New paper by Rob Kitchin from the National University of Ireland, Maynooth (NUI Maynooth) – NIRSA: “‘Smart cities’ is a term that has gained traction in academia, business and government to describe cities that, on the one hand, are increasingly composed of and monitored by pervasive and ubiquitous computing and, on the other, whose economy and governance is being driven by innovation, creativity and entrepreneurship, enacted by smart people. This paper focuses on the former and how cities are being instrumented with digital devices and infrastructure that produce ‘big data’ which enable real-time analysis of city life, new modes of technocratic urban governance, and a re-imagining of cities. The paper details a number of projects that seek to produce a real-time analysis of the city and provides a critical reflection on the implications of big data and smart urbanism”
 
 

Open Government is an Open Conversation


Lisa Ellman and Hollie Russon Gilman at the White House Blog: “President Obama launched the first U.S. Open Government National Action Plan in September 2011, as part of the Nation’s commitment to the principles of the global Open Government Partnership. The Plan laid out twenty-six concrete steps the United States would take to promote public participation in government, increase transparency in government, and manage public resources more effectively.
A  year and a half later, we have fulfilled twenty-four of the Plan’s prescribed commitments—including launching the online We the People petition platform, which has been used by more than 9.6 million people, and unleashing thousands of government data resources as part of the Administration’s Open Data Initiatives.
We are proud of this progress, but recognize that there is always more work to be done to build a more efficient, effective, and transparent government. In that spirit, as part of our ongoing commitment to the international Open Government Partnership, the Obama Administration has committed to develop a second National Action Plan on Open Government.
To accomplish this task effectively, we’ll need all-hands-on-deck. That’s why we plan to solicit and incorporate your input as we develop the National Action Plan “2.0.”…
Over the next few months, we will continue to gather your thoughts. We will leverage online platforms such as Quora, Google+, and Twitter to communicate with the public and collect feedback.  We will meet with members of open government civil society organizations and other experts, to ensure all voices are brought to the table.  We will solicit input from Federal agencies on lessons learned from their unique experiences, and gather information about successful initiatives that could potentially be scaled across government.  And finally, we will canvass the international community for their diverse insights and innovative ideas.”

Frontiers in Massive Data Analysis


New Report from the National Research Council: “From Facebook to Google searches to bookmarking a webpage in our browsers, today’s society has become one with an enormous amount of data. Some internet-based companies such as Yahoo! are even storing exabytes (10 to the 18 bytes) of data. Like these companies and the rest of the world, scientific communities are also generating large amounts of data-—mostly terabytes and in some cases near petabytes—from experiments, observations, and numerical simulation. However, the scientific community, along with defense enterprise, has been a leader in generating and using large data sets for many years. The issue that arises with this new type of large data is how to handle it—this includes sharing the data, enabling data security, working with different data formats and structures, dealing with the highly distributed data sources, and more.
Frontiers in Massive Data Analysis presents the Committee on the Analysis of Massive Data’s work to make sense of the current state of data analysis for mining of massive sets of data, to identify gaps in the current practice and to develop methods to fill these gaps. The committee thus examines the frontiers of research that is enabling the analysis of massive data which includes data representation and methods for including humans in the data-analysis loop. The report includes the committee’s recommendations, details concerning types of data that build into massive data, and information on the seven computational giants of massive data analysis.”

City Data: Big, Open and Linked


Working Paper by Mark S. Fox (University of Toronto): “Cities are moving towards policymaking based on data. They are publishing data using Open Data standards, linking data from disparate sources, allowing the crowd to update their data with Smart Phone Apps that use Open APIs, and applying “Big Data” Techniques to discover relationships that lead to greater efficiencies.
One Big City Data example is from New York City (Schönberger & Cukier, 2013). Building owners were illegally converting their buildings into rooming houses that contained 10 times the number people they were designed for. These buildings posed a number of problems, including fire hazards, drugs, crime, disease and pest infestations. There are over 900,000 properties in New York City and only 200 inspectors who received over 25,000 illegal conversion complaints per year. The challenge was to distinguish nuisance complaints from those worth investigating where current methods were resulting in only 13% of the inspections resulting in vacate orders.
New York’s Analytics team created a dataset that combined data from 19 agencies including buildings, preservation, police, fire, tax, and building permits. By combining data analysis with expertise gleaned from inspectors (e.g., buildings that recently received a building permit were less likely to be a problem as they were being well maintained), the team was able to develop a rating system for complaints. Based on their analysis of this data, they were able to rate complaints such that in 70% of their visits, inspectors issued vacate orders; a fivefold increase in efficiency…
This paper provides an introduction to the concepts that underlie Big City Data. It explains the concepts of Open, Unified, Linked and Grounded data that lie at the heart of the Semantic Web. It then builds on this by discussing Data Analytics, which includes Statistics, Pattern Recognition and Machine Learning. Finally we discuss Big Data as the extension of Data Analytics to the Cloud where massive amounts of computing power and storage are available for processing large data sets. We use city data to illustrate each.”

From the digital divide to inclusive innovation: the case of digital money


A new pamphlet by Irving Wladawsky-Berger et al for the Royal Society (RSA):  “The history of economic development has been characterised by periods of massive transformation brought about by technological  innovation. As well as creating new industries, technology transforms the  ways we live and work. Steam power led to industrialisation and rapid urbanisation, electricity enabled the assembly line and mass production of consumer goods, the automobile encouraged mass mobility and the development of suburban living, and the internet and world wide web have revolutionised access to communications and knowledge. It is very hard to anticipate the consequences of such enormously disruptive technologies. Technology continues to surprise, seen, for example, in the unexpected growth of SMS messaging and social networking and the massive changes brought about by online media and music.
This pamphlet is concerned with a profoundly transformative technology, one that affects a crucial element of the fabric of society. It examines digital money, a technology that moves economic transactions, payments, remittances, transfers etc, from the physical into the digital world. Just as communications and publishing have been transformed by digital technologies, so too will financial services. The progress of digital money will inevitably surprise us and it will develop in unexpected ways, but we believe it is on the cusp of delivering a remarkable transformation in the global economy. It will end the divide between those who can and those who cannot participate in formal economic transactions. E-petition systems and political participation: About institutional challenges and democratic opportunities


New paper by Knud Böhle and Ulrich Riehm in First Monday: “The implementation of e–petition systems holds the promise to increase the participative and deliberative potential of petitions. The most ambitious e–petition systems allow for electronic submission, make publicly available the petition text, related documents and the final decision, allow supporting a petition by electronically co–signing it, and provide electronic discussion forums. Based on a comprehensive survey (2010/2011) of parliamentary petition bodies at the national level covering the 27 member states of the European Union (EU) plus Norway and Switzerland, the state of public e–petitioning in the EU is presented, and the relevance of e–petition systems as a means of political participation is discussed….
The most interesting finding is that some petition systems — by leveraging the potential of the Internet — further the involvement of the public considerably. This happens in two ways: first by nudging e–petition systems in the direction of lightweight instruments of direct democracy and second by making the institution itself more open, transparent, accountable, effective, and responsive through the involvement of the public. Both development paths might also lead to expectations that eventually cannot be complied with by the petition body without more substantial transformations of the institution. This or that might happen. Empirically, we ain’t seen almost nothing yet.”

Immersion: Using E-Mail Data to Connect the Dots of Your Life


Brian Chen in The New York Times: “The Obama administration for over two years allowed the National Security Agency to collect enormous amounts of metadata on e-mail usage by Americans, according to one of the latest leaks of government documents by the now-famous whistle-blower Edward J. Snowden.
But what is e-mail metadata anyway? It’s information about the people you’re sending e-mails to and receiving e-mails from, and the times that the messages were sent — as opposed to the contents of the messages. It’s the digital equivalent of a postal service worker looking at your mail envelope instead of opening it up and reading what’s inside.
That sounds harmless, but it turns out your e-mail metadata can be used to connect the dots of your life story. I learned this from participating in Immersion, a project by M.I.T.’s Media Laboratory, earlier reported by my colleague Juliet Lapidos. Immersion is a tool that mines your e-mail metadata and automatically stitches it all together into an interactive graphic. The result is a creepy spider web showing all the people you’ve corresponded with, how they know each other, and who your closest friends and professional partners are.
After entering my Google mail credentials, Immersion took five minutes to stitch together metadata from e-mails going back eight years. A quick glimpse at my results gives an accurate description of my life.”

Microsensors help map crowdsourced pollution data


air-quality-egg-mapElena Craft in GreenBiz: Michael Heimbinder, a Brooklyn entrepreneur, hopes to empower individuals with his small-scale air quality monitoring system, AirCasting. The AirCasting system uses a mobile, Bluetooth-enabled air monitor not much larger than a smartphone to measure carbon dioxide, carbon monoxide, nitrogen dioxide, particulate matter and other pollutants. An accompanying Android app records and formats the information to an emissions map.
Alternatively, another instrument, the Air Quality Egg, comes pre-assembled ready to use. Innovative air monitoring systems, such as AirCasting or the Air Quality Egg, empower ordinary citizens to monitor the pollution they encounter daily and proactively address problematic sources of pollution.
This technology is part of a growing movement to enable the use of small sensors. In response to inquiries about small-sensor data, the EPA is researching the next generation of air measuring technologies. EPA experts are working with sensor developers to evaluate data quality and understand useful sensor applications. Through this ongoing collaboration, the EPA hopes to bolster measurements from conventional, stationary air-monitoring systems with data collected from individuals’ air quality microsensors….
Like many technologies emerging from the big data revolution and innovations in the energy sector, microsensing technology provides a wealth of high-quality data at a relatively low cost. It allows us to track previously undetected air pollution from traditional sources of urban smog, such as highways, and unconventional sources of pollution. Microsensing technology not only educates the public, but also helps to enlighten regulators so that policymakers can work from the facts to protect citizens’ health and welfare.

Chicago Public Schools, the nation’s third-largest school district, struggled to collect feedback from parents. To simplify the process, the district deployed Textizen, which makes sharing comments and responding to survey questions as easy as sending a text message….

Voterheads: Early warning on important issues

It’s a scenario every local government is likely familiar with: There’s a council meeting and while decisions are being made on behalf of everyone in the area, only a small percentage of the population participates in the process. But once a decision is made, citizens complain about the result….Voterheads, a free online engagement platform that alerts citizens via email when their city, county or school board is discussing a topic that they’re interested in. Using a sliding scale, users indicate their degree of opposition or support of a topic like taxes, at which point the system decides if or how quickly that person should be notified about an upcoming public meeting….

Community PlanIt: A game with real-world results

Eric Gordon, an Emerson College professor, creates games and other digital tools that energize civic participation. He runs the university’s Engagement Game Lab and develops programs to make community planning fun and interactive for citizens.
One of his creations is Community PlanIt, an online game that solicits comments from residents about their neighborhoods. City administrators analyze the feedback to make more informed choices about community development….

Open Town Hall: Letting cooler heads prevail

Democracy is a messy process. James Madison said that faction and discord are “sown in the nature of man,” and have “divided mankind into parties, inflamed them with mutual animosity and rendered them much more disposed to vex and oppress each other than to cooperate for their common good.” Winston Churchill once noted, “Democracy is the worst form of government except all those other forms that have been tried from time to time.”…Peak Democracy’s Open Town Hall moves the public meeting process online, acknowledging some 21st-century realities and offering a few other advantages too….Open Town Hall requires registration, and the topics are presented by the jurisdiction. Rather than restricting input, said Cohen, it broadens the appeal of participation and brings in many more moderate views. Open Town Hall also requires a geocoded address so that input on an issue can be evaluated based on its location. The names and locations view can be turned on or off, depending on the issue and the jurisdiction’s wishes….

3 Platforms to Watch

Placehood.org: Billed as a “virtual place to discuss real places that you want to see transformed,” Placehood connects citizens, developers and city planners. The goal is to repurpose or improve underutilized properties, while letting users comment about a place, post improvement ideas, add images and gather support.
Outline.com: This platform visualizes a public policy’s impact on the state or local economy by simulation. Outline lets citizens perform what-if analyses on budgets and policies and provide feedback to the government. The simulator is being piloted in Massachusetts, and the company hopes to grow the number of users this summer.
PlaceSpeak: Launched in Canada, the online community consultation website connects citizens with local issues. Users’ addresses are verified, allowing the government or organization to specify areas where it would like to get feedback from or generate ideas about.”

Siri’s Creators Demonstrate an Assistant That Takes the Initiative


Rachel Metz  in MIT Technology Review: “In a small, dark, room off a long hallway within a sprawling complex of buildings in Silicon Valley, an array of massive flat-panel displays and video cameras track Grit Denker’s every move. Denker, a senior computer scientist at the nonprofit R&D institute SRI, is showing off Bright, an intelligent assistant that could someday know what information you need before you even ask.
Initially, Bright is meant to cut down on the cognitive overload faced by workers in high-stress, data-intensive jobs like emergency response and network security. Bright may, for instance, aid network administrators in trying to stop the spread of a fast-moving virus by quickly providing crucial infection information, or help 911 operators send the right kind of assistance to the scene of an accident. But like many other technologies developed at SRI, such as the digital personal assistant Siri (now owned by Apple), Bright could eventually trickle down to laptops and smartphones. It might take the form of software that automatically brings up listings for your favorite shows when it thinks you’re about to sit down and watch TV, or searches the Web for information relevant to your latest research project without requiring you to lift a finger….
Denker describes Bright as a “cognitive desktop” and “a desktop that really understands what you’re doing, and not just for you, but also in a collaborative setting for people….There’s a long way to go, however. The system is currently focused on “cognitive indexing”—the mechanism that ties various clues together and then tries to predict what is important.”
