New Report by the OECD: “The 2017 volume of the  Development Co-operation Report focuses on Data for Development. “Big Data” and “the Internet of Things” are more than buzzwords: the data revolution is transforming the way that economies and societies are functioning across the planet. The Sustainable Development Goals along with the data revolution are opportunities that should not be missed: more and better data can help boost inclusive growth, fight inequalities and combat climate change. These data are also essential to measure and monitor progress against the Sustainable Development Goals.

The value of data in enabling development is uncontested. Yet, there continue to be worrying gaps in basic data about people and the planet and weak capacity in developing countries to produce the data that policy makers need to deliver reforms and policies that achieve real, visible and long-lasting development results. At the same time, investing in building statistical capacity – which represented about 0.30% of ODA in 2015 – is not a priority for most providers of development assistance.

There is a need for stronger political leadership, greater investment and more collective action to bridge the data divide for development. With the unfolding data revolution, developing countries and donors have a unique chance to act now to boost data production and use for the benefit of citizens. Open mapping from the ground up: learning from Map Kibera


Report by Erica Hagen for Making All Voices Count: “In Nairobi in 2009, 13 young residents of the informal settlement of Kibera mapped their community using OpenStreetMap, an online mapping platform. This was the start of Map Kibera, and eight years of ongoing work to date on digital mapping, citizen media and open data. In this paper, Erica Hagen – one of the initiators of Map Kibera – reflects on the trajectory of this work. Through research interviews with Map Kibera staff, participants and clients, and users of the data and maps the project has produced, she digs into what it means for citizens to map their communities, and examines the impact of open local information on members of the community. The paper begins by situating the research and Map Kibera in selected literature on transparency, accountability and mapping. It then presents three case studies of mapping in Kibera – in the education, security and water sectors – discussing evidence about the effects not only on project participants, but also on governmental and non-governmental actors in each of the three sectors. It concludes that open, community-based data collection can lead to greater trust, which is sorely lacking in marginalised places. In large-scale data gathering, it is often unclear to those involved why the data is needed or what will be done with it. But the experience of Map Kibera shows that by starting from the ground up and sharing open data widely, it is possible to achieve strong sector-wide ramifications beyond the scope of the initial project, including increased resources and targeting by government and NGOs. UN Opens New Office to Monitor AI Development and Predict Possible Threats


Interesting Engineering: “The United Nations has created a new office in the Netherlands dedicated to the monitoring and research of Artificial Intelligence (AI) technologies. The new office will collect information about the way in which AI is impacting the world. Researchers will have a particular focus on the way AI relates to global security but will also monitor the effects of job loss from AI and automation.

Irakli Beridze, a UN senior strategic adviser will head the office. They have described the new office saying, “A number of UN organisations operate projects involving robots and AI, such as the group of experts studying the role of autonomous military robots in the realm of conventional weapons. These are temporary measures. Ours is the first permanent UN office on this subject. We are looking at the risks as well as the advantages.”….He suggests that the speed of AI technology development is of primary concern. He explains, “This can make for instability if society does not adapt quickly enough. One of our most important tasks is to set up a network of experts from business, knowledge institutes, civil society organisations and governments. We certainly do not want to plead for a ban or a brake on technologies. We will also explore how new technology can contribute to the sustainable development goals of the UN. For this, we want to start concrete projects. We will not be a talking club.”…(More).

Data’s big moment? Here’s what you need to know


Opinion piece by Claire Melamed, and Mahamudu Bawumia: “Knowledge is power, and knowledge will empower humanity to tackle the most serious challenges of our time. We are all reliant on accurate knowledge to achieve the collective ambition of the Sustainable Development Goals, and the clock is ticking.

So let’s test your knowledge: A) Are boys or girls under 2 years old more likely to be stunted? B) Are slum-dwellers more likely to be young or old? C) What proportion of disabled people are unemployed? D) What proportion of migrants have birth certificates?

Answer — no one knows.

Data is the story of people’s lives in numbers. Data allows researchers, campaigners, and policymakers to understand how societies work, who gains, and who loses from changes and crises. If you’re not in the data, you’re not in the picture — and too many people are still uncounted. There’s a huge need for concerted efforts to uncover the realities of life for the “left behind” in 2017, and a coalition of partners have been working to disaggregate data on gender, race, age, disabilities, migratory status, and more.

But data has a PR problem. Much as it used to be fine to say “I hate mathematics,” today we all encounter people who think numbers are a distraction from the real business of helping people. But we cannot turn our backs on the greatest renewable resource of our time — the resource that will inform and guide humanity to both define and solve our problems….(More)”.

Harnessing the Data Revolution to Achieve the Sustainable Development Goals


Erol Yayboke et al at CSIS: “Functioning societies collect accurate data and utilize the evidence to inform policy. The use of evidence derived from data in policymaking requires the capability to collect and analyze accurate data, clear administrative channels through which timely evidence is made available to decisionmakers, and the political will to rely on—and ideally share—the evidence. The collection of accurate and timely data, especially in the developing world, is often logistically difficult, not politically expedient, and/or expensive.

Before launching its second round of global goals—the Sustainable Development Goals (SDGs)—the United Nations convened a High-Level Panel of Eminent Persons on the Post-2015 Development Agenda. As part of its final report, the Panel called for a “data revolution” and recommended the formation of an independent body to lead the charge.1The report resulted in the creation of the Global Partnership for Sustainable Development Data (GPSDD)—an independent group of countries, companies, data communities, and NGOs—and the SDG Data Labs, a private initiative partnered with the GPSDD. In doing so the United Nations and its partners signaled broad interest in data and evidence-based policymaking at a high level. In fact, the GPSDD calls for the “revolution in data” by addressing the “crisis of non-existent, inaccessible or unreliable data.”As this report shows, this is easier said than done.

This report defines the data revolution as an unprecedented increase in the volume and types of data—and the subsequent demand for them—thanks to the ongoing yet uneven proliferation of new technologies. This revolution is allowing governments, companies, researchers, and citizens to monitor progress and drive action, often with real-time, dynamic, disaggregated data. Much work will be needed to make sure the data revolution reaches developing countries facing difficult challenges (i.e., before the data revolution fully becomes the data revolution for sustainable development). It is important to think of the revolution as a multistep process, beginning with building basic knowledge and awareness of the value of data. This is followed by a more specific focus on public private partnerships, opportunities, and constraints regarding collection and utilization of data for evidence-based policy decisions….

This report provides the following recommendations to the international community to play a constructive role in the data revolution:

  • Don’t fixate on big data alone. Focus on the foundation necessary to facilitate leapfrogs around all types of data: small, big, and everywhere in between.
  • Increase funding for capacity building as part of an expansion of broader educational development priorities.
  • Highlight, share, and support enlightened government-driven approaches to data.
  • Increase funding for the data revolution and coordinate donor efforts.
  • Coordinate UN data revolution-related activities closely with an expanded GPSDD.
  • Secure consensus on data sharing, ownership, and privacy-related international standards….(More)”.

Where’s the ‘Civic’ in CivicTech?

Here in Uganda, oftentimes when the opportunity for public participation either in local planning or in holding local politicians to account — the ‘don’t care’ attitude reigns….

What works?

Some of these tools include Ask Your Government Uganda, a platform built to help members of the public get the information they want about from 106 public agencies in Uganda. U-Report developed by UNICEF provides an SMS-based social monitoring tool designed to address issues affecting the youth of Uganda. Mentioned in a previous blog post, Parliament Watchbrings the proceedings of the Par­lia­ment of Uganda to the citizens. The or­ga­ni­za­tion lever­ages tech­nol­ogy to share live up­dates on so­cial me­dia and pro­vides in-depth analy­sis to cre­ate a bet­ter un­der­stand­ing on the busi­ness of Par­lia­ment. Other tools used include citizen scorecards, public media campaigns and public petitions. Just recently, we have had a few calls to action to get people to sign petitions, with somewhat lackluster results.

What doesn’t work?

Although the usage of these tools have dramatically grown, there is still a lack of awareness and consequently, community participation. In order to understand the interventions which the Government of Uganda believes are necessary for sustainable urban development, it is important to examine the realities pertaining to urban areas and their planning processes. There are many challenges in deploying community participation tools based on ICT such as limited funding and support for such initiatives, low literacy levels, low technical literacy, a large digital divide, low rates of seeking input from communities in developing these tools, lack of adequate government involvement and resistance/distrust of change by both government and citizens. Furthermore, in many of these initiatives, a large marketing or sensitization push is needed to let citizens know that these services exist for their benefit.

There are great minds who have brilliant ideas to try and bring literally everyone on board though civic engagement. When you have a look at their ideas, you will agree that indeed they might make a reputable service and bring about remarkable change in different communities. However, the biggest question has always been, “How do these ideas get executed and adopted by these communities that they target”? These ideas suffer a major setback of lack of inclusivity to enhance community participation. This still remains a puzzle for most folks that have these ideas….(More)”.

Africa’s open data revolution hampered by challenges


Gilbert Nakweya at SciDevNet: “According to the inaugural Africa Data Revolution Report (ADRR), there is minimal or non-existent collaborations among data communities regarding the Sustainable Development Goals (SDGs) and Africa’s Agenda 2063.
…The report cites issues such as legal and policy frameworks, infrastructure, technology and interactions among key actors as challenges that confront data ecosystems of ten African countries studied: Cote d’Ivoire, Ethiopia, Kenya, Madagascar, Nigeria, Rwanda, Senegal, South Africa, Swaziland and Tanzania.

The ADRR was jointly published by the Economic Commission for Africa, United Nations Development Programme (UNDP), World Wide Web Foundation and Open Data for Development Network (OD4D).

“Open data is Africa’s biggest challenge,” says Nnenna Nwakanma, a senior policy manager at the US-headquartered World Wide Web Foundation, noting that open data revolution is key to Africa achieving the SDGs.

Nwakanma tells SciDev.Net that data revolution is built on access to information, the web, and to content, citing open data’s benefits such as governments functioning more efficiently, businesses innovating more and citizens participating in governance and demanding accountability.

Serge Kapto, a policy specialist on data from the UNDP, says that frameworks such as the African charter on statistics and the strategy for harmonisation of statistics in Africa adopted by the continent have laid the groundwork for an African data revolution…
Kapto adds that Africa is well positioned to reap the benefits of the data revolution for sustainable development and leapfrog technology to serve national and regional development priorities.

How data can heal our oceans


Nishan Degnarain and Steve Adler at WEF: “We have collected more data on our oceans in the past two years than in the history of the planet.

There has been a proliferation of remote and near sensors above, on, and beneath the oceans. New low-cost micro satellites ring the earth and can record what happens below daily. Thousands of tidal buoys follow currents transmitting ocean temperature, salinity, acidity and current speed every minute. Undersea autonomous drones photograph and map the continental shelf and seabed, explore deep sea volcanic vents, and can help discover mineral and rare earth deposits.

The volume, diversity and frequency of data is increasing as the cost of sensors fall, new low-cost satellites are launched, and an emerging drone sector begins to offer new insights into our oceans. In addition, new processing capabilities are enhancing the value we receive from such data on the biological, physical and chemical properties of our oceans.

Yet it is not enough.

We need much more data at higher frequency, quality, and variety to understand our oceans to the degree we already understand the land. Less than 5% of the oceans are comprehensively monitored. We need more data collection capacity to unlock the sustainable development potential of the oceans and protect critical ecosystems.

More data from satellites will help identify illegal fishing activity, track plastic pollution, and detect whales and prevent vessel collisions. More data will help speed the placement of offshore wind and tide farms, improve vessel telematics, develop smart aquaculture, protect urban coastal zones, and enhance coastal tourism.

Unlocking the ocean data market

But we’re not there yet.

This new wave of data innovation is constrained by inadequate data supply, demand, and governance. The supply of existing ocean data is locked by paper records, old formats, proprietary archives, inadequate infrastructure, and scarce ocean data skills and capacity.

The market for ocean observation is driven by science and science isn’t adequately funded.

To unlock future commercial potential, new financing mechanisms are needed to create market demand that will stimulate greater investments in new ocean data collection, innovation and capacity.

Efforts such as the Financial Stability Board’s Taskforce on Climate-related Financial Disclosure have gone some way to raise awareness and create demand for such ocean-related climate risk data.

Much data that is produced is collected by nations, universities and research organizations, NGO’s, and the private sector, but only a small percentage is Open Data and widely available.

Data creates more value when it is widely utilized and well governed. Helping organize to improve data infrastructure, quality, integrity, and availability is a requirement for achieving new ocean data-driven business models and markets. New Ocean Data Governance models, standards, platforms, and skills are urgently needed to stimulate new market demand for innovation and sustainable development….(More)”.

The accuracy of farmer-generated data in an agricultural citizen science methodology


Jonathan Steinke, Jacob van Etten and Pablo Mejía Zelan in Agronomy for Sustainable Development: “Over the last decades, participatory approaches involving on-farm experimentation have become more prevalent in agricultural research. Nevertheless, these approaches remain difficult to scale because they usually require close attention from well-trained professionals. Novel large-N participatory trials, building on recent advances in citizen science and crowdsourcing methodologies, involve large numbers of participants and little researcher supervision. Reduced supervision may affect data quality, but the “Wisdom of Crowds” principle implies that many independent observations from a diverse group of people often lead to highly accurate results when taken together. In this study, we test whether farmer-generated data in agricultural citizen science are good enough to generate valid statements about the research topic. We experimentally assess the accuracy of farmer observations in trials of crowdsourced crop variety selection that use triadic comparisons of technologies (tricot). At five sites in Honduras, 35 farmers (women and men) participated in tricot experiments. They ranked three varieties of common bean (Phaseolus vulgaris L.) for Plant vigorPlant architecturePest resistance, and Disease resistance. Furthermore, with a simulation approach using the empirical data, we did an order-of-magnitude estimation of the sample size of participants needed to produce relevant results. Reliability of farmers’ experimental observations was generally low (Kendall’s W 0.174 to 0.676). But aggregated observations contained information and had sufficient validity (Kendall’s tau coefficient 0.33 to 0.76) to identify the correct ranking orders of varieties by fitting Mallows-Bradley-Terry models to the data. Our sample size simulation shows that low reliability can be compensated by engaging higher numbers of observers to generate statistically meaningful results, demonstrating the usefulness of the Wisdom of Crowds principle in agricultural research. In this first study on data quality from a farmer citizen science methodology, we show that realistic numbers of less than 200 participants can produce meaningful results for agricultural research by tricot-style trials….(More)”.

How open data can help the Global South, from disaster relief to voter turnout


Stefaan Verhulst and Andrew Young in The Conversation Global: “The modern era is marked by growing faith in the power of data. “Big data”, “open data”, and “evidence-based decision-making” have become buzzwords, touted as solutions to the world’s most complex and persistent problems, from corruption and famine to the refugee crisis.

While perhaps most pronounced in higher income countries, this trend is now emerging globally. In Africa, Latin America, Asia and beyond, hopes are high that access to data can help developing economies by increasing transparency, fostering sustainable development, building climate resiliency and the like.

This is an exciting prospect, but can opening up data actually make a difference in people’s lives?

Getting data-driven about data

The GovLab at New York University spent the last year trying to answer that question….

Our conclusion: the enthusiasm is justified – as long as it’s tempered with a good measure of realism, too. Here are our six major takeaways:

1. We need a framework – Overall, there is still little evidence to substantiate the enthusiastic claims that open data can foment sustainable development and transform governance. That’s not surprising given the early stage of most open data initiatives.

It may be early for impact evaluation, but it’s not too soon to develop a model that will eventually allow us to assess the impact of opening up data over time.

To that end, the GovLab has created an evidence-based framework that aims to better capture the role of open data in developing countries. The Open Data Logic Framework below focuses on various points in the open data value cycle, from data supply to demand, use and impact.

2. Open data has real promise – Based on this framework and the underlying evidence that fed into it, we can guardedly conclude that open data does in fact spur development – but only under certain conditions and within the right supporting ecosystem.

One well-known success took place after Nepal’s 2015 earthquake when open data helped NGOs map important landmarks such as health facilities and road networks, among other uses.

And in Colombia, the International Centre for Tropical Agriculture launched Aclímate Colombia, a tool that gives smallholder farmers data-driven insight into planting strategies that makes them more resilient to climate change….

3. Open data can improve people’s lives Examining projects in a number of sectors critical to development, including health, humanitarian aid, agriculture, poverty alleviation, energy and education, we found four main ways that data can have an impact….

4. Data can be an asset in development While these impacts are apparent in both developed and developing countries, we believe that open data can have a particularly powerful role in developing economies.

Where data is scarce, as it often is in poorer countries, open data can lead to an inherently more equitable and democratic distribution of information and knowledge. This, in turn, may activate a wider range of expertise to address complex problems; it’s what we in the field call “open innovation”.

This quality can allow resource-starved developing economies to access and leverage the best minds around.

And because trust in government is quite low in many developing economies, the transparency bred of releasing data can have after-effects that go well beyond the immediate impact of the data itself…

5. The ingredients matter To better understand why some open data projects fail while others succeed, we created a “periodic table” of open data (below), which includes 27 enabling factors divided into five broad categories….

6. We can plan for impact Our report ends by identifying how development organisations can catalyse the release and use of open data to make a difference on the ground.

Recommendations include:

· Define the problem, understand the user, and be aware of local conditions;

· Focus on readiness, responsiveness and change management;

· Nurture an open data ecosystem through collaboration and partnerships;

· Have a risk mitigation strategy;

· Secure resources and focus on sustainability; and

· Build a strong evidence base and support more research.

Next steps

In short, while it may still be too early to fully capture open data’s as-of-yet muted impact on developing economies, there are certainly reasons for optimism.

Much like blockchaindrones and other much-hyped technical advances, it’s time to start substantiating the excitement over open data with real, hard evidence.

The next step is to get systematic, using the kind of analytical framework we present here to gain comparative and actionable insight into if, when and how open data works. Only by getting data-driven about open data can we help it live up to its potential….(More)
