Crowdsourcing campaign rectifies translation errors


Springwise: “A few months ago, Seoul City launched a month long campaign during September and October asking people to help correct poorly translated street signs. For examples, the sign pictured below has incorrectly abbreviated “Bridge,” which should be corrected to “Brg.” Those who find mistakes can submit them via email, including a picture of the sign and location details. The initiative is targeting signs in English, Chinese and Japanese in public places such as subway stations, bus stops and tourist information sites. Seoul city is offering prizes to those who successfully spot mistakes. Top spotters receive a rewards of KRW 200,000 (around USD 180).

IBM Center for the Business of Government: “Professor Ho conducted a survey and phone interviews with city officials responsible for Big Data initiatives. Based on his research, the report presents a framework for Big Data initiatives which consists of two major cycles: the data cycle and the decision-making cycle. Each cycle is described in the report.

The trend toward Big Data initiatives is likely to accelerate in future years. In anticipation of the increased use of Big Data, Professor Ho identified factors that are likely to influence its adoption by local governments. He identified three organizational factors that influence adoption: leadership attention, adequate staff capacity, and pursuit of partners. In addition, he identified four organizational strategies that influence adoption: governance structures, team approach, incremental initiatives, and Big Data policies.

Based on his research findings, Professor Ho sets forth 10 recommendations for those responsible for implementing cities’ Big Data initiatives—five recommendations are directed to city leaders and five to city executives. A key recommendation is that city leaders should think about a “smart city system,” not just data. Crowdsourcing and cellphone data could help guide urban revitalization


Science Magazine: “For years, researchers at the MIT Media Lab have been developing a database of images captured at regular distances around several major cities. The images are scored according to different visual characteristics — how safe the depicted areas look, how affluent, how lively, and the like….Adjusted for factors such as population density and distance from city centers, the correlation between perceived safety and visitation rates was strong, but it was particularly strong for women and people over 50. The correlation was negative for people under 30, which means that males in their 20s were actually more likely to visit neighborhoods generally perceived to be unsafe than to visit neighborhoods perceived to be safe.

In the same paper, the researchers also identified several visual features that are highly correlated with judgments that a particular area is safe or unsafe. Consequently, the work could help guide city planners in decisions about how to revitalize declining neighborhoods.,,,

Jacobs’ theory, Hidalgo says, is that neighborhoods in which residents can continuously keep track of street activity tend to be safer; a corollary is that buildings with street-facing windows tend to create a sense of safety, since they imply the possibility of surveillance. Newman’s theory is an elaboration on Jacobs’, suggesting that architectural features that demarcate public and private spaces, such as flights of stairs leading up to apartment entryways or archways separating plazas from the surrounding streets, foster the sense that crossing a threshold will bring on closer scrutiny….(More)”

Could online democracy lead to governance by Trumps and trolls?


in The Guardian: “The first two user tutorials are pretty stock standard but, from there, things escalate dramatically. After mastering How to Sign Up and How to RecoverYour Password, users are apparently ready to advance to lesson number three: How to Create a Democracy.

As it turns out, on DemocracyOS, this is a relatively straightforward matter – not overthrowing the previous regime nor exterminating the last traces of the royal lineage in order to pave the way for a new world order. Instead Argentinian developers Democracia en Red have made it a simple matter of clicking a button to form a group and thrash out the policies voters wish to see enacted.

It is one of a range of digital platforms for direct democracy created by developers and activists to redefine the relationship between citizens and their governments,with the powers that be in Latin American city councils through to European anti-austerity parties making the upgrade to democracy 2.0.

Reshaping how government works is a difficult enough pitch by itself but,beyond that, there’s another challenge facing developers – the online trolls are ready and waiting.

Britain alone this year offered up two examples of what impact trolls could have on online direct democracy – there was the case of “BoatyMcBoatface” famously winning a Natural Environment ResearchCouncil poll to determine the name of a multimillion-pound arctic research vessel, and then there was the more serious case of trolls adding the signatures of thousands of residents of countries such as the Cayman Islands and Vatican City to a formal petition calling for a second Brexit referendum, in order to have the entire document disregarded as an online prank.

In the US presidential election even the politicians are getting in on it,with a pro-Hillary Clinton super PAC (political action committee) hiring an army of online commenters to defend the candidate in arguments on social media, while the Republican contender, Donald Trump, is himself engaging in textbook trolling behaviour – whether that’s urging the hacking of Clinton’s emails, revealing the phone number of a Republican rival during the primaries, or unleashing a constant stream of controversial statements as a means of derailing conversations, attracting attention and humiliating his targets.

So what does this mean for digital platforms for direct democracy? By merging the world of the internet with that of politics, will we all end up governed by some fusion of trolls and Trumps promising to build Wally McWallfaces on our borders? One Crucial Thing Can Help End Violence Against Girls

But there’s a glaring lack of information on how many of them have dropped out ― and why ― concluded a new study, “Counting the Invisible Girls,” published this month by Plan International.

Why Data On Women And Girls Is Crucial

Without accurate information about the struggles girls face, such as abuse, child marriage, and dropout rates, governments and nonprofit groups can’t develop programs that cater to the specific needs of underserved girls. As a result, struggling girls across the globe, have little chance of escaping the problems that prevent them from pursuing an education and becoming economically independent.

“If data used for policy-making is incomplete, we have a real challenge. Current data is not telling the full story,” Emily Courey Pryor, senior director of Data2X, said at the Social Good Summit in New York City last month. Data2X is a U.N.-led group that works with data collectors and policymakers to identify gender data issues and to help bring about solutions.

How Data Helps Improve The Lives Of Women And Girls 

While data isn’t a panacea, it has proven in a number of instances to help marginalized groups.

Until last year, it was legal in Guatemala for a girl to marry at age 14 ― despite the numerous health risks associated with the practice. Young brides are more vulnerable to sexual abuse and more likely to face fatal complications related to pregnancy and childbirth than those who marry later.

To urge lawmakers to raise the minimum age of marriage, Plan International partnered with advocates and civil society groups to launch its “Because I am a Girl” initiative. It analyzed traditional Mayan laws and gathered evidence about the prevalence of child marriage and its impact on children’s lives. The group presented the information before Guatemala’s Congress and in August of last year, the minimum age for marriage was raised to 18.

A number of groups are heeding the call to continue to amass better data.

In May, the Bill and Melinda Gates Foundation pledged $80 million over the next three years to gather robust and reliable data.

In September, the U.N. women announced “Making Every Woman and Girl Count,”a public-private partnership that’s working to tackle the data issue. The program was unveiled at the U.N. General Assembly, and is working with the Gates Foundation, Data2X and a number of world leaders…(More)”

NYC cyclists crowd-source map showing cars in bike lanes


Springwise: “Founded by a cyclist frustrated at the lack of local government action on enforcing bike safety, the Cars In Bike Lanes map geo-tags and time-stamps each contribution. New York City riders upload their photos, including a description of the cross streets where the incident occurred. License plate details are made visible, and users of the map can click to find out if a driver is a repeat offender.

The interactive map is open source, and the founder says he hopes other cities and developers customize the site for their areas. Development plans for the site will focus on increasing the numbers of cyclists using, and contributing to, it. And ideally, it will put pressure on local governments to actively enforce safety regulations designed to protect cyclists.

Cycle safety is a common urban problem, and cities around the world are designing different solutions. In The Netherlands,flashing LED lights warn cars of approaching cyclists at busy intersections. How Companies Can Help Cities Close the Data Gap


Shamina Singh in Governing: “Recent advances in data analytics have revolutionized the way many companies do business. Starbucks, for example, rolls out new beverages and chooses its store locations by analyzing customer, economic and other data. And as Amazon’s customers know so well, the company makes purchase recommendations to them in real time based on items they’ve viewed or bought. So why aren’t more of our cities leveraging data in the same way to improve services for their residents?

According to a recent report by Bloomberg Philanthropies’ What Works Cities initiative, city officials say they simply lack the capacity to do so. Nearly half pointed to a shortage of staff and financial resources dedicated to gathering and evaluating data.

This gap between companies’ and cities’ ability to use data is not surprising. Businesses have invested heavily in data and analytics in recent years, and they are spending an average of $7 million annually per company on data-related activities. These investments are made with the understanding that they will improve the companies’ bottom line, and they have started paying off.

City halls, on the other hand, find themselves hamstrung when it comes to investing in data and analytics. Despite recent growth, city revenues remain below pre-recession levels, with spending demands on the rise. Furthermore, many cities face the need to balance long-term opportunity with real short-term needs. Do you hire a data scientist — who may command a salary north of $200,000 — to research strategies to reduce crime in the long run, or do you hire more police officers to keep neighborhoods safe today?….

One way companies can help is through data philanthropy, leveraging their data analytics and capabilities to advance social progress. A step beyond conventional philanthropy and traditional corporate social-responsibility initiatives, data philanthropy is a new kind of response to social issues.

There are a number of ways cities could employ data philanthropy. For starters, they could partner with relevant apps to help ameliorate deteriorating roads. In Oklahoma City, for example, potholes are a particularly serious problem. Data from Waze, the community-based mapping and navigation app, could be leveraged to build a system through which residents could report potholes, allowing city services to efficiently fill them in.

Some data-philanthropy projects are already underway. Uber, for example, recently partnered with the city of Boston in the hopes that its data could help the city improve traffic congestion and community planning. Uber donates anonymized trip data by Zip code, allowing city officials to see the date and time of a trip, its duration and distance traveled. Boston’s transportation, neighborhood development and redevelopment agencies will have access to the data, equipping them with a new tool for more-effective policymaking.

While there is demonstrated enthusiasm from cities for more effective use of data to improve their residents’ lives, cities won’t be able to close the data gap on their own. Private-sector companies must answer the call. Helped in part by the better use of data, cities can create improved, more inclusive and stronger business environments.
