Idit Harel Caperton (@idit) in SSIR: “Last month’s Games for Change Festival (G4C) celebrated the promising power of video games to yield social change. The event, now in its tenth year, brings game developers, educators, NGOs, and government agencies to New York City to discuss and promote the creation of social-issue games in an industry with a global market of $67 billion, projected to reach $82 billion by 2017. Big numbers like this prove that the gaming industry has engaged the masses, and G4C wants to push this engagement toward social learning and positive action.
It’s already happening on a small scale. The Games for Change Awards, announced annually at the festival, recognizes effective mission-driven games. This year’s winning games included “Data Dealer,” which raises awareness around personal data and online privacy, and “Quandary,” where players are social pioneers facing decisions that challenge their moral compass. These and other games endorsed at G4C achieve a blend of social influence and technical innovation through engaging gameplay.
G4C has also aligned with larger social impact movements, proving that video games can be vehicles for positive global action through game mechanics. Half the Sky Movement is a transmedia campaign working against the oppression of women worldwide; it includes a book, film, and game. The game, produced by G4C and available for free on Facebook, features game tasks that transfer to real-world donations and social action opportunities. Since launching in March, “Half the Sky Movement: The Game” has raised nearly $350,000 to empower women worldwide. Yet, social issue games production still resides on the edge of the gaming industry. …”
Data Science for Social Good
Data Science for Social Good: “By analyzing data from police reports to website clicks to sensor signals, governments are starting to spot problems in real-time and design programs to maximize impact. More nonprofits are measuring whether or not they’re helping people, and experimenting to find interventions that work.
None of this is inevitable, however.
We’re just realizing the potential of using data for social impact and face several hurdles to it’s widespread adoption:
- Most governments and nonprofits simply don’t know what’s possible yet. They have data – but often not enough and maybe not the right kind.
- There are too few data scientists out there – and too many spending their days optimizing ads instead of bettering lives.
To make an impact, we need to show social good organizations the power of data and analytics. We need to work on analytics projects that have high social impact. And we need to expose data scientists to the problems that really matter.
The fellowship
That’s exactly why we’re doing the Eric and Wendy Schmidt Data Science for Social Good summer fellowship at the University of Chicago.
We want to bring three dozen aspiring data scientists to Chicago, and have them work on data science projects with social impact.
Working closely with governments and nonprofits, fellows will take on real-world problems in education, health, energy, transportation, and more.
Over the next three months, they’ll apply their coding, machine learning, and quantitative skills, collaborate in a fast-paced atmosphere, and learn from mentors in industry, academia, and the Obama campaign.
The program is led by a strong interdisciplinary team from the Computation institute and the Harris School of Public Policy at the University of Chicago.”

The website highlights overlooked or hidden edibles in urban areas across the world. By collecting public information from the U.S. Department of Agriculture, municipal tree inventories, foraging maps and street tree databases, the site has created a network of 615 types of edibles in more than 570,000 locations. The purpose is to remind urban dwellers that agriculture does exist within city boundaries — it’s just more difficult to find….

AIDSVu is an interactive map that illustrates the prevalence of HIV in the United States. The data is pulled from the U.S. Center for Disease Control’s national HIV surveillance reports, which are collected at both state and county levels each year…”
Eduardo Paes on Open Government
Eduardo Paes, Mayor, Rio de Janeiro, Brazil in the Huffington Post: “The Internet revolution has transformed the way knowledge is disseminated and how people unite over causes. Social networks are playing a key role in this movement, just as books and the press have done over the last six centuries. During the recent demonstrations in Brazil, approximately 62 percent of the people were informed of the event via Facebook, a much higher rate than TV, which was first source of information to 14 percent of attendees, according to Ibope Institute. Three out of four agitators used social networks to round up support. As generations succeed and the digital gap narrows, these statistics could possibly rise.
This revolution is also accentuating the imperfections of the representative democracy, the only plausible alternative, as Churchill famously said. We live in an era of “Liquid Modernity” as defined by sociologist Zygmunt Bauman, which describes the ephemeral nature of contemporary social interactions. Bauman says that these days society, in a similar manner to liquid, adopts various unstable forms under small amounts of pressure. They are incapable of stabilizing in a consistent form, which results in consequences to social relationships and politics. Meanwhile, political parties, bureaucracy and institutions seem to remain firmly in the 17th Century.
Democracy has to reinvent itself in accordance with this new “liquid society” where collaboration happens between many millions of people directly. Leadership is not vertical, as in the past, but horizontal. Nowadays some say following is more important than leading. Cyber culture understands open code as a principle, something the music industry has reluctantly had to learn. There is no time and space limitation for public accountability on the Internet. Creative commonality is standard and does not resemble the authoritarian style of the dead communist experience. It seems that it is no longer society’s obligation to understand legislation, it is a duty for governments to be understood by their people.”

Why the Share Economy is Important for Disaster Response and Resilience
Patrick Meier at iRevolution: “A unique and detailed survey funded by the Rockefeller Foundation confirms the important role that social and community bonds play vis-à-vis disaster resilience. The new study, which focuses on resilience and social capital in the wake of Hurricane Sandy, reveals how disaster-affected communities self-organized, “with reports of many people sharing access to power, food and water, and providing shelter.” This mutual aid was primarily coordinated face-to-face. This may not always be possible, however. So the “Share Economy” can also play an important role in coordinating self-help during disasters….
In a share economy, “asset owners use digital clearinghouses to capitalize the unused capacity of things they already have, and consumers rent from their peers rather than rent or buy from a company”. During disasters, these asset owners can use the same digital clearinghouses to offer what they have at no cost. For example, over 1,400 kindhearted New Yorkers offered free housing to people heavily affected by the hurricane. They did this using AirBnB, as shown in the short video above. Meanwhile, on the West Coast, the City of San Francisco has just lunched a partnership with BayShare, a sharing economy advocacy group in the Bay Area. The partnership’s goal is to “harness the power of sharing to ensure the best response to future disasters in San Francisco”
The Republic of Choosing
William H. Simon in the Boston Review: “Cass Sunstein went to Washington with the aim of putting some theory into practice. As administrator of the Office of Information and Regulatory Affairs (OIRA) during President Obama’s first term, he drew on the behavioral economics he helped develop as an academic. In his new book, Simpler, he reports on these efforts and elaborates a larger vision in which they exemplify “the future of government.”
…Simpler reports some notable achievements, but it exaggerates the practical value of the behaviorist toolkit. The Obama administration’s most important policy initiatives make only minor use of it. Despite its upbeat tone, the book implies an oddly constrained conception of the means and ends of government. It sometimes calls to mind a doctor putting on a cheerful face to say that, while there is little he can do to arrest the disease, he will try to make the patient as comfortable as possible.
…The obverse of Sunstein’s preoccupation with choice architecture is his relative indifference to other approaches to making administration less rigid. Recall that among the problems Sunstein sees with conventional regulation are, first, that it mandates conduct in situations where the regulator doesn’t know with confidence what is the right thing to do, and second, that it is insufficiently sensitive to relevant local variations in taste or circumstances.
The most common way to deal with the first problem—insufficient information—is to build learning into the process of intervention: the regulator intervenes provisionally, studies the effects of her intervention, and adapts as she learns. It is commonplace for statutes to mandate or fund demonstration or pilot projects. More importantly, statutes often demand that both top administrators and frontline workers reassess and adjust their practices continuously. This approach is the central and explicit thrust of Race to the Top’s “instructional improvement systems,” and it recurs prominently in all the statutes mentioned so far.”
Big Data Comes To Boston’s Neighborhoods
WBUR: “In the spring of 1982, social scientists James Q. Wilson and George L. Kelling published a seminal article in The Atlantic Monthly titled “Broken Windows.”
The piece focused public attention on a long-simmering theory in urban sociology: that broken windows, graffiti and other signs of neighborhood decay are correlated with — and may even help cause — some of the biggest problems in America’s cities.
Wilson and Kelling focused on the link to crime, in particular; an abandoned car, they argued, signals that illicit behavior is acceptable on a given block….Some researchers have poked holes in the theory — arguing that broken widows, known in academic circles as “physical disorder,” are more symptom than cause. But there is no disputing the idea’s influence: it’s inspired reams of research and shaped big city policing from New York to Los Angeles…
But a new study out of the Boston Area Research Initiative, a Harvard University-based collaborative of academics and city officials, suggests a new possibility: a cheap, sprawling and easily updated map of the urban condition.
Mining data from Boston’s constituent relationship management (CRM) operation — a hotline, website and mobile app for citizens to report everything from abandoned bicycles to mouse-infested apartment buildings — researchers have created an almost real-time guide to what ails the city…
But a first-of-its-kind measure of civic engagement — how likely are residents of a given block to report a pothole or broken streetlight? — yields more meaningful results.
One early finding: language barriers seem to explain scant reporting in neighborhoods with large populations of Latino and Asian renters; that’s already prompted targeted flyering that’s yielded modest improvements.
The same engagement measure points to another, more hopeful phenomenon: clusters of citizen activists show up not just in wealthy enclaves, as expected, but in low-income areas.”
Beyond Code in the Tomorrow City
Article in the Next City: “Since 2009, the San Francisco-based non-profit Code for America has embedded its budding techies in one-year fellowships with city halls around the country. The goal: To build apps that make city governments run more effectively and bolster engagement between citizens and civil servants. But even Code founder Jennifer Pahlka — who hatched the idea for her organization over beers in Flagstaff, Ariz. and will soon take a year off herself to serve as a White House chief technology officer — admits that apps alone can’t solve the world’s problems. That might explain why the group’s mission is in flux, with hard questions and new projects pushing the increasingly high-profile group into its own 2.0 moment. Journalist Nancy Scola goes inside the Code for America universe, talking to believers and skeptics alike to find out how the organization is evolving and what that means for the future of the civic tech movement and cities at large.
Open Government is an Open Conversation
Lisa Ellman and Hollie Russon Gilman at the White House Blog: “President Obama launched the first U.S. Open Government National Action Plan in September 2011, as part of the Nation’s commitment to the principles of the global Open Government Partnership. The Plan laid out twenty-six concrete steps the United States would take to promote public participation in government, increase transparency in government, and manage public resources more effectively.
A year and a half later, we have fulfilled twenty-four of the Plan’s prescribed commitments—including launching the online We the People petition platform, which has been used by more than 9.6 million people, and unleashing thousands of government data resources as part of the Administration’s Open Data Initiatives.
We are proud of this progress, but recognize that there is always more work to be done to build a more efficient, effective, and transparent government. In that spirit, as part of our ongoing commitment to the international Open Government Partnership, the Obama Administration has committed to develop a second National Action Plan on Open Government.
To accomplish this task effectively, we’ll need all-hands-on-deck. That’s why we plan to solicit and incorporate your input as we develop the National Action Plan “2.0.”…
Over the next few months, we will continue to gather your thoughts. We will leverage online platforms such as Quora, Google+, and Twitter to communicate with the public and collect feedback. We will meet with members of open government civil society organizations and other experts, to ensure all voices are brought to the table. We will solicit input from Federal agencies on lessons learned from their unique experiences, and gather information about successful initiatives that could potentially be scaled across government.
