Public-Private Partnerships for Statistics: Lessons Learned, Future Steps


Report by Nicholas Robin, Thilo Klein and Johannes Jütting for Paris 21: “Non-offcial sources of data, big data in particular, are currently attracting enormous interest in the world of official statistics. An impressive body of work focuses on how different types of big data (telecom data, social media, sensors, etc.) can be used to fll specifc data gaps, especially with regard to the post-2015 agenda and the associated technology challenges. The focus of this paper is on a different aspect, but one that is of crucial importance: what are the perspectives of the commercial operations and national statistical offces which respectively produce and might use this data and which incentives, business models and protocols are needed in order to leverage non-offcial data sources within the offcial statistics community?

Public-private partnerships (PPPs) offer signifcant opportunities such as cost effectiveness, timeliness, granularity, new indicators, but also present a range of challenges that need to be surmounted. These comprise technical diffculties, risks related to data confdentiality as well as a lack of incentives. Nevertheless, a number of collaborative projects have already emerged and can be

Nevertheless, a number of collaborative projects have already emerged and can be classified into four ideal types: namely the in-house production of statistics by the data provider, the transfer of private data sets to the end user, the transfer of private data sets to a trusted third party for processing and/or analysis, and the outsourcing of national statistical office functions (the only model which is not centred around a data-sharing dimension). In developing countries, a severe lack of resources and particular statistical needs (to adopt a system-wide approach within national statistical systems and fill statistical gaps which are relevant to national development plans) highlight the importance of harnessing the private sector’s resources and point to the most holistic models (in-house and third party) in which the private sector contributes to the processing and analysis of data. The Digital Equilibrium Project


Press Release by The Digital Equilibrium Project: “Cybersecurity, government and privacy experts are banding together as part of The ‘Digital Equilibrium Project’ to foster a new, productive dialogue on balancing security and privacy in the connected world. The project aims to address the underlying issues fueling acrimonious debates like the contentious court order between Apple and the U.S. Government.

  • The diverse group includes current and former leaders of some of the world’s largest cybersecurity firms and organizations, former officials in the NSA and national law enforcement, and leaders of some of the nation’s most influential privacy organizations. These individuals believe new thinking and collaboration is needed to avert potential catastrophes as the digital and physical worlds become more interdependent.
  • The group will release its foundational paper ‘Balancing Security and Privacy in the Connected World’ on Tuesday, March 1st at the RSA Conference – the world’s largest cybersecurity conference.
  • This project and related paper, months in the making, seek to end the kinds of standoffs we are seeing between Apple and the U.S. Government, addressing the underlying lack of social norms and legal constructs for the digital world.
  • They will convene a mid-year summit to craft a framework or ‘constitution’ for the digital world. The intent of this constitution is to help guide policy creation, broker compromise and serve as the foundation for decision making around cybersecurity issues. Senior executives from the Justice Department, Apple and other technology firms will be invited to participate…..

Next week the group will publish its foundational paper, crafted over extensive meetings, interviews and working sessions. The paper is meant to foster a new, collaborative discussion on the most pressing questions that could determine the future safety and social value of the Internet and the digital technologies that depend on it. In addition to releasing the paper at the RSA Conference, members of the group will discuss the paper and related issues during a main-stage panel session moderated by Art Coviello, former Executive Chairman of RSA Security, and James Kaplan, a McKinsey partner, on Thursday, March 3rd. Panel members will include: Michael Chertoff, Executive Chairman of The Chertoff Group and former Secretary of Homeland Security; Trevor Hughes, President and CEO of the International Association of Privacy Professionals; Mike McConnell, former Director of the NSA and Director, National Intelligence; and Nuala O’Connor, President and CEO, Center for Democracy & Technology.

The paper urges governments, corporations and privacy advocates to put aside the polarizing arguments that have cast security and privacy as opposing forces, and calls for a mid-year summit meeting between these parties to formulate a new structure for advancement of these pressing issues. It poses four fundamental questions that must be addressed to ensure the digital world can evolve in ways that ensure individual privacy while enabling the productivity and commercial gains that can improve quality of life around the globe. The four questions are:

  • What practices should organizations adopt to achieve their goals while protecting the privacy of their customers and other stakeholders?
  • How can organizations continue to improve the protection of their digital infrastructures and adopt privacy management practices that protect their employees?
  • What privacy management practices should governments adopt to maintain civil liberties and expectations of privacy, while ensuring the safety and security of their citizens, organizations, and critical infrastructure?
  • What norms should countries adopt to protect their sovereignty while enabling global commerce and collaboration against criminal and terrorist threats?

Zika Emergency Puts Open Data Policies to the Test


Larry Peiperl and Peter Hotez at PLOS: “The spreading epidemic of Zika virus, with its putative and alarming associations with Guillain-Barre syndrome and infant microcephaly, has arrived just as several initiatives have come into place to minimize delays in sharing the results of scientific research.

In September 2015, in response to concerns that research publishing practices had delayed access tocrucial information in the Ebola crisis, the World Health Organization convened a consultation “[i]nrecognition of the need to streamline mechanisms of data dissemination—globally and in as close toreal-time as possible” in the context of public health emergencies.

Participating medical journal editors, representing PLOS,BMJ and Nature journals and NEJM, provided a statement that journals should not act to delay access to data in a public health emergency: “In such scenarios,journals should not penalize, and, indeed, shouldencourage or mandate public sharing of relevant data…”

In a subsequent Comment in The Lancet, authors frommajor research funding organizations expressed supportfor data sharing in public health emergencies. TheInternational Committee of Medical Journal Editors(ICMJE), meeting in November 2015, lent further support to the principles of the WHO consultation byamending ICMJE “Recommendations” to endorse data sharing for public health emergencies of anygeographic scope.

Now that WHO has declared Zika to be a Public Health Emergency of International Concern, responses from these groups in recent days appear consistent with their recent declarations.

The ICMJE has announced that “In light of the need to rapidly understand and respond to the globalemergency caused by the Zika virus, content in ICMJE journals related to Zika virus is being made freeto access. We urge other journals to do the same. Further, as stated in our Recommendations, in theevent of a public health emergency (as defined by public health officials), information with immediateimplications for public health should be disseminated without concern that this will preclude subsequentconsideration for publication in a journal.”(www.icmje.org, accessed 9 Feburary 2016)

WHO has implemented special provisions for research manuscripts relevant to the Zika epidemic thatare submitted to WHO Bulletin; such papers “will be assigned a digital object identifier and posted onlinein the “Zika Open” collection within 24 hours while undergoing peer review. The data in these papers willthus be attributed to the authors while being freely available for reader scrutiny and unrestricted use”under a Creative Commons Attribution License (CC BY IGO 3.0).

At PLOS, where open access and data sharing apply as matter of course, all PLOS journals aim toexpedite peer review evaluation, pre-publication posting, and data sharing from research relevant to theZika outbreak. PLOS Currents Outbreaks offers an online platform for rapid publication of preliminaryresults, PLOS Neglected Tropical Diseases has committed to provide priority handling of Zika reports ingeneral, and other PLOS journals will prioritize submissions within their respective scopes. The PLOSZika Collection page provides central access to relevant and continually updated content from acrossthe PLOS journals, blogs, and collaborating organizations.

Today, the Wellcome Trust has issued a statement urging journals to commit to “make all content concerning the Zika virus free to access,” and funders to “require researchers undertaking work relevant to public health emergencies to set in place mechanisms to share quality-assured interim and final data as rapidly and widely as possible, including with public health and research communities and the World Health Organisation.”  Among 31 initial signatories are such journals and publishers as PLOS, Springer Nature, Science journals, The JAMA Network, eLife, the Lancet, and New England Journal ofMedicine; and funding organizations including Bill and Melinda Gates Foundation, UK Medical ResearchCouncil,  US National Institutes of Health, Wellcome Trust, and other major national and internationalresearch funders.

Global fact-checking up 50% in past year


Mark Stencel at Duke Reporters’ Lab: “The high volume of political truth-twisting is driving demand for political fact-checkers around the world, with the number of fact-checking sites up 50 percent since last year.

The Duke Reporters’ Lab annual census of international fact-checking currently counts 96 active projects in 37 countries. That’s up from 64 active fact-checkers in the 2015 count. (Map and List)

Active Fact-checkers 2016A bumper crop of new fact-checkers across the Western Hemisphere helped increase the ranks of journalists and government watchdogs who verify the accuracy of public statements and track political promises. The new sites include 14 in the United States, two in Canada as well as seven additional fact-checkers in Latin America.There also were new projects in 10 other countries, from North Africa to Central Europe to East Asia…..

The growing numbers have even spawned a new global association, the International Fact-Checking Network hosted by the Poynter Institute, a media training center in St. Petersburg, Florida.

Promises, Promises

Some of the growth has come in the form of promise-tracking. Since January 2015, fact-checkers launched six sites in five countries devoted to tracking the status of pledges candidates and party leaders made in political campaigns. In Tunisia, there are two new sites dedicated to promise-tracking — one devoted to the country’s president and the other to its prime minister.

There are another 20 active fact-checkers elsewhere that track promises,…

Nearly two-thirds of the active fact-checkers (61 of 96, or 64 percent) are directly affiliated with a new organization. However this breakdown reflects the dominant business structure in the United States, where 90 percent of fact-checkers are part of a news organization. That includes nine of 11 national projects and 28 of 30 state/local fact-checkers…The story is different outside the United States, where less than half of the active fact-checking projects (24 of 55, or 44 percent) are affiliated with news organizations.

The other fact-checkers are typically associated with non-governmental, non-profit and activist groups focused on civic engagement, government transparency and accountability. A handful are partisan, especially in conflict zones and in countries where the lines between independent media, activists and opposition parties are often blurry and where those groups are aligned against state-controlled media or other governmental and partisan entities….(More)

How Citizen Science Changed the Way Fukushima Radiation is Reported


Ari Beser at National Geographic: “It appears the world-changing event didn’t change anything, and it’s disappointing,”said Pieter Franken, a researcher at Keio University in Japan (Wide Project), the MIT Media Lab (Civic Media Centre), and co-founder of Safecast, a citizen-science network dedicated to the measurement and distribution of accurate levels of radiation around the world, especially in Fukushima. “There was a chance after the disaster for humanity to innovate our thinking about energy, and that doesn’t seem like it’s happened.  But what we can change is the way we measure the environment around us.”

Franken and his founding partners found a way to turn their email chain, spurred by the tsunami, into Safecast; an open-source network that allows everyday people to contribute to radiation-monitoring.

“We literally started the day after the earthquake happened,” revealed Pieter. “A friend of mine, Joi Ito, the director of MIT Media Lab, and I were basically talking about what Geiger counter to get. He was in Boston at the time and I was here in Tokyo, and like the rest of the world, we were worried, but we couldn’t get our hands on anything. There’s something happening here, we thought. Very quickly as the disaster developed, we wondered how to get the information out. People were looking for information, so we saw that there was a need. Our plan became: get information, put it together and disseminate it.”

An e-mail thread between Franken, Ito, and Sean Bonner, (co-founder of CRASH Space, a group that bills itself as Los Angeles’ first hackerspace), evolved into a network of minds, including members of Tokyo Hackerspace, Dan Sythe, who produced high-quality Geiger counters, and Ray Ozzie, Microsoft’s former Chief Technical Officer. On April 15, the group that was to become Safecast sat down together for the first time. Ozzie conceived the plan to strap a Geiger counter to a car and somehow log measurements in motion. This would became the bGeigie, Safecast’s future model of the do-it-yourself Geiger counter kit.

Armed with a few Geiger counters donated by Sythe, the newly formed team retrofitted their radiation-measuring devices to the outside of a car.  Safecast’s first volunteers drove up to the city of Koriyama in Fukushima Prefecture, and took their own readings around all of the schools. Franken explained, “If we measured all of the schools, we covered all the communities; because communities surround schools. It was very granular, the readings changed a lot, and the levels were far from academic, but it was our start. This was April 24, 6 weeks after the disaster. Our thinking changed quite a bit through this process.”

With the DIY kit available online, all anyone needs to make their own Geiger counter is a soldering iron and the suggested directions.

Since their first tour of Koriyama, with the help of a successful Kickstarter campaign, Safecast’s team of volunteers have developed the bGeigie handheld radiation monitor, that anyone can buy on Amazon.com and construct with suggested instructions available online. So far over 350 users have contributed 41 million readings, using around a thousand fixed, mobile, and crowd-sourced devices….(More)

Research Consortium on the Impact of Open Government Processes

“Mounting anecdotal evidence supports the case for open government. Sixty-nine national governments andcounting have signed on as participants in the Open Government Partnership, committing to rethinking theway they engage with citizens, while civil society organizations (CSOs) are increasingly demanding andbuilding mechanisms for this shift.Yet even as the open government agenda gains steam, relatively littlesystematic research has been done to examine the ways different types and sequences of reforms haveplayed out in various contexts, and with what impact. This is due in part to the newness of the field, but alsoto the challenges in attributing specific outcomes to any governance initiative. While acknowledging that thesearch for cookie-cutter “best practices” is of limited value, there is no doubt that reform-minded actorscould benefit from a robust analytical framework and more thorough understanding of experiences indifferent contexts to date.

To address these knowledge gaps, and to sharpen our ways of thinking about the difference that opengovernment processes can make, a range of public, academic, and advocacy organizations established aresearch consortium to convene actors, leverage support, and catalyze research. Its founding members areGlobal Integrity,The Governance Lab @ NYU (The GovLab), the World Bank’s Open Government GlobalSolutions Group, Open Government Partnership Support Unit, and Results for Development Institute. TheConsortium aims to build on existing research – including but not limited to the work of existing researchnetworks such as the MacArthur Foundation Research Network on Opening Governance – to improve ourunderstanding of the effectiveness and impact of open government reforms. That is, to what extent andthrough which channels do such reforms actually improve transparency, accessibility, and accountability; how does this play out differently in different contexts; and can we trace tangible improvements in the livesof citizens to these measures…..

Countries participating in the Open Government Partnership have signed on to the view that opengovernment is intrinsically good in terms of strengthening civic participation and democratic processes.Governments are also increasingly looking at such initiatives through a return-on-investment (ROI) lens: dosuch reforms lead to cost savings that allow them to allocate and spend resources more efficiently on publicservices? Does the availability and accessibility of open government data create economic opportunities,including jobs and new businesses? Five ways tech is crowdsourcing women’s empowerment


Zara Rahman in The Guardian: “Around the world, women’s rights advocates are crowdsourcing their own data rather than relying on institutional datasets.

Citizen-generated data is especially important for women’s rights issues. In many countries the lack of women in positions of institutional power, combined with slow, bureaucratic systems and a lack of prioritisation of women’s rights issues means data isn’t gathered on relevant topics, let alone appropriately responded to by the state.

Even when data is gathered by institutions, societal pressures may mean it remains inadequate. In the case of gender-based violence, for instance, women often suffer in silence, worrying nobody will believe them or that they will be blamed. Providing a way for women to contribute data anonymously or, if they so choose, with their own details, can be key to documenting violence and understanding the scale of a problem, and thus deciding upon appropriate responses.

Crowdsourcing data on street harassment in Egypt

Using open source platform Ushahidi, HarassMap provides women with a way to document incidences of street harassment. The project, which began in 2010, is raising awareness of how common street harassment is, giving women’s rights advocates a concrete way to highlight the scale of the problem….

Documenting experiences of reporting sexual harassment and violence to the police in India

Last year, The Ladies Finger, a women’s zine based in India, partnered with Amnesty International to support its Ready to Report campaign, which aimed to make it easier for survivors of sexual violence to file a police complaint. Using social media and through word of mouth, it asked the community if they had experiences to share about reporting sexual assault and harassment to the police. Using these crowdsourced leads, The Ladies Finger’s reporters spoke to people willing to share their experiences and put together a series of detailed contextualised stories. They included a piece that evoked a national outcry and spurred the Uttar Pradesh government to make an arrest for stalking, after six months of inaction….

Reporting sexual violence in Syria

Women Under Siege is a global project by Women’s Media Centre that is investigating how rape and sexual violence is used in conflicts. Its Syria project crowdsources data on sexual violence in the war-torn country. Like HarassMap, it uses the Ushahidi platform to geolocate where acts of sexual violence take place. Where possible, initial reports are contextualised with deeper media reports around the case in question….

Finding respectful gynaecologists in India

After recognising that many women in her personal networks were having bad experiences with gynaecologists in India, Delhi-based Amba Azaad began – with the help of her friends – putting together a list of gynaecologists who had treated patients respectfully called Gynaecologists We Trust. As the site says, “Finding doctors who are on our side is hard enough, and when it comes to something as intimate as our internal plumbing, it’s even more difficult.”…

Ending tech-related violence against women

In 2011, Take Back the Tech, an initiative from the Association for Progressive Communications, started a map gathering incidences of tech-related violence against women. Campaign coordinator Sara Baker says crowdsourcing data on this topic is particularly useful as “victims/survivors are often forced to tell their stories repeatedly in an attempt to access justice with little to no action taken on the part of authorities or intermediaries”. Rather than telling that story multiple times and seeing it go nowhere, their initiative gives people “the opportunity to make their experience visible (even if anonymously) and makes them feel like someone is listening and taking action”….(More)

A Government of the Future


White House Fact Sheet on The President’s Fiscal Year 2017 Budget: “…The President is committed to driving last­ing change in how Government works – change that makes a significant, tangible, and positive difference in the economy and the lives of the American people. Over the past seven years, the Administration has launched successful efforts to modernize and improve citizen-facing services, eliminate wasteful spending, reduce the Federal real property footprint, improve the use of evidence to improve program performance, and spur innova­tion in the private sector by opening to the public tens of thousands of Federal data sets and inno­vation assets at the national labs.

Supporting the President’s Management Agenda. The Budget includes investments to continue driving the President’s Management Agenda by improving the service we provide to the American public; leveraging the Federal Government’s buying power to bring more value and efficiency to how we use taxpayer dollars; opening Government data and research to the private sector to drive innovation and economic growth; promoting smarter information technology; modernizing permitting and environmental review processes; creating new Idea Labs to support employees with promising ideas; and, attracting and retaining the best talent in the Federal workforce.

Supporting Digital Service Delivery for Citizens. In 2014 the Administration piloted the U.S. Digital Service, a unit of innovators, entrepreneurs, and engineers. This team of America’s best digital experts has worked in collaboration with Federal agencies to implement streamlined and effective digital technology practices on the Nation’s highest priority programs. This work includes collaborating with the Department of Education to launch the new College Scorecard to give stu­dents, parents, and their advisors most reliable national data to help with college choice and supporting the U.S. Citizenship and Immigration Services (USCIS) transition to launch the new myUSCIS which makes it easier for users to access information about the immigration process and immigration ser­vices. To institutionalize the dramatic improve­ments that this approach has demonstrated, the Budget supports the Administration’s aggressive goal of hiring and placing 500 top technology and design experts to serve in the Government by January 2017.

Strengthening Federal Cybersecurity. As outlined above, the Budget provides $19 billion in resources for cybersecurity. This includes the creation of a new $3.1 billion revolving fund, the Information Technology Modernization Fund (ITMF), to retire the Government’s antiquated IT systems and transition to more secure and efficient modern IT systems, funding to streamline governance and secure Federal networks, and investments to strengthen the cybersecurity workforce and cybersecurity education across society.

Building Evidence and Encouraging Innovation. The President has made it clear that policy decisions should be driven by evidence so that the Federal government can do more of what works and less of what does not. The Administration’s evidence-based approaches have resulted in important gains in areas ranging from reducing veteran homelessness, to improving educational outcomes, to enhancing the effectiveness of international development programs. The Budget invests in expanding evidence-based approaches, developing and testing effective practices, and enhancing government’s capacity to build and use evidence, in particular by expanding access to administrative data and further developing Federal, State, local, and tribal data infrastructure.

Reorganizing Government to Succeed in the Global Economy. The Budget also includes proposals to consolidate and reorganize Government agencies to make them leaner and more efficient, and it increases the use of evidence and evaluation to ensure that taxpayer dollars are spent wisely on programs that work….(More). Moving from Open Data to Open Knowledge: Announcing the Commerce Data Usability Project

DOC has been in the business of open data for a long time. DOC’s National Oceanic and Atmospheric Administration (NOAA) alone collects and disseminates huge amounts of data that fuel the global weather economy—and this information represents just a fraction of the tens of thousands of datasets that DOC collects and manages, on topics ranging from satellite imagery to material standards to demographic surveys.

Unfortunately, far too many DOC datasets are either hard to find, difficult to use, and/or not yet publicly available on Data.gov, the home of U.S. government’s open data. This challenge is not exclusive to DOC; and indeed, under Project Open Data, Federal agencies are working hard on various efforts to make tax-payer funded data more easily discoverable.

One of these efforts is DOC’s Commerce Data Usability Project (CDUP). To unlock the power of data, just making data open isn’t enough. It’s critical to make data easier to find and use—to provide information and tools that make data accessible and actionable for all users. That’s why DOC formed a public-private partnership to create CDUP, a collection of online data tutorials that provide students, developers, and entrepreneurs with the necessary context and code for them to start quickly extracting value from various datasets. Tutorials exist on topics such as:

  • NOAA’s Severe Weather Data Inventory (SWDI), demonstrating how to use hail data to save life and property. The tutorial helps users see that hail events often occur in the summer (late night to early morning), and in midwestern and southern states.
  • Security vulnerability data from the National Institute of Standards and Technology (NIST). The tutorial helps users see that spikes and dips in security incidents consistently occur in the same set of weeks each year.
  • Visible Infrared Imaging Radiometer Suite (VIIRS) data from the National Oceanic and Atmospheric Administration (NOAA). The tutorial helps users understand how to use satellite imagery to estimate populations.
  • American Community Survey (ACS) data from the U.S. Census Bureau. The tutorial helps users understand how nonprofits can identify communities that they want to serve based on demographic traits.

In the coming months, CDUP will continue to expand with a rich, diverse set of additional tutorials….(More)
