Principles for effective beneficial ownership disclosure


Open Ownership: “The Open Ownership Principles (OO Principles) are a framework for considering the elements that influence whether the implementation of reforms to improve the transparency of the beneficial ownership of corporate vehicles will lead to effective beneficial ownership disclosure, that is, it generates high-quality and reliable data, maximising usability for users.

The OO Principles are intended to support governments implementing effective beneficial ownership transparency reforms and guide international institutions, civil society, and private sector actors in understanding and supporting reforms. They are a tool to identify and separate issues affecting implementation, and they provide a framework for assessing and improving existing disclosure regimes. If implemented together, the OO Principles enable disclosure systems to generate actionable and usable data across the widest range of policy applications of beneficial ownership data.

The nine principles are interdependent, but can be broadly grouped by the three main ways they improve data. The DefinitionCoverage, and Detail principles enable data disclosure and collection. The Central registerAccess, and Structured data principles facilitate data storage and auditability. Machine Learning as a Tool for Hypothesis Generation


Paper by Jens Ludwig & Sendhil Mullainathan: “While hypothesis testing is a highly formalized activity, hypothesis generation remains largely informal. We propose a systematic procedure to generate novel hypotheses about human behavior, which uses the capacity of machine learning algorithms to notice patterns people might not. We illustrate the procedure with a concrete application: judge decisions about who to jail. We begin with a striking fact: The defendant’s face alone matters greatly for the judge’s jailing decision. In fact, an algorithm given only the pixels in the defendant’s mugshot accounts for up to half of the predictable variation. We develop a procedure that allows human subjects to interact with this black-box algorithm to produce hypotheses about what in the face influences judge decisions. The procedure generates hypotheses that are both interpretable and novel: They are not explained by demographics (e.g. race) or existing psychology research; nor are they already known (even if tacitly) to people or even experts. Though these results are specific, our procedure is general. It provides a way to produce novel, interpretable hypotheses from any high-dimensional dataset (e.g. cell phones, satellites, online behavior, news headlines, corporate filings, and high-frequency time series). Authoritarian Privacy


Paper by Mark Jia: “Privacy laws are traditionally associated with democracy. Yet autocracies increasingly have them. Why do governments that repress their citizens also protect their privacy? This Article answers this question through a study of China. China is a leading autocracy and the architect of a massive surveillance state. But China is also a major player in data protection, having enacted and enforced a number of laws on information privacy. To explain how this came to be, the Article first turns to several top-down objectives often said to motivate China’s privacy laws: advancing its digital economy, expanding its global influence, and protecting its national security. Although each has been a factor in China’s turn to privacy law, even together they tell only a partial story.

More fundamental to China’s privacy turn is the party-state’s use of privacy law to shore up its legitimacy against a backdrop of digital abuse. China’s whiplashed transition into the digital age has given rise to significant vulnerabilities and dependencies for ordinary citizens. Through privacy law, China’s leaders have sought to interpose themselves as benevolent guardians of privacy rights against other intrusive actors—individuals, firms, even state agencies and local governments. So framed, privacy law can enhance perceptions of state performance and potentially soften criticism of the center’s own intrusions. China did not enact privacy law in spite of its surveillance state; it embraced privacy law in order to maintain it. How the Digital Transformation Changed Geopolitics


Paper by Dan Ciuriak: “In the late 2000s, a set of connected technological developments – introduction of the iPhone, deep learning through stacked neural nets, and application of GPUs to neural nets – resulted in the generation of truly astronomical amounts of data and provided the tools to exploit it. As the world emerged from the Great Financial Crisis of 2008-2009, data was decisively transformed from a mostly valueless by-product – “data exhaust” – to the “new oil”, the essential capital asset of the data-driven economy, and the “new plutonium” when deployed in social and political applications. This economy featured steep economies of scale, powerful economies of scope, network externalities in many applications, and pervasive information asymmetry. Strategic commercial policies at the firm and national levels were incentivized by the newfound scope to capture economic rents, destabilizing the rules-based system for trade and investment. At the same time, the new disruptive general-purpose technologies built on the nexus of Big Data, machine learning and artificial intelligence reconfigured geopolitical rivalry in several ways: by shifting great power rivalry onto new and critical grounds on which none had a decisive established advantage; by creating new vulnerabilities to information warfare in societies, especially open societies; and by enhancing the tools for social manipulation and the promotion of political personality cults. Machine learning, which essentially industrialized the very process of learning, drove an acceleration in the pace of innovation, which precipitated industrial policies driven by the desire to capture first mover advantage and by the fear of falling behind.

These developments provide a unifying framework to understand the progressive unravelling of the US-led global system as the decade unfolded, despite the fact that all the major innovations that drove the transition were within the US sphere and the US enjoyed first mover advantages. This is in stark contrast to the previous major economic transition to the knowledge-based economy, in which case US leadership on the key innovations extended its dominance for decades and indeed powered its rise to its unipolar moment. The world did not respond well to the changed technological and economic conditions and hence we are war: hot war, cold war, technological war, trade war, social war, and internecine political war. Democracy, Agony, and Rupture: A Critique of Climate Citizens’ Assemblies


Paper by Amanda Machin: “Stymied by preoccupation with short-term interests of individualist consumers, democratic institutions seem unable to generate sustained political commitment for tackling climate change. The citizens’ assembly (CA) is promoted as an important tool in combatting this “democratic myopia.” The aim of a CA is to bring together a representative group of citizens and experts from diverse backgrounds to exchange their different insights and perspectives on a complex issue. By providing the opportunity for inclusive democratic deliberation, the CA is expected to educate citizens, stimulate awareness of complex issues, and produce enlightened and legitimate policy recommendations. However, critical voices warn about the simplified and celebratory commentary surrounding the CA. Informed by agonistic and radical democratic theory, this paper elaborates on a particular concern, which is the orientation toward consensus in the CA. Guide by Popelka, S., Narvaez Zertuche, L., Beroche, H.: “The idea for this guide arose from conversations with city leaders, who were confronted with new technologies, like artificial intelligence, as a means of solving complex urban problems, but who felt they lacked the background knowledge to properly engage with and evaluate the solutions. In some instances, this knowledge gap produced a barrier to project implementation or led to unintended project outcomes.

The guide begins with a literature review, presenting the state of the art in research on urban artificial intelligence. It then diagrams and describes an “urban AI anatomy,” outlining and explaining the components that make up an urban AI system. Insights from experts in the Urban AI community enrich this section, illuminating considerations involved in each component. Finally, the guide concludes with an in-depth examination of three case studies: water meter lifecycle in Winnipeg, Canada, curb digitization and planning in Los Angeles, USA, and air quality monitoring in Vilnius, Lithuania. Collectively, the case studies highlight the diversity of ways in which artificial intelligence can be operationalized in urban contexts, as well as the steps and requirements necessary to implement an urban AI project.

It’s Time to Rethink the Idea of “Indigenous” 


Essay by Manvir Singh: “Identity evolves. Social categories shrink or expand, become stiffer or more elastic, more specific or more abstract. What it means to be white or Black, Indian or American, able-bodied or not shifts as we tussle over language, as new groups take on those labels and others strip them away.

On August 3, 1989, the Indigenous identity evolved. Moringe ole Parkipuny, a Maasai activist and a former member of the Tanzanian Parliament, spoke before the U.N. Working Group on Indigenous Populations, in Geneva—the first African ever to do so. “Our cultures and way of life are viewed as outmoded, inimical to national pride, and a hindrance to progress,” he said. As a result, pastoralists like the Maasai, along with hunter-gatherers, “suffer from common problems which characterize the plight of indigenous peoples throughout the world. The most fundamental rights to maintain our specific cultural identity and the land that constitutes the foundation of our existence as a people are not respected by the state and fellow citizens who belong to the mainstream population.”

Parkipuny’s speech was the culmination of an astonishing ascent. Born in a remote village near Tanzania’s Rift Valley, he attended school after British authorities demanded that each family “contribute” a son to be educated. His grandfather urged him to flunk out, but he refused. “I already had a sense of how Maasai were being treated,” he told the anthropologist Dorothy Hodgson in 2005. “I decided I must go on.” He eventually earned an M.A. in development studies from the University of Dar es Salaam.

In his master’s thesis, Parkipuny condemned the Masai Range Project, a twenty-million-dollar scheme funded by the U.S. Agency for International Development to boost livestock productivity. Naturally, then, U.S.A.I.D. was resistant when the Tanzanian government hired him to join the project. In the end, he was sent to the United States to learn about “proper ranches.” He travelled around until, one day, a Navajo man invited him to visit the Navajo Nation, the reservation in the Southwest.

“I stayed with them for two weeks, and then with the Hopi for two weeks,” he told Hodgson. “It was my first introduction to the indigenous world. I was struck by the similarities of our problems.” The disrepair of the roads reminded him of the poor condition of cattle trails in Maasailand…

By the time Parkipuny showed up in Geneva, the concept of “indigenous” had already undergone major transformations. The word—from the Latin indigena, meaning “native” or “sprung from the land”—has been used in English since at least 1588, when a diplomat referred to Samoyed peoples in Siberia as “Indigenæ, or people bred upon that very soyle.” Like “native,” “indigenous” was used not just for people but for flora and fauna as well, suffusing the term with an air of wildness and detaching it from history and civilization. The racial flavor intensified during the colonial period until, again like “native,” “indigenous” served as a partition, distinguishing white settlers—and, in many cases, their slaves—from the non-Europeans who occupied lands before them….When Parkipuny showed up in Geneva, activists were consciously remodelling indigeneity to encompass marginalized peoples worldwide, including, with Parkipuny’s help, in Africa.

Democracy Report 2023: Defiance in the Face of Autocratization


New report by Varieties of Democracy (V-Dem): “.. the largest global dataset on democracy with over 31 million data points for 202 countries from 1789 to 2022. Involving almost 4,000 scholars and other country experts, V-Dem measures hundreds of different attributes of democracy. V-Dem enables new ways to study the nature, causes, and consequences of democracy embracing its multiple meanings. THE FIRST SECTION of the report shows global levels of democ- racy sliding back and advances made over the past 35 years diminishing. Most of the drastic changes have taken place within the last ten years, while there are large regional variations in relation to the levels of democracy people experience. The second section offers analyses on the geographies and population sizes of democratizing and autocratizing countries. In the third section we focus on the countries undergoing autocratization, and on the indicators deteriorating the most, including in relation to media censorship, repression of civil society organizations, and academic freedom. While disinformation, polarization, and autocratization reinforce each other, democracies reduce the spread of disinformation. This is a sign of hope, of better times ahead. And this is precisely the message carried forward in the fourth section, where we switch our focus to examples of countries that managed to push back and where democracy resurfaces again. Scattered over the world, these success stories share common elements that may bear implications for international democracy support and protection efforts.
