The Internet generation will learn to let go


Julian B. Gewirtz and Adam B. Kern in The Washington Post: “Ours is the first generation to have grown up with the Internet. The first generation that got suspended from school because of a photo of underage drinking posted online. The first generation that could talk in chat rooms to anyone, anywhere, without our parents knowing. The first generation that has been “tracked” and “followed” and “shared” since childhood.
All this data will remain available forever — both to the big players (tech companies, governments) and to our friends, our sort-of friends and the rest of civil society. This fact is not really new, but our generation will confront the latter on a scale beyond that experienced by previous generations…
Certainly there will be many uses for information, such as health data, that will wind up governed by law. But so many other uses cannot be predicted or legislated, and laws themselves have to be informed by values. It is therefore critical that people establish, with their actions and expectations, cultural norms that prevent their digital selves from imprisoning their real selves.
We see three possible paths: One, people become increasingly restrained about what they share and do online. Two, people become increasingly restrained about what they do, period. Three, we learn to care less about what people did when they were younger, less mature or otherwise different.
The first outcome seems unproductive. There is no longer much of an Internet without sharing, and one of the great benefits of the Internet has been its ability to nurture relationships and connections that previously had been impossible. Withdrawal is unacceptable. Fear of the digital future should not drive us apart.
The second option seems more deeply unsettling. Childhood, adolescence, college — the whole process of growing up — is, as thinkers from John Locke to Dr. Spock have written, a necessarily experimental time. Everyone makes at least one mistake, and we’d like to think that process continues into adulthood. Creativity should not be overwhelmed by the fear of what people might one day find unpalatable.
This leaves the third outcome: the idea that we must learn to care less about what people did when they were younger or otherwise different. In an area where regulations, privacy policies and treaties may take decades to catch up to reality, our generation needs to take the lead in negotiating a “cultural treaty” endorsing a new value, related to privacy, that secures our ability to have a past captured in data that is not held to be the last word but seen in light of our having grown up in a way that no one ever has before.
Growing up, that is, on the record.”

The Role of Digital Media in Participatory Politics


Interview with Joseph Kahne, chair of the MacArthur Foundation’s Research Network on Youth and Participatory Politics: “What we found was that many games provided civic learning opportunities, such as opportunities to take on the role of a leader—the president, for example—or opportunities to help others. There also were simulations where players had opportunities to work on a societal issue and to learn about institutional processes—how a legislature works, for example. And we found that when games provided those kinds of civic learning opportunities, playing them was associated with much higher commitments to civic engagement. We think some of the relationship was due to youth with civic interests choosing to play those games, and that some of the relationship was due to these games orienting youth towards the potential of civic activity. – …

Historically, the way I thought about how people engaged with the internet did not emphasize what Henry Jenkins and others refer to as “participatory culture.” I focused on whether people send email or look things up on the web. But that’s really not so different than what people did before. It’s just more efficient. The more I got involved, though, the more I began to see that the ways in which people participated with digital media actually transformed or enabled new kinds of engagement—or at least greatly facilitated the kinds of engagement that might have been possible before but would have been much less common. Such participation teaches norms and skills that end up being quite valuable in the civic realm—and it connects youth and adults to networks where they learn about issues and ways to get involved. – …
We found that many youth engage in nonpolitical forms of interest-driven activity— they’re part of online groups connected to their hobbies or sports or entertainment, for example. And we found that youth who engage in those nonpolitical, interest-driven activities become more engaged civically and politically even after controlling for their prior levels of civic and political engagement. That’s fascinating. – “

Understanding Smart Data Disclosure Policy Success: The Case of Green Button


New Paper by Djoko Sigit Sayogo and Theresa Pardo: “Open data policies are expected to promote innovations that stimulate social, political and economic change. In pursuit of innovation potential, open datahas expanded to wider environment involving government, business and citizens. The US government recently launched such collaboration through a smart data policy supporting energy efficiency called Green Button. This paper explores the implementation of Green Button and identifies motivations and success factors facilitating successful collaboration between public and private organizations to support smart disclosure policy. Analyzing qualitative data from semi-structured interviews with experts involved in Green Button initiation and implementation, this paper presents some key findings. The success of Green Button can be attributed to the interaction between internal and external factors. The external factors consist of both market and non-market drivers: economic factors, technology related factors, regulatory contexts and policy incentives, and some factors that stimulate imitative behavior among the adopters. The external factors create the necessary institutional environment for the Green Button implementation. On the other hand, the acceptance and adoption of Green Button itself is influenced by the fit of Green Button capability to the strategic mission of energy and utility companies in providing energy efficiency programs. We also identify the different roles of government during the different stages of Green Button implementation.”

Governing Gets Social


Government Executive: “More than 4 million people joined together online in December 2011 to express outrage over the Stop Online Piracy Act, a bill Congress was considering that would have made content-sharing websties legally responsible for their users’ copyright violations, with punishments including prison time.
Experts called the campaign a victory for digital democracy: The people had spoken— the ones who don’t have lobbyists or make large campaign donations. And just as important, their representatives had listened.
There was a problem, though. Through social media, ordinary citizens told Congress and the president what they didn’t want. But the filmmakers, recording artists and others concerned about protecting intellectual property rights, many of whom supported SOPA, had a legitimate beef. And there was no good way to gauge what measures the public would support to address that.
A handful of staffers in the office of Rep. Darrell Issa, R-Calif., thought they might have a solution. As the debate over SOPA rose to a boil, they launched the Madison Project, an online forum where users could comment on proposed legislation, suggest alternative text and vote those suggestions up or down. It was a cross between Microsoft Word’s track changes function and crowdsourced book reviews on Amazon.
Not all examples of this new breed of interactive social media happen at the macro level of legislation and presidential directives. Agencies across government have been turning to the platform IdeaScale, for instance, to gather feedback on more granular policy questions.
Once an agency poses a question on IdeaScale, anyone can offer a response or suggestion and other discussion participants can vote those suggestions up or down. That typically means the wisdom of the masses will drive the best ideas from the most qualified participants to the top of the queue without officials having to sift through every suggestion….
What many people see as the endgame for projects like Madison and Textizen is a vibrant civic culture in which people report potholes, sign petitions and even vote online or through mobile devices.
The Internet is great at gathering and processing information, but it’s not as good at verifying who that information is coming from, says Alan Shark, a Rutgers University professor and executive director of the Public Technology Institute, a nonprofit that focuses on technology issues affecting local governments.
“Star Trek is here,” Shark says. “We have these personal communicators, their use is continuing to grow dramatically and we’re going to have broader civic participation because of it. The missing piece is trusted identities.”

IRS database of nonprofits is filled with unredacted SSNs


in BoingBoing: “Remember when rogue archivist Carl Malamud asked the IRS for data on $1.5 trillion worth of data from nonprofit organizations? Well, it turns out that the IRS has totally failed to redact it properly, and left in the Social Security Numbers for thousands of people. So they’ve asked the IRS to take the database down and get it right. He explains:

Public.Resource.Org has issued a statement explaining why we asked the I.R.S. to temporarily take their political money database off the Internet and why they complied with our request. This database is a vital tool for researchers and we apologize to those of you that use this database on a daily basis.
This is only one of several exempt organization databases that the IRS has totally bungled. They’ve become addicted to bad Internet hygiene and it is time now for the Service to admit it needs help.
We deserve better for the public filings of exempt organizations, a category that makes up 10% of US wages and over $1.5 trillion in economic activity. Let’s hope the administration takes this seriously and sends in the A team.”

Open Government is an Open Conversation


Lisa Ellman and Hollie Russon Gilman at the White House Blog: “President Obama launched the first U.S. Open Government National Action Plan in September 2011, as part of the Nation’s commitment to the principles of the global Open Government Partnership. The Plan laid out twenty-six concrete steps the United States would take to promote public participation in government, increase transparency in government, and manage public resources more effectively.
A  year and a half later, we have fulfilled twenty-four of the Plan’s prescribed commitments—including launching the online We the People petition platform, which has been used by more than 9.6 million people, and unleashing thousands of government data resources as part of the Administration’s Open Data Initiatives.
We are proud of this progress, but recognize that there is always more work to be done to build a more efficient, effective, and transparent government. In that spirit, as part of our ongoing commitment to the international Open Government Partnership, the Obama Administration has committed to develop a second National Action Plan on Open Government.
To accomplish this task effectively, we’ll need all-hands-on-deck. That’s why we plan to solicit and incorporate your input as we develop the National Action Plan “2.0.”…
Over the next few months, we will continue to gather your thoughts. We will leverage online platforms such as Quora, Google+, and Twitter to communicate with the public and collect feedback.  We will meet with members of open government civil society organizations and other experts, to ensure all voices are brought to the table.  We will solicit input from Federal agencies on lessons learned from their unique experiences, and gather information about successful initiatives that could potentially be scaled across government.  And finally, we will canvass the international community for their diverse insights and innovative ideas.”

E-petition systems and political participation: About institutional challenges and democratic opportunities


New paper by Knud Böhle and Ulrich Riehm in First Monday: “The implementation of e–petition systems holds the promise to increase the participative and deliberative potential of petitions. The most ambitious e–petition systems allow for electronic submission, make publicly available the petition text, related documents and the final decision, allow supporting a petition by electronically co–signing it, and provide electronic discussion forums. Based on a comprehensive survey (2010/2011) of parliamentary petition bodies at the national level covering the 27 member states of the European Union (EU) plus Norway and Switzerland, the state of public e–petitioning in the EU is presented, and the relevance of e–petition systems as a means of political participation is discussed….
The most interesting finding is that some petition systems — by leveraging the potential of the Internet — further the involvement of the public considerably. This happens in two ways: first by nudging e–petition systems in the direction of lightweight instruments of direct democracy and second by making the institution itself more open, transparent, accountable, effective, and responsive through the involvement of the public. Both development paths might also lead to expectations that eventually cannot be complied with by the petition body without more substantial transformations of the institution. This or that might happen. Empirically, we ain’t seen almost nothing yet.”

Siri’s Creators Demonstrate an Assistant That Takes the Initiative


Rachel Metz  in MIT Technology Review: “In a small, dark, room off a long hallway within a sprawling complex of buildings in Silicon Valley, an array of massive flat-panel displays and video cameras track Grit Denker’s every move. Denker, a senior computer scientist at the nonprofit R&D institute SRI, is showing off Bright, an intelligent assistant that could someday know what information you need before you even ask.
Initially, Bright is meant to cut down on the cognitive overload faced by workers in high-stress, data-intensive jobs like emergency response and network security. Bright may, for instance, aid network administrators in trying to stop the spread of a fast-moving virus by quickly providing crucial infection information, or help 911 operators send the right kind of assistance to the scene of an accident. But like many other technologies developed at SRI, such as the digital personal assistant Siri (now owned by Apple), Bright could eventually trickle down to laptops and smartphones. It might take the form of software that automatically brings up listings for your favorite shows when it thinks you’re about to sit down and watch TV, or searches the Web for information relevant to your latest research project without requiring you to lift a finger….
Denker describes Bright as a “cognitive desktop” and “a desktop that really understands what you’re doing, and not just for you, but also in a collaborative setting for people….There’s a long way to go, however. The system is currently focused on “cognitive indexing”—the mechanism that ties various clues together and then tries to predict what is important.”

G8 Open Data Charter: "Open Data by Default" will "fuel innovation"


G8 Open Data Charter, June 2013: “Principle 1: Open Data by Default
13. We recognise that free access to, and subsequent re-use of, open data are of significant value to society and the economy.
14. We agree to orient our governments towards open data by default.
15. We recognise that the term government data is meant in the widest sense possible. This could apply to data owned by national, federal, local, or international government bodies, or by the wider public sector.
16. We recognise that there is national and international legislation, in particular pertaining to intellectual property, personally-identifiable and sensitive information, which must be observed.
17. We will: establish an expectation that all government data be published openly by default , as outlined in this Charter, while recognising that there are legitimate reasons why some data cannot be released….
Principle 4: Releasing Data for Improved Governance
25. We recognise that the release of open data strengthens our democratic institutions and encourages better policy-making to meets the needs of our citizens. This is true not only in our own countries but across the world.
26. We also recognise that interest in open data is growing in other multilateral organisations and initiatives.
27. We will: share technical expertise and experience with each other and with other countries across the world so that everyone can reap the benefits of open data; and be transparent about our own data collection, standards, and publishing processes , by documenting all of these related processes online.
Principle 5: Releasing Data for Innovation
28. Recognising the importance of diversity in stimulating creativity and innovation, we agree that the more people and or ganisations that use our data, the greater the social and economic benefits that will be generated. This is true for both commercial and non-commercial uses .
29. We will: work to increase open data literacy and encourage people, such as developers of applications and civil society organisations that work in the field of open data promotion, to unlock the value of open data ; empower a future generation of data innovators by providing data in machine-readable formats.

Does transparency lead to trust? Some evidence on the subject.


Tiago Peixoto at DemocracySpot: “As open government gains traction in the international agenda, it is increasingly common to come across statements that assume a causal relationship in which transparency leads to trust in government. But to what extent are claims that transparency leads to trust backed up by evidence?
Judging from some recent publications on the subject, such a relationship is not as straightforward as sadvocates would like. In fact, in a number of cases, the evidence points in another direction: that is, transparency may ultimately decrease trust.
Below is a brief overview of research that has been carried out on the subject…
Surely, transparency remains an essential – although quite insufficient – ingredient of accountability. On the trust issue, one could easily think of a number of scenarios in which it is actually better that citizens do not trust their governments. In fact, systems of checks and balances and oversight institutions are not specifically conceived under the logic of trust. Quite on the contrary, such institutional designs assume some level of suspicion vis-à-vis governments: as put in the Federalist Paper No. 51, “If angels were to govern men, neither external nor internal controls on government would be necessary.”
Granted, in some cases a perfect world in which citizens trust their governments may well be desirable. It may even be that transparency leads – in the long run – to increased trust: a great way to sell transparency to governments. But if we want to walk the talk of evidence-based policymaking, we may consider dropping the trust rhetoric. At least for now.”
