Creative Common’s Next Generation Licenses — Version 4.0


Diane Peters: “We proudly introduce our 4.0 licenses, now available for adoption worldwide. The 4.0 licenses — more than two years in the making — are the most global, legally robust licenses produced by CC to date. We have incorporated dozens of improvements that make sharing and reusing CC-licensed materials easier and more dependable than ever before.
We had ambitious goals in mind when we embarked on the versioning process coming out of the 2011 CC Global Summit in Warsaw. The new licenses achieve all of these goals, and more. The 4.0 licenses are extremely well-suited for use by governments and publishers of public sector information and other data, especially for those in the European Union. This is due to the expansion in license scope, which now covers sui generis database rights that exist there and in a handful of other countries.
Among other exciting new features are improved readability and organization, common-sense attribution, and a new mechanism that allows those who violate the license inadvertently to regain their rights automatically if the violation is corrected in a timely manner.

The 4.0 versioning process has been a truly collaborative effort between the brilliant and dedicated network of legal and public licensing experts and the active, vocal open community. The 4.0 licenses, the public license development undertaking, and the Creative Commons organization are stronger because of the steadfast commitment of all participants.
With the 4.0 licenses published, we will be turning our attention to official translations of the legal code in partnership with our affiliate network and larger community. Translations of our new deeds are also underway, with a significant number already completed.”

Making Europe's cities smarter


Press Release: “At a conference today hosted by the European Commission, city leaders, CEOs and civil society leaders discussed the actions outlined in the “Smart Cities Strategic Implementation Plan” and how to put them into practice. The Commission announced that it will launch an ‘Invitation for Smart City and Community Commitments’ in spring 2014 to mobilise work on the action plan’s priorities. The plan is part of Europe’s fifth “Innovation Partnership”.
Commission Vice-President Siim Kallas, in charge of transport, said: “I am very pleased to see transport operators, telecoms companies, vehicle manufacturers, city planners, energy companies and researchers all gathered in one room to discuss the future of our cities. The Smart Cities initiative is a great opportunity to make changes happen for less congestion and better business opportunities in our cities. We need to keep up the momentum and move from plan to action now.”
Commission Vice-President Neelie Kroes, responsible for the Digital Agenda, said: “The future of infrastructure and city planning will be based on integrating ICT systems and using big data to make our cities better places to live and work. We need to base those new systems on open standards for hardware, software, data and services which this European Innovation Partnership will develop.”
Günther H. Oettinger, EU Commissioner for energy, said: “The European Innovation Partnership for Smart Cities and Communities is about making investments in sustainable development in as many cities as possible. Creating equal partnerships between cities and companies based on synergies between ICT, energy and mobility will lead to projects that make a real difference in our everyday lives.”
The Commission intends to make available approximately EUR 200 million for Smart Cities and communities in the 2014-2015 budgets of the Horizon 2020 research and innovation programme, to accelerate progress and enlarge the scale of roll-out of smart cities solutions. There will also be possibilities to access the European Structural and Investment Funds.

En complément, Laboxdesmunicipales.com propose des outils d’aide au vote, tandis que Candidat-et-citoyens.fr offre à ceux qui se présentent la possibilité d’associer des citoyens à la construction de leur programme.
Aux adeptes de la transparence, le collectif Democratieouverte.org propose d’interpeller les élus afin qu’ils affichent ouvertement leurs pratiques, et Regardscitoyens.org offre « un accès simplifié au fonctionnement de nos institutions démocratiques à partir des informations publiques »….

Informer, débattre et donner le pouvoir d’agir », tel est le slogan de Puzzled by Policy (PBP, « perplexe quant à la politique »), une plate-forme Internet lancée en octobre 2010 afin d’aider chacun à mieux comprendre les décisions politiques prises au niveau européen et à améliorer ainsi la qualité du débat public….

Conçu pour donner de la visibilité aux causes défendues par les habitants, ce site s’inscrit dans le cadre de la plate-forme « wikicity » (Wikicidade.cc). Un concept dondé sur la méthode de l’intelligence collective, qui s’articule autour de quatre axes : culture de la citoyenneté, éthique de l’attention, responsabilité partagée et engagement civique….

Depuis mars 2012, la Constitution finlandaise laisse à tout citoyen ayant atteint la majorité la possibilité d’inscrire des propositions de loi sur l’agenda parlementaire. Ces dernières sont examinées par les élus à condition de recevoir le soutien de 50 000 autres Finlandais (soit 1 % de la population).
Afin d’optimiser l’usage et l’impact de ce dispositif de participation citoyenne, l’ONG Open Ministry a lancé en octobre 2012 une plate-forme facilitant l’implication de tout un chacun. Participation en ligne, ateliers de travail ouverts ou tables rondes sont autant de techniques utilisées à cette fin….

Policy making 2.0: From theory to practice

Osella in Government Information Quarterly: “Government agencies are gradually moving from simpler towards more sophisticated and complex practices of social media use, which are characterized by important innovations at the technological, political and organizational level. This paper intends to provide two contributions to the current discourse about such advanced approaches to social media exploitation. The first is of practical nature and has to do with assessing the potential and the challenges of a centralized cross-platform approach to social media by government agencies in their policy making processes. The second contribution is of theoretical nature and consists in the development of a multi-dimensional framework for an integrated evaluation of such advanced practices of social media exploitation in public policy making from technological, political and organizational perspectives, drawing from theoretical constructs from different domains. The proposed framework is applied for the evaluation of a pilot consultation campaign conducted in Italy using multiple social media and concerning the large scale application of a telemedicine program.”

Open Data: From ‘Platform’ to ‘Program’


Engaging Cities: “A few months ago, Dutch designer Mark van der Net launched OSCity.nl, a highly interesting example of what can be done with open data. At first, it looks like a mapping tool. The interface shows a – beautifully designed – map of The Netherlands, color coded according to whatever open data set the user selects, varying from geographical height to the location of empty office buildings. As such it is an example of a broader current in which artists, citizens, ngos and business actors have build online tools to visualize all kinds of data, varying from open government data to collaboratively produced data sets focused on issues like environmental pollution.
What makes OSCity interesting is that it allows users to intuitively map various datasets in combination with each other in so called ‘map stories’. For instance, a map of empty office space can be combined with maps of urban growth and decline, the average renting price per square meter of office space, as well as map that displays the prices of houses for sale. The intersection of those maps shows you where empty office spaces are offered at or below half the price of regular houses and apartments. The result is thus not just an aesthetically pleasing state of affairs, but an action map. Policy makers, developers and citizens can use the insights produced by the map to find empty offices that are worthwhile to turn into houses.
There are two important lessons we can learn from this project. First, it shows the importance of programs like OSCity to make open data platforms operationable for various actors. Over the last few years governments and other organizations have started to open up their datasets, often accompanied with high expectations of citizen empowerment and greater transparency of governments. However, case studies have showed that opening up data and building an open platform is only a first step. Dawes and Helbig have shown that various stakeholders have various needs in terms of standards and protocols, whereas both citizens and government officials need the relevant skills to be able to understand and operate upon the data. ‘Vast amounts of useful information are contained in government data systems’, they write, ‘but the systems themselves are seldom designed for use beyond the collecting agency’s own needs.’ In other words: what is needed to deliver on the expectations of open data, is not only a platform – a publicly available database – but also what I have called ‘programs’ – online tools with intuitive interfaces that make this data intelligible and actionable in concert with the needs of the public.
There is a second issue that OSCity raises. As Jo Bates has pointed out, the main question is: who exactly is empowered through programs like this? Will ‘programs’ that make data operationable work for citizens? Or will their procedures, standards and access be organized to benefit corporate interests? These do not have to be necessarily contradicting, but if the goal is to empower citizens, it is important to engage them as stakeholders in the design of these programs.”

Kick the data secrecy habit and everyone wins

What kind of things do these start-ups do?
Our first success was with data analytics company Mastadon C, which used public information to look at doctors’ prescribing habits for cholesterol-lowering drugs. They found that by switching from brand names to generic drugs, doctors could save the NHS more than £200 million a year.
Have you looked at other public resources?
Another start-up, Placr, is unifying timetables and live departure and disruption information for UK bus, rail, underground, ferry and tram services. It uses feeds from many organisations to provide an app for travellers and services for local authorities. A recent review in London – where Transport for London has made lots of its data open – showed that millions of journeys are being altered to avoid disruptions on the basis of this information. Time savings alone add up to £58 million a year.
Is there a danger of creating more big companies that will turn into monopolies?
We want companies that use open data to make money, and they will try to defend their patches. But if we leave the data open, others can exploit it too. Nobody can own or monopolise the data. I think we can make more money and create more benefit by making data open, and I’m sure we will even dislodge a few monopolies along the way.”

Selected Readings on Crowdsourcing Funds


The Living Library’s Selected Readings series seeks to build a knowledge base on innovative approaches for improving the effectiveness and legitimacy of governance. This curated and annotated collection of recommended works on the topic of crowdsourcing was originally published in 2013.

Crowdsourcing funds, or crowdfunding, is an emerging method for raising money that allows a wide pool of people to make small investments, gain access to ideas and projects they feel personally connected to, and spur growth in small businesses and social ventures. Popular crowdfunding platforms like Kickstarter and Indiegogo helped bring the practice into the public consciousness. Now, civic crowdfunding platforms like Citizinvestor and Spacehive are helping to apply this innovative funding model already in use for helping to fund artists, charities and inventors to help address public concerns traditionally considered under government’s purview.

Crowdfunding has also received recent attention from policymakers in the US through the US Securities JOBS Act, which provides an exemption from the registration requirements for offerings of securities by a company made through an SEC registered Crowdfunding Platform.

  • In this paper, Hollow explores the rise of crowdfunding platforms (CFPs), particularly related to civil society.   • This paper “offers a description of the underlying dynamics of success and failure among crowdfunded ventures,” focusing on how personal networks and the project quality and viability have an impact on the success of crowdfunding efforts.
  • Mollick also highlights how other factors, like the geography of the project, design choices made by crowdfunding sites and developments in technology in this space all have an influence on the relationship between backers and project founders.
  • The paper finally demonstrates that projects that succeed do so by a small margin and those that fail seemingly by a large margin suggesting the influence of social bias and crowd influence.

  • This paper discusses the Jumpstart Our Business Startups (JOBS) Act signed into law by President Obama in 2012, with a specific focus on the CROWDFUND Act, which enables entrepreneurs and small business owners to sell limited equity in their companies to a “crowd” of investors.
  • The objective of the Act is to exempt crowdfunding from registration requirement costs, allowing the potential of equity-based funding to be realized, by creating a pathway for underfunded entrepreneurs to access otherwise inaccessible streams of funding.
  • Stemler argues that the Act helps to legitimize crowdfunding as a community-building and fundraising tool for the business community, and also helps build better relationships between small business owners and government.

Inside Avaaz – can online activism really change the world?


The Guardian: “With 30 million members, Avaaz is an organisation with ambitions to save us all through technology. Carole Cadwalladr meets its founder Ricken Patel to find out what it has achieved…But then, this is the reality of 21st century protest: it’s a beauty parade. A competition for the thing that we all seem to have less of: attention. The TV cameras do show up, though, and a young Rohingya woman from Burma’s Muslim minority gives moving interviews to journalists about the terrible human rights abuses her family have endured. And a dozen or so mostly fresh-faced young people show up to offer their support. The protest has been organised by Avaaz, an online activist organisation, and these are Avaazers. They may have just signed an online petition, or “liked” a cause on Facebook, or donated to a campaign – to save Europe’s bees from pesticides, or to defend Masai land rights in Tanzania, or to “stand by” Edward Snowden. And, depending on who you believe, they’re either inventing a new type of 21st-century protest or they’re a bunch of idle slacktivists who are about as likely to start a revolution as they are to renounce their iPhones and give up Facebook.
In just six years, Avaaz – which means “voice” in various languages – has become a global pressure group to be reckoned with. It’s a new kind of activism that isn’t issue-led, it’s issues-led. It’s human rights abuses in Burma, or it’s the Syrian civil war, or it’s threats against the Great Barrier Reef or it’s homophobia in Costa Rica. It’s whatever its supporters, guided by the Avaaz team, choose to click on most this month. And if you hadn’t heard of Avaaz before, it’s probably only a matter of time….
“We’re like a laboratory for virality. For every campaign we test perhaps 20 different versions of it to see what people want.” It tweaks and it tweaks and it tweaks, changing the wording, pictures, call for action, and only then does it send it out on public release. Sam Barratt, Avaaz’s head of press, shows me the previous versions of its email about the Burma campaign. “Changing the meme at the top, or the photograph, massively affects the number of clicks. Eighteen versions were tested. People think we just chuck it out there, but there’s a huge amount of data sophistry into how we design the campaigns.” And, just as Amazon and Google try to predict our behaviour, and adjust their offerings based on our past preferences, so does Avaaz. It uses algorithms to detect things we perhaps don’t even know about ourselves.
“It’s a tremendously evolving science, internet engagement,” says Patel. “But we develop a picture of someone from their previous engagements with us. So, for example, we can see that a certain set of people, based on their previous behaviour, might be interested in starting a campaign, and another set won’t be, but may be interested in signing something. We can tailor it to the individual.”
Everything is viral now, says Patel, “from financial crises to health epidemics to ideas”. And learning the lessons of that and of how to garner attention from some of the most attention-deficient people on the planet – young people with electronic devices – has been Avaaz’s masterstroke….
A crisistunity is another Avaaz-ism. “Though I think we originally got it from The Simpsons,” says Patel. “It’s a mixture of crisis and opportunity. We’re at this extraordinary moment in history. We have the power to wipe out our species. But at the same time, we’ve had tremendous progress in the past 30 years. We have more than halved global poverty. We’ve radically increased the status of women. There are tremendous reasons for hope and optimism.”
There is something very Avaazian about the crisistunity, I come to think, in that it’s borrowed something slick and witty from popular culture and re-purposed it for something which used to be called the Greater Good. And then given it a thick dollop of added earnestness.”

Why We Engage: How Theories of Human Behavior Contribute to Our Understanding of Civic Engagement in a Digital Era


New paper by Gordon, Eric and Baldwin-Philippi, Jessica and Balestra, Martina: “…Just as the rapidly evolving landscape of connectivity and communications technology is transforming the individual’s experience of the social sphere, what it means to participate in civic life is also changing, both in how people do it and how it is measured. Civic engagement includes all the ways in which individuals attend to the concerns of public life, how one learns about and participates in all of the issues and contexts beyond one’s immediate private or intimate sphere. New technologies and corresponding social practices, from social media to mobile reporting, are providing different ways to record, share, and amplify that attentiveness. Media objects or tools that impact civic life can be understood within two broad types: those designed specifically with the purpose of community engagement in mind (for instance, a digital game for local planning or an app to give feedback to city council) or generic tools that are subsequently appropriated for engaging a community (such as Twitter or Facebook’s role in the Arab Spring or London riots). Moreover, these tools can mediate any number of relationships between or among citizens, local organizations, or government institutions. Digitally mediated civic engagement runs the gamut of phenomena from organizing physical protests using social media (e.g., Occupy), to using digital tools to hack institutions (e.g., Anonymous), to using city-produced mobile applications to access and coproduce government services, to using digital platforms for deliberating. Rather than try to identify what civic media tools look like in the midst of such an array of possibilities (by focusing on in depth examples or case studies), going forward we will instead focus on how digital tools expand the context of civic life and motivations for engagement, and what participating in civic life looks like in a digital era.
We present this literature review as a means of exploring the intersection of theories of human behavior with the motivations for and benefits of engaging in civic life. We bring together literature from behavioral economics, sociology, psychology and communication studies to reveal how civic actors, institutions, and decision-making processes have been traditionally understood, and how emerging media tools and practices are forcing their reconsideration.
