So here, without further ado, are this year’s Good Tech Awards…

One of the year’s most exciting A.I. breakthroughs came in July when DeepMind — a Google-owned artificial intelligence company — published data and open-source code from its groundbreaking AlphaFold project.

The project, which used A.I. to predict the structures of proteins, solved a problem that had vexed scientists for decades, and was hailed by experts as one of the greatest scientific discoveries of all time. And by publishing its data freely, AlphaFold set off a frenzy among researchers, some of whom are already using it to develop new drugs and better understand the proteins involved in viruses like SARS-CoV-2.

Google’s overall A.I. efforts have been fraught with controversy and missteps, but AlphaFold seems like an unequivocally good use of the company’s vast expertise and resources…

Prisons aren’t known as hotbeds of innovation. But two tech projects this year tried to make our criminal justice system more humane.

Recidiviz is a nonprofit tech start-up that builds open-source data tools for criminal justice reform. It was started by Clementine Jacoby, a former Google employee who saw an opportunity to corral data about the prison system and make it available to prison officials, lawmakers, activists and researchers to inform their decisions. Its tools are in use in seven states, including North Dakota, where the data tools helped prison officials assess the risk of Covid-19 outbreaks and identify incarcerated people who were eligible for early release….(More)”.

How Smart Tech Is Transforming Nonprofits


Essay by Allison Fine and Beth Kanter: “Covid-19 created cascades of shortages, disruptions, and problems that rolled downhill and landed in the most vulnerable neighborhoods. In these neighborhoods, it’s often nonprofit organizations that provide services to members of the community. While the pandemic accelerated the need for digital transformation throughout the economy, the nonprofit sector was not immune to the need for nearly overnight innovation. As experts on the use of technology for social good, we’ve observed the many ways that nonprofits have been adopting “smart tech” to further social change in the wake of the pandemic, which we chronicle in our upcoming book, The Smart Nonprofit.

We use “smart tech” as an umbrella term for advanced digital technologies that make decisions for people. It includes artificial intelligence (AI) and its subsets and cousins, such as machine learning, natural language processing, smart forms, chatbots, robots, and more.

The use of smart tech by social service agencies and other nonprofits exploded during the pandemic. When the pandemic began and schools switched to remote learning, many students who relied on school lunches were not able to receive them. Here’s where nonprofits stepped in to use smart technologies for social good. For example, researchers at Carnegie Mellon University used machine learning to flip the system on its head; instead of using buses to deliver children to schools, new bus routes were created to bring meals to children in the Pittsburgh area in the most efficient way.

The use of chatbots to provide support and deliver services to vulnerable populations increased tremendously during the pandemic. For instance, the Rentervention chatbot was developed by the legal aid nonprofits in Illinois to help tenants navigate eviction and other housing issues they were experiencing due to Covid-19. A Fix-It Job for Government Tech


Shira Ovide at the New York Times: “U.S. government technology has a mostly deserved reputation for being expensive and awful.

Computer systems sometimes operate with Sputnik-era software. A Pentagon project to modernize military technology has little to show after five years. During the coronavirus pandemic, millions of Americans struggled to get government help like unemployment insurancevaccine appointments and food stamps because of red tape, inflexible technology and other problems.

Whether you believe that the government should be more involved in Americans’ lives or less, taxpayers deserve good value for the technology we pay for. And we often don’t get it. It’s part of Robin Carnahan’s job to take on this problem.

A former secretary of state for Missouri and a government tech consultant, Carnahan had been one of my guides to how public sector technology could work better. Then in June, she was confirmed as the administrator of the General Services Administration, the agency that oversees government acquisitions, including of technology.

Carnahan said that she and other Biden administration officials wanted technology used for fighting wars or filing taxes to be as efficient as our favorite app.

“Bad technology sinks good policy,” Carnahan told me. “We’re on a mission to make government tech more user-friendly and be smarter about how we buy it and use it.”

Carnahan highlighted three areas she wanted to address: First, change the process for government agencies to buy technology to recognize that tech requires constant updates. Second, simplify the technology for people using government services. And third, make it more appealing for people with tech expertise to work for the government, even temporarily.

All of that is easier said than done, of course. People in government have promised similar changes before, and it’s not a quick fix. Technology dysfunction is also often a symptom of poor policies.

We need to talk about techie tunnel vision


Article by Gillian Tett :”Last year, the powerful US data company Palantir filed documents for an initial public offering. Included was a remarkable letter to investors from Alex Karp, the CEO, that is worth remembering now.

“Our society has effectively outsourced the building of software that makes our world possible to a small group of engineers in an isolated corner of the country,” he wrote. “The question is whether we also want to outsource the adjudication of some of the most consequential moral and philosophical questions of our time.”

Karp added, “The engineering elite in Silicon Valley may know more than most about building software. But they do not know more about how society should be organized or what justice requires.” To put it more bluntly, techies might be brilliant and clever at what they do, but that doesn’t make them qualified to organise our lives. It was a striking statement from someone who is himself an ultra techie and whose company’s extensive military and intelligence links have sparked controversy

The good news is that people in his position are finally prepared to talk about it. The even better news is that there are experiments under way to combat techie tunnel vision. In Silicon Valley, for instance, Big Tech companies are hiring social scientists. Other innovation hubs show promising signs too. In Canberra, Genevieve Bell, a former vice-president at Intel, has launched a blended social and computer science AI institute. These initiatives aim to blend AI with what I call “anthropological intelligence” — a second type of “AI” that provides a sense of social context.

The bad news is that such initiatives remain modest, and there is still extreme information asymmetry between the engineers and everyone else. What is needed is an army of cultural translators who will fight our tendency to mentally outsource the issues to engineering elites. Maybe tech innovators such as Karp and Schmidt could use some of their vast wealth to fund this….(More)”.

How to Fix Social Media


Essay by Nicholas Carr: “Arguments over whether and how to control the information distributed through social media go to the heart of America’s democratic ideals.

It’s a mistake, though, to assume that technological changes, even profound ones, render history irrelevant. The arrival of broadcast media at the start of the last century set off an information revolution just as tumultuous as the one we are going through today, and the way legislators, judges, and the public responded to the earlier upheaval can illuminate our current situation. Particularly pertinent are the distinctions between different forms of communication that informed the Supreme Court’s decision in the Carlin case — and that had guided legal and regulatory policy-making throughout the formative years of the mass media era. Digitization has blurred those distinctions at a technical level — all forms of communication can now be transmitted through a single computer network — but it has not erased them.

By once again making such distinctions, particularly between personal speech and public speech, we have an opportunity to break out of our current ideological bind and create a democratic framework for governing social media that is consistent with the country’s values and traditions….(More)”.

Exponential Tech Doesn’t Serve Social Good

We recognize that the climate is in peril, corporations are dangerously extractive, wealth disparity is at all-time highs, our kids are self-destructively addicted to social media, politics has descended into a reality TV show with paranoid features, and that civilization itself has only about another 20 years before some combination of the above threats makes life unrecognizable or even unsustainable.

The good news, at least according to the majority of invitations I get to participate in conferences and with organizations, is that there’s an app or technology or network or platform or, most often these days, a token that can fix some or all of this. The latest frame around the technosolutionist frenzy is called web 3.0, which has come to mean the decentralized sort of internet characterized by TOR networks (basically, Napster and BitTorrent where everything is hosted everywhere) and the blockchain (a new form of automated ledger).

This generation of distributed technology, it is hoped, will engender and facilitate a new era of environmental stewardship, economic equality, racial justice, democratic values, and civic harmony. Even better, the tokens at the heart of these blockchains for global good will make people rich. Sure, those who get in early will do the best, but the magic of smart contracts will somehow raise all boats, letting us feel great about doing well by doing good — secure in the knowledge that the returns we’re seeing on all this “impact investing” are the deserved surplus fruits of our having dedicated our careers and portfolios to public service.

But getting such efforts off the ground is always the hard part. There are so many terrific people and organizations out there, each building platforms and apps and networks and blockchains, too. How do we break through the noise and bring all those many decentralized organizations together into the one, single centralized decentralized network? And once we do, how do we prove that ours really is the one that will solve the problems? Because without enough buy-in, figuratively and literally, the token won’t be worth anything and all that good won’t get done….(More)”.

Bring American cities into the 21st century by funding urban innovation


Article by Dan Doctoroff and Richard Florida: “The U.S. is on the verge of the fourth revolution in urban technology. Where railroads, the electric grid, and the automobile defined previous eras, today, new strategies that integrate new technologies in our cities can unlock striking possibilities.

Our buildings can be dramatically more sustainable, adaptable, and affordable. Energy systems and physical infrastructure can fulfill the promise of “climate-positive” development. Secure digital infrastructure can connect people and improve services while safeguarding privacy. We can deploy mobility solutions that regulate the flow of people and vehicles in real time, ease traffic, and cut carbon emissions. Innovative social infrastructure can enable new service models to build truly inclusive communities. 

Congress and the administration are currently negotiating a reconciliation package that is intended to put the U.S. on a path to a sustainable and equitable future. However, this mission will not succeed without meaningful investments in technical solutions that recognize the frontline role of cities and urban counties in so many national priorities.

U.S. cities are still built, connected, powered, heated, and run much as they have been for the past 75 years. Cities continue to generally rely on “dumb” infrastructure, such as the classic traffic light, which can direct traffic and do little else. 

When Detroit deployed the first red-yellow-green automatic traffic light in the 1920s, it pioneered state-of-the art traffic management. Soon, there was a traffic light at every major intersection in America, and it has remained an icon of urban technology ever since. Relying on 100-year-old technology isn’t all that unusual in our cities. If you look closely at any American city, you will see it’s rather the rule. While our policy needs and technical capabilities have changed dramatically, the urban systems U.S. cities rely on have remained essentially frozen in time since the Second World War.  

We must leverage today’s technology and use artificial intelligence, machine learning, data analytics, connected infrastructure, cloud computing, and automation to run our cities. That is why we have come together to help forge a new initiative, the Coalition for Urban Innovation, to reimagine urban infrastructure for the future. Consisting of leading urban thinkers, businesses, and nonprofits, the coalition is calling on Congress and the administration to seize this generational opportunity to finally unlock the potential of cities as powerful levers for tackling climate change, promoting inclusion, and otherwise addressing our thorniest challenges…(More)”.
