Conducting City Diplomacy: A Survey of International Engagement in 47 Cities


Paper by Anna Kosovac, Kris Hartley, Michele Acuto, and Darcy Gunning: “The impact of global challenges such as climate change and the COVID-19 pandemic manifests most acutely in urban settings, rendering cities essential players on the global stage.

In the 2018 report Toward City Diplomacy, the Chicago Council on Global Affairs presented findings from a survey of 27 cities on the capacity of local governments around the world to network internationally—and the perceived barriers to that engagement. The report found that cities “need to invest in resources, expertise, and capacity to manage their relationships and responsibilities to conduct city diplomacy effectively.”

In our new survey of 47 cities, we find that advice to still ring true. City officials broadly recognize the importance of engaging internationally but lack the necessary formal diplomacy training and resources for conducting that engagement to maximum effect. Nevertheless, cities maintain a strong commitment to global agendas, and international frameworks are increasingly influential in municipal affairs. For example, more than half of survey respondents said they track their city’s performance against the metrics of the United Nations’ Sustainable Development Goals (SDGs).

Furthermore, we found that cities and their leaders are confident in their capacity to tackle global challenges. For instance, the majority of survey respondents said that city governments have greater potential for impact on climate change mitigation than their national government counterparts do, especially when acting collaboratively through city networks and multilateral urban programs.

The individual stories of five cities whose officials participated in the study offer lessons for a variety of challenges and approaches to city diplomacy. Based on the survey results, we discuss the three primary obstacles cities must overcome in order to strengthen the role of city diplomacy globally: inadequate funding and resources for international engagement, insufficient training in city diplomacy, and the failure of national and multilateral bodies to fully recognize and formalize city engagement in diplomacy.

We conclude with a framework for ensuring that city-diplomacy efforts are systematic and institutionalized rather than reliant on the personalities and connections of powerful city leaders. AI Localism


Today, The GovLab is  excited to launch a new platform which seeks to monitor, analyze and guide how AI is being governed in cities around the world: AI Localism. 

AI Localism refers to the actions taken by local decision-makers to address the use of AI within a city or community.  AI Localism has often emerged because of gaps left by incomplete state, national or global governance frameworks.

“AI Localism offers both immediacy and proximity. Because it is managed within tightly defined geographic regions, it affords policymakers a better understanding of the tradeoffs involved. By calibrating algorithms and AI policies for local conditions, policymakers have a better chance of creating positive feedback loops that will result in greater effectiveness and accountability.”

Amsterdam and Helsinki launch algorithm registries to bring transparency to public deployments of AI


Khari Johnson at Venture Beat: “Amsterdam and Helsinki today launched AI registries to detail how each city government uses algorithms to deliver services, some of the first major cities in the world to do so. An AI Register for each city was introduced in beta today as part of the Next Generation Internet Policy Summit, organized in part by the European Commission and the city of Amsterdam. The Amsterdam registry currently features a handful of algorithms, but it will be extended to include all algorithms following the collection of feedback at the virtual conference to lay out a European vision of the future of the internet, according to a city official.

Each algorithm cited in the registry lists datasets used to train a model, a description of how an algorithm is used, how humans utilize the prediction, and how algorithms were assessed for potential bias or risks. The registry also provides citizens a way to give feedback on algorithms their local government uses and the name, city department, and contact information for the person responsible for the responsible deployment of a particular algorithm. A complete algorithmic registry can empower citizens and give them a way to evaluate, examine, or question governments’ applications of AI.

In a previous development in the U.S., New York City created an automated decision systems task force in 2017 to document and assess city use of algorithms. At the time it was the first city in the U.S. to do so. However, following the release of a report last year, commissioners on the task force complained about a lack of transparency and inability to access information about algorithms used by city government agencies….

In a statement accompanying the announcement, Helsinki City Data project manager Pasi Rautio said the registry is also aimed at increasing public trust in the kinds of artificial intelligence “with the greatest possible openness.”…(More)”.

The secret to building a smart city that’s antiracist


Article by Eliza McCullough: “….Instead of a smart city model that extracts from, surveils, and displaces poor people of color, we need a democratic model that allows community members to decide how technological infrastructure operates and to ensure the equitable distribution of benefits. Doing so will allow us to create cities defined by inclusion, shared ownership, and shared prosperity.

In 2016, Barcelona, for example, launched its Digital City Plan, which aims to empower residents with control of technology used in their communities. The document incorporates over 8,000 proposals from residents and includes plans for open source software, government ownership of all ICT infrastructure, and a pilot platform to help citizens maintain control over their personal data. As a result, the city now has free applications that allow residents to easily propose city development ideas, actively participate in city council meetings, and choose how their data is shared.

In the U.S., we need a framework for tech sovereignty that incorporates a racial equity approach: In a racist society, race neutrality facilitates continued exclusion and exploitation of people of color. Digital Justice Lab in Toronto illustrates one critical element of this kind of approach: access to information. In 2018, the organization gave community groups a series of grants to hold public events that shared resources and information about digital rights. Their collaborative approach intentionally focuses on the specific needs of people of color and other marginalized groups.

The turn toward intensified surveillance infrastructure in the midst of the coronavirus outbreak makes the need to adopt such practices all the more crucial. AI planners in Minecraft could help machines design better cities

Winter is coming. Can cities use innovation to save ‘streateries’?


Bloomberg Cities: “Outdoor dining has been a summer savior in these COVID times, keeping restaurants and the people they employ afloat while bringing sidewalks and streets once hushed by stay-at-home orders back to life.

But with Labor Day now behind us, many city leaders and residents alike are asking, “What’s next?” “What becomes of the vibrant ‘streateries’ once winter comes rolling in?”

Perhaps it’s no surprise that Chicago, notorious for its frigid winters and whipping lakefront winds, is at the forefront of the hunt for an answer. The city recently launched the City of Chicago Winter Dining Challenge to get everyone from designers to dishwashers thinking up new ideas for how to do outdoor eating in the cold in a way that is both appealing and safe for customers and restaurant workers.

More intriguing is just how much interest the competition has generated, including nearly 650 entries from all over the world. There are dozens of takes on warming large patios and small dining pods, including approaches likened to greenhousesigloos, and yurts; ideas for repurposing parking garages and city buses; furniture-based concepts with heated tablesseats and umbrellas, and even a Swiss-style fondue chalet.

Might social intelligence save Latin America from its governments in times of Covid-19?


Essay by Thamy Pogrebinschi: “…In such scenarios, it seems relevant to acknowledge the limits of the state to deal with huge and unpredictable challenges and thus the need to resort to civil society. State capacity cannot be built overnight, but social intelligence is an unlimited and permanently available resource. In recent years, digital technology has multiplied what has been long called social intelligence (Dewey) and is now more often known as collective intelligence (Lévy), the wisdom of crowds (Surowiecki), or democratic reason (Landemore).

Taken together, these concepts point to the most powerful tool available to governments facing hard problems and unprecedented challenges: the sourcing and sharing of knowledge, information, skills, resources, and data from citizens in order to address social and political problems.

The Covid-19 pandemic presents an opportunity to test the potential of social intelligence as fuel for processes of creative collaboration that may aid governments to reinvent themselves and prepare for the challenges that will remain after the virus is gone. By creative collaboration, I mean a range of forms of communication, action, and connection among citizens themselves, between citizens and civil society organizations (CSOs), and between the latter two and their governments, all with the common aim of addressing problems that affect all and that the state for various reasons cannot (satisfactorily) respond to alone.

While several Latin American countries have been stuck in the Covid-19 crisis with governments unable or unwilling to contain it or to reduce its damages, a substantial number of digital democratic innovations have been advanced by civil society in the past few months. These comprise institutions, processes, and mechanisms that rely on digital citizen participation as a means to address social and political problems – and, more recently, also problems of a humanitarian nature….

Between March 16 and July 1 of this year, at least 400 digital democratic innovations were created across 18 countries in Latin America with the specific aim of handling the Covid-19 crisis and mitigating its impact, according to recent data from the LATINNO project. These innovations are essentially mechanisms and processes in which citizens, with the aid of digital tools, are enabled to address social, political, and humanitarian problems related to the pandemic.

Citizens engage in and contribute to three levels of responses, which are based on information, connection, and action. About one-fourth of these digital democratic innovations clearly rely on crowdsourcing social intelligence.

The great majority of those digital innovations have been developed by CSOs. Around 75% of them have no government involvement at all, which is striking in a region known for implementing state-driven citizen participation as a result of the democratization processes that took place in the late 20th century. Civil society has stepped in in most countries, particularly where government responses were absent (Brazil and Nicaragua), slow (Mexico), insufficient due to lack of economic resources (Argentina) or infrastructure (Peru), or simply inefficient (Chile).

Based on these data from 18 Latin American countries, one can observe that digital democratic innovations address challenges posed by the Covid-19 outbreak in five main ways: first, generating verified information and reliable data; second, geolocating problems, needs, and demands; third, mobilizing resources, skills, and knowledge to address those problems, needs, and demands; fourth, connecting demand (individuals and organizations in need) and supply (individuals and organizations willing to provide whatever is needed); and fifth and finally, implementing and monitoring public policies and actions.
