‘Access Map’


Lisa Stiffler at GeekWire: “Waze, HERE, Apple Maps, Google Maps. The list of sites and apps to help you navigate the fastest driving route keeps growing. If you’re hoofing it, however, you’ve largely been on your own to figure out a safe and speedy pedestrian path.

But now walkers are starting to catch up to cars in the realm of mapping apps thanks to the University of Washington’s Taskar Center for Accessible Technology.

The group today is releasing an online tool called Access Map that will allow Seattle pedestrians to enter addresses and generate customized walking directions. Users can request maps that include only routes with sidewalks with sloped “curb cuts” that allow strollers and wheelchairs to easily pass, and that bypass construction sites and exclude the steepest streets.

The UW researchers are additionally creating tools to help other cities and communities build their own maps. They’re also working on a project with Seattle Public Schools to help families crowdsource and discover safer routes for kids walking to school….

In an attempt to make it easier for others to follow in their footsteps, the UW researchers recently launched their OpenSidewalks project, which will create a set of standards for mapping pedestrian routes….(More)”

Information for accountability: Transparency and citizen engagement for improved service delivery in education systems


Lindsay Read and Tamar Manuelyan Atinc at Brookings: “There is a wide consensus among policymakers and practitioners that while access to education has improved significantly for many children in low- and middle-income countries, learning has not kept pace. A large amount of research that has attempted to pinpoint the reasons behind this quality deficit in education has revealed that providing extra resources such as textbooks, learning materials, and infrastructure is largely ineffective in improving learning outcomes at the system level without accompanying changes to the underlying structures of education service delivery and associated systems of accountability.

Information is a key building block of a wide range of strategies that attempts to tackle weaknesses in service delivery and accountability at the school level, even where political systems disappoint at the national level. The dissemination of more and better quality information is expected to empower parents and communities to make better decisions in terms of their children’s schooling and to put pressure on school administrators and public officials for making changes that improve learning and learning environments. This theory of change underpins both social accountability and open data initiatives, which are designed to use information to enhance accountability and thereby influence education delivery.

This report seeks to extract insight into the nuanced relationship between information and accountability, drawing upon a vast literature on bottom-up efforts to improve service delivery, increase citizen engagement, and promote transparency, as well as case studies in Australia, Moldova, Pakistan, and the Philippines. In an effort to clarify processes and mechanisms behind information-based reforms in the education sector, this report also categorizes and evaluates recent impact evaluations according to the intensity of interventions and their target change agents—parents, teachers, school principals, and local officials. Open-Sourcing Google Earth Enterprise


Geo Developers Blog: “We are excited to announce that we are open-sourcing Google Earth Enterprise (GEE), the enterprise product that allows developers to build and host their own private maps and 3D globes. With this release, GEE Fusion, GEE Server, and GEE Portable Server source code (all 470,000+ lines!) will be published on GitHub under the Apache2 license in March.

Originally launched in 2006, Google Earth Enterprise provides customers the ability to build and host private, on-premise versions of Google Earth and Google Maps. In March 2015, we announced the deprecation of the product and the end of all sales. To provide ample time for customers to transition, we have provided a two year maintenance period ending on March 22, 2017. During this maintenance period, product updates have been regularly shipped and technical support has been available to licensed customers….

The Open Data Movement: Young Activists between Data Disclosure and Digital Reputation

The Open Data issue is part of this transformation. The paper analyzes the Open Data issue from the perspective of a spontaneous and informal group of digital activists with the aim of promoting data disclosure. The study is focused mainly on the case of a specific local movement, named Open Data Sicilia (ODS), combining traditional ethnographic observation with an ethnographic approach. The aim of the study is to detect the social profile of the Open Data movement activists, understanding how is it organized their network, what are the common purposes and solidarity models embodied by this type of movement, what are the resources mobilized and their strategies between on-line and off-line. The ODS case appears interesting for its evolution, its strategy and organizational structure: an elitist and technocratic movement that aspires to a broad constituency. It is an expressive or a reformist movement, rather than an anti-system actor, with features that are similar to a lobby. The case study also shows all the typical characteristics of digital activism, with its fluid boundaries between ethical inspiration of civic engagement and individual interests….(More)”

Public services and the new age of data


 at Civil Service Quaterly: “Government holds massive amounts of data. The potential in that data for transforming the way government makes policy and delivers public services is equally huge. So, getting data right is the next phase of public service reform. And the UK Government has a strong foundation on which to build this future.

Public services have a long and proud relationship with data. In 1858, more than 50 years before the creation of the Cabinet Office, Florence Nightingale produced her famous ‘Diagram of the causes of mortality in the army in the east’ during the Crimean War. The modern era of statistics in government was born at the height of the Second World War with the creation of the Central Statistical Office in 1941.

How data can help

However, the huge advances we’ve seen in technology mean there are significant new opportunities to use data to improve public services. It can help us:

  • understand what works and what doesn’t, through data science techniques, so we can make better decisions: improving the way government works and saving money
  • change the way that citizens interact with government through new better digital services built on reliable data;.
  • boost the UK economy by opening and sharing better quality data, in a secure and sensitive way, to stimulate new data-based businesses
  • demonstrate a trustworthy approach to data, so citizens know more about the information held about them and how and why it’s being used

In 2011 the Government embarked upon a radical improvement in its digital capability with the creation of the Government Digital Service, and over the last few years we have seen a similar revolution begin on data. Although there is much more to do, in areas like open data, the UK is already seen as world-leading.

…But if government is going to seize this opportunity, it needs to make some changes in:

  • infrastructure – data is too often hard to find, hard to access, and hard to work with; so government is introducing developer-friendly open registers of trusted core data, such as countries and local authorities, and better tools to find and access personal data where appropriate through APIs for transformative digital services;
  • approach – we need the right policies in place to enable us to get the most out of data for citizens and ensure we’re acting appropriately; and the introduction of new legislation on data access will ensure government is doing the right thing – for example, through the data science code of ethics;
  • data science skills – those working in government need the skills to be confident with data; that means recruiting more data scientists, developing data science skills across government, and using those skills on transformative projects….(More)”.

International Open Data Roadmap


IODC16: We have entered the next phase in the evolution of the open data movement. Just making data publicly available can no longer be the beginning and end of every conversation about open data. The focus of the movement is now shifting to building open data communities, and an increasingly sophisticated network of communities have begun to make data truly useful in addressing a myriad of problems facing citizens and their governments around the world:

  • More than 40 national and local governments have already committed to implement the principles of the International Open Data Charter;
  • Open data is central to many commitments made this year by world leaders, including the Sustainable Development Goals (SDGs), the Paris Climate Agreement, and the G20 Anti Corruption Data Principles; and
  • Open data is also an increasingly local issue, as hundreds of cities and sub-national governments implement open data policies to drive transparency, economic growth, and service delivery in close collaboration with citizens.

Under the theme of Global Goals, Local Impact, the fourth IODC reconvened an ever expanding open data community to showcase best practices, confront shared challenges, and deepen global and regional collaboration in an effort to maximize the impact of open data. Open Data Inventory 2016


Open Data Watch is pleased to announce the release of the 2016 Open Data Inventory (ODIN). The new ODIN results provide a comprehensive review of the coverage and openness of official statistics in 173 countries around the world, including most OECD countries.  Featuring a methodology updated to reflect the latest international open data standards, ODIN 2016 results are fully available online at odin.opendatawatch.com, including interactive functions to compare year-to-year results from 122 countries.

ODIN assesses the coverage and openness of data provided on the websites maintained by national statistical offices (NSOs). The overall ODIN score is an indicator of how complete and open an NSO’s data offerings are. In addition to ratings of coverage and openness in twenty statistical categories, ODIN assessments provide the online location of key indicators in each data category, permitting quick access to hundreds of indicators.

ODIN 2016 Top Scores Reveal Gaps Between Openness and Coverage

In the 2016 round, the top scores went to high-income and OECD countries. Sweden was ranked first overall with a score of 81. Sweden was also the most open site, with an openness score of 91. Among non-OECD countries, the highest rank was Lithuania with an overall score of 77. Among non-high-income countries, Mexico again earned the highest ranking with a score of 67, followed by the lower-middle-income economies of Mongolia (61), and Moldova (59). Among low-income countries, Rwanda received the highest score of 55. ODIN overall scores are scaled from 0 to 100 and provide equal weighting for social, economic, and environmental statistics….

Open Traffic Data to Revolutionize Transport


World Bank: “Congestion in metropolitan Manila costs the economy more than $60 million per day, and it is not atypical to spend more than 2 hours to travel 8 km during the evening commute there. But beyond these statistics, until recently, very little was actually known about Manila’s congestion, because the equipment and manpower required to collect traffic data has far exceeded available resources. Most cities in developing countries face similar issues.

Traditional methods of collecting traffic data rely either on labor-intensive fieldwork or capital-intensive sensor data networks. The former is slow and results in low-quality data, and the latter requires substantial capital and maintenance outlays, while only covering a small portion of a metropolitan area. In the era of big data, shouldn’t we be able to do better?

Responding to this need, Easy Taxi, Grab, and Le.Taxi, three ridesharing  companies—which, combined, cover more than 30 countries and millions of customers—are working with the World Bank and partners to make traffic data derived from their drivers’ GPS streams available to public through an open data license. Through the new Open Transport Partnership, these companies, along with founding members Mapzen, the World Resources Institute, Miovision, and NDrive, will empower resource-constrained transport agencies to make better, evidence-based decisions that previously had been out of reach.

Issues that this data will help address include, among others, traffic signal timing plans, public transit provision, roadway infrastructure needs, emergency traffic management, and travel demand management. Open data for democracy: Developing a theoretical framework for open data use


Erna Ruijer, Stephan Grimmelikhuijsen, and Albert Meijer in Government Information Quarterly: “Open data platforms are hoped to foster democratic processes, yet recent empirical research shows that so far they have failed to do so. We argue that current open data platforms do not take into account the complexity of democratic processes which results in overly simplistic approaches to open data platform design. Democratic processes are multifaceted and open data can be used for various purposes, with diverging roles, rules and tools by citizens and public administrators. This study develops a Democratic Activity Model of Open Data Use, which is illustrated by an exploratory qualitative multiple case study outlining three democratic processes: monitorial, deliberative and participatory. We find that each type of democratic process requires a different approach and open data design. We conclude that a context-sensitive open data design facilitates the transformation of raw data into meaningful information constructed collectively by public administrators and citizens….(More)”
