when open government works, it improves every facet of people’s lives.

• This means giving all people safe drinking water and clean air.
• It means reliable electricity so children can have light to do homework and play.
• It means health clinics where the sick can go to get quality care, where medicines are available
• And it means building trust in public officials who are untainted by corruption….

The Journal of Interrupted Studies


“…The Journal of Interrupted Studies is an interdisciplinary journal dedicated to the work of academics whose work has been interrupted by forced migration. Publishing both complete and incomplete articles the Journal is currently accepting submissions in the sciences and humanities….

By embracing a multidisciplinary approach the journal offers a platform for all academic endeavours thwarted by forced migration. Especially with regards to the ongoing crises in Syria, Afghanistan and Eritrea. We invite any and all students and academics who were interrupted in their studies and are now considered refugees to submit work.

Engaging in this process, we hope to create a conversation in which all participants can shape the discourse, on terms of dignity and mutual respect. We believe academia allows us to to to initiate such a dialogue and in the process create something of value for all parties.

Refugees status according to the European Union’s directive 2013/32/EU and 2013/33/EU is by no means a requirement for submitting to the Journal. We also wish to attract exiled academics who cannot return to their countries and universities without putting their lives at risk.

There isn’t always an app for that: How tech can better assist refugees


Alex Glennie and Meghan Benton at Nesta: “Refugees are natural innovators. Often armed with little more than a smartphone, they must be adaptable and inventive if they are to navigate unpredictable, dangerous environments and successfully establish themselves in a new country.

Take Mojahed Akil, a young Syrian computer science student whose involvement in street protests in Aleppo brought him to the attention – and torture chambers – of the regime. With the support of his family, Mojahed was able to move across the border to the relative safety of Gaziantep, a city in southwest Turkey. Yet once he was there, he found it very difficult to communicate with those around him (most of whom only spoke Turkish but not Arabic or English) and to access essential information about laws, regulations and local services.

To overcome these challenges, Mojahed used his software training to develop a free smartphone app and website for Syrians living in Turkey. The Gherbetna platform offers both information (for example, about job listings) and connections (through letting users ask for help from the app’s community of contributors). Since its launch in 2014, it is estimated that Gherbetna has been downloaded by more than 50,000 people.

Huge efforts, but mixed results

Over the last 18 months, an explosion of creativity and innovation from tech entrepreneurs has tried to make life better for refugees. A host of new tools and resources now exists to support refugees along every stage of their journey. Our new report for the Migration Policy Institute’s Transatlantic Council on Migration explores some of these tools trying to help refugees integrate, and examines how policymakers can support the best new initiatives.

Our report finds that the speed of this ‘digital humanitarianism’ has been a double-edged sword, with a huge amount of duplication in the sector and some tools failing to get off the ground. ‘Failing fast’ might be a badge of honour in Silicon Valley, but what are the risks if vulnerable refugees rely on an app that disappears from one day to the next?

For example, consider Migreat, a ‘skyscanner for migration’, which pivoted at the height of the refugee crisis to become an asylum information app. Its selling point was that it was obsessively updated by legal experts, so users could trust the information — and rely less on smugglers or word of mouth. At its peak, Migreat had two million users a month, but according to an interview with Josephine Goube (one of the cofounders of the initiative) funding challenges meant the platform had to fold. Its digital presence still exists, but is no longer being updated, a ghost of February 2016.

Perhaps an even greater challenge is that few of these apps were designed with refugees, so many do not meet their needs. Creating an app to help refugees navigate local services is a bit like putting a sticking plaster on a deep wound: it doesn’t solve the problem that most services, and especially digital services, are not attuned to refugee needs. Having multilingual, up-to-date and easy-to-navigate government websites might be more helpful.

Bouchra Khalili: The Mapping Journey Project


MOMA (NYC): “This exhibition presents, in its entirety, Bouchra Khalili’s The Mapping Journey Project (2008–11), a series of videos that details the stories of eight individuals who have been forced by political and economic circumstances to travel illegally and whose covert journeys have taken them throughout the Mediterranean basin. Khalili (Moroccan-French, born 1975) encountered her subjects by chance in transit hubs across Europe, North Africa, and the Middle East. Following an initial meeting, the artist invited each person to narrate his or her journey and trace it in thick permanent marker on a geopolitical map of the region. The videos feature the subjects’ voices and their hands sketching their trajectories across the map, while their faces remain unseen.

The stories are presented on individual screens positioned throughout MoMA’s Donald B. and Catherine C. Marron Atrium. In this way, a complex network of migration is narrated by those who have experienced it, refusing the forms of representation and visibility demanded by systems of surveillance, international border control, and the news media. Shown together, the videos function as an alternative geopolitical map defined by the precarious lives of stateless people. Khalili’s work takes on the challenge of developing critical and ethical approaches to questions of citizenship, community, and political agency….(More)”

Stop the privatization of health data


John T. Wilbanks & Eric J. Topol in Nature: “Over the past year, technology titans including Google, Apple, Microsoft and IBM have been hiring leaders in biomedical research to bolster their efforts to change medicine….

In many ways, the migration of clinical scientists into technology corporations that are focused on gathering, analysing and storing information is long overdue. Because of the costs and difficulties of obtaining data about health and disease, scientists conducting clinical or population studies have rarely been able to track sufficient numbers of patients closely enough to make anything other than coarse predictions. Given such limitations, who wouldn’t want access to Internet-scale, multidimensional health data; teams of engineers who can build sensors for data collection and algorithms for analysis; and the resources to conduct projects at scales and speeds unthinkable in the public sector?

Yet there is a major downside to monoliths such as Google or smaller companies such as consumer-genetics firm 23andMe owning health data — or indeed, controlling the tools and methods used to match people’s digital health profiles to specific services.

Digital profiling in other contexts is already creating what has been termed a ‘black box’ society. Online adverts are tailored to people’s age, location, spending and browsing habits. Certain retail services have preferentially been made available only to particular groups of people. And law enforcers are being given tools to help them make sentencing decisions that cannot be openly assessed (see go.nature.com/29umpu1). This is all thanks to the deliberately hidden collection and manipulation of personal data.

If undisclosed algorithmic decision-making starts to incorporate health data, the ability of black-box calculations to accentuate pre-existing biases in society could greatly increase. Crucially, if the citizens being profiled are not given their data and allowed to share the information with others, they will not know about incorrect or discriminatory health actions — much less be able to challenge them. And most researchers won’t have access to such health data either, or to the insights gleaned from them….(More)”

Evidence-based policy and policy as ‘translation’: designing a model for policymaking


Jo Ingold  and Mark Monaghan at the LSE Politics and Policy Blog: “It’s fair to say that research has never monopolised the policy process to the extent that policies are formulated solely, or even primarily, upon evidence. At the same time, research is never entirely absent from the process nor is it always exploited to justify a pre-existing policy stance as those who pronounce that we that we are now in an era of policy based evidence would have us believe. Often the reality lies somewhere in the middle. A number of studies have looked at how evidence may or may not have impacted on the policy decision-making process. Learning from other contexts, or ‘policy transfer’ is one other way of harnessing particular kinds of evidence, focusing on the migration of policies from one jurisdiction to another, whether within or across countries. Studies have begun to move away from theories of direct transfer to consider the processes involved in movement of ideas from one area to another. In effect, they consider the ‘translation’ of evidence and policy.

Our research brings together the evidence-based policymaking and ‘policy as translation’ literatures to try to shed light on the process by which evidence is used in policymaking. Although these literatures have developed separately (and to a large extent remain so) we see both as, at root, being concerned with the same issues, in particular how ideas, evidence and knowledge are integrated into the policymaking process. With EBPM there is a stated desire to formulate policies based on the best available evidence, while ‘policy as translation’ focuses on the ‘travel of ideas’ and views the policy process as fluid, dynamic and continually re-constituting, rather than a linear or rational ‘transfer’ process….

The Evidence Translation Model is intended to be recursive and includes five key dimensions which influence how evidence, ideas and knowledge are used in policy:

  • The substantive nature of the policy problem in the context of the Zeitgeist
  • Agenda-setting – where evidence is sought (fishing/farming) and what evidence is used
  • The filtration processes which shape and mould how evidence is used (flak/strain)
  • The policy apparatus for policy design and implementation
  • The role of ‘evidence translators’
