GovTech Maturity Index : The State of Public Sector Digital Transformation


Report by the World Bank: “Governments have been using technology to modernize the public sector for decades. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand.

The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index.

These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The Global Drive to Control Big Tech


Report by the Freedom House: “In the high-stakes battle between states and technology companies, the rights of internet users have become the main casualties. A growing number of governments are asserting their authority over tech firms, often forcing the businesses to comply with online censorship and surveillance. These developments have contributed to an unprecedented assault on free expression online, causing global internet freedom to decline for an 11th consecutive year.

Global norms have shifted dramatically toward greater government intervention in the digital sphere. Of the 70 states covered by this report, a total of 48 pursued legal or administrative action against technology companies. While some moves reflected legitimate attempts to mitigate online harms, rein in misuse of data, or end manipulative market practices, many new laws imposed excessively broad censorship and data-collection requirements on the private sector. Users’ online activities are now more pervasively moderated and monitored by companies through processes that lack the safeguards featured in democratic governance, such as transparency, judicial oversight, and public accountability.

The drive toward national regulation has emerged partly due to a failure to address online harms through self-regulation. The United States played a leading role in shaping early internet norms around free speech and free markets, but its laissez-faire approach to the tech industry created opportunities for authoritarian manipulation, data exploitation, and widespread malfeasance. In the absence of a shared global vision for a free and open internet, governments are adopting their own approaches to policing the digital sphere. Policymakers in many countries have cited a vague need to retake control of the internet from foreign powers, multinational corporations, and in some cases, civil society.

This shift in power from companies to states has come amid a record-breaking crackdown on freedom of expression online. In 56 countries, officials arrested or convicted people for their online speech. Governments suspended internet access in at least 20 countries, and 21 states blocked access to social media platforms, most often during times of political turmoil such as protests and elections. A Vulnerable System: The History of Information Security in the Computer Age


Book by Andrew J. Commission publishes study on the impact of Open Source on the European economy


Press Release (European Commission): “It is estimated that companies located in the EU invested around €1 billion in Open Source Software in 2018, which brought about a positive impact on the European economy of between €65 and €95 billion.

The study predicts that an increase of 10% in contributions to Open Source Software code would annually generate an additional 0.4% to 0.6% GDP, as well as more than 600 additional ICT start-ups in the EU. Case studies reveal that by procuring Open Source Software instead of proprietary software, the public sector could reduce the total cost of ownership, avoid vendor lock-in and thus increase its digital autonomy.

The study gives a number of specific public policy recommendations aimed at achieving a digitally autonomous public sector, open research and innovation enabling European growth, and a digitised and internally competitive industry. In the long-term, the findings of the study may be used to reinforce the open source dimension in the development of future software and hardware policies for the EU industry.

Moreover, since October 2020 the Commission has its own new Open Source Software Strategy 2020-2023, which further encourages and leverages the transformative, innovative and collaborative potential of open source,  in view of achieving the goals of the overarching Digital Strategy of the Commission and contributing to the Digital Europe programme. Civic Technology for Participatory Cities of the Future

History would suggest that pandemics have forced humans to embrace change, described as a ‘portal’ from the old world to the next. COVID-19 has created an unparalleled opportunity to reimagine technology’s role in shaping society. It is anticipated that a surge in technological innovation will materialise from the pandemic and the subsequent economic instability.

Concerning smart cities, the COVID-19 pandemic has been referred to as the “lubricant” for further development in this area. There has been a significant rise in civic tech projects globally as a direct response to the pandemic: organisations such as Code for Japan, Code for Germany, and Code for Pakistan have all launched several projects in response to the virus. We’ve already seen civic tech initiatives across Africa implemented as a direct response to the pandemic; the Civic Tech Innovation Network referenced at least 140 initiatives across the continent.

Civic technologists also created a comprehensive COVID-19 data platform available at global.health, described as the first easy-to-use global repository, enabling open access to real-time data containing over 30 million anonymised cases in over 100 countries. Restrictions put in place due to COVID-19 have positively impacted the earth’s climate, resulting in a pollution reduction, with carbon emissions falling globally. We’ve all seen the images of smog-free skies over the notoriously muggy cities across the world. According to reports, overall carbon dioxide emissions dropped by 7 percent compared to 2019. It’s argued that a more socially conscious and responsible consumer is likely to emerge post-pandemic, with a greater focus on sustainability, responsible living, and carbon footprint….(More)

Co-Develop: Digital Public Infrastructure for an Equitable Recovery

Why I’m a proud solutionist


Blog by Jason Crawford: “Debates about technology and progress are often framed in terms of “optimism” vs. “pessimism.” For instance, Steven Pinker, Matt Ridley, Johan Norberg, Max Roser, and the late Hans Rosling have been called the “New Optimists” for their focus on the economic, scientific, and social progress of the last two centuries. Their opponents, such as David Runciman and Jason Hickel, accuse them of being blind to real problems in the world, such as poverty, and to risks of catastrophe, such as nuclear war.

Economic historian Robert Gordon calls himself “the prophet of pessimism.” His book The Rise and Fall of American Growth warned that the days of high economic growth are over for the United States and will not return. Gordon’s opponents include a group he calls the “techno-optimists,” such as Andrew McAfee and Erik Brynjolfsson, who have predicted a growth spurt in productivity from information technology.

It’s tempting to choose sides. But while it can be rational to be optimistic or pessimistic on any specific question, these terms are too imprecise to be adopted as a general intellectual identity. Those who identify as optimists can be too quick to dismiss or downplay the problems of technology, while self-styled technology pessimists or progress skeptics can be too reluctant to believe in solutions.

As we look forward to the post-pandemic recovery, once again we’re being tugged between the optimists, who highlight all the diseases that may soon be beaten through new vaccines, and the pessimists, who warn that humanity will never win the evolutionary arms race against microbes. But this represents a false choice. History provides us with powerful examples of people who were brutally honest in identifying a crisis but were equally active in seeking solutions.

At the end of the 19th century, William Crookes—physicist, chemist, and inventor of the Crookes tube (an early type of vacuum tube)—was the president of the British Association for the Advancement of Science. On September 7, 1898, he used the traditional annual address to the association to issue a dire warning.

The British Isles, he said, were at grave risk of running out of food. His reasoning was simple: the population was growing exponentially, but the amount of land under cultivation could not keep pace. The only way to continue to increase production was to improve crop yields. But the limiting factor on yields was the availability of nitrogen fertilizer, and the sources of nitrogen, such as the rock salts of the Chilean desert and the guano deposits of the Peruvian islands, were running out. His argument was detailed and comprehensive, based on figures for wheat production and land availability from every major European country and colony; he apologized in advance for boring his audience with statistics….(More)”.

How local governments are scaring tech companies


Ben Brody at Protocol: “Congress has failed to regulate tech, so states and cities are stepping in with their own approaches to food delivery apps, AI regulation and, yes, privacy. Tech doesn’t like what it sees….

Andrew Rigie said it isn’t worth waiting around for tech regulation in Washington.

“New York City is a restaurant capital of the world,” Rigie told Protocol. “We need to lead on these issues.”

Rigie, executive director of the New York City Hospitality Alliance, has pushed for New York City’s new laws on food delivery apps such as Uber Eats. His group supported measures to make permanent a cap on the service fees the apps charge to restaurants, ban the apps from listing eateries without permission and share customer information with restaurants that ask for it.

While Rigie’s official purview is dining in the Big Apple, his belief that the local government should lead on regulating tech companies in a way Washington hasn’t has become increasingly common.

“It wouldn’t be a surprise if lawmakers elsewhere seek to implement similar policies,” Rigie said. “Some of it could potentially come from the federal government, but New York City can’t wait for the federal government to maybe act.”

New York is not the only city to take action. While the Federal Trade Commission has faced calls to regulate third-party food delivery apps at a national level, San Francisco was first to pass a permanent fee cap for them in June.

Food apps are just a microcosm highlighting the patchworks of local-level regulation that are developing, or are already a fact of life, for tech. These regulatory patchworks occur when state and local governments move ahead of Congress to pass their own, often divergent, laws and rules. So far, states and municipalities are racing ahead of the feds on issues such as cybersecurity, municipal broadbandcontent moderationgig work, the use of facial recognition, digital taxes, mobile app store fees and consumer rights to repair their own devices, among others.

Many in tech became familiar with the idea when the California Consumer Privacy Act passed in 2018, making it clear more states would follow suit, although the possibility has popped up throughout modern tech policy history on issues such as privacy requirements on ISPs, net neutrality and even cybersecurity breach notification.

Many patchworks reflect the stance of advocates, consumers and legislators that Washington has simply failed to do its job on tech. The resulting uncompromising or inconsistent approaches by local governments also has tech companies worried enough to push Congress to overrule states and establish one uniform U.S. standard.

“With a bit of a vacuum at the federal level, states are looking to step in, whether that’s on content moderation, whether that’s on speech on platforms, antitrust and anticompetitive conduct regulation, data privacy,” said April Doss, executive director of Georgetown University’s Institute for Technology Law and Policy. “It is the whole bundle of issues.”…(More)
