Giant, free index to world’s research papers released online


Holly Else at Nature: “In a project that could unlock the world’s research papers for easier computerized analysis, an American technologist has released online a gigantic index of the words and short phrases contained in more than 100 million journal articles — including many paywalled papers.

The catalogue, which was released on 7 October and is free to use, holds tables of more than 355 billion words and sentence fragments listed next to the articles in which they appear. It is an effort to help scientists use software to glean insights from published work even if they have no legal access to the underlying papers, says its creator, Carl Malamud. He released the files under the auspices of Public Resource, a non-profit corporation in Sebastopol, California, that he founded.

Malamud says that because his index doesn’t contain the full text of articles, but only sentence snippets up to five words long, releasing it does not breach publishers’ copyright restrictions on the reuse of paywalled articles. However, one legal expert says that publishers might question the legality of how Malamud created the index in the first place.

Some researchers who have had early access to the index say it’s a major development in helping them to search the literature with software — a procedure known as text mining. Gitanjali Yadav, a computational biologist at the University of Cambridge, UK, who studies volatile organic compounds emitted by plants, says she aims to comb through Malamud’s index to produce analyses of the plant chemicals described in the world’s research papers. “There is no way for me — or anyone else — to experimentally analyse or measure the chemical fingerprint of each and every plant species on Earth. Patching Development: Information Politics and Social Change in India


Book by Rajesh Veeraraghavan: “How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. In Patching Development, Rajesh Veeraraghavan presents an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act (NREGA), and examines NREGA’s implementation in the South Indian state of Andhra Pradesh. He finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. “Patching development” is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. Nonprofit Websites Are Riddled With Ad Trackers


Article by By Alfred Ng and Maddy Varner: “Last year, nearly 200 million people visited the website of Planned Parenthood, a nonprofit that many people turn to for very private matters like sex education, access to contraceptives, and access to abortions. What those visitors may not have known is that as soon as they opened plannedparenthood.org, some two dozen ad trackers embedded in the site alerted a slew of companies whose business is not reproductive freedom but gathering, selling, and using browsing data.

The Markup ran Planned Parenthood’s website through our Blacklight tool and found 28 ad trackers and 40 third-party cookies tracking visitors, in addition to so-called “session recorders” that could be capturing the mouse movements and keystrokes of people visiting the homepage in search of things like information on contraceptives and abortions. The site also contained trackers that tell Facebook and Google if users visited the site.

The Markup’s scan found Planned Parenthood’s site communicating with companies like Oracle, Verizon, LiveRamp, TowerData, and Quantcast—some of which have made a business of assembling and selling access to masses of digital data about people’s habits.

Katie Skibinski, vice president for digital products at Planned Parenthood, said the data collected on its website is “used only for internal purposes by Planned Parenthood and our affiliates,” and the company doesn’t “sell” data to third parties.

“While we aim to use data to learn how we can be most impactful, at Planned Parenthood, data-driven learning is always thoughtfully executed with respect for patient and user privacy,” Skibinski said. “This means using analytics platforms to collect aggregate data to gather insights and identify trends that help us improve our digital programs.”

Skibinski did not dispute that the organization shares data with third parties, including data brokers.

Blacklight scan of Planned Parenthood Gulf Coast—a localized website specifically for people in the Gulf region, including Texas, where abortion has been essentially outlawed—churned up similar results.

Planned Parenthood is not alone when it comes to nonprofits, some operating in sensitive areas like mental health and addiction, gathering and sharing data on website visitors.

Using our Blacklight tool, The Markup scanned more than 23,000 websites of nonprofit organizations, including those belonging to abortion providers and nonprofit addiction treatment centers. The Markup used the IRS’s nonprofit master file to identify nonprofits that have filed a tax return since 2019 and that the agency categorizes as focusing on areas like mental health and crisis intervention, civil rights, and medical research. We then examined each nonprofit’s website as publicly listed in GuideStar. We found that about 86 percent of them had third-party cookies or tracking network requests. By comparison, when The Markup did a survey of the top 80,000 websites in 2020, we found 87 percent used some type of third-party tracking.

About 11 percent of the 23,856 nonprofit websites we scanned had a Facebook pixel embedded, while 18 percent used the Google Analytics “Remarketing Audiences” feature.

The Markup found that 439 of the nonprofit websites loaded scripts called session recorders, which can monitor visitors’ clicks and keystrokes. Can digital technologies improve health?


The Lancet: “If you have followed the news on digital technology and health in recent months, you will have read of a blockbuster fraud trial centred on a dubious blood-testing device, a controversial partnership between a telehealth company and a data analytics company, a social media company promising action to curb the spread of vaccine misinformation, and another addressing its role in the deteriorating mental health of young women. For proponents and critics alike, these stories encapsulate the health impact of many digital technologies, and the uncertain and often unsubstantiated position of digital technologies for health. The Lancet and Financial Times Commission on governing health futures 2030: growing up in a digital world, brings together diverse, independent experts to ask if this narrative can still be turned around? Can digital technologies deliver health benefits for all?

Digital technologies could improve health in many ways. For example, electronic health records can support clinical trials and provide large-scale observational data. These approaches have underpinned several high-profile research findings during the COVID-19 pandemic. Sequencing and genomics have been used to understand SARS-CoV-2 transmission and evolution. There is vast promise in digital technology, but the Commission argues that, overall, digital transformations will not deliver health benefits for all without fundamental and revolutionary realignment.

Globally, digital transformations are well underway and have had both direct and indirect health consequences. Direct effects can occur through, for example, the promotion of health information or propagating misinformation. Indirect ones can happen via effects on other determinants of health, including social, economic, commercial, and environmental factors, such as influencing people’s exposure to marketing or political messaging. Children and adolescents growing up in this digital world experience the extremes of digital access. Young people who spend large parts of their lives online may be protected or vulnerable to online harm. But many individuals remain digitally excluded, affecting their access to education and health information. Digital access, and the quality of that access, must be recognised as a key determinant of health. The Commission calls for connectivity to be recognised as a public good and human right.

Describing the accumulation of data and power by dominant actors, many of which are commercial, the Commissioners criticise business models based on the extraction of personal data, and those that benefit from the viral spread of misinformation. To redirect digital technologies to advance universal health coverage, the Commission invokes the guiding principles of democracy, equity, solidarity, inclusion, and human rights. Governments must protect individuals from emerging threats to their health, including bias, discrimination, and online harm to children. The Commission also calls for accountability and transparency in digital transformations, and for the governance of misinformation in health care—basic principles, but ones that have been overridden in a quest for freedom of expression and by the fear that innovation could be sidelined. Public participation and codesign of digital technologies, particularly including young people and those from affected communities, are fundamental.

The Commission also advocates for data solidarity, a radical new approach to health data in which both personal and collective interests and responsibilities are balanced. Rather than data being regarded as something to be owned or hoarded, it emphasises the social and relational nature of health data. Countries should develop data trusts that unlock potential health benefits in public data, while also safeguarding it.

Digital transformations cannot be reversed. But they must be rethought and changed. At its heart, this Commission is both an exposition of the health harms of digital technologies as they function now, and an optimistic vision of the potential alternatives. Calling for investigation and expansion of digital health technologies is not misplaced techno-optimism, but a serious opportunity to drive much needed change. Without new approaches, the world will not achieve the 2030 Sustainable Development Goals.

However, no amount of technical innovation or research will bring equitable health benefits from digital technologies without a fundamental redistribution of power and agency, achievable only through appropriate governance. Open data in digital strategies against COVID-19: the case of Belgium

In this research, we analyze the Belgian response in terms of open data. First, we examine the open data publication strategy in Belgium (a federal state with a sometimes complex functioning, especially in health), second, we conduct a case study (anatomy of the pandemic in Belgium) in order to better understand the strengths and weaknesses of the main COVID-19 open data repository. And third, we analyze the obstacles to open data publication. Finally, we discuss the Belgian COVID-19 open data strategy in terms of data availability, data relevance and knowledge management. Today prices are rising faster than expected and nobody is sure if inflation and wages will spiral upward. We Need a New Economic Category


Article by Anne-Marie Slaughter and Hilary Cottam: “Recognizing the true value and potential of care, socially as well as economically, depends on a different understanding of what care actually is: not a service but a relationship that depends on human connection. It is the essence of what Jamie Merisotis, the president of the nonprofit Lumina Foundation, calls “human work”: the “work only people can do.” This makes it all the more essential in an age when workers face the threat of being replaced by machines.

When we use the word in an economic sense, care is a bundle of services: feeding, dressing, bathing, toileting, and assisting. Robots could perform all of those functions; in countries such as Japan, sometimes they already do. But that work is best described as caretaking, comparable to what the caretaker of a property provides by watering a garden or fixing a gate.

What transforms those services into caregiving, the support we want for ourselves and for those we love, is the existence of a relationship between the person providing care and the person being cared for. Not just any relationship, but one that is affectionate, or at least considerate and respectful. Most human beings cannot thrive without connection to others, a point underlined by the depression and declining mental capacities of many seniors who have been isolated during the pandemic….

One of us, Hilary, has worked in Britain to expand caregiving networks. In 2007 she co-designed a program called Circle, which is part social club, part concierge service. Members pay a small monthly fee, and in return get access to fun activities and practical support from members and helpers in the community. More than 10,000 people have participated, and evaluations show that members feel less lonely and more capable. The program has also reduced the money spent on formal services; Circle members are less likely, for example, to be readmitted to the hospital.The mutual-aid societies that mushroomed into existence across the United States during the pandemic reflect the same philosophy. The core of a mutual-aid network is the principle of “solidarity not charity”: a group of community members coming together on an equal basis for the common good. These societies draw on a long tradition of “collective care” developed by African American, Indigenous, and immigrant groups as far back as the 18th century….Care jobs help humans flourish, and, properly understood and compensated, they can power a growing sector of the economy, strengthen our society, and increase our well-being. Goods are things that people buy and own; services are functions that people pay for. Relationships require two people and a connection between them.
