Furthermore, the system allows to specify whether a speech should hold a supportive or opposing opinion. The system relies on a combination of several state-of-the-art NLP methods which are discussed in this report. These include n-grams, Justeson & Katz POS tag filter, recurrent neural networks, and latent Dirichlet allocation. Sequences of words are generated based on probabilities obtained from two underlying models: A language model takes care of the grammatical correctness while a topic model aims for textual consistency. Both models were trained on the Convote dataset which contains transcripts from US congressional floor debates. Furthermore, we present a manual and an automated approach to evaluate the quality of generated speeches. Direct democracy may be key to a happier American democracy
research, it may not be. Martin Gilens at Princeton University confirms that the wishes of the American working and middle class play essentially no role in our nation’s policy making. A BBC story rightly summarized this with the headline: US Is an Oligarchy, Not a Democracy.
Is American democracy still “by the people, for the people?” According to recentHowever new research by Benjamin Radcliff and Gregory Shufeldt suggests a ray of hope.
Ballot initiatives, they argue, may better serve the interests of ordinary Americans than laws passed by elected officials….
Today, 24 states allow citizens to directly vote on policy matters.
This year, more than 42 initiatives already are approved for the ballot in 18 states.
Voters in California will decide diverse questions including banning plastic bags, voter approval of state expenses greater than US$2 billion dollars, improving school funding, and the future of bilingual education.
The people of Colorado will vote on replacing their current medical insurance programs with a single payer system, and in Massachusetts people may consider legalizing recreational marijuana….
However, many have pointed to problems with direct democracy in the form of ballot initiatives.
Maxwell Sterns at the University of Maryland, for example, writes that legislatures are better because initiatives are the tools of special interests and minorities. In the end, initiatives are voted upon by an unrepresentative subset of the population, Sterns concludes.
Others like Richard Ellis of Willamette University argue that the time-consuming process of gathering signatures introduces a bias toward moneyed interests. Some suggest this has damaged direct democracy in California, where professional petition writers andpaid signature gatherers dominate the process. Moneyed interests also enjoy a natural advantage in having the resources that ordinary people lack to mount media campaigns to support their narrow interests.
To curb this kind of problem, bans on paying people per signature are proposed in many states, but have not yet passed any legislature. However, because Californians like direct democracy in principle, they have recently amended the process to allow for a review and revision, and they require mandatory disclosures about the funding and origins of ballot initiatives.
Finally, some say initiatives can be confusing for voters, like the two recent Ohio propositions concerning marijuana, where one ballot proposition essentially canceled out the other. Similarly, Mississippi’s Initiative 42 required marking the ballot in two places for approval but only one for disapproval, resulting in numerous nullified “yes” votes.
Routes to happiness
Despite these flaws, our research shows that direct democracy might improve happiness in two ways.
One is through its psychological effect on voters, making them feel they have a direct impact on policy outcomes. This holds even if they may not like, and thus vote against, a particular proposition. The second is that it may indeed produce policies more consistent with human well being.
The psychological benefits are obvious. By allowing people literally to be the government, just as in ancient Athens, people develop higher levels of political efficacy. In short, they may feel they have some control over their lives. Direct democracy can give people political capital because it offers a means by which citizens may place issues on the ballot for popular vote, giving them an opportunity both to set the agenda and to vote on the outcome.
We think this is important today given America’s declining faith in government. Overall today only 19 percent believe the government is run for all citizens. The same percentage trusts government to mostly do what is right. The poor and working classes are even more alienated….(More)”
Design-Led Innovation in the Public Sector
Manuel Sosa at INSEAD Knowledge: “When entering a government permit office, virtually everyone would prepare themselves for a certain amount of boredom and confusion. But resignation may well turn to surprise or even shock, if that office is Singapore’s Employment Pass Service Centre (EPSC), where foreign professionals go to receive their visa to work in the city-state. The ambience more closely resembles a luxury hotel lobby than a grim government agency, an impression reinforced by the roaming reception managers who greet arriving applicants, directing them to a waiting area with upholstered chairs and skyline views.
In a new case study, “Designing the Employment Pass Service Centre for the Ministry of Manpower, Singapore”, Prof. Michael Pich and I explore how even public organizations are beginning to use design to find and tap into innovation opportunities where few have thought to look. In the case of Singapore’s Ministry of Manpower (MOM), a design-led transformation of a single facility was the starting point of a drastic reconsideration of what a government agency could be.
Efficiency is not enough
Prior to opening the EPSC in July 2009, MOM’s Work Pass Division (WPD) had developed hyper-efficient methods to process work permits for foreign workers, who comprise approximately 40 percent of Singapore’s workforce. In fact, it was generally considered the most efficient department of its kind in the world. After 9/11, a mandatory-fingerprinting policy for white-collar workers was introduced, necessitating a standalone centre. The agency saw this as an opportunity to raise the efficiency bar even further.
Giving careful consideration to every aspect of the permit-granting process, the project team worked with a local vendor to overhaul the existing model. The proposal they ultimately presented to MOM assured almost unheard-of waiting times, as well as a more aesthetically pleasing look and feel….
Most public-sector organisations’ prickly interactions with the public can be explained with the simple fact that they lack competition. Government bodies are generally monopolies dispensing necessities, so on the whole they don’t feel compelled to agonise over their public face.
MOM and the Singapore government had a different idea. Aware that they were competing with other countries for top global talent, they recognised that the permit-granting process, in a very real sense, set the tone for foreign professionals’ entire experience of Singapore. Expats would be unlikely to remember precisely how long it took to get processed, but the quality of the service received would resonate in their minds and affect their impression of the country as a whole.
IDEO typically begins by concentrating on the user experience. In this case, in addition to observing and identifying what goes through the mind of a typical applicant during his or her journey in the existing system, the observation stage included talking to foreigners who were arriving in Singapore about their experience. IDEO discovered that professionals newly arrived in Singapore were embarking on an entirely new chapter of their lives, with all the expected stresses. The last thing they needed was more stress when receiving their permit. Hence, the EPSC entry hall is airy and free of clutter to create a sense of calm. The ESPC provides toys to keep kids entertained while their parents meet with agents and register for work passes. Visitors are always called by name, not number. 7 Ways Local Governments Are Getting Creative with Data Mapping

And depending on the type of application, a map can be useful for both the government and its constituents. Many maps help government servants operate more efficiently and savemoney, while others will answer residents’ questions so they don’t have to call a government worker for theanswer…..
Here are seven examples of state and local governments using maps to help themselves and the people they serve.
1. DISTRICT OF COLUMBIA, IOWA GET LOCAL AND CURRENT WITH THE WEATHER
As Winter Storm Jonas was busy dropping nearly 30 inches of snow on the nation’s capital, officials in D.C. were working to clear it. And thanks to a mapping application they launched, citizens could see exactly how the city was going about that business.
The District of Columbia’s snow map lets users enter an address, and then shows what snow plows did near that address within a given range of days. The map also shows where the city received 311 requests for snow removal and gives users a chance to look at recent photos from road cameras showing driving conditions…..
2. LOS ANGELES MAPS EL NIÑO RESOURCES, TRENDS
Throughout the winter, weather monitoring experts warned the public time and again that an El Niño system was brewing in the Pacific Ocean that looked to be one of the largest, if not the largest, ever. That would mean torrents of rain for a parched state that’s seen mudslides and flooding during storms in the past.
So to prepare its residents, the city of Los Angeles published a map in January that lets users see both decision-informing trends and the location of resources. Using the application, one can toggle layers that let them know what the weather is doing around the city, where traffic is backed up, where the power is out, where they can find sand bags to prevent flood damage and more….
3. CALIFORNIA DIVES DEEP INTO AIR POLLUTION RISKS
….So, faced with a legislative mandate to identify disadvantaged communities, the California Office of Environmental Health Hazard Assessment decided that it wouldn’t just examine smog levels — it also would also take a look at the prevalence of at-risk people across the state.
The result is a series of three maps, the first two examining both factors and the third combining them. That allows the state and its residents to see the places where air pollution is the biggest problem for people it poses a greater risk to….
4. STREAMLINING RESIDENT SERVICE INFORMATION
The city of Manassas, Va., relied on an outdated paper map and a long-time, well-versed staffer to answer questions about municipal curbside pickup services until they launched this map in 2014. The map allows users to enter their address, and then gives them easy-to-read information about when to put out various things on their curb for pickup.
That’s useful because the city’s fall leaf collection schedule changes every year. So the map not only acts as a benefit to residents who want information, but to city staff who don’t have to deal with as many calls.
The map also shows users the locations of resources they can use and gives them city phone numbers in case they still have questions, and displays it all in a popup pane at the bottom of the map.
5. PLACING TOOLS IN THE HANDS OF THE PUBLIC
A lot of cities and counties have started publishing online maps showing city services and releasing government data.
But Chicago, Boston and Philadelphia stand out as examples of maps that take the idea one step further — because each one offers a staggering amount of choices for users.
Chicago’s new OpenGrid map, just launched in January, is a versatile map that lets users search for certain data like food inspection reports, street closures, potholes and more. That’s enough to answer a lot of questions, but what adds even more utility is the map’s various narrowing tools. Users can narrow searches to a zip code, or they can draw a shape on the map and only see results within that shape. They can perform sub-searches within results and they can choose how they’d like to see the data displayed.
Philadelphia’s platform makes use of buttons, icons and categories to help users sift through the spatially-enabled data available to them. Options include future lane closures, bicycle paths, flu shots, city resources, parks and more.
Boston’s platform is open for users to submit their own maps. And submit they have. The city portal offers everything from maps of bus stops to traffic data pulled from the Waze app.
6. HOUSTON TRANSFORMS SERVICE REQUEST DATA
A 311 service functions as a means of bringing problems to city staff’s attention. But the data itself only goes so far — it needs interpretation.
Houston’s 311 service request map helps users easily analyze the data so as to spot trends. The tool offers lots of ways to narrow data down, and can isolate many different kinds of request so users can see whether one problem is reported more often in certain areas.
7. GUIDING BUSINESS GROWTH
For the last several years, the city of Rancho Cucamonga, Calif., has been designing all sorts of maps through its Rancho Enterprise Geographic Information Systems (REGIS) project. Many of them have served specific city purposes, such as tracking code enforcement violations and offering police a command system tool for special events.
The utilitarian foundation of REGIS extends to its public-facing applications as well. One example is INsideRancho, a map built with economic development efforts in mind. The map lets users search and browse available buildings to suit business needs, narrowing results by square footage, zoning and building type. Users can also find businesses by name or address, and look at property exteriors via an embedded connection with Google Street View….(More)”

World Bank Report: “Digital technologies have spread rapidly in much of the world. Digital dividends—the broader development benefits from using these technologies—have lagged behind. In many instances digital technologies have boosted growth, expanded opportunities, and improved service delivery. Yet their aggregate impact has fallen short and is unevenly distributed. For digital technologies to benefit everyone everywhere requires closing the remaining digital divide, especially in internet access. But greater digital adoption will not be enough. To get the most out of the digital revolution, countries also need to work on the “analog complements”—by strengthening regulations that ensure competition among businesses, by adapting workers’ skills to the demands of the new economy, and by ensuring that institutions are accountable…..
Engendering control: The gap between institutions and technology The internet was expected to usher in a new era of accountability and political empowerment, with citizens participating in policy making and forming self-organized virtual communities to hold government to account. These hopes have been largely unmet. While the internet has made many government functions more efficient and convenient, it has generally had limited impact on the most protracted problems—how to improve service provider accountability (principal-agent problems) and how to broaden public involvement and give greater voice to the poor and disadvantaged (collective action problems).
Whether citizens can successfully use the internet to raise the accountability of service providers depends on the context. Most important is the strength of existing accountability relationships between policy makers and providers, as discussed in the 2004 World Development Report, Making Services Work for Poor People. An examination of seventeen digital engagement initiatives for this Report finds that of nine cases in which citizen engagement involved a partnership between civil society organizations (CSOs) and government, three were successful (table O.2). Of eight cases that did not involve a partnership, most failed. This suggests that, although collaboration with government is not a sufficient condition for success, it may well be a necessary one.
Another ingredient for success is effective offline mobilization, particularly because citizen uptake of the digital channels was low in most of the cases. For example, Maji Matone, which facilitates SMS-based feedback about rural water supply problems in Tanzania, received only 53 SMS messages during its first six months of operation, far less than the initial target of 3,000, and was then abandoned. Political participation and engagement of the poor has remained rare, while in many countries the internet has disproportionately benefited political elites and increased the governments’ capacity to influence social and political discourse. Digital technologies have sometimes increased voting overall, but this has not necessarily resulted in more informed or more representative voting. In the Brazilian state of Rio Grande do Sul, online voting increased voter turnout by 8 percentage points, but online voters were disproportionately wealthier and more educated (fi gure O.19). Even in developed countries, engaging citizens continues to be a challenge. Only a small, unrepresentative subset of the population participates, and it is often difficult to sustain citizen engagement. Can crowdsourcing decipher the roots of armed conflict?
Stephanie Kanowitz at GCN: “Researchers at Pennsylvania State University and the University of Texas at Dallas are proving that there’s accuracy, not just safety, in numbers. The Correlates of War project, a long-standing effort that studies the history of warfare, is now experimenting with crowdsourcing as a way to more quickly and inexpensively create a global conflict database that could help explain when and why countries go to war.
The goal is to facilitate the collection, dissemination and use of reliable data in international relations, but a byproduct has emerged: the development of technology that uses machine learning and natural language processing to efficiently, cost-effectively and accurately create databases from news articles that detail militarized interstate disputes.
The project is in its fifth iteration, having released the fourth set of Militarized Dispute (MID) Data in 2014. To create those earlier versions, researchers paid subject-matter experts such as political scientists to read and hand code newswire articles about disputes, identifying features of possible militarized incidents. Now, however, they’re soliciting help from anyone and everyone — and finding the results are much the same as what the experts produced, except the results come in faster and with significantly less expense.
As news articles come across the wire, the researchers pull them and formulate questions about them that help evaluate the military events. Next, the articles and questions are loaded onto the Amazon Mechanical Turk, a marketplace for crowdsourcing. The project assigns articles to readers, who typically spend about 10 minutes reading an article and responding to the questions. The readers submit the answers to the project researchers, who review them. The project assigns the same article to multiple workers and uses computer algorithms to combine the data into one annotation.
A systematic comparison of the crowdsourced responses with those of trained subject-matter experts showed that the crowdsourced work was accurate for 68 percent of the news reports coded. More important, the aggregation of answers for each article showed that common answers from multiple readers strongly correlated with correct coding. This allowed researchers to easily flag the articles that required deeper expert involvement and process the majority of the news items in near-real time and at limited cost….(more)”
Managing Secrecy
Clare Birchall in the International Journal of Communication: “As many anthropologists and sociologists have long argued, understanding the meaning and place of secrets is central to an adequate representation of society. This article extends previous accounts of secrecy in social, governmental, and organizational settings to configure secrecy as one form of visibility management among others. Doing so helps to remove the secret from a post-Enlightenment value system that deems secrets bad and openness good. Once secrecy itself is seen as a neutral phenomenon, we can focus on the politicality or ethics of any particular distribution of the visible, sayable, and knowable. Alongside understanding the work secrecy performs in contemporary society, this article argues that we can also seek inspiration from the secret as a methodological tool and political tactic. The Power of the Nudge to Change Our Energy Future
Sebastian Berger in the Scientific American: “More than ever, psychology has become influential not only in explaining human behavior, but also as a resource for policy makers to achieve goals related to health, well-being, or sustainability. For example, President Obama signed an executive order directing the government to systematically use behavioral science insights to “better serve the American people.” Not alone in this endeavor, many governments – including the UK, Germany, Denmark, or Australia – are turning to the insights that most frequently stem from psychological researchers, but also include insights from behavioral economics, sociology, or anthropology.
Particularly relevant are the analysis and the setting of “default-options.” A default is the option that a decision maker receives if he or she does not specifically state otherwise. Are we automatically enrolled in a 401(k), are we organ donors by default, or is the flu-shot a standard that is routinely given to all citizens? Research has given us many examples of how and when defaults can promote public safety or wealth.
One of the most important questions facing the planet, however, is how to manage the transition into a carbon-free economy. In a recent paper, Felix Ebeling of the University of Cologne and I tested whether defaults could nudge consumers into choosing a green energy contract over one that relies on conventional energy. The results were striking: setting the default to green energy increased participation nearly tenfold. This is an important result because it tells us that subtle, non-coercive changes in the decision making environment are enough to show substantial differences in consumers’ preferences in the domain of clean energy. It changes green energy participation from “hardly anyone” to “almost everyone”. Merely within the domain of energy behavior, one can think of many applications where this finding can be applied: For instance, default engines of new cars could be set to hybrid and customers would need to actively switch to standard options.
