‘Big Data’ Tells Thailand More About Jobs Than Low Unemployment


Suttinee Yuvejwattana at Bloomberg: “Thailand has one of the lowest unemployment rates in the world, which doesn’t always fit the picture of an emerging-market economy that’s struggling to get growth going.

 To get a fuller picture of what’s happening in the labor market — as well as in other under-reported industries in the economy, like the property market — the central bank is increasingly turning to “big data” sources drawn from social media and online stores to supplement official figures.

The Bank of Thailand is building its own employment index based on data from online jobs-search portals and is also creating a property indicator to give it a better sense of supply and demand in the housing market.

“We want to do evidence-based policy so big data is useful,” Jaturong Jantarangs, an assistant governor at the Bank of Thailand, said in an interview in Bangkok. “It’s not only a benefit to monetary policy but financial policy as well.”…

“Official data can’t capture the whole picture of the economy,” said Somprawin Manprasert, Bangkok-based head of research at Bank of Ayudhya Pcl. “We have a big informal sector. Many people are self-employed. This leads to a low unemployment rate.”

“The big data can show all aspects, so it can help us to solve the problems where they are,” he said…

Thailand’s military administration is also trying to harness big data to improve policy decisions, Digital Economy and Society Minister Pichet Durongkaveroj said in an interview last month. Pichet said he’s been tasked to look into digitizing, integrating and analyzing information across more than 200 government departments.

Santitarn Sathirathai, head of emerging Asia economics at Credit Suisse Group AG in Singapore, said big data analytics can be used to better target policy responses as well as allow timely evaluation of past programs. At the same time, he called on authorities to make their data more readily available to the public.

“The government should not just view big data analytics as being solely about it using richer data but also about creating a more open data environment,” he said. That’s to ensure “people can have better access to many government non-sensitive datasets and help conduct analysis that could complement the policy makers,” he said….(More)”.

How Oman is turning to Twitter to help govern


 at the Conversation: “…Following the Arab Spring, citizens of the Persian Gulf state of Oman became aware of Twitter’s potential and decided to adopt it as a platform for addressing social problems, rather than instigating revolutions. For example, unemployment for young people even with degrees is a problem in Oman, as it is in other nations in Europe, and young Omanis took to Twitter to discuss their predicament, gathering around the hashtag that is the Arabic translation of “we need a job”. This tweet was read by Oman’s Sultan, Qaboos bin Said Al Said, who then announced the creation of 25,000 jobs for younger adults.

Oman is one of the most absolutist states in the world, with political power resting almost entirely within the Sultan’s hands. Yet this gave citizens a feeling that was not possible before: that their concerns are matters of importance to the government. Twitter becomes a two-way communication channel for working towards social change, not just a one-way broadcast for promoting celebrities or for delivering government pronouncements.

Now, the civil service in Oman is adopting Twitter as part of its provision of public services. A similar approach has been taken elsewhere, for example the small Spanish town of Jun, where the mayor has put every municipal department on Twitter, encouraging citizens to contact them using that public forum. But in this case the approach has been scaled up to an entire country.

How Blockchain Technology Is Helping Syrian Refugees


Siobhan Kenna at the Huffpost: “Azraq Refugee Camp is a 15 kilometre-wide sea of corrugated aluminium houses in the heart of the vast Jordanian desert. The people that live there are detained by the barbed wire that surrounds the entire complex which is located an hour and a half from the country’s capital city, Amman….

From within the strange environment of the camp and the indistinct future, lies a bastion of normalcy for these people — the supermarket.

In the refugee camp the supermarket is much more than a place to shop or purchase food though: Here it is a vital fibre in the social fabric of a makeshift community….

It’s unbelievable to think then, that a place that is so remote and isolated could be home to a world first initiative involving the emerging Blockchain technology.

The Building Blocks Project is the brain child of Houman Haddad, Regional CBT Advisor for United Nations World Food Programme (WFP). The project aims to make cash-based transactions between the WFP and the beneficiary faster, cheaper and more secure.

Prior to the project’s launch at the Azraq Refugee Camp in Jordan in May 2017, it was first trialled in Pakistan and also in King Abduallah Park Refugee Camp as a means of testing the robustness of the technology. On May 31st 2017 the pilot in Azraq was extended indefinitely.

Traditionally, payments are made to refugees from the WFP via a third party financial service provider. The entity could be a bank, mobile monetary company or something similar and the WFP instructs the financial service provider to credit some of the funds to the refugee so they can spend it at the supermarket or elsewhere.

On top of that, the WFP also needs to transfer the funds to the third party so they can actually pay the beneficiary. Sounds complicated right? Well, the Building Blocks Project aims to eliminate reliance on a third party and with this comes plenty of savings.

“So, what we have done is essentially replaced that financial service provider with the Blockchain,” Houman Haddad told HuffPost Australia.

“So instead of having someone else create virtual accounts and credit functions and so on and so forth, we create the virtual account on the Blockchain for beneficiaries, we upload entitlements to them, and currently in the supermarket where they go, the supermarket requests an authorisation code for transactions from the Blockchain as opposed to the bank….(More)”.

India Social: How Social Media Is Leading The Charge And Changing The Country

One ingenious resource that was circulated widely during the floods was a crowdsourced effort that mapped inundated roads in the city. Over 2,500 flooded roads were added to the city’s map via social media, which was put together by engineer and information designer, Arun Ganesh.

The Chennai floods were a superb example of the power of collective effort. Users across social media channels came together to offer shelter, food, transport, and even a place for people to charge their phones. SOS messages asking ground teams to rescue stranded family members also went back and forth, and there were many who offered their homes and offices to those who were stranded.

Perhaps the most simple yet effective tool during the floods was the website chennairains.org.

It began as a simple Google spreadsheet. Sowmya Rao was trying to help her uncle and aunt figure out whether it was safe to stay in their house in suburban Chennai or move to a friend’s place. When she found out that the area they lived in was under severe risk of flooding, she relayed the message to them. But she felt helpless about the countless others who were facing the same plight as her relatives. Acting on a suggestion by another Twitter user, she created the Google spreadsheet that went on to become the website chennairains.org.

The idea was simple: crowdsource details about those who could offer shelter, and pass it on to those who were tweeting about rising waters. A hastily put-together spreadsheet soon blossomed into a multi-faceted, volunteer-driven, highly energetic online movement to help Chennai, and ended up being used by the general public, police officers, government officials and celebrities alike….(More)”.

Open Data in Developing Economies: Toward Building an Evidence Base on What Works and How

When Data Science Destabilizes Democracy and Facilitates Genocide

She was talking to executives at tech companies and referring to the work of data scientists.

Data science can have a devastating impact on our world, as illustrated by inflammatory Russian propaganda being shown on Facebook to 126 million Americans leading up to the 2016 election (and the subject of the senate hearing described above) or by lies spread via Facebook that are fueling ethnic cleansing in Myanmar. Over half a million Rohinyga have been driven from their homes due to systematic murder, rape, and burning. Data science is foundational to Facebook’s newsfeed, in determining what content is prioritized and who sees what….

The examples of bias in data science are myriad and include:

You can do awesome and meaningful things with data science (such as diagnosing cancer, stopping deforestation, increasing farm yields, and helping patients with Parkinson’s disease), and you can (often unintentionally) enable terrible things with data science, as the examples in this post illustrate. Being a data scientist entails both great opportunity, as well as great responsibility, to use our skills to not make the world a worse place. Participatory Budgeting: Does Evidence Match Enthusiasm?


Brian Wampler, Stephanie McNulty, and Michael Touchton at Open Government Partnership: “Participatory budgeting (PB) empowers citizens to allocate portions of public budgets in a way that best fits the needs of the people. In turn, proponents expect PB to improve citizens’ lives in important ways, by expanding their participation in politics, providing better public services such as in healthcare, sanitation, or education, and giving them a sense of efficacy.

Below we outline several potential outcomes that emerge from PB. Of course, assessing PB’s potential impact is difficult, because reliable data is rare and PB is often one of several programs that could generate similar improvements at the same time. Impact evaluations for PB are thus at a very early stage. Nevertheless, considerable case study evidence and some broader, comparative studies point to outcomes in the following areas:

Citizens’ attitudes: Early research focused on the attitudes of citizens who participate in PB, and found that PB participants feel empowered, support democracy, view the government as more effective, and better understand budget and government processes after participating (Wampler and Avritzer 2004; Baiocchi 2005; Wampler 2007).

Participants’ behavior: Case-study evidence shows that PB participants increase their political participation beyond PB and join civil society groups. Many scholars also expect PB to strengthen civil society by increasing its density (number of groups), expanding its range of activities, and brokering new partnerships with government and other CSOs. There is some case study evidence that this occurs (Baiocchi 2005; McNulty 2011; Baiocchi, Heller and Silva 2011; Van Cott 2008) as well as evidence from over 100 PB programs across Brazil’s larger municipalities (Touchton and Wampler 2014). Proponents also expect PB to educate government officials surrounding community needs, to increase their support for participatory processes, and to potentially expand participatory processes in complementary areas. Early reports from five counties in Kenya suggest that PB ther is producing at least some of these impacts.

Electoral politics and governance: PB can also promote social change, which may alter local political calculations and the ways that governments operate. PB may deliver votes to the elected officials that sponsor it, improve budget transparency and resource allocation, decrease waste and fraud, and generally improve accountability. However, there is very little evidence in this area because few studies have been able to measure these impacts in any direct way.

Social well-being: Finally, PB is designed to improve residents’ well-being. Implemented PB projects include funding for healthcare centers, sewage lines, schools, wells, and other areas that contribute directly to well-being. These effects may take years to appear, but recent studies attribute improvements in infant mortality in Brazil to PB (Touchton and Wampler 2014; Gonçalves 2014). Beyond infant mortality, the range of potential impacts extends to other health areas, sanitation, education, and poverty in general. We are cautious here because results from Brazil might not appear elsewhere: what works in urban Brazil might not in rural Indonesia….(More)”.

Most of the public doesn’t know what open data is or how to use it


Jason Shueh at Statescoop: “New survey results show that despite the aggressive growth of open data, there is a drastic need for greater awareness and accessibility.

Results of a global survey published last month by Singapore’s Government Technology agency (GovTech) and the Economist Intelligence Unit, a British forecasting and advisory firm, show that open data is not being utilized as effectively as it could be. Researchers surveyed more than 1,000 residents in the U.S. and nine other leading open data counties and found that “an overwhelming” number of respondents say the primary barrier to open data’s use and effectiveness is a lack of public awareness.

The study reports that 50 percent of respondents said that national and local governments need to expand their civic engagements efforts on open data.

“Half of respondents say there is not enough awareness in their country about open government data initiatives and their benefits or potential uses,” the reports notes. “This is seen as the biggest barrier to more open government data use, particularly by citizens in India and Mexico.”

Accessibility is named as the second largest hurdle, with 31 percent calling for more relevant data. Twenty-five percent say open data is difficult to use due to a lack of standardized formats and another 25 percent say they don’t have the skills to understand open data.

Those calling for more relevant data say they wanted to see more information on crime, the economy and the environment, yet report they are happy with the availability and use of open data related to transportation….

When asked to name the main benefit of open data, 70 percent say greater transparency, 78 percent say to drive a better quality of life, and 53 percent cite better decision making….(More)”.

The UN is using ethereum’s technology to fund food for thousands of refugees


Joon Ian Wong at Quartz: “The United Nations agency in charge of food aid—often billed as the largest aid organization in the world—is betting that an ethereum-based blockchain technology could be the key to delivering aid efficiently to refugees while slashing the costs of doing so.

The agency, known as the World Food Programme (WFP), is the rare example of an organization that has delivered tangible results from its blockchain experiments—unlike the big banks that have experimented with the technology for years.

The WFP says it has transferred $1.4 million in food vouchers to 10,500 Syrian refugees in Jordan since May, and it plans to expand. “We need to bring the project from the current capacity to many, many, more,” says Houman Haddad, the WFP executive leading the project. “By that I mean 1 million transactions per day.”

Haddad, in Mexico to speak at the Ethereum Foundation’s annual developer conference, hopes to expand the UN project, called Building Blocks, from providing payment vouchers for one camp to providing vouchers for four camps, covering 100,000 people, by next January. He hopes to attract developers and partners to the UN project from his conference appearance, organized by the foundation, which acts as a steward for the technical development of the ethereum protocol….

The problem of internal bureaucratic warfare, of course, isn’t limited to the UN. Paul Currion, who co-founded Disberse, another blockchain-based aid delivery platform, lauds the speediness of the WFP effort. “It’s fantastic for proving this can work in the field,” he says. But “we’ve found that the hard work is integrating blockchain technology into existing organizational processes—we can’t just hand people a ticket and expect them to get on the high-speed blockchain train; we also need to drive with them to the station,” he says….(More)”.

 

The Illusion of Freedom in the Digital Age

In autocracies like China, the fear is of ultra-empowered Big Brother states, like that in George Orwell’s 1984. In democracies like the United States, the concern is that tech companies will continue to exacerbate political and social polarization by facilitating the spread of disinformation and creating ideological “filter bubbles,” leading to something resembling Aldous Huxley’s Brave New World….

Big tech companies, worth more than some countries’ GDP, seek to maximize profits, not social welfare. Yet, at a time when attention is supplanting money as the most valuable commodity, the impact of their decisions is far-reaching. James Williams, a Google engineer turned academic, argues that the digital age has unleashed fierce competition for our attention, and few have benefited more than Trump, who is for the Internet what Ronald Reagan was for television….

In the digital age, the biggest danger is not that technology will put free and autocratic societies increasingly at odds with one another. It is that the worst fears of both Orwell and Huxley will become manifest in both types of system, creating a different kind of dystopia. With many of their deepest desires being met, citizens will have the illusion of freedom and empowerment.
