Powering European public sector innovation – Towards a new architecture


Report of the expert group on public sector innovation: “The European Union faces an unprecedented crisis in economic growth, which has put public services under tremendous financial pressure. Many governments are also faced with long-term issues such as ageing societies, mounting social security and healthcare costs, high youth unemployment and a public service infrastructure that sometimes lags behind the needs of modern citizens and businesses. Under these conditions, innovation in public services is critical for the continued provision of such public services, in both quantity and quality. Public sector innovation can be defined as the process of generating new ideas, and implementing them to create value for society either through new or improved processes or services. The available evidence indicates that innovation in the public sector mostly happens randomly, rather than as a result of deliberate, systematic and strategic efforts. Innovation in the public sector, through strategic change, needs to become more ‘persistent’ and ‘cumulative’, in pursuit of a new and more collaborative governance model. There is a need for a new architecture for public sector innovation. Much can be done in individual Member States, regions and in local government to build capacity to innovate and to steer change processes. Innovation can emerge at all levels and innovation leadership can come from anyone. It is however the conviction of the expert group that the European institutions – including the Council of Ministers, the European Parliament, and the European Commission – can also play significant roles in fostering innovation both at European Union level and in individual Member States”

Ten thoughts for the future


The Economist: “CASSANDRA has decided to revisit her fellow forecasters Thomas Malnight and Tracey Keys to find out what their predictions are for 2014. Once again they have produced a collection of trends for the year ahead, in their “Global Trends Report”.
The possibilities of mind control seem alarming ( point 6) as do the  implications of growing income inequality (point 10). Cassandra also hopes that “unemployability” and “unemployerability”, as discussed in point 9, are contested next year (on both linguistic and social fronts).
Nevertheless, the forecasts make for intriguing reading and highlights appear below.
 1. From social everything to being smart socially
Social technologies are everywhere, but these vast repositories of digital “stuff” bury the exceptional among the unimportant. It’s time to get socially smart. Users are moving to niche networks to bring back the community feel and intelligence to social interactions. Businesses need to get smarter about extracting and delivering value from big data including challenging business models. For social networks, mobile is the great leveller. Competition for attention with other apps will intensify the battle to own key assets from identity to news sharing, demanding radical reinvention.
2. Information security: The genie is out of the bottle
Thought your information was safe? Think again. The information security genie is out of the bottle as cyber-surveillance and data mining by public and private organizations increases – and don’t forget criminal networks and whistleblowers. It will be increasingly hard to tell friend from foe in cyberspace as networks build artificial intelligence to decipher your emotions and smart cities track your every move. Big brother is here: Protecting identity, information and societies will be a priority for all.
3. Who needs shops anyway?
Retailers are facing a digitally driven perfect storm. Connectivity, rising consumer influence, time scarcity, mobile payments, and the internet of things, are changing where, when and how we shop – if smart machines have not already done the job. Add the sharing economy, driven by younger generations where experience and sustainable consumption are more important than ownership, and traditional retail models break down. The future of shops will be increasingly defined by experiential spaces offering personalized service, integrated online and offline value propositions, and pop-up stores to satisfy demands for immediacy and surprise.
4. Redistributing the industrial revolution
Complex, global value chains are being redistributed by new technologies, labour market shifts and connectivity. Small-scale manufacturing, including 3D and soon 4D printing, and shifting production economics are moving production closer to markets and enabling mass customization – not just by companies but by the tech-enabled maker movement which is going mainstream. Rising labour costs in developing markets, high unemployment in developed markets, global access to online talent and knowledge, plus advances in robotics mean reshoring of production to developed markets will increase. Mobility, flexibility and networks will define the future industrial landscape.
5. Hubonomics: The new face of globalization
As production and consumption become more distributed, hubs will characterize the next wave of “globalization.” They will specialize to support the needs of growing regional trade, emerging city states, on-line communities of choice, and the next generation of flexible workers and entrepreneurs. Underpinning these hubs will be global knowledge networks and new business and governance models based on hubonomics™, that leverage global assets and hub strengths to deliver local value.
6. Sci-Fi is here: Making the impossible possible
Cross-disciplinary approaches and visionary entrepreneurs are driving scientific breakthroughs that could change not just our lives and work but our bodies and intelligence. Labs worldwide are opening up the vast possibilities of mind control and artificial intelligence, shape-shifting materials and self-organizing nanobots, cyborgs and enhanced humans, space exploration, and high-speed, intelligent transportation. Expect great debate around the ethics, financing, and distribution of public and private benefits of these advances – and the challenge of translating breakthroughs into replicable benefits.
7. Growing pains: Transforming markets and generations
The BRICS are succumbing to Newton’s law of gravitation: Brazil’s lost it, India’s losing it, China’s paying the price for growth, Russia’s failing to make a superpower come-back, and South Africa’s economy is in disarray. In other developing markets currencies have tumbled, Arab Spring governments are still in turmoil and social unrest is increasing along with the number of failing states. But the BRICS & Beyond growth engine is far from dead. Rather it is experiencing growing pains which demand significant shifts in governance, financial systems, education and economic policies to catch up. The likely transformers will be younger generations who aspire to greater freedom and quality of life than their parents.
8. Panic versus denial: The resource gap grows, the global risks rise – but who is listening?
The complex nexus of food, water, energy and climate change presents huge global economic, environmental and societal challenges – heating up the battle to access new resources from the Arctic to fracking. Risks are growing, even as multilateral action stalls. It’s a crisis of morals, governance, and above all marketing and media, pitting crisis deniers against those who recognize the threats but are communicating panic versus reasoned solutions. Expect more debate and calls for responsible capitalism – those that are listening will be taking action at multiple levels in society and business.
9. Fighting unemployability and unemployerability
Companies are desperate for talented workers – yet unemployment rates remain high. Polarization towards higher and lower skill levels is squeezing mid-level jobs, even as employers complain that education systems are not preparing students for the jobs of the future. Fighting unemployability is driving new government-business partnerships worldwide, and will remain a critical issue given massive youth unemployment. Employers must also focus on organizational unemployerability – not being able to attract and retain desired talent – as new generations demand exciting and meaningful work where they can make an impact. If they can’t find it, they will quickly move on or swell the growing ranks of young entrepreneurs.
10. Surviving in a bipolar world: From expecting consistency to embracing ambiguity
Life is not fair, nor is it predictable.  Income inequality is growing. Intolerance and nationalism are rising but interdependence is the currency of a connected world. Pressure on leaders to deliver results today is intense but so too is the need for fundamental change to succeed in the long term. The contradictions of leadership and life are increasing faster than our ability to reconcile the often polarized perspectives and values each embodies. Increasingly, they are driving irrational acts of leadership (think the US debt ceiling), geopolitical, social and religious tensions, and individual acts of violence. Surviving in this world will demand stronger, responsible leadership comfortable with and capable of embracing ambiguity and uncertainty, as opposed to expecting consistency and predictability.”

Buenos Aires, A Pocket of Civic Innovation in Argentina


Rebecca Chao in TechPresident: “…In only a few years, the government, civil society and media in Buenos Aires have actively embraced open data. The Buenos Aires city government has been publishing data under a creative commons license and encouraging civic innovation through hackathons. NGOs have launched a number of tech-driven tools and Argentina’s second largest newspaper, La Nación, has published several hard-hitting data journalism projects. The result is a fledgling but flourishing open data culture in Buenos Aires, in a country that has not yet adopted a freedom of information law.

A Wikipedia for Open Government Data

In late August of this year, the Buenos Aires government declared a creative commons license for all of its digital content, which allows it be used for free, like Wikipedia content, with proper attribution. This applies to their new open data catalog that allows users to visualize the data, examine apps that have been created using the data and even includes a design lab for posting app ideas. Launched only in March, the government has already published fairly substantial data sets, including the salaries of city officials. The website also embodies the principals of openness in its design; it is built with open-source software and its code is available for reuse via GitHub.
“We were the first city in Argentina doing open government,” Rudi Borrmann tells techPresident over Skype. Borrmann is the Director of Buenos Aires’ Open Government Initiative. Previously, he was the social media editor at the city’s New Media Office but he also worked for many years in digital media…
While the civil society and media sectors have forged ahead in using open data, Borrmann tells techPresident that up in the ivory tower, openness to open data has been lagging. “Only technical schools are starting to create areas focused on working on open data,” he says.
In an interview with NYU’s govlab, Borrmann explained the significance of academia in using and pushing for more open data. “They have the means, the resources, the methodology to analyze…because in government you don’t have that time to analyze,” he said.
Another issue with open data is getting other branches of the government to modernize. Borrmann says that a lot of the Open Government’s work is done behind the scenes. “In general, you have very poor IT infrastructure all over Latin America” that interferes with the gathering and publishing of data, he says. “So in some cases it’s not about publishing or not publishing,” but about “having robust infrastructure for the information.”
It seems that the behind the scenes work is bearing some fruit. Just last week, on Dec. 6, the team behind the Buenos Aires open data website launched an impressive, interactive timeline, based on a similar timelapse map developed by a 2013 Knight-Mozilla Fellow, Noah Veltman. Against faded black and white photos depicting the subway from different decades over the last century, colorful pops of the Subterráneo lines emerge alongside factoids that go all the way back to 1910.”

20 Innovations that Mattered in 2013

For instance, when the horrible bombings brought terror to the finish line of the Boston Marathon, the local police department sprang into action. They immediately mobilized their forces on the ground. But then they did something else, too. The Boston Police Department took to Twitter. The social media team was informative, timely and, accurate. The BPD flipped the script on emergency media management. They innovated in a time of crisis and got people the information they needed in a timely and appropriate manner.
We know that oftentimes it is hard to see through the budget cuts and government shutdowns, but government innovation is all around us. Our goal with this guide is to showcase programs that are not only making a difference but demonstrate risk and reward….”

Selected Readings on Crowdsourcing Data


The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of crowdsourcing data was originally published in 2013.

As institutions seek to improve decision-making through data and put public data to use to improve the lives of citizens, new tools and projects are allowing citizens to play a role in both the collection and utilization of data. Participatory sensing and other citizen data collection initiatives, notably in the realm of disaster response, are allowing citizens to crowdsource important data, often using smartphones, that would be either impossible or burdensomely time-consuming for institutions to collect themselves. Civic hacking, often performed in hackathon events, on the other hand, is a growing trend in which governments encourage citizens to transform data from government and other sources into useful tools to benefit the public good.

  • The paper concludes that, just as MTurk can be a strong tool for crowdsourcing tasks, data derived from MTurk can be high quality while also being inexpensive and obtained rapidly.

  • The authors argue that “[d]ata quality is a major concern, since volunteered information is asserted and carries none of the assurances that lead to trust in officially created data.”
  • Due to the fact that time is crucial during emergencies, the authors argue that, “the risks associated with volunteered information are often outweighed by the benefits of its use.”
  • The paper examines four wildfires in Santa Barbara in 2007-2009 to discuss current challenges with volunteered geographical data, and concludes that further research is required to answer how volunteer citizens can be used to provide effective assistance to emergency managers and responders.

Government's Crowdsourcing Revolution


John M. Kamensky  in Governing: “In a recent report for the IBM Center for the Business of Government, Brabham says that an important distinction between crowdsourcing and other forms of online participation is that crowdsourcing “entails a mix of top-down, traditional, hierarchical process and a bottom-up, open process involving an online community.”
Crowdsourcing in the public sector can be done within government, among employees as a way to surface ideas — such as the New York City government’s “Simplicity” initiative — or it can be done by nonprofit groups in ways that influence government operations. For example, a transportation advocacy group in New York City has created a site where citizens can report “near miss” accidents, which are then mapped to determine patterns. The idea is that, while the city government already maps accidents that have happened, hazardous traffic zones can be detected and resolved faster by mapping near-misses without waiting for a large number of actual accidents.
Brabham offers a strategic view of crowdsourcing and when it is useful to address public problems. His report also identifies four specific approaches, describing which is most useful for a given category of problem:
Knowledge discovery and management. This approach is best for information-gathering and cataloguing problems through an online community, such as the reporting of earth tremors or potholes to a central source. This approach could also be used to report conditions of parks or hiking trails or for cataloging public art projects as have been done in several cities across the country.
Distributed human-intelligence tasking: This approach is most useful when human intelligence is more effective than computer analysis. It involves distributing “micro-tasks” that require human intelligence to solve, such as transcribing handwritten historical documents into electronic files. For example, when the handwritten 1940 census records were publicly released in 2012, the National Archives catalyzed the electronic tagging of more than 130 million records so they could be searchable online. More than 150,000 people volunteered.
Broadcast search: This approach is most useful when an agency is attempting to find creative solutions to problems. It involves broadcasting a problem-solving challenge widely on the Internet and offering an award for the best solution. NASA, for example, offered a prize for an algorithm to predict solar flares. The federal government sponsors a contest and awards Web platform, Challenge.gov, that various federal agencies can use to post their challenges. To date, hundreds of diverse challenges have been posted, with thousands of people proposing solutions.
Peer-vetted creative production: This approach is most useful when an agency is looking for innovative ideas that must meet a test of taste or market support. It involves an online community that both proposes possible solutions and is empowered to collectively choose among them. For example, the Utah Transit Authority sponsored the Next Stop Design project, allowing citizens to design and vote on an ideal bus-stop shelter. Nearly 3,200 people participated, submitting 260 high-quality architectural renderings, and there were more than 10,000 votes leading to a final selection….”

Public Open Sensor Data: Revolutionizing Smart Cities


New Paper in Technology and Society Magazine, IEEE (Volume: 32,  Issue: 4): “Local governments have decided to take advantage of the presence of wireless sensor networks (WSNs) in their cities to efficiently manage several applications in their daily responsibilities. The enormous amount of information collected by sensor devices allows the automation of several real-time services to improve city management by using intelligent traffic-light patterns during rush hour, reducing water consumption in parks, or efficiently routing garbage collection trucks throughout the city [1]. The sensor information required by these examples is mostly self-consumed by city-designed applications and managers.”

When the wisdom of crowds meets the kindness of strangers


Tim Kelsey (NHS) on why patient and citizen participation is fundamental to high quality health and care services: “…But above all my priority is to improve the way in which health and care services listen to people  – and can therefore act and change. The work of entrepreneurs and apps developers like Patients Like Me, Patient Opinion and iwantgreatcare confirms the benefits of real time patient and citizen participation. The challenge is to do this at scale: open the doors, invite the whole community into the job of improving our national health service. Share decision making. Everybody needs the opportunity – and should be encouraged – to participate.
In April, the NHS did something unprecedented – it launched the Friends and Family Test (FFT), the first time a health service has reported a single measure of patient satisfaction for every hospital. It asked people to say whether they would recommend local inpatient and A&E services; the results are published every month on NHS Choices. By October more than 1m people had participated and hundreds of thousands had volunteered additional real time comments and feedback to local hospitals. ‘Great news’, said David Cameron – who has championed FFT from the start – in a tweet to mark the milestone, ‘giving patients a stronger voice in the NHS’.
This is the boldest move yet to promote patient voice at volume in the NHS and to concentrate our collective focus on improvement in care. At Hillingdon Hospitals NHS Trust, patients reported they could not sleep at night so staff have launched a ‘comfort at night’ campaign and developed a protocol for patient experience ‘never events’. In Lewisham, patients complained about poor communication and staff attitudes. They now plan daily visits for each patient. In Hull, bereaved families complained they had to pay car parking fees; the Trust has now given free passes to relatives in mourning. Routine feedback enables a different kind of conversation between the patient and the clinician. It is a catalyst for change. Commissioners will have to demonstrate how they are improving FFT for local communities to qualify for Quality Premium incentives.
This kind of customer insight is fundamental to the way we make choices as consumers. The NHS is not a hotel chain, nor a city authority: but there are vital lessons it can learn from Amazon and Trip Adviser about the power of transparency and feedback. In New York, more than 90,000 people every day share their views by phone, email and tweet on rubbish collections, potholes and dangerous buildings – and the city has become safer and cleaner.
Friends and family has its critics: people worry about the potential for gaming, for example. But the evidence, after six months, is of overwhelming human benefit and that’s why every maternity unit started to offer FFT to patients in October and why every NHS service will do so from 2015. It’s also why we are now requiring that every local organisation should offer people the chance to comment on, as well as rate, services from next year (most already do).
Some people ask me how we are ensuring the focus on transparency and participation is inclusive. We have launched Care Connect, a pilot project to test how giving people access by telephone and social media could improve feedback and complaints.  Recognising that digital exclusion is an issue in some of our communities, we have started a partnership with the Tinder Foundation to help 100,000 people learn how to go online for health benefit. None of these initiatives exist in isolation, nor do I see them as ‘silver bullets’.  My aim is to work with and build on existing good practice to make people’s voices heard and help the NHS act on them.
In a characteristically thoughtful talk last week, MT Rainey, social activist and former marketing guru, issued this challenge to the NHS: ‘How will we make the wisdom of the crowd meet the kindness of strangers?’ How do the tools of our age – big data, the internet, the mobile phone – meet the values of our species: compassion and honesty and doing our best for others? Friends and family is a good start. We are witnessing the birth of a new knowledge economy and a new social movement. The future is open.”

Why government health departments are spending millions on mobile gaming


James Trew in Engadget : “Today sees the release of The Walk, an iOS and Android game backed by the UK’s Department of Health. It’s the second release in a collection of apps funded as part of the UK’s Small Business Research Initiative (SBRI). The first — StepJockey, an app that lets you map, locate, rate and log the calorific expenditure of staircases around your city — came out on Monday. All five apps in the program encourage you to move more, or change negative habits. Can an app improve your life? At the very least, we’re guessing the Department of Health — having just spent £2 million on this round of investment — thinks so. This is part of a growing trend, that could see government agencies in the UK taking a leaf out of Silicon Valley’s book when it comes to solving (health) problems. Read past the break to find out why it’s putting so much money on third-party digital initiatives.
Your mission is simple, ensure safe transit of a package from Inverness, to Edinburgh — and in the process save the world. Only one problem: a terrorist attack has rendered all motorised transport unusable — you’ll have to go on foot. That’s the premise behind The Walk. The concept isn’t complicated — encourage players to preambulate in the real world as part of an apocalyptic game narrative. Your phone’s accelerometer tracks your movements, unlocking levels and hours of story-telling audio which drive the plot along. Simple, fun, effective. The game’s predecessor (Zombies, Run!) uses similar mechanics, and currently encourages over 750,000 would-be Shauns (or Eds) to escape pursuing Zombies whenever they go for a jog. By lowering the requirement to walking, it’s hoped almost everyone can benefit this time. The focus is on increasing general daily movement, rather than dedicated, prescribed and sometimes prohibitive training routines.
There’s no question the theory is simple: apps that encourage activity, or responsible drinking, could cut down on healthcare requirements through prevention, negating the need for cure. In turn, it could also take a bite out of the estimated £8 billion that obesity and alcohol related diseases cost the UK’s health service each year. More interesting, is that the Department of Health is funding external mobile start-ups and indie developers at all. We asked it why, and were told it’s just as much about nurturing innovative ideas (where they can compete with more conventional fitness apps such as Nike+, MapMyFitness and Adidas miCoach) as it is about encouraging lifestyle change.

The Age of Democracy

As I noted in an earlier post, almost every state in the world mentions the word “democracy” or “democratic” in its constitutional documents today. But the public acknowledgment of the idea of democracy is not something that began just a few years ago; in fact, it goes back much further, all the way back to the nineteenth century in a surprising number of cases.
Here is a figure I’ve been wanting to make for a while that makes this point nicely (based on data graciously made available by the Comparative Constitutions Project). The figure shows all countries that have ever had some kind of identifiable constitutional document (broadly defined) that mentions the word “democracy” or “democratic” (in any context – new constitution, amendment, interim constitution, bill of rights, etc.), arranged from earliest to latest mention. Each symbol represents a “constitutional event” – a new constitution adopted, an amendment passed, a constitution suspended, etc. – and colored symbols indicate that the text associated with the constitutional event in question mentions the word “democracy” or “democratic”…
The earliest mentions of the word “democracy” or “democratic” in a constitutional document occurred in Switzerland and France in 1848, as far as I can tell.[1] Participatory Switzerland and revolutionary France look like obvious candidates for being the first countries to embrace the “democratic” self-description; yet the next set of countries to embrace this self-description (until the outbreak of WWI) might seem more surprising: they are all Latin American or Caribbean (Haiti), followed by countries in Eastern Europe (various bits and pieces of the Austro-Hungarian empire), Southern Europe (Portugal, Spain), Russia, and Cuba. Indeed, most “core” countries in the global system did not mention democracy in their constitutions until much later, if at all, despite many of them having long constitutional histories; even French constitutions after the fall of the Second Republic in 1851 did not mention “democracy” until after WWII. In other words, the idea of democracy as a value to be publicly affirmed seems to have caught on first not in the metropolis but in the periphery. Democracy is the post-imperial and post-revolutionary public value par excellence, asserted after national liberation (as in most of the countries that became independent after WWII) or revolutions against hated monarchs (e.g., Egypt 1956, Iran 1979, both of them the first mentions of democracy in these countries but not their first constitutions).

Today only 16 countries have ever failed to mention their “democratic” character in their constitutional documents (Australia, Brunei, Denmark, Japan, Jordan, Malaysia, Monaco, Nauru, Oman, Samoa, Saudi Arabia, Singapore, Tonga, the United Kingdom, the USA, and Vatican City).[2] And no country that has ever mentioned “democracy” in an earlier constitutional document fails to mention it in its current constitutional documents (though some countries in the 19th and early 20th centuries went back and forth – mentioning democracy in one constitution, not mentioning it in the next). Indeed, after WWII the first mention of democracy in constitutions tended to be contemporaneous with the first post-independence constitution of the country; and with time, even countries with old and settled constitutional traditions seem to be more and more likely to mention “democracy” or “democratic” in some form as amendments or bills of rights accumulate (e.g., Belgium in 2013, New Zealand in 1990, Canada in 1982, Finland in 1995). The probability of a new constitution mentioning “democracy” appears to be asymptotically approaching 1. To use the language of biology, the democratic “meme” has nearly achieved “fixation” in the population, despite short-term fluctuations, and despite the fact that there appears to be no particular correlation between a state calling itself democratic and actually being democratic, either today or in the past.[3]
Though the actual measured level of democracy around the world has trended upwards (with some ups and downs) over the last two centuries, I don’t think this is the reason why the idea of democracy has achieved near-universal recognition in public documents. Countries do not first become democratic and then call themselves democracies; if anything, most mentions of democracy seem to be rather aspirational, if not entirely cynical. (Though many constitutions that mention democracy were also produced by people who seem to have been genuinely committed to some such ideal, even if the regimes that eventually developed under these constitutions were not particularly democratic). What we see, instead, is a broad process in which earlier normative claims about the basis of authority – monarchical, imperial, etc. – get almost completely replaced, regardless of the country’s cultural context, by democratic claims, regardless of the latter’s effectiveness as an actual basis for authority or the existence of working mechanisms for participation or vertical accountability. (These democratic claims to authority also sometimes coexist in uneasy tension with other claims to authority based on divine revelation, ideological knowledge, or tradition, invented or otherwise; consider the Chinese constitution‘s claims about the “people’s democratic dictatorship” led by the CCP).
I thus suspect the conquest of ideological space by “democratic” language did not happen just because democratic claims to authority (especially in the absence of actual democracy) have proved more persuasive than other claims to authority. Rather, I think the same processes that resulted in the emergence of modern national communities – e.g. the rituals associated with nationalism, which tended to “sacralize” a particular kind of imagined community – led to the symbolic production of the nation not only as the proper object of government but also as its proper active agent (the people, actively ruling itself), regardless of whether or not “the people” had any ability to rule or even to exercise minimal control over the rulers.[4] There thus seems to have been a kind of co-evolution of symbols of nationality and symbols of democracy, helped along by the practice/ritual of drafting constitutions and approving them through plebiscites or other forms of mass politics, a ritual that already makes democratic assumptions about “social contracts.” The question is whether the symbolic politics of democracy eventually has any sort of impact on actual institutions.
