By focusing on outputs, rather than people, we misunderstand the real impact of research


Blog by Paul Nightingale and Rebecca Vine: “Increases in funding for research come with a growing expectation that researchers will do more to improve social welfare, economic prosperity and more broadly foster innovation. It is widely accepted that innovation is a key driver of long-term economic growth and that public funding for research complements private investment. What is more contested is how research delivers impact. Whether it comes from the kinds of linear processes of knowledge transfer from researcher to user, sought for and often narrated in REF impact case studies. Or, if the indirect effects of research such as expertise, networks, instrumentation, methods and trained students, are as important as the discoveries….

One reason research is so important, is that as the economy has changed and demand for experts has increased. As we noted in a Treasury report over 20 years ago, often the most valuable output of research is ‘talent, not technology’. The ‘post-graduate premium’ that having a Masters qualification adds to starting salaries is evidence of this. But why is expertise so valuable? Experts don’t just know more than novices, they understand things differently, drawing on more abstract, ‘deeper’ representations. Research on chess-grandmasters, for example, shows that they understand chess piece configurations by seeing patterns. They can see a Sicilian defence, while novices just see a selection of chess pieces. Their expertise enables them to configure chess positions more effectively and solve problems more rapidly. They draw different conclusions than novices, typically starting closer to more robust solutions, finding solutions faster, and exploring fewer dead-ends….

Research is extremely important because innovation requires more diverse and deeper stocks of knowledge. Academics with field expertise and highly developed research skills can play a valuable and important role co-producing research and creating impact. These observations are drawn from our ESRC-funded research collaboration with the UK government – known as Project X. Within a year Project X became the mechanism to coordinate the Cabinet Office’s areas of research interest (ARIs) for government major project delivery. An EU Strategy on Standardisation

Standards are the silent foundation of the EU Single Market and global competitiveness. They help manufacturers ensure the interoperability of products and services, reduce costs, improve safety and foster innovation. Standards are an invisible but fundamental part of our daily life: from Wi-Fi frequencies, to connected toys or ski bindings, just to mention a few. Standards give confidence that a product or a service is fit for purpose, is safe and will not harm people or the environment. Compliance with harmonised standards guarantees that products are in line with EU law.

The fast pace of innovation, our green and digital ambitions and the implications of technological standards for our EU democratic values require an increasingly strategic approach to standardisation. Emerging approaches for data-driven innovation in Europe

Commission puts forward declaration on digital rights and principles for everyone in the EU

Data Sharing in Transport


Technical Note by the European Investment Board: “Traveller and transport related data are essential for planning efficient urban mobility and delivering an effective public transport services while adequately managing infrastructure investment costs. It also supports local authorities in their efforts towards decarbonisation of transport as well as improving air quality.

Nowadays, most of the data are generated by location-based mobile phone applications and connected vehicles or other mobility equipment like scooters and bikes. This opens up new opportunities in public sector engagement with private sector and partnerships.

This report, through an extensive literature review and interviews, identifies seven Data Partnership Models that could be used by public and private sector entities in the field of transport. COVID-19 interventions: what behavioural scientists should – and shouldn’t – be advising government on


Article by Adam Oliver: “Behavioural scientists study human behaviour, which is complex, with different phenomena driving people in different directions, and with even the same phenomena driving people in different directions depending on timing and context. When it comes to assessing the possible threat of a pandemic at its beginning, behavioural scientists simply cannot predict with any degree of accuracy whether or not people are over or underreacting. That said, behavioural scientists do have a potentially important role to play in any present and future infectious disease pandemic response, but first I will expand a little on those aspects of a pandemic where their advice is perhaps a little more circumspect.

Scientific expertise is normally focussed within very specific domains, and yet the relevant outcomes – health, social, and economic-related – of an event such as a pandemic involve considerations that extend far beyond the range of any individual’s area of competence. The pronouncements from a behavioural scientist on whether a government ought to impose policies with such far reaching implications as a national lockdown should thus be treated with a healthy degree of scepticism. To use an analogy, if a person experiences a problem with his or her car and doesn’t possess the skills to fix it, s/he will seek the expertise of a motor mechanic. However, this does not mean that a mechanic has the requisite skills to manage effectively General Motors…

My suggestion is for behavioural scientists to leave the judgments on which interventions ought to be introduced to those appointed to balance all relevant considerations, and instead focus on assessing how the introduced interventions might be made more effective with input from their knowledge of behavioural science. There are, of course, many domains of policy – indeed, perhaps all domains of policy – where behavioural science expertise can be usefully deployed in this way, including in relation to interventions intended to get the economy moving again, in securing volunteering behaviours to help the vulnerable, to encourage people to report and escape from domestic abuse, etc. But in terms of assessing policy effectiveness, perhaps the most visible ways in which behavioural scientists have thus far been involved in the pandemic response is in relation to interventions intended to limit the spread of, and enhance resistance to, the virus: i.e. handwashing, social distancing, mask wearing, voluntary testing, and vaccine uptake….(More)”.

Enlightenment’s dimming light


Anthony Painter at the RSA: “…The project of the Enlightenment is dimming and more of the same values and the political economy and society they surface cannot enable us to resolve the global problems we face. One America is already too much and with China heading that way in consumption and environmental degradation terms the global impacts will be devastating. Something must evolve and fast if we are not to crash into these limits that have become apparent. COP26 was a step; many, many more are required. First there was the unravelling, but unless we face it then there will be reckoning – for many, though innocent, there already is.

There is a volume of documentary evidence behind the nature of these multiple crises. Whilst we should constantly remind ourselves of the depth of the challenge, and it is at scale, there are two urgent questions that are needed if we are to find a way through. In the words of Arundhati Roy, who do we want to be at the other side – through the portal? How do we travel with that sense of purpose and deep values as we confront the future? Survival requires us as societies to rapidly learn together and evolve.

To make the transition relies on developing three inter-connected and mutually reinforcing values: home, community and democracy. Through these we will develop a sense of the ‘lifeworld’ we wish to safeguard. The German philosopher, Jurgen Habermas, sees the lifeworld as a space of human interaction and civic community and see its interface with big systems of money and power – human creations but distinct forces from the ‘lifeworld’ – as the critical site of human progress and well-being. Creativity happens at the frontier between the lifeworld and big systems.

What is meant by ‘home’? Some elements of home are in proximity. They are our close relations, those we care for directly and receive care from, as deep commitment rather than reciprocated self-interest. Home is a state of what Michael Tomasello has termed, collective intentionality. Any account of the future will need to have a convincing account of close relations. Increasingly these relationships are mediated by technology and we need to develop a more conscious account of how technology can and should act as a bond rather than a thinner of human relations.

There are seemingly more distant aspects of ‘home’ too – most particularly the natural environmental into which we are woven. And there we have been committing acts of domestic harm: polluting the atmosphere, depleting the stock of species, and poisoning the water and the ground with toxic waste. This two century long destructive streak is now visible and realised. There is a common understanding that change must come: but how and how rapidly? How can we develop an even greater collective sense of the need for rapid and radical change? And how can we begin to evolve systems of money, power and technology to respond to this new ‘common sense’? How can our future be one that regenerates nature as well as ourselves?…(More)”

Legal study on Government access to data in third countries


Report commissioned by the European Data Protection Board: “The present report is part of a study analysing the implications for the work of the European Union (EU)/ European Economic Area (EEA) data protection supervisory authorities (SAs) in relation to transfers of personal data to third countries after the Court of Justice of the European Union (CJEU) judgment C- 311/18 on Data Protection Commissioner v. Facebook Ireland Ltd, Maximilian Schrems (Schrems II). Data controllers and processors may transfer personal data to third countries or international organisations only if the controller or processor has provided appropriate safeguards, and on the condition that enforceable data subject rights and effective legal remedies for data subjects are available.

Whereas it is the primary responsibility of data exporters and data importers to assess that the legislation of the country of destination enables the data importer to comply with any of the appropriate safeguards, SAs will play a key role when issuing further decisions on transfers to third countries. Hence, this report provides the European Data Protection Board (EDPB) and the SAs in the EEA/EU with information on the legislation and practice in China, India and Russia on their governments’ access to personal data processed by economic operators. Nudges: Four reasons to doubt popular technique to shape people’s behavior


Article by Magda Osman: “Throughout the pandemic, many governments have had to rely on people doing the right thing to reduce the spread of the coronavirus – ranging from social distancing to handwashing. Many enlisted the help of psychologists for advice on how to “nudge” the public to do what was deemed appropriate.

Nudges have been around since the 1940s and originally were referred to as behavioural engineering. They are a set of techniques developed by psychologists to promote “better” behaviour through “soft” interventions rather than “hard” ones (mandates, bans, fines). In other words, people aren’t punished if they fail to follow them. The nudges are based on psychological and behavioural economic research into human behaviour and cognition.

The nudges can involve subtle as well as obvious methods. Authorities may set a “better” choice, such as donating your organs, as a default – so people have to opt out of a register rather than opt in. Or they could make a healthy option more attractive through food labelling.

But, despite the soft approach, many people aren’t keen on being nudged. During the pandemic, for example, scientists examined people’s attitudes to nudging in social and news media in the UK, and discovered that half of the sentiments expressed in social media posts were negative…(More)”.
