Group decisions: When more information isn’t necessarily better


News Release from the Santa Fee Institute: “In nature, group decisions are often a matter of life or death. At first glance, the way certain groups of animals like minnows branch off into smaller sub-groups might seem counterproductive to their survival. After all, information about, say, where to find some tasty fish roe or which waters harbor more of their predators, would flow more freely and seem to benefit more minnows if the school of fish behaved as a whole. However, new research published in Philosophical Transactions of the Royal Society B sheds light on the complexity of collective decision-making and uncovers new insights into the benefits of the internal structure of animal groups.

In their paper, Albert Kao, a Baird Scholar and Omidyar Fellow at the Santa Fe Institute, and Iain Couzin, Director of the Max Planck Institute for Ornithology and Chair of Biodiversity and Collective Behavior at the University of Konstanz, simulate the information-sharing patterns of animals that prefer to interact with certain individuals over others. The authors’ modeling of such animal groups upends previously held assumptions about internal group structure and improves upon our understanding of the influence of group organization and environment on both the collective decision-making process and its accuracy.

Modular — or cliquey — group structure isolates the flow of communication between individuals, so that only certain animals are privy to certain pieces of information. “A feature of modular structure is that there’s always information loss,” says Kao, “but the effect of that information loss on accuracy depends on the environment.”

In simple environments, the impact of these modular groups is detrimental to accuracy, but when animals face many different sources of information, the effect is actually the opposite. “Surprisingly,” says Kao, “in complex environments, the information loss even helps accuracy in a lot of situations.” More information, in this case, is not necessarily better.

“Modular structure can have a profound — and unexpected — impact on the collective intelligence of groups,” says Couzin. “This may indeed be one of the reasons that we see internal structure in so many group-living species, from schooling fish and flocking birds to wild primate groups.”

Building Trust in Human Centric Artificial Intelligence


Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions: “Artificial intelligence (AI) has the potential to transform our world for the better: it can improve healthcare, reduce energy consumption, make cars safer, and enable farmers to use water and natural resources more efficiently. AI can be used to predict environmental and climate change, improve financial risk management and provides the tools to manufacture, with less waste, products tailored to our needs. AI can also help to detect fraud and cybersecurity threats, and enables law enforcement agencies to fight crime more efficiently.

AI can benefit the whole of society and the economy. It is a strategic technology that is now being developed and used at a rapid pace across the world. Nevertheless, AI also brings with it new challenges for the future of work, and raises legal and ethical questions.

To address these challenges and make the most of the opportunities which AI offers, the Commission published a European strategy in April 2018. The strategy places people at the centre of the development of AI — human-centric AI. It is a three-pronged approach to boost the EU’s technological and industrial capacity and AI uptake across the economy, prepare for socio-economic changes, and ensure an appropriate ethical and legal framework.

To deliver on the AI strategy, the Commission developed together with Member States a coordinated plan on AI, which it presented in December 2018, to create synergies, pool data — the raw material for many AI applications — and increase joint investments. The aim is to foster cross-border cooperation and mobilise all players to increase public and private investments to at least EUR 20 billion annually over the next decade.

The Commission doubled its investments in AI in Horizon 2020 and plans to invest EUR 1 billion annually from Horizon Europe and the Digital Europe Programme, in support notably of common data spaces in health, transport and manufacturing, and large experimentation facilities such as smart hospitals and infrastructures for automated vehicles and a strategic research agenda.

To implement such a common strategic research, innovation and deployment agenda the Commission has intensified its dialogue with all relevant stakeholders from industry, research institutes and public authorities. The new Digital Europe programme will also be crucial in helping to make AI available to small and medium-size enterprises across all Member States through digital innovation hubs, strengthened testing and experimentation facilities, data spaces and training programmes.

Ethics guidelines for trustworthy AI


European Commission: “Following the publication of the draft ethics guidelines in December 2018 to which more than 500 comments were received, the independent expert group presents today their ethics guidelines for trustworthy artificial intelligence.

Trustworthy AI should respect all applicable laws and regulations, as well as a series of requirements; specific assessment lists aim to help verify the application of each of the key requirements:

  • Human agency and oversight: AI systems should enable equitable societies by supporting human agency and fundamental rights, and not decrease, limit or misguide human autonomy.
  • Robustness and safety: Trustworthy AI requires algorithms to be secure, reliable and robust enough to deal with errors or inconsistencies during all life cycle phases of AI systems.
  • Privacy and data governance: Citizens should have full control over their own data, while data concerning them will not be used to harm or discriminate against them.
  • Transparency: The traceability of AI systems should be ensured.
  • Diversity, non-discrimination and fairness: AI systems should consider the whole range of human abilities, skills and requirements, and ensure accessibility.
  • Societal and environmental well-being: AI systems should be used to enhance positive social change and enhance sustainability and ecological responsibility.
  • Accountability: Mechanisms should be put in place to ensure responsibility and accountability for AI systems and their outcomes.

In summer 2019, the Commission will launch a pilot phase involving a wide range of stakeholders. Already today, companies, public administrations and organisations can sign up to the European AI Alliance and receive a notification when the pilot starts.

Protection of health-related data: new guidelines


Press Release: “The Council of Europe has issued a set of guidelines to its 47 member states urging them to ensure, in law and practice, that the processing of health-related data is done in full respect of human rights, notably the right to privacy and data protection.

With the development of new technological tools in the health sector the volume of health-related data processed has grown exponentially showing the need for guidance for health administrations and professionals.

In a Recommendation, applicable to both the public and private sectors, the Council of Europe´s Committee of Ministers, calls on governments to transmit these guidelines to health-care systems and to actors processing health-related data, in particular health-care professionals and data protection officers.

The recommendation contains a set of principles to protect health-related data incorporating the novelties introduced in the updated Council of Europe data protection convention, known as “Convention 108+”, opened for signature in October 2018.

The Committee of Ministers underlines that health-related data should be protected by appropriate security measures taking into account the latest technological developments, their sensitive nature and the assessment of potential risks. Protection measures should be incorporated by design to any information system which processes health-related data.

The recommendation contains guidance with regard to various issues including the legitimate basis for the data processing of health-care data – notably consent by the data subject -, data concerning unborn children, health-related genetic data, the sharing of health-related data by professionals and the storage of data.

The guidelines list a number of rights of data subjects, crucially the transparency of data processing. They also contain a number of principles that should be respected when data are processed for scientific research, when they are collected by mobile devices or when they are transferred across borders….(More)”.

New Data Tools Connect American Workers to Education and Job Opportunities

Nearly Half of Canadian Consumers Willing to Share Significant Personal Data with Banks and Insurers in Exchange for Lower Pricing, Accenture Study Finds


Press Release: “Nearly half of Canadian consumers would be willing to share significant personal information, such as location data and lifestyle information, with their bank and insurer in exchange for lower pricing on products and services, according to a new report from Accenture (NYSE: ACN).

Accenture’s global Financial Services Consumer Study, based on a survey of 47,000 consumers in 28 countries which included 2,000 Canadians, found that more than half of consumers would share that data for benefits including more-rapid loan approvals, discounts on gym memberships and personalized offers based on current location.

At the same time, however, Canadian consumers believe that privacy is paramount, with nearly three quarters (72 per cent) saying they are very cautious about the privacy of their personal data. In fact, data security breaches were the second-biggest concern for consumers, behind only increasing costs, when asked what would make them leave their bank or insurer.

“Canadian consumers are willing to sharing their personal data in instances where it makes their lives easier but remain cautious of exactly how their information is being used,” said Robert Vokes, managing director of financial services at Accenture in Canada. “With this in mind, banks and insurers need to deliver hyper-relevant and highly convenient experience in order to remain relevant, retain trust and win customer loyalty in a digital economy.”

Consumers globally showed strong support for personalized insurance premiums, with 64 per cent interested in receiving adjusted car insurance premiums based on safe driving and 52 per cent in exchange for life insurance premiums tied to a healthy lifestyle. Four in five consumers (79 per cent) would provide personal data, including income, location and lifestyle habits, to their insurer if they believe it would help reduce the possibility of injury or loss.

In banking, 81 per cent of consumers would be willing to share income, location and lifestyle habit data for rapid loan approval, and 76 per cent would do so to receive personalized offers based on their location, such as discounts from a retailer. Approximately two-fifths (42 per cent) of Canadian consumers specifically, want their bank to provide updates on how much money they have based on spending that month and 46 per cent want savings tips based on their spending habits.  

Appetite for data sharing differs around the world

Appetite for sharing significant personal data with financial firms was highest in China, with 67 per cent of consumers there willing to share more data for personalized services. Half (50 per cent) of consumers in the U.S. said they were willing to share more data for personalized services, and in Europe — where the General Data Protection Regulation took effect in May — consumers were more skeptical. WeDialogue


WeDialogue: “… is a global experiment to test new solutions for commenting on news online. The objective of weDialogue is to promote humility in public discourse and prevent digital harassment and trolling.

What am I expected to do?

The task is simple. You are asked to fill out a survey, then wait until the experiment begins. You will then be given a login for your platform. There you will be able to read and comment on news as if it was a normal online newspaper or blog. We would like people to comment as much as possible, but you are free to contribute as much as you want. At the end of the experiment we would be very grateful if you could fill in a final survey and provide us with feedback on the overall experience.

Why is important to test new platforms for news comments?

We know the problems of harassment and trolling (see our video), but the solution is not obvious. Developers have proposed new platforms, but these have not been tested rigorously. weDialogue is a participatory action research project that aims to combine academic expertise and citizens’ knowledge and experience to test potential solutions.

What are you going to do with the research?

All our research and data will be publicly available so that others can build upon it. Both the Deliberatorium and Pol.is are free software that can be reused. The data we will create and the resulting publications will be released in an open access environment.

MIT Sloan study finds crowdsourcing an effective tool to fight spread of fake news


MIT Sloan Press Release: “Fake news isn’t a new problem, but it’s becoming a greater concern because of social media, where it is easily created and rapidly distributed. A recent study by MIT Sloan School of Management Prof. David Rand and Prof. Gordon Pennycook of the University of Regina finds there is a possible solution: crowdsourcing. As their research shows that laypeople trust reputable news outlets more than outlets that create misinformation, social media platforms could use trust ratings to inform how they promote content.

“There has been a lot of research examining fake news and how it spreads, but this study is among the first to suggest a potential long-term solution, which is cause for measured optimism. If we can decrease the amount of misinformation spreading on social media, we can increase agreement on basic facts across political parties, which will hopefully lead to less political polarization and a greater ability to compromise on how to run the country,” says Rand. “It may also make it harder for individuals to win elections based on false claims.”

He notes that current solutions for fighting misinformation deployed by social media companies haven’t been that effective. For example, partnering with fact-checkers isn’t scalable because they can’t keep up with the rapid creation of false stories. Further, putting warnings on content found to be false can be counterproductive, because it makes misleading stories that didn’t get checked seem more accurate – the “implied truth” effect.

“Our study is good news because we find a scalable solution to this problem, based on the surprisingly good judgment of everyday Americans. Things may not be as hopeless as most coverage of fake news makes you think,” says Rand.

In their study, Rand and Pennycook examined whether crowdsourcing could work as an effective tool in fighting the spread of misinformation. They asked laypeople to rate familiarity with and trust in news sources across three categories: mainstream media outlets, hyper-partisan websites, and websites that produce blatantly false content (“fake news”). The pool of people surveyed was nationally representative across age, gender, ethnicity, and political affiliations. They also asked professional fact-checkers the same questions to compare responses.

They found that laypeople trust reputable news outlets more than those that create misinformation and that the trust ratings of the laypeople surveyed closely matched the trust ratings of professional fact-checkers. “Our results show that laypeople are much better than many would have expected at knowing which outlets to trust,” says Rand. “Although there were clear partisan differences, with Republicans distrusting all mainstream outlets (except for Fox News) relative to Democrats, there was a remarkable consensus regarding non-mainstream outlets being untrustworthy.”…(More)”.

EU negotiators agree on new rules for sharing of public sector data


European Commission Press Release: “Negotiators from the European Parliament, the Council of the EU and the Commission have reached an agreement on a revised directive that will facilitate the availability and re-use of public sector data.

Data is the fuel that drives the growth of many digital products and services. Making sure that high-quality, high-value data from publicly funded services is widely and freely available is a key factor in accelerating European innovation in highly competitive fields such as artificial intelligence requiring access to vast amounts of high-quality data.

In full compliance with the EU General Data Protection Regulation, the new Directive on Open Data and Public Sector Information (PSI) – which can be for example anything from anonymised personal data on household energy use to general information about national education or literacy levels – updates the framework setting out the conditions under which public sector data should be made available for re-use, with a particular focus on the increasing amounts of high-value data that is now available.

Vice-President for the Digital Single Market Andrus Ansip said: “Data is increasingly the lifeblood of today’s economy and unlocking the potential of public open data can bring significant economic benefits. The total direct economic value of public sector information and data from public undertakings is expected to increase from €52 billion in 2018 to €194 billion by 2030. With these new rules in place, we will ensure that we can make the most of this growth” 

Commissioner for Digital Economy and Society Mariya Gabriel said: “Public sector information has already been paid for by the taxpayer. Making it more open for re-use benefits the European data economy by enabling new innovative products and services, for example based on artificial intelligence technologies. But beyond the economy, open data from the public sector is also important for our democracy and society because it increases transparency and supports a facts-based public debate.”

As part of the EU Open Data policy, rules are in place to encourage Member States to facilitate the re-use of data from the public sector with minimal or no legal, technical and financial constraints. But the digital world has changed dramatically since they were first introduced in 2003.

What do the new rules cover?

  • All public sector content that can be accessed under national access to documents rules is in principle freely available for re-use. Public sector bodies will not be able to charge more than the marginal cost for the re-use of their data, except in very limited cases. This will allow more SMEs and start-ups to enter new markets in providing data-based products and services.
  • A particular focus will be placed on high-value datasets such as statistics or geospatial data. These datasets have a high commercial potential, and can speed up the emergence of a wide variety of value-added information products and services.
  • Public service companies in the transport and utilities sector generate valuable data. The decision on whether or not their data has to be made available is covered by different national or European rules, but when their data is available for re-use, they will now be covered by the Open Data and Public Sector Information Directive. This means they will have to comply with the principles of the Directive and ensure the use of appropriate data formats and dissemination methods, while still being able to set reasonable charges to recover related costs.
  • Some public bodies strike complex data deals with private companies, which can potentially lead to public sector information being ‘locked in’. Safeguards will therefore be put in place to reinforce transparency and to limit the conclusion of agreements which could lead to exclusive re-use of public sector data by private partners.
  • More real-time data, available via Application Programming Interfaces (APIs), will allow companies, especially start-ups, to develop innovative products and services, e.g. mobility apps. Publicly-funded research data is also being brought into the scope of the directive: Member States will be required to develop policies for open access to publicly funded research data while harmonised rules on re-use will be applied to all publicly-funded research data which is made accessible via repositories….(More)”.

The 2019 Edelman Trust Barometer


Press Release: “The 2019 Edelman Trust Barometer reveals that trust has changed profoundly in the past year—people have shifted their trust to the relationships within their control, most notably their employers. Globally, 75 percent of people trust “my employer” to do what is right, significantly more than NGOs (57 percent), business (56 percent) and media (47 percent).

There is a 16-point gap between the more trusting informed public and the far-more-skeptical mass population, marking a return to record highs of trust inequality. The phenomenon fueling this divide was a pronounced rise in trust among the informed public. Markets such as the U.S., UK, Canada, South Korea and Hong Kong saw trust gains of 12 points or more among the informed public. In 18 markets, there is now a double-digit trust gap between the informed public and the mass population.

An Urgent Desire for Change

Despite the divergence in trust between the informed public and mass population the world is united on one front—all share an urgent desire for change. Only one in five feels that the system is working for them, with nearly half of the mass population believing that the system is failing them.

In conjunction with pessimism and worry, there is a growing move toward engagement and action. In 2019, engagement with the news surged by 22 points; 40 percent not only consume news once a week or more, but they also routinely amplify it. But people are encountering roadblocks in their quest for facts, with 73 percent worried about fake news being used as a weapon.

The New Employer-Employee Contract

Despite a high lack of faith in the system, there is one relationship that remains strong: “my employer.” Fifty-eight percent of general population employees say they look to their employer to be a trustworthy source of information about contentious societal issues.

Employees are ready and willing to trust their employers, but the trust must be earned through more than “business as usual.” Employees’ expectation that prospective employers will join them in taking action on societal issues (67 percent) is nearly as high as their expectations of personal empowerment (74 percent) and job opportunity (80 percent)….(More)”.
