Civic Tech Cities
Paper by Rebecca Rumbul and Emily Shaw: “‘Civic technology’ is mostly used to refer to NGO led digital initiatives designed to bridge the gap between citizen and institution. However, since the rise of Code for America and similar organisations around the world, civic citizen-focused tech has increasingly been developed and implemented by and with public bodies themselves in an attempt to reach out to citizens and increase engagement and participation. Whilst early civic tech tended to focus on country-level issues, these initiatives are now proliferating at sub-national levels, particularly in cities. These emerging sub-national and municipal level civic technologies form the focus of this research, which explores five case studies of municipal civic tech operating in the US. It examines not only the impacts of this tech upon citizen users, but the effects it has upon the implementing institutions.
Whilst many governments in the world are still working with centralised forms of digital governance, the US has over the last 10 years experienced a plurality of growth in sub-state civic tech usage by city and municipal governments. This nascent government civic tech environment provided a most fertile opportunity for research into the operations and impacts of civic tech employed by official institutions.
This project was designed to examine how civic tech implemented by government is currently operating, who is using it, and what impacts it is having upon service delivery. The aim of this research is therefore to provide a comprehensive picture of civic technology implementation by municipal level public bodies and the challenges and benefits that arise in the process. It is hoped that this report will be of practical use to both public bodies and civic technologists working with them.
The primary deliverable of this project was five case studies of civic tech projects that have been deployed by US cities since 2013:

In the study, the users of the civic tech tools and the implementers of the tools within government were interviewed about the impact of the tool’s introduction on the delivery of the relevant public service, how these additional sources of public input affected the departments where they had been introduced, whether the department had noted increased efficiency, and whether internal or external stakeholders perceived increased effectiveness.
The civic technology tools examined in this study were generally well-appreciated both internally and externally, receiving good reviews both from the government and non-government sides of their use. Using Open Data to Combat Corruption
Robert Palmer at Open Data Charter: “…today we’re launching the Open Up Guide: Using Open Data to Combat Corruption. We think that with the right conditions in place, greater transparency can lead to more accountability, less corruption and better outcomes for citizens. This guide builds on the work in this area already done by the G20’s anti-corruption working group, Transparency International and the Web Foundation.
Inside the guide you’ll find a number of tools including:
- A short overview on how open data can be used to combat corruption.
- Use cases and methodologies. A series of case studies highlighting existing and future approaches to the use of open data in the anti-corruption field.
- 30 priority datasets and the key attributes needed so that they can talk to each other. To address corruption networks it is particularly important that connections can be established and followed across data sets, national borders and different sectors.
- Data standards. Standards describe what should be published, and the technical details of how it should be made available. The report includes some of the relevant standards for anti-corruption work, and highlights the areas where there are currently no standards.
The guide has been developed by Transparency International-Mexico, Open Contracting Partnership and the Open Data Charter, building on input from government officials, open data experts, civil society and journalists. Tech Companies Should Speak Up for Refugees, Not Only High-Skilled Immigrants
Mark Latonero at Harvard Business Review: “The Trump administration’s latest travel ban is back in U.S. federal court. The Fourth Circuit, based in Virginia, and Ninth Circuit, based in San Francisco, are hearing cases challenging the latest executive order banning immigrants and refugees from six Muslim majority countries from entering the United States. Joining the fray are 162 technology companies, whose lawyers collectively filed an amicus brief to both courts. Amazon, eBay, Google, Facebook, Netflix, and Uber are among the companies urging federal judges to rule against the executive order, detailing why it is unjust and how it would hurt their businesses.
While the 40-page brief is filled with arguments in support of immigration, it hardly speaks about refugees, except to note that those seeking protection should be welcomed. Any multinational company with a diverse workforce would be concerned about limits to international hiring and employee travel. But tech companies should also be concerned about the refugee populations that depend on their digital services for safety and survival.
In researching migration and the refugee crisis in Europe, my team and I interviewed over 140 refugees from Syria, and I’ve learned that technology has been crucial to those fleeing war and violence across the Middle East and North Africa. Services like Google Maps, Facebook, WhatsApp, Skype, and Western Union have helped refugees find missing loved ones or locate safe places to sleep. Mobile phones have been essential — refugees have even used them on sinking boats to call rescue officials patrolling the Mediterranean.
Refugees’ reliance on these platforms demonstrates what tech companies often profess: that innovation can empower people to improve their lives and society. Tech companies did not intend for their tools to facilitate one of the largest mass movements of refugees in history, but they have a responsibility to look out for the safety and security of the vulnerable consumers using their products.
Some tech companies have intervened directly in the refugee crisis. Google has created apps to help refugees in Greece find medical facilities and other services; Facebook promised to provide free Wi-Fi in U.N. refugee camps. A day after President Trump issued the first travel ban, which initially suspended the U.S. Refugee Admissions Program, Airbnb announced it would provide free housing to refugees left stranded….
The sector should extend these efforts by making sure its technologies aren’t used to target broad groups of people based on nationality or religion. Already the U.S. Customs and Border Protection (CPB) is asking for the social media accounts — even passwords — of visitors from other counties. The Council on American-Islamic Relations has filed complaints against the CPB, stating that Muslim American citizens have been subjected to enhanced screening that includes scrutiny of their social media accounts and cell phones.
Trump has talked about creating a database to identify and register Muslims in America, including refugees. A number of companies, including IBM, Microsoft, and Salesforce, have stated they will not help build a Muslim registry if asked by the government. In addition, a group of nearly 3,000 American tech employees signed an online pledge promising they would not develop data processing systems to help the U.S. government target individuals based on race, religion, or national origin….(More)”.
Going Digital: Restoring Trust In Government In Latin American Cities
Carlos Santiso at The Rockefeller Foundation Blog: “Driven by fast-paced technological innovations, an exponential growth of smartphones, and a daily stream of big data, the “digital revolution” is changing the way we live our lives. Nowhere are the changes more sweeping than in cities. In Latin America, almost 80 percent of the population lives in cities, where massive adoption of social media is enabling new forms of digital engagement. Technology is ubiquitous in cities. The expectations of Latin American “digital citizens” have grown exponentially as a result of a rising middle class and an increasingly connected youth.
This digital transformation is recasting the relation between states and citizens. Digital citizens are asking for better services, more transparency, and meaningful participation. Their rising expectations concern the quality of the services city governments ought to provide, but also the standards of integrity, responsiveness, and fairness of the bureaucracy in their daily dealings. A recent study shows that citizens’ satisfaction with public services is not only determined by the objective quality of the service, but also their subjective expectations and how fairly they consider being treated….
New technologies and data analytics are transforming the governance of cities. Digital-intensive and data-driven innovations are changing how city governments function and deliver services, and also enabling new forms of social participation and co-creation. New technologies help improve efficiency and further transparency through new modes of open innovation. Tech-enabled and citizen-driven innovations also facilitate participation through feedback loops from citizens to local authorities to identify and resolve failures in the delivery of public services.
Three structural trends are driving the digital revolution in governments.
- The digital transformation of the machinery of government. National and city governments in the region are developing digital strategies to increase connectivity, improve services, and enhance accountability. According to a recent report, 75 percent of the 23 countries surveyed have developed comprehensive digital strategies, such as Uruguay Digital, Colombia’s Vive Digital or Mexico’s Agenda Digital, that include legally recognized digital identification mechanisms. “Smart cities” are intensifying the use of modern technologies and improve the interoperability of government systems, the backbone of government, to ensure that public services are inter-connected and thus avoid having citizens provide the same information to different entities. An important driver of this transformation is citizens’ demands for greater transparency and accountability in the delivery of public services. Sixteen countries in the region have developed open government strategies, and cities such as Buenos Aires in Argentina, La Libertad in Peru, and Sao Paolo in Brazil have also committed to opening up government to public scrutiny and new forms of social participation. This second wave of active transparency reforms follows a first, more passive wave that focused on facilitating access to information.
- The digital transformation of the interface with citizens. Sixty percent of the countries surveyed by the aforementioned report have established integrated service portals through which citizens can access online public services. Online portals allow for a single point of access to public services. Cities, such as Bogotá and Rio de Janeiro, are developing their own online service platforms to access municipal services. These innovations improve access to public services and contribute to simplifying bureaucratic processes and cutting red-tape, as a recent study shows. Governments are resorting to crowdsourcing solutions, open intelligence initiatives, and digital apps to encourage active citizen participation in the improvement of public services and the prevention of corruption. Colombia’s Transparency Secretariat has developed an app that allows citizens to report “white elephants” — incomplete or overbilled public works. By the end of 2015, it identified 83 such white elephants, mainly in the capital Bogotá, for a total value of almost $500 million, which led to the initiation of criminal proceedings by law enforcement authorities. While many of these initiatives emerge from civic initiatives, local governments are increasingly encouraging them and adopting their own open innovation models to rethink public services.
- The gradual mainstreaming of social innovation in local government. Governments are increasingly resorting to public innovation labs to tackle difficult problems for citizens and businesses. Governments innovation labs are helping address “wicked problems” by combining design thinking, crowdsourcing techniques, and data analytics tools. Chile, Colombia, Mexico, Brazil, and Uruguay, have developed such social innovation labs within government structures. As a recent report notes, these mechanisms come in different forms and shapes. Large cities, such as Buenos Aires, Mexico City, Quito, Rio de Janeiro, and Montevideo, are at the forefront of testing such laboratory mechanisms and institutionalizing tech-driven and citizen-centered approaches through innovation labs. For example, in 2013, Mexico City created its Laboratorio para la Ciudad, as a hub for civic innovation and urban creativity, relying on small-case experiments and interventions to improve specific government services and make local government more transparent, responsive, and receptive. Blockchain 2.0: How it could overhaul the fabric of democracy and identity

While many democratic nations still prefer a traditional paper ballot system to an electronic voting system over fears that digital votes could be tampered with, new technologies are starting to change that opinion.
One suggestion is blockchain enabled e-voting (BEV), which would take control from a central authority and put it back in the hands of the voter.
As a person’s vote would be timestamped with details of their last vote thanks to the encrypted algorithm, an illegitimate one would be spotted more easily by a digital system, or even those within digital-savvy communities.
Despite still being a fledgling technology, BEV has already begun working on the local scale of politics within Europe, such as the internal elections of political parties in Denmark.
But perhaps at this early stage, its actual use in governmental elections at a national level will remain limited, depending on “the extent to which it can reflect the values and structure of society, politics and democracy”, according to the EU….blockchain has also been offered as an answer to sustaining the public service, particularly with transparency of where people’s taxes are going.
One governmental concept could allow blockchain to form the basis for a secure method of distributing social welfare or other state payments, without the need for divisions running expensive and time-consuming fraud investigations.
Irish start-up Aid:Tech is one noticeable example that is working with Serbia to do just that, along with its efforts to use blockchain to create a transparent system for aid to be evenly distributed in countries such as Syria.
Bank of Ireland’s innovation manager, Stephen Moran, is certainly of the opinion that blockchain in the area of identity offers greater revolutionary change than BEV.
“By identity, that can cover everything from educational records, but can also cover the idea of a national identity card,” he said in conversation with Siliconrepublic.com….
But perhaps the wildest idea within blockchain – and one that is somewhat connected to governance – is that, through an amalgamation of smart contracts, it could effectively run itself as an artificially intelligent being.
Known as decentralised autonomous organisations (DAOs), these are, in effect, entities that can run a business or any operation autonomously, allocating tasks or distributing micropayments instantly to users….
An example similar to the DAO already exists, in a crowdsourced blockchain online organisation run entirely on the open source platform Ethereum.
Last year, through the sheer will of its users, it was able to crowdfund the largest sum ever – $100m – through smart contracts alone.
If it appears confusing and unyielding, then you are not alone.

Artificial intelligence prevails at predicting Supreme Court decisions
Matthew Hutson at Science: “See you in the Supreme Court!” President Donald Trump tweeted last week, responding to lower court holds on his national security policies. But is taking cases all the way to the highest court in the land a good idea? Artificial intelligence may soon have the answer. A new study shows that computers can do a better job than legal scholars at predicting Supreme Court decisions, even with less information.
Several other studies have guessed at justices’ behavior with algorithms. A 2011 project, for example, used the votes of any eight justices from 1953 to 2004 to predict the vote of the ninth in those same cases, with 83% accuracy. A 2004 paper tried seeing into the future, by using decisions from the nine justices who’d been on the court since 1994 to predict the outcomes of cases in the 2002 term. That method had an accuracy of 75%.
The new study draws on a much richer set of data to predict the behavior of any set of justices at any time. Researchers used the Supreme Court Database, which contains information on cases dating back to 1791, to build a general algorithm for predicting any justice’s vote at any time. They drew on 16 features of each vote, including the justice, the term, the issue, and the court of origin. Researchers also added other factors, such as whether oral arguments were heard….
From 1816 until 2015, the algorithm correctly predicted 70.2% of the court’s 28,000 decisions and 71.9% of the justices’ 240,000 votes, the authors report in PLOS ONE. That bests the popular betting strategy of “always guess reverse,” which has been the case in 63% of Supreme Court cases over the last 35 terms. It’s also better than another strategy that uses rulings from the previous 10 years to automatically go with a “reverse” or an “affirm” prediction. Even knowledgeable legal experts are only about 66% accurate at predicting cases, the 2004 study found. “Every time we’ve kept score, it hasn’t been a terribly pretty picture for humans,” says the study’s lead author, Daniel Katz, a law professor at Illinois Institute of Technology in Chicago…..Outside the lab, bankers and lawyers might put the new algorithm to practical use. Investors could bet on companies that might benefit from a likely ruling. And appellants could decide whether to take a case to the Supreme Court based on their chances of winning. “The lawyers who typically argue these cases are not exactly bargain basement priced,” Katz says….(More)”.
Minecraft in urban planning: how digital natives are shaking up governments
Rebecca Hill in The Guardian: “When we think of governments and technology, the image that springs to mind is more likely to be clunky computers and red tape than it is nimble innovators.
But things are changing. The geeks in jeans are making their way into government and starting to shake things up.
New ideas are changing the way governments use technology – whether that’s the UK’s intelligence organisation GCHQ finding a secure way to use the instant messenger Slack or senior mandarins trumpeting the possibilities of big data.
Governments are also waking up to the idea that the public are not only users, but also a powerful resource – and that engaging them online is easier than ever before. “People get very excited about using technology to make a real impact in the world,” says Chris Lintott, the co-founder of Zooniverse, a platform that organisations can use to develop their own citizen science projects for everything from analysing planets to spotting penguins.
For one of these projects, Old Weather, Zooniverse is working with the UK Met Office to gather historic weather data from ancient ships’ logs. At the same time, people helping to discover the human stories of life at sea. “Volunteers noticed that one admiral kept turning up on ship after ship after ship,” says Lintott. “It turned out he was the guy responsible for awarding medals!”
The National Archives in the US has similarly been harnessing the power of people’s curiosity by asking them to transcribe and digitise, handwritten documents through its Citizen Archivist project….
The idea for the Järviwiki, which asks citizens to log observations about Finland’s tens of thousands of lakes via a wiki service, came to Lindholm one morning on the way into work….
The increase in the number of digital natives in governments not only brings in different skills, it also enthuses the rest of the workforce, and opens their eyes to more unusual ideas.
Take Block by Block, which uses the game Minecraft to help young people show city planners how urban spaces could work better for them.
A decade ago it would have been hard to imagine a UN agency encouraging local governments to use a game to re-design their cities. Now UN-Habitat, which works with governments to promote more sustainable urban environments, is doing just that….
In Singapore, meanwhile – a country with densely populated cities and high volumes of traffic – the government is using tech to do more than manage information. It has created an app, MyResponder, that alerts a network of more than 10,000 medically trained volunteers to anyone who has a heart attack nearby, sometimes getting someone to the scene faster than the ambulance can get through the traffic.
The government is now piloting an expansion of the project by kitting out taxis with defibrillators and giving drivers first aid training, then linking them up to the app.
It’s examples like these, where governments use technology to bring communities together, that demonstrates the benefit of embracing innovation. The people making it happen are not only improving services for citizens – their quirky ideas are breathing new life into archaic systems…(More)“
China is recruiting 20,000 people to write its own Wikipedia
Known as the “Chinese Encyclopedia,” the country’s national encyclopedia will go online for the first time in 2018, and the government has employed tens of thousands of scholars from universities and research institutes who will contribute articles in more than 100 disciplines. The end result will be a knowledge base with more than 300,000 entries, each of which will be about 1,000 words long.
“The Chinese Encyclopaedia is not a book, but a Great Wall of culture,” Yang Muzhi, the editor-in-chief of the project and the chairman of the Book and Periodicals Distribution Association of China, said. He added that China was under pressure from the international community to produce an encyclopedia that will “guide and lead the public and society.”
The need for an online reference encyclopedia is in part a result of the Chinese government blocking access to Wikipedia. Chinese internet companies like Baidu and Qihoo 360 operate their own online encyclopedias, but none are capable of matching Wikipedia in terms of scale and breadth of information.
The aim of the new version of the Chinese encyclopedia is to showcase China’s latest science and technology developments, promote historical heritage, increase cultural soft power, and strengthen the core values of socialism, according to Yang, who stressed that the goal isn’t to mimic Wikipedia: “We have the biggest, most high-quality author team in the world.
