Google Gets Serious About Mapping Wheelchair Accessibility

Now the company is leveraging that power to make its Maps feature more useful for people with mobility challenges—a group that often gets overlooked in the world of transit and urban innovation.

Google Maps already indicates if a location is wheelchair accessible—a result of a personal project by one of its employees—but its latest campaign will crowdsource data from its 30 million Local Guides worldwide, who contribute tips and photos about neighborhood establishments in exchange for points and small prizes like extra digital storage space. The company is calling on them to answer five simple questions—like whether a building has accessible entrances or bathrooms—when they submit a review for a location. In the coming weeks, Google will host workshops and “geowalks” specifically focused on mobility across seven cities, from New York City and London to Tokyo and Surabaya, Indonesia.

“The [users] have multiple motivations, and one is wanting to help their own community get around.” says Laura Slabin, Google’s director of local content and community. “So we’re leveraging the fact that people are motivated by altruism.”

Reclaiming personal data for the common good


Theo Bass at Nesta: “…The argument of our new report for DECODE is that more of the social value of personal data can be discovered by tools and platforms that give people the power to decide how their data is used. We need to flip the current model on its head, giving people back full control and respecting our data protection and fundamental rights framework.

The report describes how this might pave the way for a fairer distribution of the value generated by data, while opening up new use-cases that are valuable to government, society and individuals themselves. In order to achieve this vision, the DECODE project will develop and test the following:

Flexible rules to give people full control:  There is currently a lack of  technical and legal norms that would allow people to control and share data on their own terms. If this were possible, then people might be able to share their data for the public good, or publish it as anonymised open data under specific conditions, or for specific use-cases (say, non-commercial purposes). DECODE is working with the Making Sense project and Barcelona City Council to assist local communities with new forms of citizen sensing. The pilots will tackle the challenges of collating, storing and sharing data anonymously to influence policy on the city’s digital democracy platform Decidim (part of the D-CENT toolkit).

Trusted platforms to realise the collective value of data: Much of the opportunity will only be realised where individuals are able to pool their data together to leverage its potential economic and social value. Platform cooperatives offer a feasible model, highlighting the potential of digital technologies to help members collectively govern themselves. Effective data sharing has to be underpinned by high levels of user trust, and platform co-ops achieve this by embedding openness, respect for individual users’ privacy, and democratic participation over how decisions are made. DECODE is working with two platform co-ops – a neighbourhood social networking site called Gebied Online; and a democratic alternative to Airbnb in Amsterdam called FairBnB – to test new privacy-preserving features and granular data sharing options….(More)”

A Guide to Tactical Data Engagement


Sunlight Foundation Press Release: “A Guide to Tactical Data Engagement is a brand new resource released today designed to help city leaders and residents collaborate on increasing the social impact of open government data. Based on the core concepts of human-centered design and tactical urbanism, this approach challenges city halls to make open data programs more transparent, accountable, and participatory by actively helping residents use open government data to improve their communities.

The new guide outlines a four-step process to help readers complete a resident-informed project, product, or tool that addresses a specific community need:

  • Find a focus area by observing the community
  • Refine use cases by interviewing stakeholders
  • Design a plan by coordinating with target users
  • Implement an intervention by collaborating with actual users

Readers can carry out each of these steps “tactically” — using lightweight, adaptable, and inexpensive tactics that can realistically fit within a city hall’s or community’s unique constraints and capacities. The tactics are drawn from examples of good resident engagement around the country, and ensure that in every step, residents are collaborators in determining promising opportunities for impact through the community use of open government data.

Building the Learning City


Daniel Castro at GovTech: “…Like other technologies, smart cities will evolve and mature over time. The earliest will provide basic insights from data and enable local leaders to engage in evidence-based governance. These efforts will be important, but they will represent only incremental change from what cities have already been doing. For example, Baltimore created its CitiStat program in 1999 to measure all municipal functions and improve oversight and accountability of city agencies. Early smart cities will have substantially more data at their disposal, but they will not necessarily use this data in fundamentally new ways.

The second stage of smart cities will use predictive analytics to identify patterns and forecast trends. These types of insights will be especially valuable to city planners and local officials responsible for improving municipal services and responding to changing demands. These cities will reduce downtime on critical municipal infrastructure by performing preventive maintenance on vehicles, bridges and buildings, and more quickly intervene when public health and safety issues arise. This stage will rely on powerful data-driven technologies, such as the systems that enable Netflix to offer movie recommendations and Amazon to suggest additional products for customers.

The third stage of smart cities will focus on using “prescriptive analytics” to use data to optimize processes automatically. Whereas the second stage of smart cities will be primarily about using data to supply insights about the future that will allow city leaders to evaluate different choices, this third stage will be about relying on algorithms to make many of these decisions independently. Much like a system of smart traffic signals uses real-time data to optimize traffic flow, these algorithms will help to automate more government functions and increase the productivity of municipal employees.

At all three stages of smart city development, there is an opportunity for city leaders to look beyond local needs and consider how they can design a smart city that will be part of a larger network of cities that share and learn from one another. On its own, a smart city can use data to track local trends, but as part of a network, a smart city can benchmark itself against a set of similar peers. For example, water and waste management departments can compare metrics to assess their relative performance and identify opportunities for change.

If they hope to successfully develop into learning cities, cities can begin the process of setting up to work jointly with their peers by participating in forums such as the Global City Teams Challenge, an initiative to bring together government and industry stakeholders working on common smart city problems. Saving the Soul of the Smart City

Yates at The Hedgehog Review: “…We, too, stand on the cusp of a revolutionary new urban form: “the smart city.” That form emerges from a new wave of intensive urbanization and the proliferating uses of information technology to “optimize” the city’s functioning. It takes shape not uniformly or seamlessly but in fits and starts—in a handful of places all at once, incrementally in others. As was the case with the commuter suburb before it, a potent combination of institutional interests, technological innovations, and cultural appetites fuels the smart city’s rise. But this fact only raises the stakes, demanding that we look as hard at the coming of the smart city as Whyte, Jacobs, and their colleagues looked at the suburban efflorescence….

We can begin taking a hard look at the smart city paradigm by examining its organizing concept: optimization. This term is ubiquitous in discussions about smart cities, and it provides a key to understanding the cultural reasoning behind this new urban form and what that reasoning might be committing us to, morally and civically, over the long run.

By definition, optimization simply means the act of making the most of a process, situation, or resource. It is maximizing potential in light of given circumstances. Facing situations of fiscal austerity, as many of them are, cities are drawn to optimization in their quest to economize. This much is easy to understand. But it is optimization in a more triumphant, maximizing register that underwrites the unquestioning optimism of boosters of the smart city and its potential. For instance, here is how Y Combinator, the Silicon Valley “accelerator” that created Airbnb, recently announced that it was getting into the smart city business: “We want to study building new, better cities. The world is full of people who aren’t realizing their potential in large part because their cities don’t provide the opportunities and living conditions necessary for success. A high leverage way to improve our world is to unleash this massive potential by making better cities….

Narrowing the horizon of living to one overriding register of value, a regime of optimization stamps out the broad, diverse array of conditions that make human life vital. It turns out that some of the things most necessary for human thriving cannot be optimized, and are greatly harmed to the extent that we try. Conviviality, family, friendship, serendipity, play, dependency, trust, calling, and yes, even happiness: These are just a few of the things that make life meaningful and which wither in the soil of optimization. Some of these qualities, as Jane Jacobs reminds us, are able to grow and blossom organically only from the self-organizing everyday forms of human contact that generate spontaneously from vibrant public places and street life. “The ballet of the good city sidewalk,” Jacobs famously wrote, “never repeats itself from place to place, and in any one place is always replete with new improvisations.” Such emergence, as Hannah Arendt reminds us, can come only “against the overwhelming odds of statistical laws and their probability, which for all practical, everyday purposes amounts to certainty; the new therefore always appears in the guise of a miracle.”

Some, Jacobs and Arendt would agree, can come only through the civic friction that physical proximity and cultural particularity generate, and which can lead to genuine dialogue with our neighbors. But some, the philosopher Charles Taylor would remind us, come ultimately through the cultivation of the skills and virtues that power our commitments to working for the good of one another, even possibly at the expense of our own convenience and comforts. If the smart city is to contribute to a thriving human ecology oriented toward truth, justice, and goodness as well as prosperity, beauty, and sustainability, we stand in urgent need of a deep ethical and political turn that will help us cultivate the unoptimizable things for the purposes of making the city not just smart, but wise….(More)”.

In design as in politics: who decides?

Designers and creators have been questioning this for a long time now, seeking to go beyond the user paradigm which has determined innovation processes in recent decades. Today, their concern is how to put people at the center of new experiences…..

Today, in the world of design, emphasis is being placed on the fact that all those who will want or will be able to use a product or service should be incorporated into the creative process itself. On the other hand, science has shown that we cannot imagine designing a building or constructing an infrastructure without taking into account the materials we use, the impact on the surroundings, and the effects on the environment and on the functioning of the city where the new building is located or the new service is to come into operation. The building, the infrastructure “participates” in a complex environment than cannot be ignored. The design of any object or activity is not immune to all that is around it and to the materials used to build or imagine it – nor is its destruction or disappearance. The design of “things” cannot be only a framework in which participants are to be assumed as data, the design itself has to be “participated”.

In this sense, designers cannot avoid being participants, just as politicians cannot avoid being citizens. In the same way as you cannot complain about a traffic jam where you find yourself stuck as if the whole problem was due to others, for the simple reason that you are part of this traffic and this jam. We need design and policy-making systems that do not have designers sitting in a bubble, seemingly immune to what goes on outside. We need political decision-making systems that invite-incite-engage people, rather than processes that ask people to participate in what others have thought needs to be done. And, surely, to do this, we need a little more humility when it comes to doing politics – and this implies changing power structures and the distribution of responsibilities. In the face of ever more complex problems, with more structural implications and more heterogeneous interests, we need a reconfiguration and an expansion of collective decision-making mechanisms…. Crowdsourcing Accountability: ICT for Service Delivery


Paper by Guy GrossmanMelina Platas and Jonathan Rodden: “We examine the effect on service delivery outcomes of a new information communication technology (ICT) platform that allows citizens to send free and anonymous messages to local government officials, thus reducing the cost and increasing the efficiency of communication about public services. In particular, we use a field experiment to assess the extent to which the introduction of this ICT platform improved monitoring by the district, effort by service providers, and inputs at service points in health, education and water in Arua District, Uganda. Despite relatively high levels of system uptake, enthusiasm of district officials, and anecdotal success stories, we find evidence of only marginal and uneven short-term improvements in health and water services, and no discernible long-term effects. Relatively few messages from citizens provided specific, actionable information about service provision within the purview and resource constraints of district officials, and users were often discouraged by officials’ responses. Our findings suggest that for crowd-sourced ICT programs to move from isolated success stories to long-term accountability enhancement, the quality and specific content of reports and responses provided by users and officials is centrally important….(More)”.

The Mobility Space Report: What the Street!?


What the Street!? was derived out of the question “How do new and old mobility concepts change our cities?”. It was raised by Michael Szell and Stephan Bogner during their residency at moovel lab. With support of the lab team they set out to wrangle data of cities around the world to develop and design this unique Mobility Space Report.

What the Street!? was made out of open-source software and resources. Thanks to the OpenStreetMap contributors and many other pieces we put together the puzzle of urban mobility space seen above….

If you take a snapshot of Berlin from space on a typical time of the day, you see 60,000 cars on the streets and 1,200,000 cars parked. Why are so many cars parked? Because cars are used only 36 minutes per day, while 95% of the time they just stand around unused. In Berlin, these 1.2 million parking spots take up the area of 64,000 playgrounds, or the area of 4 Central Parks.

If you look around the world, wasted public space is not particular to Berlin – many cities have the same problem. But why is so much space wasted in the first place? How “fair” is the distribution of space towards other forms of mobility like bikes and trams? Is there an arrogance of space? If so, how could we raise awareness or even improve the situation?

Who “owns” the city?

Let us first look at how much space there is in a city for moving around, and how it is allocated between bikes, rails, and cars. With What the Street!? – The Mobility Space Report, we set out to provide a public tool for exploring this urban mobility space and to answer our questions systematically, interactively, and above all, in a fun way. Inspired by recently developed techniques in data visualization of unrollingpacking, and ordering irregular shapes, we packed and rolled all mobility spaces into rectangular bins to visualize the areas they take up.

Crowdsourcing website is helping volunteers save lives in hurricane-hit Houston


By Monday morning, the 27-year-old developer, sitting in his leaky office, had slapped together an online mapping tool to track stranded residents. A day later, nearly 5,000 people had registered to be rescued, and 2,700 of them were safe.

If there’s a silver lining to Harvey, it’s the flood of civilian volunteers such as Marchetti who have joined the rescue effort. It became pretty clear shortly after the storm started pounding Houston that the city would need their help. The heavy rains quickly outstripped authorities’ ability to respond. People watched water levels rise around them while they waited on hold to get connected to a 911 dispatcher. Desperate local officials asked owners of high-water vehicles and boats to help collect their fellow citizens trapped on second-stories and roofs.

In the past, disaster volunteers have relied on social media and Zello, an app that turns your phone into a walkie-talkie, to organize. … Harvey’s magnitude, both in terms of damage and the number of people anxious to pitch in, also overwhelmed those grassroots organizing methods, says Marchetti, who spent the spent the first days after the storm hit monitoring Facebook and Zello to figure out what was needed where.

“The channels were just getting overloaded with people asking ‘Where do I go?’” he says. “We’ve tried to cut down on the level of noise.”

The idea behind his project, Houstonharveyrescue.com, is simple. The map lets people in need register their location. They are asked to include details—for example, if they’re sick or have small children—and their cell phone numbers.

The army of rescuers, who can also register on the site, can then easily spot the neediest cases. A team of 100 phone dispatchers follows up with those wanting to be rescued, and can send mass text messages with important information. An algorithm weeds out any repeats.

It might be one of the first open-sourced rescue missions in the US, and could be a valuable blueprint for future disaster volunteers. The Tech Revolution That’s Changing How We Measure Poverty


Alvin Etang Ndip at the Worldbank: “The world has an ambitious goal to end extreme poverty by 2030. But, without good poverty data, it is impossible to know whether we are making progress, or whether programs and policies are reaching those who are the most in need.

Countries, often in partnership with the World Bank Group and other agencies, measure poverty and wellbeing using household surveys that help give policymakers a sense of who the poor are, where they live, and what is holding back their progress. Once a paper-and-pencil exercise, technology is beginning to revolutionize the field of household data collection, and the World Bank is tapping into this potential to produce more and better poverty data….

“Technology can be harnessed in three different ways,” says Utz Pape, an economist with the World Bank. “It can help improve data quality of existing surveys, it can help to increase the frequency of data collection to complement traditional household surveys, and can also open up new avenues of data collection methods to improve our understanding of people’s behaviors.”

As technology is changing the field of data collection, researchers are continuing to find new ways to build on the power of mobile phones and tablets.

The World Bank’s Pulse of South Sudan initiative, for example, takes tablet-based data collection a step further. In addition to conducting the household survey, the enumerators also record a short, personalized testimonial with the people they are interviewing, revealing a first-person account of the situation on the ground. Such testimonials allow users to put a human face on data and statistics, giving a fuller picture of the country’s experience.

Real-time data through mobile phones

At the same time, more and more countries are generating real-time data through high-frequency surveys, capitalizing on the proliferation of mobile phones around the world. The World Bank’s Listening to Africa (L2A) initiative has piloted the use of mobile phones to regularly collect information on living conditions. The approach combines face-to-face surveys with follow-up mobile phone interviews to collect data that allows to monitor well-being.

The initiative hands out mobile phones and solar chargers to all respondents. To minimize the risk of people dropping out, the respondents are given credit top-ups to stay in the program. From monitoring health care facilities in Tanzania to collecting data on frequency of power outages in Togo, the initiative has been rolled out in six countries and has been used to collect data on a wide range of areas. …

Technology-driven data collection efforts haven’t been restricted to the Africa region alone. In fact, the approach was piloted early in Peru and Honduras with the Listening 2 LAC program. In Europe and Central Asia, the World Bank has rolled out the Listening to Tajikistan program, which was designed to monitor the impact of the Russian economic slowdown in 2014 and 2015. Initially a six-month pilot, the initiative has now been in operation for 29 months, and a partnership with UNICEF and JICA has ensured that data collection can continue for the next 12 months. Given the volume of data, the team is currently working to create a multidimensional fragility index, where one can monitor a set of well-being indicators – ranging from food security to quality jobs and public services – on a monthly basis…

There are other initiatives, such as in Mexico where the World Bank and its partners are using satellite imagery and survey data to estimate how many people live below the poverty line down to the municipal level, or guiding data collectors using satellite images to pick a representative sample for the Somali High Frequency Survey. However, despite the innovation, these initiatives are not intended to replace traditional household surveys, which still form the backbone of measuring poverty. When better integrated, they can prove to be a formidable set of tools for data collection to provide the best evidence possible to policymakers….(More)”
