This data comes directly from the City of Chicago’s Open311 API. Chicago’s Open311 API can be used to both view 311 request data as well as enter new requests directly into the system. In 2012, the City of Chicago became a Code for America partner city. A team of four technologists worked to build an Open311 system for Chicago that would help residents track what was happening with their service requests. Through a grant from Smart Chicago the team built Chicago Service Tracker which shows each step the city takes to resolve a 311 request. This also enabled all the 311 data to be accessible on the city’s data portal….

From Crowd-Sourcing Potholes to Community Policing


New paper by Manik Suri (GovLab): “The tragic Boston Marathon bombing and hair-raising manhunt that ensued was a sobering event. It also served as a reminder that emerging “civic technologies” – platforms and applications that enable citizens to connect and collaborate with each other and with government – are more important today than ever before. As commentators have noted, local police and federal agents utilized a range of technological platforms to tap the “wisdom of the crowd,” relying on thousands of private citizens to develop a “hive mind” that identified two suspects within a record period of time.
In the immediate wake of the devastating attack on April 15th, investigators had few leads. But within twenty-four hours, senior FBI officials, determined to seek “assistance from the public,” called on everyone with information to submit all media, tips, and leads related to the Boston Marathon attack. This unusual request for help yielded thousands of images and videos from local Bostonians, tourists, and private companies through technological channels ranging from telephone calls and emails to Flickr posts and Twitter messages. In mere hours, investigators were able to “crowd-source” a tremendous amount of data – including thousands of images from personal cameras, amateur videos from smart phones, and cell-tower information from private carriers. Combing through data from this massive network of “eyes and ears,” law enforcement officials were quickly able to generate images of two lead suspects – enabling a “modern manhunt” to commence immediately.
Technological innovations have transformed our commercial, political, and social realities. These advances include new approaches to how we generate knowledge, access information, and interact with one another, as well as new pathways for building social movements and catalyzing political change. While a significant body of academic research has focused on the role of technology in transforming electoral politics and social movements, less attention has been paid to how technological innovation can improve the process of governance itself.
A growing number of platforms and applications lie at this intersection of technology and governance, in what might be termed the “civic technology” sector. Broadly speaking, this sector involves the application of new information and communication technologies – ranging from robust social media platforms to state-of-the-art big data analysis systems – to address public policy problems. Civic technologies encompass enterprises that “bring web technologies directly to government, build services on top of government data for citizens, and change the way citizens ask, get, or need services from government.” These technologies have the potential to transform governance by promoting greater transparency in policy-making, increasing government efficiency, and enhancing citizens’ participation in public sector decision-making.

Measuring the Internet Economy


New OECD Report: “The Internet began as a way of linking different computers over the phone network, but it now connects billions of users worldwide from wherever they happen to be via portable or fixed devices. The Internet began as an important tool for improving communication but has transformed into a universal technology supporting all virtually sectors across the economy, just like electricity or steam engine did in the past. Given the growing importance of the Internet as a policy tool, the question about the value of the Internet economy becomes particularly relevant.
There is a high level of interest, therefore, in being able to measure the size of the Internet economy as a way to understand the effects of various investment strategies, regulatory rulings and policy decisions. The existing OECD research presented in this report and in the Internet Economy Outlook illustrates the importance of establishing an international definition and the need to develop related policies. According to one of the approaches, at least 3.2% and up to 13.8% of business sector value added in the United States in 2011 could be attributed to Internet-related activities depending on the scope of the definition. It needs to be highlighted that the respective figures for 2010 were 3% and up to 13%. This indicates that the Internet economy has reported a steady growth rate since 2010.”

Participatory Budgeting Around the World


Jay Colburn, from the International Budget Partnership:  “Public participation in budget decision making can occur in many different forms. Participatory budgeting (PB) is an increasingly popular process in which the public is involved directly in making budgetary decisions, most often at the local level. The involvement of community members usually includes identifying and prioritizing the community’s needs and then voting on spending for specific projects.
PB was first developed in Porto Alegre, Brazil, in 1989 as an innovative reform to address the city’s severe inequality. Since then it has spread around the world. Though the specifics of how the PB process works varies depending on the context in which it is implemented, most PB processes have four basic similarities: 1) community members identify spending ideas; 2) delegates are selected to develop spending proposals based on those ideas; 3) residents vote on which proposals to fund; and 4) the government implements the chosen proposals.
During the 1990s PB spread throughout Brazil and across Latin America. Examples of participatory budgeting can now be found in every region of the world, including Central Asia, Europe, and the Middle East. As the use of PB has expanded, it has been adapted in many ways. One example is to incorporate new information and communication technologies as a way to broaden opportunities for participation (see Using Technology to Improve Transparency and Citizen Engagement in this newsletter for more on this topic.)…
There are also a number of different models of PB that have been developed, each with slightly different rules and processes. Using the different models and methods has expanded our knowledge on the potential impacts of PB. In addition to having demonstrable and measurable results on mobilizing public funds for services for the poor, participatory budgeting has also been linked to greater tax compliance, increased demands for transparency, and greater access to budget information and oversight.
However, not all instances of PB are equally successful; there are many variables to consider when weighing the impact of different cases. These can include the level and mechanisms of participation, information accessibility, knowledge of opportunities to participate, political context, and prevailing socioeconomic factors. There is a large and growing literature on the benefits and challenges of PB. The IBP Open Budgets Blog recently featured posts on participatory budgeting initiatives in Peru, Kyrgyzstan, and Kenya. While there are still many lessons to be learned about how PB can be used in different contexts, it is certainly a positive step toward increased citizen engagement in the budget process and influence over how public funds are spent.

Here’s how the Recovery Act became a test case for open data


Andrea Peterson in the Washington Post: “Making sure that government money is spent efficiently and without fraud can be difficult. You need to collect the right data, get the information to the right people, and deal with the sheer volume of projects that need tracking. Open data make the job easier to draw comparisons across programs and agencies. And when data are released to the public, everyone can help be a government watchdog.
When President Obama was first elected in 2008, he promised transparency. Almost immediately after he was sworn into office, he had an opportunity to test that promise with the implementation of the Recovery Act. And it worked….
Recovery.gov used geospatial technology to “allow Americans to drill down to their zip codes exactly where government money was being spent in their neighborhood.” It’s this micro-level of attention that increased accountability, according to Devaney.
“The degree of transparency forced them to get it right because they didn’t want to be embarrassed by their neighbors who they knew were going to these Web sites and could see what they were doing with the money.”
As to the second question of what data to collect: “I finally put my foot down and said no more than 100 pieces of data,” Devaney recalls, “So naturally, we came up to 99.” Of course, even with limiting themselves to that number of data points, transparency and fraud prevention was a daunting task, with the 300,000 some grantees to keep tabs on.
But having those data points in an open format was what allowed investigators to use “sophisticated cyber-technology and software to review and analyze Recovery-related data and information for any possible concerns or issues.” And they were remarkably successful on that end. A status report in October, 2010 showed “less than 0.2 percent of all reported awards currently have active fraud investigations.” Indeed, for Devaney’s  tenure leading the board he says the level of fraud hovered somewhere below half of one percent of all awards.”

San Francisco To Test Online Participatory Budgeting


Crunch.gov: “Taxpayers are sometimes the best people to decide how their money gets spent — sounds obvious, but usually we don’t have a direct say beyond who we elect. That’s changing for San Francisco residents.
It intends to be the first major US city to allow citizens to directly vote on portions of budget via the web. While details are still coming together, its plan is for each city district to vote on $100,000 in expenditures. Citizens will get to choose how the money is spent from a list of options, similar to the way they already vote from a list of ballot propositions. Topical experts will help San Francisco residents deliberate online.
So-called “participatory budgeting” first began in the festival city of Porto Alegre, Brazil, in 1989, and has slowly been expanding throughout the world. While major cities, such as Chicago and New York, have piloted participatory budgeting, they have not incorporated the modern features of digital voting and deliberation that are currently utilized in Brazil.
According to participatory budgeting expert and former White House technology fellow, Hollie Russon Gilman, San Francisco’s experiment will mark a “frontier” in American direct democracy.
This is significant because the Internet engenders a different type of democracy: not one of mere expression, but one of ideas. The net is good at surfacing the best ideas hidden within the wisdom of the crowds. Modern political scientists refer to this as “Epistemic Democracy,” derived from the Greek word for knowledge, epistēmē. Epistemic Democracy values citizens most for their expertise and builds tools to make policy making more informed.
For example, participatory budgeting has been found to reduce infant mortality rates in Brazil. It turns out that the mothers in Brazil had a better knowledge of why children were dying than health experts. Through participatory budgeting, they “channeled a larger fraction of their total budget to key investments in sanitation and health services,” writes Sonia Goncalves of King’s College London. “I also found that this change in the composition of municipal expenditures is associated with a pronounced reduction in the infant mortality rates for municipalities which adopted participatory budgeting.” [PDF]”

The Tech Intellectuals


New Essay by Henry Farrell in Democracy: “A quarter of a century ago, Russell Jacoby lamented the demise of the public intellectual. The cause of death was an improvement in material conditions. Public intellectuals—Dwight Macdonald, I.F. Stone, and their like—once had little choice but to be independent. They had difficulty getting permanent well-paying jobs. However, as universities began to expand, they offered new opportunities to erstwhile unemployables. The academy demanded a high price. Intellectuals had to turn away from the public and toward the practiced obscurities of academic research and prose. In Jacoby’s description, these intellectuals “no longer need[ed] or want[ed] a larger public…. Campuses [were] their homes; colleagues their audience; monographs and specialized journals their media.”
Over the last decade, conditions have changed again. New possibilities are opening up for public intellectuals. Internet-fueled media such as blogs have made it much easier for aspiring intellectuals to publish their opinions. They have fostered the creation of new intellectual outlets (Jacobin, The New Inquiry, The Los Angeles Review of Books), and helped revitalize some old ones too (The Baffler, Dissent). Finally, and not least, they have provided the meat for a new set of arguments about how communications technology is reshaping society.
These debates have created opportunities for an emergent breed of professional argument-crafters: technology intellectuals. Like their predecessors of the 1950s and ’60s, they often make a living without having to work for a university. Indeed, the professoriate is being left behind. Traditional academic disciplines (except for law, which has a magpie-like fascination with new and shiny things) have had a hard time keeping up. New technologies, to traditionalists, are suspect: They are difficult to pin down within traditional academic boundaries, and they look a little too fashionable to senior academics, who are often nervous that their fields might somehow become publicly relevant.
Many of these new public intellectuals are more or less self-made. Others are scholars (often with uncomfortable relationships with the academy, such as Clay Shirky, an unorthodox professor who is skeptical that the traditional university model can survive). Others still are entrepreneurs, like technology and media writer and podcaster Jeff Jarvis, working the angles between public argument and emerging business models….
Different incentives would lead to different debates. In a better world, technology intellectuals might think more seriously about the relationship between technological change and economic inequality. Many technology intellectuals think of the culture of Silicon Valley as inherently egalitarian, yet economist James Galbraith argues that income inequality in the United States “has been driven by capital gains and stock options, mostly in the tech sector.”
They might think more seriously about how technology is changing politics. Current debates are still dominated by pointless arguments between enthusiasts who believe the Internet is a model for a radically better democracy, and skeptics who claim it is the dictator’s best friend.
Finally, they might pay more attention to the burgeoning relationship between technology companies and the U.S. government. Technology intellectuals like to think that a powerful technology sector can enhance personal freedom and constrain the excesses of government. Instead, we are now seeing how a powerful technology sector may enable government excesses. Without big semi-monopolies like Facebook, Google, and Microsoft to hoover up personal information, surveillance would be far more difficult for the U.S. government.
Debating these issues would require a more diverse group of technology intellectuals. The current crop are not diverse in some immediately obvious ways—there are few women, few nonwhites, and few non-English speakers who have ascended to the peak of attention. Yet there is also far less intellectual diversity than there ought to be. The core assumptions of public debates over technology get less attention than they need and deserve.”

Patients Take Control of Their Health Care Online


MIT Technology Review: “Patients are collaborating for better health — and, just maybe, radically reduced health-care costs….Not long ago, Sean Ahrens managed flare-ups of his Crohn’s disease—abdominal pain, vomiting, diarrhea—by calling his doctor and waiting a month for an appointment, only to face an inconclusive array of possible prescriptions. Today, he can call on 4,210 fellow patients in 66 countries who collaborate online to learn which treatments—drugs, diets, acupuncture, meditation, even do-it-yourself infusions of intestinal parasites —bring the most relief.
The online community Ahrens created and launched two years ago, Crohnology.com, is one of the most closely watched experiments in digital health. It lets patients with Crohn’s, colitis, and other inflammatory bowel conditions track symptoms, trade information on different diets and remedies, and generally care for themselves.
The site is at the vanguard of the growing “e-patient” movement that is letting patients take control over their health decisions—and behavior—in ways that could fundamentally change the economics of health care. Investors are particularly interested in the role “peer-to-peer” social networks could play in the $3 trillion U.S. health-care market.

“Patients sharing data about how they feel, the type of treatments they’re using, and how well they’re working is a new behavior,” says Malay Gandhi, chief strategy officer of Rock Health, a San Francisco incubator for health-care startups that invested in Crohnology.com. “If you can get consumers to engage in their health for 15 to 30 minutes a day, there’s the largest opportunity in digital health care.”
Experts say when patients learn from each other, they tend to get fewer tests, make fewer doctors’ visits, and also demand better treatment. “It can lead to better quality, which in many cases will be way more affordable,” says Bob Kocher, an oncologist and former adviser to the Obama administration on health policy.”

Public Open Data: The Good, the Bad, the Future


at IDEALAB: “Some of the most powerful tools combine official public data with social media or other citizen input, such as the recent partnership between Yelp and the public health departments in New York and San Francisco for restaurant hygiene inspection ratings. In other contexts, such tools can help uncover and ultimately reduce corruption by making it easier to “follow the money.”
Despite the opportunities offered by “free data,” this trend also raises new challenges and concerns, among them, personal privacy and security. While attention has been devoted to the unsettling power of big data analysis and “predictive analytics” for corporate marketing, similar questions could be asked about the value of public data. Does it contribute to community cohesion that I can find out with a single query how much my neighbors paid for their house or (if employed by public agencies) their salaries? Indeed, some studies suggest that greater transparency leads not to greater trust in government but to resignation and apathy.
Exposing certain law enforcement data also increases the possibility of vigilantism. California law requires the registration and publication of the home addresses of known sex offenders, for instance. Or consider the controversy and online threats that erupted when, shortly after the Newtown tragedy, a newspaper in New York posted an interactive map of gun permit owners in nearby counties.
…Policymakers and officials must still mind the “big data gap.”So what does the future hold for open data? Publishing data is only one part of the information ecosystem. To be useful, tools must be developed for cleaning, sorting, analyzing and visualizing it as well. …
For-profit companies and non-profit watchdog organizations will continue to emerge and expand, building on the foundation of this data flood. Public-private partnerships such as those between San Francisco and Appallicious or Granicus, startups created by Code for America’s Incubator, and non-partisan organizations like the Sunlight Foundation and MapLight rely on public data repositories for their innovative applications and analysis.
Making public data more accessible is an important goal and offers enormous potential to increase civic engagement. To make the most effective and equitable use of this resource for the public good, cities and other government entities should invest in the personnel and equipment — hardware and software — to make it universally accessible. At the same time, Chief Data Officers (or equivalent roles) should also be alert to the often hidden challenges of equity, inclusion, privacy, and security.”

From Potholes to Policies: Technology, Civic Engagement and the Path to Peer-Produced Governance


Chris Osgood and Nigel Jacob at Living Cities: “There’s been tremendous energy behind the movement to change the way that local governments use technology to better connect with residents. Civic hackers, Code for America Fellows, concerned residents, and offices such as ours, the Mayor’s Office of New Urban Mechanics in Boston, are working together to create a more collaborative environment in which these various players can develop new kinds of solutions to urban challenges…

These initiatives have shown a lot of promise. Now we need to build on these innovations to bring public participation into the heart of policymaking.
This is not going to happen overnight, nor is the path to changing the interface between citizens and government an obvious one. However, reflecting on the work we’ve done over the past few years, we are starting to see a set of design principles that can help guide our efforts. These are emergent, and so imperfect, but we share them here in the hopes of getting feedback to improve them:

  1. The reasons for engagement must be clear: It is incumbent on us as creators and purveyors of civic technologies to be crystal-clear about what policies we are trying to rewrite, why, and what role the public plays in that process. With the Public Schools, the Community PlanIT game was built to engage residents both on-line and in person to co-design school performance metrics; the result was an approach that was different, and better, than what had originally been proposed, with less discord than was happening in traditional town hall meetings.
  2. Channels must be high-quality and appropriately receptive: When you use Citizens Connect to report quality-of-life issues in Boston, you get an email saying: “Thank you for reporting this pothole. It has now been fixed.” You can’t just cut and paste that email to say: “Thank you for your views on this policy. The policy has now been fixed.” The channel has to make it possible for the City to make meaning of and act on resident input, and then to communicate back to users what has been done and why. And as our friends at Code for America say, they must be “simple, beautiful and easy to use.”
  3. Transparency is vital: Transparency around how the process works and why fosters greater public trust in the system and consequently makes people more likely to engage. Local leaders must therefore be very clear up-front about these points, and communicate them repeatedly and consistently in the face of potential mistrust and misunderstanding.”
