In essence, the “Evidence Act” codified the goal of using solid, consistent evidence as the basis for funding decisions on trillions of dollars of public money. Agencies use this data to decide on the most effective and most promising solutions for a vast array of issues, from early-childhood education to environmental protection.
Five years later, while most federal agencies have created fairly robust evidence bases, unlocking that evidence for practical use by decision makers remains challenging. One might argue that if Evidence 1.0 was focused on the production of evidence, then the next five years—let’s call it Evidence 2.0—will be focused on the effective use of that evidence. Still, thinking about the future can be hard as it can evoke negative emotions such as stress and anxiety. This article establishes why a more positive outlook towards the future can benefit long-term decision-making. Then, it explores whether and to what extent deliberative mini-publics can facilitate thinking about the future by moderating negative emotions and encouraging positive emotions. We analyzed an online mini-public held in the region of Satakunta, Finland, organized to involve the public in the drafting process of a regional plan extending until the year 2050. In addition to the standard practices related to mini-publics, the Citizens’ Assembly included an imaginary time travel exercise, Future Design, carried out with half of the participants. Our analysis makes use of both survey and qualitative data. We found that democratic deliberation can promote positive emotions, like hopefulness and compassion, and lessen negative emotions, such as fear and confusion, related to the future. This unique string of digits is a kind of shadow Social Security number, one of many such “persistent identifiers,” as they are called, that have been issued not by the government but by data companies like Acxiom, Oracle, Thomson Reuters, TransUnion — or, in this case, LexisNexis.
My LexID was created sometime in the early 2000s in Asher’s computer room in South Florida, as many still are, and without my consent it began quietly stalking me. One early data point on me would have been my name; another, my parents’ address in Oregon. From my birth certificate or my driver’s license or my teenage fishing license — and from the fact that the three confirmed one another — it could get my sex and my date of birth. Although many users rely on AI systems, they do not understand how these systems use their data to make predictions and recommendations that can affect their daily lives. Over time, if they see their data being misused, users may learn to distrust both the systems and how policy makers regulate them. This paper examines whether officials informed and consulted their citizens as they developed a key aspect of AI policy — national AI strategies. Open Society Foundation Report: “Between May and July of 2023, the Open Society Foundations commissioned a poll of more than 36,000 respondents from 30 countries to gauge the attitudes, concerns, and hopes of people in states with a collective population of over 5.5 billion—making it one of the largest studies of global public opinion on human rights and democracy over conducted.
The polling, conducted by Savanta as well as local vendors in Ukraine, surveyed participants on questions about democracy and human rights, major issues facing their countries and the world, and international governance.
The report, Open Society Barometer: Can Democracy Deliver?, finds that young people around the world hold the least faith in democracy of any age group.
While the findings suggest that the concept of democracy remains widely popular, and a vast majority want to live in a democratic state, people cited a number of serious concerns that impact their daily life—from climate change to political violence or simply affording enough food to eat. Article by Morgan Meaker: “…Around the world, millions of so-called “clickworkers” train artificial intelligence models, teaching machines the difference between pedestrians and palm trees, or what combination of words describe violence or sexual abuse. Usually these workers are stationed in the global south, where wages are cheap. OpenAI, for example, uses an outsourcing firm that employs clickworkers in Kenya, Uganda, and India. That arrangement works for American companies, operating in the world’s most widely spoken language, English. But there are not a lot of people in the global south who speak Finnish.
That’s why Metroc turned to prison labor. The company gets cheap, Finnish-speaking workers, while the prison system can offer inmates employment that, it says, prepares them for the digital world of work after their release. Using prisoners to train AI creates uneasy parallels with the kind of low-paid and sometimes exploitive labor that has often existed downstream in technology. But in Finland, the project has received widespread support.
“There’s this global idea of what data labor is. And then there’s what happens in Finland, which is very different if you look at it closely,” says Tuukka Lehtiniemi, a researcher at the University of Helsinki, who has been studying data labor in Finnish prisons.
For four months, Marmalade has lived here, in Hämeenlinna prison. The building is modern, with big windows. Colorful artwork tries to enforce a sense of cheeriness on otherwise empty corridors. If it wasn’t for the heavy gray security doors blocking every entry and exit, these rooms could easily belong to a particularly soulless school or university complex.
Finland might be famous for its open prisons—where inmates can work or study in nearby towns—but this is not one of them. Instead, Hämeenlinna is the country’s highest-security institution housing exclusively female inmates. Marmalade has been sentenced to six years. Under privacy rules set by the prison, WIRED is not able to publish Marmalade’s real name, exact age, or any other information that could be used to identify her. But in a country where prisoners serving life terms can apply to be released after 12 years, six years is a heavy sentence. Today, we are living in exceptional times, where disruptive technologies such as AI, space-based technologies, quantum computing, and many others are leading to the reimagination of everything around us and transforming our lives, state interactions in the global arena, and wars. The next great industrial revolution may well be occurring over 250 miles above us in outer space and putting our world into a new perspective. This is not just a technological transformation; this is a social and human transformation.
Perhaps to a greater extent than ever since World War II, recent news has been dominated by talk of war, as well as the destructive power of AI for human existence. The headlines are of missiles and offensives in Ukraine, of possible — and catastrophic — conflict over Taiwan, and of AI as humanity’s biggest existential threat.
A critical difference between this era and earlier times of conflict is the potential role of technology for peace. Along with traditional weaponry and armaments, it is clear that new space, data, and various other information and communication technologies will play an increasingly prominent role in 21st-century conflicts, especially when combined.
Much of the discussion today focuses on the potential offensive capabilities of technology. In a recent report titled “Seven Critical Technologies for Winning the Next War”, CSIS highlighted that “the next war will be fought on a high-tech battlefield….The consequences of failure on any of these technologies are tremendous — they could make the difference between victory and defeat.”
However, in the following discussion, we shift our focus to a distinctly different aspect of technology — its potential to cultivate peace and prevent conflicts. We present seven forms of PeaceTech, which encompass technologies that can actively avert or alleviate conflicts. These technologies are part of a broader range of innovations that contribute to the greater good of society and foster the overall well-being of humanity.
The application of frontier technologies has speedy, broad, and impactful effects in building peace. From preventing military conflicts and disinformation, connecting people, facilitating dialogue, drone delivery of humanitarian aid, and solving water access conflicts, to satellite imagery to monitor human rights violations and monitor peacekeeping efforts; technology has demonstrated its strong footprint in building peace.
One important caveat is in order: readers may note the absence of data in the list below. We have chosen to include data as a cross-cutting category that applies across the seven technologies. This points to the ubiquity of data in today’s digital ecology.
