AskThem.io – Questions-and-Answers with Every Elected Official

Here’s how AskThem works for online public dialogue:

  • For the first time in an open-source website, visitors enter their street address to see all their elected officials, from federal down to the city levels, or search for a verified Twitter account.
  • Individuals & organizations submit a question to their elected officials – for example, asking a city council member about a proposed ban on plastic bags.
  • People then sign on to the questions and petitions they support, voting them up on AskThem and sharing them over social media, as with online petitions.
  • When a question passes a certain threshold of signatures, AskThem delivers it to the recipient over email & social media and encourages a public response – creating a continual, structured dialogue with elected officials at every level of government.

AskThem also incorporates open government data, such as city council agendas and key vote information, to inform good questions of people in power. Open government advocate, Chicago, IL Clerk Susana Mendoza, joined AskThem because she believes that “technology should bring residents and the Office of the Chicago City Clerk closer together.”

Elected officials who sign up with AskThem agree to respond to the most popular questions from their constituents (about two per month). Interested elected officials can sign up now to become verified, free & open to everyone.

DARPA Open Catalog Makes Agency-Sponsored Software and Publications Available to All


Press Release: “Public website aims to encourage communities interested in DARPA research to build off the agency’s work, starting with big data…
DARPA has invested in many programs that sponsor fundamental and applied research in areas of computer science, which have led to new advances in theory as well as practical software. The R&D community has asked about the availability of results, and now DARPA has responded by creating the DARPA Open Catalog, a place for organizing and sharing those results in the form of software, publications, data and experimental details. The Catalog can be found at http://go.usa.gov/BDhY.
Many DoD and government research efforts and software procurements contain publicly releasable elements, including open source software. The nature of open source software lends itself to collaboration where communities of developers augment initial products, build on each other’s expertise, enable transparency for performance evaluation, and identify software vulnerabilities. DARPA has an open source strategy for areas of work including big data to help increase the impact of government investments in building a flexible technology base.
“Making our open source catalog available increases the number of experts who can help quickly develop relevant software for the government,” said Chris White, DARPA program manager. “Our hope is that the computer science community will test and evaluate elements of our software and afterward adopt them as either standalone offerings or as components of their products.”

‘Nudge Unit’ forming mutual joint venture


Press Release: “The government’s Behavioural Insights Team – also known as the Nudge Unit – has teamed up with Nesta, the UK’s innovation foundation, to create a new mutual joint venture, Minister for the Cabinet Office Francis Maude announced today.
The mutual joint venture will be a new UK-based company, paying taxes, exporting services across the world and helping get Britain on the rise.
The Behavioural Insights Team, which was set up in 2010 with a mission to find innovative ways of enabling people to make better choices for themselves and society, is now a world-leader in the application of insights from the behavioural sciences and credited with helping the UK government save millions of pounds for the taxpayer.
As a result, they have received an increasing number of requests to help apply insights from the behavioural sciences to tackle public policy problems, both at home and overseas. As of today, the team – which will continue to be known as the Behavioural Insights Team – is able to service this demand from any part of the UK public sector, charities and foreign governments. The new company will also be able to work with commercial organisations, where there is an underlying social purpose to the project….
The deal forms part of the government’s commitment to drive innovation in government commercial models – a central commitment in the Civil Service Reform Plan – and follows on from the launch of the civil service pension provider MyCSP in April 2012, which became the first mutual joint venture to spin out of government, and the launch of SSCL Ltd late last year in a joint venture with Steria Ltd to run shared services for Whitehall departments.
The government is determined to look beyond the old binary choice between in-house provision and outsourcing. As such they are working to develop a hybrid economy with a diverse range of suppliers from the mutual joint ventures to the voluntary sector, from in-house provision to straight sourcing.”

Report “Big and open data in Europe: A growth engine or a missed opportunity?”


Press Release: “Big data and open data are not just trendy issues, they are the concern of the government institutions at the highest level. On January 29th, 2014 a Conference concerning Big & Open Data in Europe 2020 was held in the European Parliament.
Questions were asked and discussed like: Is Big & Open Data a truly transformative phenomena or just a ‘hot air’? Does it matter for Europe? How big is the economic potential of Big and Open Data for Europe till 2020? How each of the 28 Member States may benefit from it?…
The conference complemented a research project by demosEUROPA – Centre for European Strategy on Big and Open Data in Europe that aims at fostering and facilitating policy debate on the socioeconomic impact of data. The key outcome of the project, a pan-European macroeconomic study titledBig and open data In Europe: A growth engine or a missed opportunity?” carried out by the Warsaw Institute for Economic Studies (WISE) was presented.

It foresees that the EU economy will grow by 1.9% by 2020 thanks to big and open data and describes the increase of the general GDP level by countries and sectors.
One of the many interesting findings of the report is that the positive impact of the data revolution will be felt more acutely in Northern Europe, while most of the New Member States and Southern European economies will benefit significantly less, with two notable exceptions being the Czech Republic and Poland. GSA’s Challenge.gov Earns Harvard Innovation Award

Kennedy School of Government at Harvard University today announced the U.S. General Services Administration’s (GSA) Challenge.gov as a winner of the 2013 Innovations in American Government Award from a pool of more than 600 applicants.
GSA launched Challenge.gov in July 2010 in response to an Obama Administration memo tasking the agency with building a platform that allowed entrepreneurs, innovators, and the public to compete for prestige and prizes by providing the government with novel solutions to tough problems. Challenge.gov was developed in partnership with New York City-based ChallengePost, the leading platform for software competitions and hackathons. Since its launch, Challenge.gov has been used by 59 federal agencies to crowd source solutions and has received 3.5 million visits from 220 countries and territories and more than 11,000 U.S. cities. Challenge.gov has conducted nearly 300 scientific, engineering, design, multimedia, ideation, and software challenges, resulting in unprecedented public-private partnerships….
Examples of Challenge.gov competitions include a Robocall Challenge that has blocked 84,000 computer driven advertising phone calls so far, a Disability Employment Apps Challenge that sought innovative technology tools to improve employment opportunities and outcomes for people with disabilities, and the Blue Button for All Americans Contest that helps veterans have access to their health information.

EPA Launches New Citizen Science Website


Press Release:The U.S. Environmental Protection Agency has revamped its Citizen Science website to provide new resources and success stories to assist the public in conducting scientific research and collecting data to better understand their local environment and address issues of concern. The website can be found at www.epa.gov/region2/citizenscience.
“Citizen Science is an increasingly important part of EPA’s commitment to using sound science and technology to protect people’s health and safeguard the environment,” said Judith A. Enck, EPA Regional Administrator. “The EPA encourages the public to use the new website as a tool in furthering their scientific investigations and developing solutions to pollution problems.”
The updated website now offers detailed information about air, water and soil monitoring, including recommended types of equipment and resources for conducting investigations. It also includes case studies and videotapes that showcase successful citizen science projects in New York and New Jersey, provides funding opportunities, quality assurance information and workshops and webinars.”

Google Global Impact Award Expands Zooniverse


Press Release: “A $1.8 million Google Global Impact Award will enable Zooniverse, a nonprofit collaboration led by the Adler Planetarium and the University of Oxford, to make setting up a citizen science project as easy as starting a blog and could lead to thousands of innovative new projects around the world, accelerating the pace of scientific research.
The award supports the further development of the Zooniverse, the world’s leading ‘citizen science’ platform, which has already given more than 900,000 online volunteers the chance to contribute to science by taking part in activities including discovering planets, classifying plankton or searching through old ship’s logs for observations of interest to climate scientists. As part of the Global Impact Award, the Adler will receive $400,000 to support the Zooniverse platform.
With the Google Global Impact Award, Zooniverse will be able to rebuild their platform so that research groups with no web development expertise can build and launch their own citizen science projects.
“We are entering a new era of citizen science – this effort will enable prolific development of science projects in which hundreds of thousands of additional volunteers will be able to work alongside professional scientists to conduct important research – the potential for discovery is limitless,” said Michelle B. The Zooniverse – the world’s leading citizen science platform – is a global collaboration across several institutions that design and build citizen science projects. Making Europe's cities smarter


Press Release: “At a conference today hosted by the European Commission, city leaders, CEOs and civil society leaders discussed the actions outlined in the “Smart Cities Strategic Implementation Plan” and how to put them into practice. The Commission announced that it will launch an ‘Invitation for Smart City and Community Commitments’ in spring 2014 to mobilise work on the action plan’s priorities. The plan is part of Europe’s fifth “Innovation Partnership”.
Commission Vice-President Siim Kallas, in charge of transport, said: “I am very pleased to see transport operators, telecoms companies, vehicle manufacturers, city planners, energy companies and researchers all gathered in one room to discuss the future of our cities. The Smart Cities initiative is a great opportunity to make changes happen for less congestion and better business opportunities in our cities. We need to keep up the momentum and move from plan to action now.”
Commission Vice-President Neelie Kroes, responsible for the Digital Agenda, said: “The future of infrastructure and city planning will be based on integrating ICT systems and using big data to make our cities better places to live and work. We need to base those new systems on open standards for hardware, software, data and services which this European Innovation Partnership will develop.”
Günther H. Oettinger, EU Commissioner for energy, said: “The European Innovation Partnership for Smart Cities and Communities is about making investments in sustainable development in as many cities as possible. Creating equal partnerships between cities and companies based on synergies between ICT, energy and mobility will lead to projects that make a real difference in our everyday lives.”
The Commission intends to make available approximately EUR 200 million for Smart Cities and communities in the 2014-2015 budgets of the Horizon 2020 research and innovation programme, to accelerate progress and enlarge the scale of roll-out of smart cities solutions. There will also be possibilities to access the European Structural and Investment Funds.

White House Unveils Big Data Projects, Round Two


Information Week: “The White House Office of Science and Technology Policy (OSTP) and Networking and Information Technology R&D program (NITRD) on Tuesday introduced a slew of new big-data collaboration projects aimed at stimulating private-sector interest in federal data. The initiatives, announced at the White House-sponsored “Data to Knowledge to Action” event, are targeted at fields as varied as medical research, geointelligence, economics, and linguistics.
The new projects are a continuation of the Obama Administration’s Big Data Initiative, announced in March 2012, when the first round of big-data projects was presented.
Thomas Kalil, OSTP’s deputy director for technology and innovation, said that “dozens of new partnerships — more than 90 organizations,” are pursuing these new collaborative projects, including many of the best-known American technology, pharmaceutical, and research companies.
Among the initiatives, Amazon Web Services (AWS) and NASA have set up the NASA Earth eXchange, or NEX, a collaborative network to provide space-based data about our planet to researchers in Earth science. AWS will host much of NASA’s Earth-observation data as an AWS Public Data Set, making it possible, for instance, to crowdsource research projects.
An estimated 4.4 million jobs are being created between now and 2015 to support big-data projects. Employers, educational institutions, and government agencies are working to build the educational infrastructure to provide students with the skills they need to fill those jobs.
To help train new workers, IBM, for instance, has created a new assessment tool that gives university students feedback on their readiness for number-crunching careers in both the public and private sector. Eight universities that have a big data and analytics curriculum — Fordham, George Washington, Illinois Institute of Technology, University of Massachusetts-Boston, Northwestern, Ohio State, Southern Methodist, and the University of Virginia — will receive the assessment tool.
OSTP is organizing an initiative to create a “weather service” for pandemics, Kalil said, a way to use big data to identify and predict pandemics as early as possible in order to plan and prepare for — and hopefully mitigate — their effects.
The National Institutes of Health (NIH), meanwhile, is undertaking its ” Big Data to Knowledge” (BD2K) initiative to develop a range of standards, tools, software, and other approaches to make use of massive amounts of data being generated by the health and medical research community….”

Crowdsourcing: Patient-Focused Drug Development Initiative


Press release: “Genetic Alliance and the Pharmaceutical Research and Manufacturers of America (PhRMA) announced an initiative to explore the use of a technology-enabled, crowd-sourcing approach to patient engagement as a complement to ongoing patient-focused drug development efforts under the Prescription Drug User Fee Act (PDUFA V).
As part of the reauthorization of PDUFA, the U.S. Food and Drug Administration (FDA) committed to gain the patient perspective on 20 disease areas in public meetings to be held between 2012 and 2017.
After issuing a Request for Proposals, Genetic Alliance chose advocacy organizations representing three disease areas that will be the focus of FDA patient-focused drug development public meetings in 2014 and 2015. The patient communities in these three disease areas will pilot a crowd-sourcing, technology-enabled approach to gathering input from a diverse set of patients on key benefit-risk questions.
“Using the Platform for Engaging Everyone Responsibly (PEER), there is an opportunity to demonstrate the power of a secure, crowd-sourced approach to provide additional insight into patients’ experience with a disease or condition,” stated Sharon Terry, President and CEO of Genetic Alliance. “The organizations we selected are expert at broad and diverse engagement from the very people that have a vested interest in patient-focused drug development. We are excited to engage these communities.”
