The merits of participatory budgeting


at Aljazeera America: “For many Americans, government just isn’t working. In 2013, government dysfunction surpassed the economy as the top identified U.S. problem. A recent survey found that nearly 6 out of 10 Americans rate the health of our democracy as weak — and unlikely to get better anytime soon. But in small corners throughout the United States, democratic innovations are creating new opportunities for citizens to be a part of governance. Collectively known as open government or civic innovation, these projects are engaging policymakers, citizens and civil society and proving the skeptics wrong.
One particularly promising innovation in participatory budgeting, or PB — a process to directly empower citizens to make spending decisions on a defined public budget. PB was first attempted in Porto Alegre, Brazil, in 1989. Its success led to the World Bank calling PB a “best practice” in democratic innovation. Since then, PB has expanded to over 1,500 cities worldwide, including several in the U.S. Starting in 2009 in Chicago’s 49th Ward with a budget of just $1 million, PB in the United States has expanded to a $27 million-a-year experiment. Municipal leaders from Vallejo, California, to New York City have turned over a portion of their discretionary funds to neighborhood residents. Boston recently launched the first youth-driven PB. Nearly half of New York’s City Council members are slated to participate this fall, after newly elected Mayor Bill de Blasio made it a cornerstone of his campaign. Chicago Mayor Rahm Emanuel created a new manager of participatory budgeting who will help coordinate Council districts that want to participate. The White House recently included federally supported participatory budgeting as part of its international Open Government Partnership commitments.

Wants and needs

In PB, citizens are empowered to identify community needs, work with elected officials to craft budget proposals and vote upon where to spend public funds. The decisions are binding. And that’s important: Making democracy work is not just about making better citizens or changing policies. It is also about creating structures that create the conditions that make the effective exercise of democratic citizenship possible, and PB is uniquely structured to do that.

Chicago has been a particularly insightful petri dish to study PB in the U.S., mainly because the city is an unlikely candidate for democratic innovations. For decades its Democratic machine retained a strong and continuous hold over city government. The Daley family held the mayoralty for a combined 12 terms. While discretionary funds (known as “menu money”) are allocated equally — but not equitably, given different needs — to all 50 wards, the process of spending this money is at the discretion of locally elected aldermen. From 1972 to 2009, 30 Chicago aldermen were indicted and convicted of federal crimes ranging from income tax evasion to extortion, embezzlement and conspiracy. Clearly, Chicago has not always been a model of good governance.
Against this backdrop, PB has continued to expand in Chicago. This year three districts participated. The Fifth Ward, home to the University of Chicago, decided not to continue the process again this year. Instead, this year the ward had four groups of residents each allocate $250,000. The alderwoman noted that this enabled the transparency and engagement aspect of PB with fewer process resources — they had only 100 people come out to vote.
Different versions of PB are aimed to lower the current barriers to civic engagement. I have seen PB bring out people who have never before engaged in politics. Many longtime civic participants often cite PB as the single most meaningful civic engagement of their lives — far above, say, jury duty. Suddenly, citizens are empowered with real decision-making authority and leave with new relationships with their peers, community and elected officials.
However, PB is not a stand-alone endeavor. It must be part of a larger effort to improve governance. This must include greater transparency in public decision making and empowering citizens to hold their elected officials more accountable. The process provides an enormous education that can be translated into civic activity beyond PB. Ideally after engaging in PB, a citizen will be better equipped to volunteer in the community, vote or push for policy reform. What other infrastructure, both online and off, is needed to support citizens who want to further engage in more collaborative governance?  …”

Is Participatory Budgeting Real Democracy?


Anna Clark in NextCity: “Drawing from a practice pioneered 25 years ago in Porto Alegre, Brazil and imported to North America via progressive leaders in Toronto and Quebec, participatory budgeting cracks open the closed-door process of fiscal decision-making in cities, letting citizens vote on exactly how government money is spent in their community. It’s an auspicious departure from traditional ways of allocating tax dollars, let alone in Chicago, which has long been known for deeply entrenched machine politics. As Alderman Joe Moore puts it, in Chicago, “so many decisions are made from the top down.”
Participatory budgeting works pretty simply in the 49th Ward. Instead of Moore deciding how to spend $1.3 million in “menu money” that is allotted annually to each of Chicago’s 50 council members for capital improvements, the councilman opens up a public process to determine how to spend $1 million of the allotment. The remaining $300,000 is socked away in the bank for emergencies and cost overruns.
And the unusual vote on $1 million in menu money is open to a wider swath of the community than your standard Election Day: you don’t have to be a citizen to cast a ballot, and the voting age is sixteen.
Thanks to the process, Rogers Park can now boast of a new community garden, dozens of underpass murals, heating shelters at three transit stations, hundreds of tree plantings, an outdoor shower at Loyola Park, a $110,000 dog park, and eye-catching “You Are Here” neighborhood information boards at transit station entrances.

Another prominent supporter of participatory budgeting? The White House. In December—about eight months after Joe Moore met with President Barack Obama about bringing participatory budgeting to the federal level—PB became an option for determining how to spend community development block-grant money from the Department of Housing and Urban Development. The Obama administration also declared that, in a yet-to-be-detailed partnership, it will help create tools that can be used for participatory budgeting on a local level.
All this activity has so far added up to $45 million in tax dollars allocated to 203 voter-approved projects across the country. Some 46,000 people and 500 organizations nationwide have been part of the decision-making, according to the nonprofit Participatory Budgeting Project.

But to fulfill this vision, the process needs resources behind it—enough funds for projects to demonstrate a visible community benefit, and ample capacity from the facilitators of the process (whether it’s district officials or city hall) to truly reach out to the community. Without intention and capacity, PB risks duplicating the process of elections for ordinary representative democracy, where white middle- and upper-class voters are far more likely to vote and therefore enjoy an outsized influence on their neighborhood.

Participatory budgeting works differently for every city. In Porto Alegre, Brazil, where the process was created a generation ago by The Worker’s Party to give disadvantaged people a stronger voice in government, as many as 50,000 people vote on how to spend public money each year. More than $700 million has been funneled through the process since its inception. Vallejo, Calif., embraced participatory budgeting in 2012 after emerging from bankruptcy as part of its citywide reinvention. In its first PB vote in May 2013, 3,917 residents voted over the course of a week at 13 polling locations. That translated into four percent of the city’s eligible voters—a tiny number, but a much higher percentage than previous PB processes in Chicago and New York.
But the 5th Ward in Hyde Park, a South Side neighborhood that’s home to the University of Chicago, dropped PB in December, citing low turnout in neighborhood assemblies and residents who felt the process was too much work to be worthwhile. “They said it was very time consuming, a lot of meetings, and that they thought the neighborhood groups that they had were active enough to do it without having all of the expenses that were associated with it,” Alderman Leslie Hairston told the Hyde Park Herald. In 2013, its first year with participatory budgeting, the 5th Ward held a PB vote that saw only 100 ballots cast.
Josh Lerner of the Participatory Budgeting Project says low turnout is a problem that can be solved through outreach and promotion. “It is challenging to do this without capacity,” he said. Internationally, according to Lerner, PB is part of a city administration, with a whole office coordinating the process. Without the backing from City Hall in Porto Alegre, participatory budgeting would have a hard time attracting the tens of thousands who now count themselves as part of the process. And even with the support from City Hall, the 50,000 participants represent less than one percent of the city’s population of 1.4 million.

So what’s next for participatory budgeting in Rogers Park and beyond?
Well, first off, Rahm Emanuel’s new Manager of Participatory Budgeting will be responsible for supporting council districts if and when they opt to go participatory. There won’t be a requirement to do so, but if a district wishes to follow the 49th, they will have high-level backup from City Hall.
But this new manager—as well as Chicago’s aldermen and engaged citizens—must understand that there is no one-size-fits-all formula for participatory budgeting. The process must be adapted to the unique needs and culture of each district if it is to resonate with locals. And timing is key for rolling out the process.
While still in the hazy early days, federal support through the new White House initiative may also prove crucial in streamlining the participatory budgeting process, easing the burden on local leaders and citizens, and ultimately generating better participation—and, therefore, better on-the-ground results in communities around the country.
One of the key lessons of participatory budgeting—as with democracy more broadly—is that efficiency is not the highest value in the public sphere. It would be much easier and more cost-effective for aldermen to return to the old days and simply check off the boxes for where he or she thinks menu money should be spent. “We could sign off on menu money in a couple hours, a couple days,” Vandercook said. By choosing the participatory path, aldermen effectively create more work for themselves. They risk low rates of participation and the possibility that winning projects may not be the most worthy. Scalability, too, is a problem — the larger the community served by the process, the more difficult it is to ensure that both the process and the resulting projects reflect the needs of the entire community.
Nonetheless, participatory budgeting serves a harder-to-measure purpose that may well be, in the final accounting, more important. It is a profound civic education for citizens, who dig into both the limits and possibilities of public money. They experience what their elected leaders must navigate every day. But it’s also a civic education for council members and city staff who may find that they are engaging with those they represent more than they ever had before, learning about what they value most. Owen Burgh, chief of staff for Alderman Joe Arena in Chicago’s 45th Ward, told the Participatory Budgeting Project, “I was really surprised by the amazing knowledge base we have among our volunteers. So many of our volunteers came to the process with a background where they understood some principles of traffic management, community development and urban planning. It was very refreshing. Usually, in an alderman’s office, people contact us to fix an isolated problem. Through this process, we discussed not just what needed to be fixed but what we wanted our community to be.”
The participatory budgeting process expands the scope and depth of civic spaces in the community, where elected leaders work with—not for—residents. Even for those who do not show up to vote, there is an empowerment that comes simply in knowing that they could; the sincere invitation to participate matters, whether or not it is accepted…”

Public interest labs to test open governance solutions


Kathleen Hickey in GCN: “The Governance Lab at New York University (GovLab) and the MacArthur Foundation Research Network have formed a new network, Open Governance, to study how to enhance collaboration and decision-making in the public interest.
The MacArthur Foundation provided a three-year grant of $5 million for the project; Google’s philanthropic arm, Google.org, also contributed. Google.org’s technology will be used to develop platforms to solve problems more openly and to run agile, real-world experiments with governments and NGOs to discover ways to enhance decision-making in the public interest, according to the GovLab announcement.
Network members include 12 experts in computer science, political science, policy informatics, social psychology and philosophy, law, and communications. This group is supported by an advisory network of academics, technologists, and current and former government officials. The network will assess existing government programs and experiment with ways to improve decision-making at the local, national and international government levels.
The Network’s efforts focus on three areas that members say have the potential to make governance more effective and legitimate: getting expertise in, pushing data out and distributing responsibility.
Through smarter governance, they say, institutions can seek input from lay and expert citizens via expert networking, crowdsourcing or challenges.  With open data governance, institutions can publish machine-readable data so that citizens can easily analyze and use this information to detect and solve problems. And by shared governance, institutions can help citizens develop solutions through participatory budgeting, peer production or digital commons.
“Recognizing that we cannot solve today’s challenges with yesterday’s tools, this interdisciplinary group will bring fresh thinking to questions about how our governing institutions operate and how they can develop better ways to help address seemingly intractable social problems for the common good,” said MacArthur Foundation President Robert Gallucci.
GovLab’s mission is to study and launch “experimental, technology-enabled solutions that advance a collaborative, networked approach to re-invent existing institutions and processes of governance to improve people’s lives.” Earlier this year GovLab released a preview of its Open Data 500 study of 500 companies using open government data as a key business resource.”

Participatory Budgeting Platform


Hollie Gilman:  “Stanford’s Social Algorithm’s Lab SOAL has built an interactive Participatory Budgeting Platform that allows users to simulate budgetary decision making on $1 million dollars of public monies.  The center brings together economics, computer science, and networking to work on problems and understand the impact of social networking.   This project is part of Stanford’s Widescope Project to enable people to make political decisions on the budgets through data driven social networks.
The Participatory Budgeting simulation highlights the fourth annual Participatory Budgeting in Chicago’s 49th ward — the first place to implement PB in the U.S.  This year $1 million, out of $1.3 million in Alderman capital funds, will be allocated through participatory budgeting.
One goal of the platform is to build consensus. The interactive geo-spatial mapping software enables citizens to more intuitively identify projects in a given area.  Importantly, the platform forces users to make tough choices and balance competing priorities in real time.
The platform is an interesting example of a collaborative governance prototype that could be transformative in its ability to engage citizens with easily accessible mapping software.”

Brazil let its citizens make decisions about city budgets. Here’s what happened.


Brian Wampler and Mike Touchton in the Washington Post: “Over the past 20 years, “participatory institutions” have spread around the world. Participatory institutions delegate decision-making authority directly to citizens, often in local politics, and have attracted widespread support.  International organizations, such as the World Bank and USAID, promote citizen participation in hopes that it will generate more accountable governments, strengthen social networks, improve public services, and inform voters. Elected officials often support citizen participation because it provides them the legitimacy necessary to alter spending patterns, develop new programs, mobilize citizens, or open murky policymaking processes to greater public scrutiny. Civil society organizations and citizens support participating institution because they get unprecedented access to policymaking venues, public budgets and government officials.
But do participatory institutions actually achieve any of these beneficial outcomes?  In a new study of participatory institutions in Brazil, we find that they do.  In particular, we find that municipalities with participatory programs improve the lives of their citizens.
Brazil is a leading innovator in participatory institutions. Brazilian municipal governments can voluntarily adopt a program known as Participatory Budgeting. This program directly incorporates citizens into public meetings where citizens decide how to allocate public funds. The funding amounts can represent up to 100 percent of all new capital spending projects and generally fall between 5 and 15 percent of the total municipal budget.  This is not enough to radically change how cities spend limited resources, but it is enough to generate meaningful change. For example, the Brazilian cities of Belo Horizonte and Porto Alegre have each spent hundreds of millions of U.S. dollars over the past two decades on projects that citizens selected. Moreover, many Participatory Budgeting programs have an outsize impact because they focus resources on areas that have lower incomes and fewer public services.
Between 1990 and 2008, over 120 of Brazil’s largest 250 cities adopted Participatory Budgeting. In order to assess whether PB had an impact, we compared the number of cities that adopted Participatory Budgeting during each mayoral period to cities that did not adopt it, and accounted for a range of other factors that might distinguish these two groups of cities.
The results are promising. Municipal governments that adopted Participatory Budgeting spent more on education and sanitation and saw infant mortality decrease as well. We estimate cities without PB to have infant mortality levels similar to Brazil’s mean. However, infant mortality drops by almost 20 percent for municipalities that have used PB for more than eight years — again, after accounting for other political and economic factors that might also influence infant mortality.  The evidence strongly suggests that the investment in these programs is paying important dividends. We are not alone in this conclusion: Sónia Gonçalves has reached similar conclusions about Participatory Budgeting in Brazil….
Our results also show that Participatory Budgeting’s influence strengthens over time, which indicates that its benefits do not merely result from governments making easy policy changes. Instead, Participatory Budgeting’s increasing impact indicates that governments, citizens, and civil society organizations are building new institutions that produce better forms of governance. These cities incorporate citizens at multiple moments of the policy process, allowing community leaders and public officials to exchange better information. The cities are also retraining policy experts and civil servants to better work with poor communities. Finally, public deliberation about spending priorities makes these city governments more transparent, which decreases corruption…”

Rethinking Why People Participate


Tiago Peixoto: “Having a refined understanding of what leads people to participate is one of the main concerns of those working with citizen engagement. But particularly when it comes to participatory democracy, that understanding is only partial and, most often, the cliché “more research is needed” is definitely applicable. This is so for a number of reasons, four of which are worth noting here.

  1. The “participatory” label is applied to greatly varied initiatives, raising obvious methodological challenges for comparative research and cumulative learning. For instance, while both participatory budgeting and online petitions can be roughly categorized as “participatory” processes, they are entirely different in terms of fundamental aspects such as their goals, institutional design and expected impact on decision-making.
  2. The fact that many participatory initiatives are conceived as “pilots” or one-off events gives researchers little time to understand the phenomenon, come up with sound research questions, and test different hypotheses over time.  The “pilotitis” syndrome in the tech4accountability space is a good example of this.
  3. When designing and implementing participatory processes, in the face of budget constraints the first victims are documentation, evaluation and research. Apart from a few exceptions, this leads to a scarcity of data and basic information that undermines even the most heroic “archaeological” efforts of retrospective research and evaluation (a far from ideal approach).
  4. The semantic extravaganza that currently plagues the field of citizen engagement, technology and open government makes cumulative learning all the more difficult.

Precisely for the opposite reasons, our knowledge of electoral participation is in better shape. First, despite the differences between elections, comparative work is relatively easy, which is attested by the high number of cross-country studies in the field. Second, the fact that elections (for the most part) are repeated regularly and following a similar design enables the refinement of hypotheses and research questions over time, and specific time-related analysis (see an example here [PDF]). Third, when compared to the funds allocated to research in participatory initiatives, the relative amount of resources channeled into electoral studies and voting behavior is significantly higher. Here I am not referring to academic work only but also to the substantial resources invested by the private sector and parties towards a better understanding of elections and voting behavior. This includes a growing body of knowledge generated by get-out-the-vote (GOTV) research, with fascinating experimental evidence from interventions that seek to increase participation in elections (e.g. door-to-door campaigns, telemarketing, e-mail). Add to that the wealth of electoral data that is available worldwide (in machine-readable formats) and you have some pretty good knowledge to tap into. Finally, both conceptually and terminologically, the field of electoral studies is much more consistent than the field of citizen engagement which, in the long run, tends to drastically impact how knowledge of a subject evolves.
These reasons should be sufficient to capture the interest of those who work with citizen engagement. While the extent to which the knowledge from the field of electoral participation can be transferred to non-electoral participation remains an open question, it should at least provide citizen engagement researchers with cues and insights that are very much worth considering…”

Open Government? Check. Public Participation? Not yet.


New blog post by Tina Nabatchi: “By requiring all federal agencies to be more transparent, collaborative, and participatory, the Obama Administration’s Open Government Initiative promised to bring watershed changes to government. While much progress has been made since the release of its first National Action Plan, advances in the arena of public participation have been disappointing. Champions of public participation had high hopes for the second National Action Plan, which was released by the White House on December 5, 2013. While the second plan has numerous commendable and important commitments that increase transparency and collaboration, it falls flat with regard to public participation, perhaps with the exception of its promotion of participatory budgeting.
The second plan includes three explicit commitments involving “public participation.” The first commitment, “Improving Public Participation in Government,” is to be done by: (1) “expanding and simplifying the use of the We the People e-petition platform,” and (2) “publishing best practices and metrics for public participation” (see page 2). Both of these commitments (in different form) were in the first National Action Plan.

Perhaps the lack of movement is because realizing the promise of public participation at the federal level requires making challenging, substantive changes to our administrative infrastructure. Several issues impede the effective use of participation in open government at the federal level, including among others:
Most of the laws that govern that use of public participation are over thirty years old and pre-date the internet. Existing laws and regulations use a narrow definition of public participation and fail to embrace the vast array of robust, empowered participatory methods. Moreover, the laws are often in tension with agency missions and the goals of participation, and leave agency staff wondering whether participatory innovations are legal.
Agency officials sometimes lack the knowledge, skills, and abilities to launch effective and meaningful participatory programs, and there are few opportunities for officials to learn about best practices from each other and from civil society. Agency officials who have taken lead roles in innovative public participation efforts do not always feel supported by the Administration.
Several laws, rules, and regulations limit agencies’ ability to collect and use routine data from participatory programs, which impedes evaluation efforts. Thus, agencies are severely restricted in their ability to appraise and improve participatory developments and implementation.
Had these issues been addressed in the second National Action Plan, then perhaps federal agencies would have been able to focus on the participatory aspects of open government and help the U.S. become a leader in public participation innovation. To this end, as the Administration moves forward with Open Government, it should work on: (1) reviewing and clarifying the legal framework for participation, including a more expansive and clear definition of public participation; (2) helping agencies develop the internal capacity needed to conduct more meaningful public participation; and (3) developing a generic, OMB-approved tool that all agencies can use to collect common data about individual participants for routine uses. Without attention to these issues, the Open Government Initiative will fail to reshape the practices and activities of public participation in the work of federal agencies.”

The United States Releases its Second Open Government National Action Plan


Nick Sinai and Gayle Smith at the White House: “Since his first full day in office, President Obama has prioritized making government more open and accountable and has taken substantial steps to increase citizen participation, collaboration, and transparency in government. Today, the Obama Administration released the second U.S. Open Government National Action Plan, announcing 23 new or expanded open-government commitments that will advance these efforts even further.
…, in September 2011, the United States released its first Open Government National Action Plan, setting a series of ambitious goals to create a more open government. The United States has continued to implement and improve upon the open-government commitments set forth in the first Plan, along with many more efforts underway across government, including implementing individual Federal agency Open Government Plans. The second Plan builds on these efforts, in part through a series of key commitments highlighted in a preview report issued by the White House in October 2013, in conjunction with the Open Government Partnership Annual Summit in London.
Among the highlights of the second National Action Plan:

  • “We the People”: The White House will introduce new improvements to the We the People online petitions platform aimed at making it easier to collect and submit signatures and increase public participation in using this platform. Improvements will enable the public to perform data analysis on the signatures and petitions submitted to We the People, as well as include a more streamlined process for signing petitions and a new Application Programming Interface (API) that will allow third-parties to collect and submit signatures from their own websites.
  • Freedom of Information Act (FOIA) Modernization: The FOIA encourages accountability through transparency and represents an unwavering national commitment to open government principles. Improving FOIA administration is one of the most effective ways to make the U.S. Government more open and accountable. Today, we announced five commitments to further modernize FOIA processes, including launching a consolidated online FOIA service to improve customers’ experience, creating and making training resources available to FOIA professionals and other Federal employees, and developing common FOIA standards for agencies across government.
  • The Global Initiative on Fiscal Transparency (GIFT): The United States will join GIFT, an international network of governments and non-government organizations aimed at enhancing financial transparency, accountability, and stakeholder engagement. The U.S. Government will actively participate in the GIFT Working Group and seek opportunities to collaborate with stakeholders and champion greater fiscal openness and transparency in domestic and global spending.
  • Open Data to the Public: Over the past few years, government data has been used by journalists to uncover variations in hospital billings, by citizens to learn more about the social services provided by charities in their communities, and by entrepreneurs building new software tools to help farmers plan and manage their crops.  Building on the U.S. Government’s ongoing open data efforts, new commitments will make government data even more accessible and useful for the public, including by reforming how Federal agencies manage government data as a strategic asset, launching a new version of Data.gov to make it even easier to discover, understand, and use open government data, and expanding access to agriculture and nutrition data to help farmers and communities.
  • Participatory Budgeting: The United States will promote community-led participatory budgeting as a tool for enabling citizens to play a role in identifying, discussing, and prioritizing certain local public spending projects, and for giving citizens a voice in how taxpayer dollars are spent in their communities. This commitment will include steps by the U.S. Government to help raise awareness of the fact that participatory budgeting may be used for certain eligible Federal community development grant programs.

Other initiatives launched or expanded today include: increasing open innovation by encouraging expanded use of challenges, incentive prizes, citizen science, and crowdsourcing to harness American ingenuity, as well as modernizing the management of government records by leveraging technology to make records less burdensome to manage and easier to use and share. Citizen participation in municipal budgeting: Origins, practices, impact


Leighton Walter Kille: “Citizen participation in governance is generally limited to the ballot box in the United States: If you don’t like what the last year’s crop of politicians is up to, throw them out of office next year. Residents almost never have a say on budget decisions beyond holding protests at press conferences or picketing city hall. Appointed community boards are found in New York and other municipalities, but their roles are strictly advisory. Still, more participation can lead to greater perceptions of procedural fairness and support for government, some research has shown.

For residents of other countries, more options exist. A practice known as “participatory budgeting” (PB) allows citizens to determine how some government funds are used. As detailed in a 2010 study by political scientist Yves Sintomer of the University of Paris and others, “Learning from the South: Participatory Budgeting Worldwide,” it was first developed in Porto Alegre, Brazil, in the late 1980s. Residents took part in local and citywide assemblies to help establish spending priorities for a select portion of the city’s spending budget. Larger issues such as taxation, debt service and pensions were specifically excluded. (A 2003 study from the Inter-American Development Bank and Harvard University goes deep into the specifics of the Brazilian experience.)
Since this beginning, participatory budgeting has spread to hundreds of other cities around the world, Sintomer and his team state: “There are between 511 and 920 participatory budgets in Latin America: more than the half of the participatory budgets in the world, where we can count between 795 and 1,469 experiences.” The range of numbers is an indication of how widely definition of participatory budgeting varies. Interest in the United States has been growing, with a number of New York council districts using the technique, as well as Chicago and Vallejo, California.
A 2013 paper in the International Journal of Urban and Regional Research, “The Struggle for a Voice: Tensions between Associations and Citizens in Participatory Budgeting,” notes that “the heterogeneous nature of the existing experiments calls into question even the possibility of defining [participatory budgeting].” Similarly, in a 2012 issue of the Journal of Public Deliberation dedicated to the issue, the authors note that “there is no standardized set of ‘best practices’ that governments are adopting, but there are a broader set of principles that are adapted by local governments to meet local circumstances.” Writing in the issue, Brian Wampler of Boise State University, states that there are four main principles: active citizen participation; increased citizen authority; improved governmental transparency; and reallocation of resources to improve social justice.
A 2013 study in the American Review of Public Administration, “Citizen Input in the Budget Process: When Does It Matter Most?” examines the impact of public participation on organizational effectiveness. The researchers, Hai (David) Guo and Milena I. Neshkova of Florida International University, used survey data from state departments of transportation to examine the effectiveness of citizen input at four different stages of the budgeting process: information sharing, budget discussion, budget decision and program assessment.
The findings of the study include:

  • Citizen participation is positively correlated with higher organizational performance. “In general if a state DOT adopts more citizen input strategies in the budget process, it achieves better outcomes. In other words, other things held equal, more citizen participation in the budget process is associated with fewer poor-quality roads and less fatalities on state highways.”
  • In terms of road condition, citizen participation makes a difference at all but the budget discussion stage.
  • Overall, citizen input matters most at the information-sharing and program-assessment stages. Consequently, “public managers should seek public input at these stages not only because it is normatively desirable but also for the very practical reasons of achieving better performance. When conveyed at the information-sharing stage, citizens’ preferences can be taken into account by decision makers and incorporated into the budget priorities.”

It’s their goal to include those who are normally left out of these types of discussions and decisions, namely the public! PBP offers many different opportunities for participation, from joining or starting a participatory budget movement in your own town, to volunteering, jobs, and internships. This isn’t a typical collaborative consumption service, but rather an invaluable resource for people who would like to see more transparency and community involvement when local government spends public monies.
OpenGovernment—A free, open-source public resource website for government transparency and civic engagement at the state and local levels. The site is a non-partisan joint project of two 501(c)3 non-profit organizations: the Participatory Politics Foundation and the Sunlight Foundation; OpenGovernment is independent from any government entity, candidate, or political party.
