Cops Increasingly Use Social Media to Connect, Crowdsource


Sara E. Wilson at GovTech: “Law enforcement has long used public tip lines and missing persons bulletins to recruit citizens in helping solve crime and increasing public safety. Though the need for police departments to connect with their communities is nothing new, the array of technologies available to do so is growing all the time — as are the ways in which departments use those technologies.

In fact, 81 percent of law enforcement professionals use sites such as Facebook and Twitter on the job. And 25 percent use it daily.

Much of law enforcement is crowdsourced — Amber alerts are pushed to smartphones, seeking response from citizens; officers push wanted information and crime tips to users on Facebook and Twitter in the hopes they can help; and some departments create apps to streamline the information sharing.

Take the Johns Creek, Ga., Police Department, which has deployed a tool that allows additional citizen engagement and crowdsourcing…..Using a mobile app — the SunGard Public Sector P2C Converge app, which is branded specifically for Johns Creek PD as JCPD4Me — the department can more smoothly manage public safety announcements and other social media interactions….

Another tool cops use for communicating with citizens is Nixle, which lets agencies publish alerts, advisories, community information and traffic news. Citizens register for free and receive credible, neighborhood-level public safety information via text message and email in real time.

The Oakland, Calif., Police Department (OPD) uses the platform to engage with citizens — an April 17, 2015 post on Oakland PD’s Nixle Community feed informs readers that the department’s Special Victims Section, which is working to put an end to sex trafficking in the city, arrested five individuals for solicitation of prostitution. Since Jan. 1, 2015, OPD has arrested 70 individuals from 27 cities across the state for solicitation of prostitution.

Nixle allows two-way communication as well — the Tip Watch function allows anonymous tipsters to send information to Oakland PD in three ways (text, phone, Web). Now OPD can issue a passcode to tipsters for two-way, anonymous communication to help gather more information.

On the East Coast, the Peabody, Mass., Police Department has used the My Police Department (MyPD) app by WiredBlue, which lets citizens submit tips and feedback directly to the department, since its creation….

During the high-profile manhunt for the Boston Marathon bombers in 2013, the FBI asked the public for eyewitness photo and video evidence. The response from the public was so overwhelming that the server infrastructure couldn’t handle the massive inflow of data.

This large-scale crowdsourcing and data dilemma inspired a new product: the Los Angeles Sheriff’s Department’s Large Emergency Event Digital Information Repository (LEEDIR). Developed by CitizenGlobal Inc. and Amazon Web Services, LEEDIR pairs an app with cloud storage to help police use citizens’ smartphones as tools to gather and investigate evidence. Since its creation, the repository was used in Santa Barbara, Calif., in 2014 to investigate riots in Isla Vista.

Proponents of LEEDIR say the crowdsourcing system gives authorities a secure, central repository for the countless electronic tips that can come in during a crisis. Critics, however, claim that privacy issues come into play with this kind of policing. …(More)”

Transparency in search of a theory


Paper by Mark Fenster in the European Journal of Social Theory: “Transparency’s importance as an administrative norm seems self-evident. Prevailing ideals of political theory stipulate that the more visible government is, the more democratic, accountable, and legitimate it appears. The disclosure of state information consistently disappoints, however: there is never enough of it, while it often seems not to produce a truer democracy, a more accountable state, better policies, and a more contented populace. This gap between theory and practice suggests that the theoretical assumptions that provide the basis for transparency are wrong. This article argues that transparency is best understood as a theory of communication that excessively simplifies and thus is blind to the complexities of the contemporary state, government information, and the public. Taking them fully into account, the article argues, should lead us to question the state’s ability to control information, which in turn should make us question not only the improbability of the state making itself visible, but also the improbability of the state keeping itself secret…(More)”

Americans’ Views on Open Government Data


The upshot has been the appearance of a variety of “open data” and “open government” initiatives throughout the United States that try to use data as a lever to improve government performance and encourage warmer citizens’ attitudes toward government.

This report is based on the first national survey that seeks to benchmark public sentiment about the government initiatives that use data to cultivate the public square. The survey, conducted by Pew Research Center in association with the John S. and James L. Knight Foundation, captures public views at the emergent moment when new technology tools and techniques are being used to disseminate and capitalize on government data and specifically looks at:

  • People’s level of awareness of government efforts to share data
  • Whether these efforts translate into people using data to track government performance
  • If people think government data initiatives have made, or have the potential to make, government perform better or improve accountability
  • The more routine kinds of government-citizen online interactions, such as renewing licenses or searching for the hours of public facilities.

The results cover all three levels of government in America — federal, state and local — and show that government data initiatives are in their early stages in the minds of most Americans. Generally, people are optimistic that these initiatives can make government more accountable; even though many are less sure open data will improve government performance. And government does touch people online, as evidenced by high levels of use of the internet for routine information applications. But most Americans have yet to delve too deeply into government data and its possibilities to closely monitor government performance.

Among the survey’s main findings:

As open data and open government initiatives get underway, most Americans are still largely engaged in “e-Gov 1.0” online activities, with far fewer attuned to “Data-Gov 2.0” initiatives that involve agencies sharing data online for public use….

Minorities of Americans say they pay a lot of attention to how governments share data with the public and relatively few say they are aware of examples where government has done a good (or bad) job sharing data. Less than one quarter use government data to monitor how government performs in several different domains….
Americans have mixed hopes about government data initiatives. People see the potential in these initiatives as a force to improve government accountability. However, the jury is still out for many Americans as to whether government data initiatives will improve government performance….
People’s baseline level of trust in government strongly shapes how they view the possible impact of open data and open government initiatives on how government functions…
Americans’ perspectives on trusting government are shaped strongly by partisan affiliation, which in turn makes a difference in attitudes about the impacts of government data initiatives…

Americans are for the most part comfortable with government sharing online data about their communities, although they sound cautionary notes when the data hits close to home…

Smartphone users have embraced information-gathering using mobile apps that rely on government data to function, but not many see a strong link between the underlying government data and economic value…

What, Exactly, Do You Want?


Cass Sunstein at the New York Times: “Suppose that you value freedom of choice. Are you committed to the mere opportunity to choose, or will you also insist that people actually exercise that opportunity? Is it enough if the government, or a private institution, gives people the option of going their own way? Or is it particularly important to get people to say precisely what they want? In coming decades, these seemingly abstract questions will grow in importance, because they will decide central features of our lives.

Here’s an example. Until last month, all 50 states had a simple policy for voter registration: If you want to become a voter, you have the opportunity to register. Oregon is now the first state to adopt a radically different approach: If the relevant state officials know that you live in Oregon and are 18 or older, you’re automatically registered as a voter. If you don’t want to be one, you have the opportunity to opt out.

We could easily imagine a third approach. A state might decide that if you want some kind of benefit — say, a driver’s license — you have to say whether you want to register to vote. Under this approach, the state would require you to make an active choice about whether to be a voter. You would have to indicate your desires explicitly.

In countless contexts, the government, or some private institution, must decide among three possible approaches: Give people the opportunity to opt in; give people the opportunity to opt out; or require people to make some kind of active choice. For example, an employer may say that employees will be enrolled in a pension plan only if they opt in. Alternatively, it may automatically enroll employees in a pension plan (while allowing them the opportunity to opt out). Or it may instead tell employees that they can’t start work unless they say whether they want to participate in a pension plan.

You may think that while the decision raises philosophical puzzles, the stakes are small. If so, you would be wrong; the decision can have huge consequences. By itself, the opportunity to choose is not all that matters, because many people will not exercise that opportunity. Inertia has tremendous force, and people tend to procrastinate. If a state or a private company switches from a system of opt-out to one of opt-in, or vice versa, it can have major effects on people’s lives.

For example, Oregon expects that its new policy will produce up to 300,000 new registered voters. In 2004, Congress authorized the Department of Agriculture to allow states and localities to automatically enroll eligible poor children in school meal programs, rather than requiring their parents to sign them up. As a result, millions of such children now have access to school meals. In many nations, including the United States, Britain and Denmark, automatic enrollment in pension plans has significantly increased the number of employees who participate in pension plans. The Affordable Care Act builds on this practice with a provision that will require large employers to enroll employees automatically in health insurance plans.

In light of findings of this kind (and there are many more), a lot of people have argued that people would be much better off if many institutions switched, today or tomorrow, from “opt in” designs to “opt out.” Often they’re right; “opt out” can be a lot better. But from the standpoint of both welfare and personal freedom, opt out raises problems of its own, precisely because it does not involve an actual exercise of the power to choose….(More)

Chinese air quality and social media


David C. Roberts at Quartz: “Every year, outdoor air pollution kills more people worldwide than malaria and HIV combined. People in China, particularly in its largest cities, are some of the most affected, since the country’s rapid economic growth has come at the cost of air quality. This issue remained largely unaddressed until the US embassy in Beijing began to tweet out air quality data in 2008, providing a remarkable demonstration of the transformative power of democratizing data. The tweets sparked an energetic environmental movement that forced China’s leaders to acknowledge the massive scale of the problem and begin to take measures to combat it.

The initiative to publicize air quality data was subsequently expanded to US consulates in several major Chinese cities, providing a wealth of new scientific data.  I recently worked with Federico San Martini and Christa Hasenkopf (both atmospheric scientists at the US State Department who are involved in this program) to analyze this data…(More)”

The Rule of History


Jill Lepore about Magna Carta, the Bill of Rights, and the hold of time in The New Yorker: “…Magna Carta has been taken as foundational to the rule of law, chiefly because in it King John promised that he would stop throwing people into dungeons whenever he wished, a provision that lies behind what is now known as due process of law and is understood not as a promise made by a king but as a right possessed by the people. Due process is a bulwark against injustice, but it wasn’t put in place in 1215; it is a wall built stone by stone, defended, and attacked, year after year. Much of the rest of Magna Carta, weathered by time and for centuries forgotten, has long since crumbled, an abandoned castle, a romantic ruin.

Magna Carta is written in Latin. The King and the barons spoke French. “Par les denz Dieu!” the King liked to swear, invoking the teeth of God. The peasants, who were illiterate, spoke English. Most of the charter concerns feudal financial arrangements (socage, burgage, and scutage), obsolete measures and descriptions of land and of husbandry (wapentakes and wainages), and obscure instruments for the seizure and inheritance of estates (disseisin and mort d’ancestor). “Men who live outside the forest are not henceforth to come before our justices of the forest through the common summonses, unless they are in a plea,” one article begins.

Magna Carta’s importance has often been overstated, and its meaning distorted. “The significance of King John’s promise has been anything but constant,” U.S. Supreme Court Justice John Paul Stevens aptly wrote, in 1992. It also has a very different legacy in the United States than it does in the United Kingdom, where only four of its original sixty-some provisions are still on the books. In 2012, three New Hampshire Republicans introduced into the state legislature a bill that required that “all members of the general court proposing bills and resolutions addressing individual rights or liberties shall include a direct quote from the Magna Carta which sets forth the article from which the individual right or liberty is derived.” For American originalists, in particular, Magna Carta has a special lastingness. “It is with us every day,” Justice Antonin Scalia said in a speech at a Federalist Society gathering last fall.

Much has been written of the rule of law, less of the rule of history. Magna Carta, an agreement between the King and his barons, was also meant to bind the past to the present, though perhaps not in quite the way it’s turned out. Ready Steady Gov


Joshua Chambers at FutureGov: “…two public servants in Western Australia have come up with an alternative way of pushing forwards their government’s digital delivery.

Their new project, Ready Steady Gov, provides free web templates based on an open source CMS so that any agency can quickly upgrade their web site, for free. The officials’ templates are based on the web site guidance published by the state: the Web Governance Framework and the Common Website Elements documentation.

The site was motivated by a desire to quickly improve government web sites. “I’m sure you’ve heard the phrase… ‘Everything takes longer in government’. We want building websites to become an exception to this rule,” wrote Jessy Yuen and Vincent Manera, the project’s founders.

They have created five open source templates “which are lightly styled so that you can easily integrate your own branding”. They are responsive so that they fit all screen sizes, and meet the required accessibility standards….(More)”

Eight ways to make government more experimental


Jonathan Breckon et al at NESTA: “When the banners and bunting have been tidied away after the May election, and a new bunch of ministers sit at their Whitehall desks, could they embrace a more experimental approach to government?

Such an approach requires a degree of humility.  Facing up to the fact that we don’t have all the answers for the next five years.  We need to test things out, evaluate new ways of doing things with the best of social science, and grow what works.  And drop policies that fail.

But how best to go about it?  Here are our 8 ways to make it a reality:

  1. Make failure OK. A more benign attitude to risk is central to experimentation.  As a 2003 Cabinet Office review entitled Trying it Out said, a pilot that reveals a policy to be flawed should be ‘viewed as a success rather than a failure, having potentially helped to avert a potentially larger political and/or financial embarrassment’. Pilots are particularly important in fast moving areas such as technology to try promising fresh ideas in real-time. Our ‘Visible Classroom’ pilot tried an innovative approach to teacher CPD developed from technology for television subtitling.
  2. Avoid making policies that are set in stone.  Allowing policy to be more project–based, flexible and time-limited could encourage room for manoeuvre, according to a previous Nesta report State of Uncertainty; Innovation policy through experimentation.  The Department for Work and Pensions’ Employment Retention and Advancement pilot scheme to help people back to work was designed to influence the shape of legislation. It allowed for amendments and learning as it was rolled out.  We need more policy experiments like this.
  3. Work with the grain of current policy environment. Experimenters need to be opportunists. We need to be nimble and flexible. Ready to seize windows of opportunity to  experiment. Some services have to be rolled out in stages due to budget constraints. This offers opportunities to try things out before going national. For instance, The Mexican Oportunidades anti-poverty experiments which eventually reached 5.8 million households in all Mexican states, had to be trialled first in a handful of areas. Greater devolution is creating a patchwork of different policy priorities, funding and delivery models – so-called ‘natural experiments’. Let’s seize the opportunity to deliberately test and compare across different jurisdictions. What about a trial of basic income in Northern Ireland, for example, along the lines of recent Finnish proposals, or universal free childcare in Scotland?
  4. Experiments need the most robust and appropriate evaluation methods such as, if appropriate, Randomised Controlled Trials. Other methods, such as qualitative research may be needed to pry open the ‘black box’ of policies – to learn about why and how things are working. Civil servants should use the government trial advice panel as a source of expertise when setting up experiments.
  5. Grow the public debate about the importance of experimentation. Facebook had to apologise after a global backlash to psychological experiments on their 689,000 users web-users. Approval by ethics committees – normal practice for trials in hospitals and universities – is essential, but we can’t just rely on experts. We need a dedicated public understanding of experimentation programmes, perhaps run by Evidence Matters or Ask for Evidence campaigns at Sense about Science. Taking part in an experiment in itself can be a learning opportunity creating  an appetite amongt the public, something we have found from running an RCT with schools.
  6. Create ‘Skunkworks’ institutions. New or improved institutional structures within government can also help with experimentation.   The Behavioural Insights Team, located in Nesta,  operates a classic ‘skunkworks’ model, semi-detached from day-to-day bureaucracy. The nine UK What Works Centres help try things out semi-detached from central power, such as the The Education Endowment Foundation who source innovations widely from across the public and private sectors- including Nesta-  rather than generating ideas exclusively in house or in government.
  7. Find low-cost ways to experiment. People sometimes worry that trials are expensive and complicated.  This does not have to be the case. Experiments to encourage organ donation by the Government Digital Service and Behavioural Insights Team involved an estimated cost of £20,000.  This was because the digital experiments didn’t involve setting up expensive new interventions – just changing messages on  web pages for existing services. Some programmes do, however, need significant funding to evaluate and budgets need to be found for it. A memo from the White House Office for Management and Budget has asked for new Government schemes seeking funding to allocate a proportion of their budgets to ‘randomized controlled trials or carefully designed quasi-experimental techniques’.
  8. Be bold. A criticism of some experiments is that they only deal with the margins of policy and delivery. Government officials and researchers should set up more ambitious experiments on nationally important big-ticket issues, from counter-terrorism to innovation in jobs and housing….(More)

Embracing Crowdsourcing

Sievers on “A Strategy for State and Local Governments Approaching “Whole Community” Emergency Planning”: “Over the last century, state and local governments have been challenged to keep proactive, emergency planning efforts ahead of the after-the-disaster, response efforts. After moving from decentralized to centralized planning efforts, the most recent policy has returned to the philosophy that a decentralized planning approach is the most effective way to plan for a disaster. In fact, under the Obama administration, a policy of using the “whole community” approach to emergency planning has been adopted. This approach, however, creates an obvious problem for state and local government practitioners already under pressure for funding, time, and the continuous need for higher and broader expertise—the problem of how to actually incorporate the whole community into emergency planning efforts. This article suggests one such approach, crowdsourcing, as an option for local governments. The crowdsourcer-problem-crowd-platform-solution (CPCPS) model is suggested as an initial framework for practitioners seeking a practical application and basic comprehension. The model, discussion, and additional examples in this essay provide a skeletal framework for state and local governments wishing to reach the whole community while under the constraints of time, budget, and technical expertise….(More).
