What We Should Mean When We Talk About Citizen Engagement


Eric Gordon in Governing: “…But here’s the problem: The institutional language of engagement has been defined by its measurement. Chief engagement officers in corporations are measuring milliseconds on web pages, and clicks on ads, and not relations among people. This is disproportionately influencing the values of democracy and the responsibility of public institutions to protect them.

Too often, when government talks about engagement, it is talking those things that are measurable, but it is providing mandates to employees imbued with ambiguity. For example, the executive order issued by Mayor Murray in Seattle is a bold directive for the “timely implementation by all City departments of equitable outreach and engagement practices that reaffirm the City’s commitment to inclusive participation.”

This extraordinary mayoral mandate reflects clear democratic values, but it lacks clarity of methods. It reflects a need to use digital technology to enhance process, but it doesn’t explain why. This in no way is meant as a criticism of Seattle’s effort; rather, it is simply meant to illustrate the complexity of engagement in practice. Departments are rewarded for quantifiable efficiency, not relationships. Just because something is called engagement, this fundamental truth won’t change.

Government needs to be much more clear about what it really means when it talks about engagement. In 2015, Living Cities and the Citi Foundation launched the City Accelerator on Public Engagement, which was an effort to source and support effective practices of public engagement in city government. This 18-month project, based on a cohort of five cities throughout the United States, is just now coming to an end. Out of it came several lasting insights, one of which I will share here. City governments are institutions in transition that need to ask why people should care.

After the election, who is going to care about government? How do you get people to care about the services that government provides? How do you get people to care about the health outcomes in their neighborhoods? How do you get people to care about ensuring accessible, high-quality public education?

I want to propose that when government talks about civic engagement, it is really talking about caring. When you care about something, you make a decision to be attentive to that thing. But “caring about” is one end of what I’ll call a spectrum of caring. On the other end, there is “caring for,” when, as described by philosopher Nel Noddings, “what we do depends not upon rules, or at least not wholly on rules — not upon a prior determination of what is fair or equitable — but upon a constellation of conditions that is viewed through both the eyes of the one-caring and the eyes of the cared-for.”

In short, caring-for is relational. When one cares for another, the outcomes of an encounter are not predetermined, but arise through relation….(More)”.

The case against democracy


 in the New Yorker: “Roughly a third of American voters think that the Marxist slogan “From each according to his ability to each according to his need” appears in the Constitution. About as many are incapable of naming even one of the three branches of the United States government. Fewer than a quarter know who their senators are, and only half are aware that their state has two of them.

Democracy is other people, and the ignorance of the many has long galled the few, especially the few who consider themselves intellectuals. Plato, one of the earliest to see democracy as a problem, saw its typical citizen as shiftless and flighty:

Sometimes he drinks heavily while listening to the flute; at other times, he drinks only water and is on a diet; sometimes he goes in for physical training; at other times, he’s idle and neglects everything; and sometimes he even occupies himself with what he takes to be philosophy.

It would be much safer, Plato thought, to entrust power to carefully educated guardians. To keep their minds pure of distractions—such as family, money, and the inherent pleasures of naughtiness—he proposed housing them in a eugenically supervised free-love compound where they could be taught to fear the touch of gold and prevented from reading any literature in which the characters have speaking parts, which might lead them to forget themselves. The scheme was so byzantine and cockamamie that many suspect Plato couldn’t have been serious; Hobbes, for one, called the idea “useless.”

A more practical suggestion came from J. S. Mill, in the nineteenth century: give extra votes to citizens with university degrees or intellectually demanding jobs. (In fact, in Mill’s day, select universities had had their own constituencies for centuries, allowing someone with a degree from, say, Oxford to vote both in his university constituency and wherever he lived. The system wasn’t abolished until 1950.) Mill’s larger project—at a time when no more than nine per cent of British adults could vote—was for the franchise to expand and to include women. But he worried that new voters would lack knowledge and judgment, and fixed on supplementary votes as a defense against ignorance.

In the United States, élites who feared the ignorance of poor immigrants tried to restrict ballots. In 1855, Connecticut introduced the first literacy test for American voters. Although a New York Democrat protested, in 1868, that “if a man is ignorant, he needs the ballot for his protection all the more,” in the next half century the tests spread to almost all parts of the country. They helped racists in the South circumvent the Fifteenth Amendment and disenfranchise blacks, and even in immigrant-rich New York a 1921 law required new voters to take a test if they couldn’t prove that they had an eighth-grade education. About fifteen per cent flunked. Voter literacy tests weren’t permanently outlawed by Congress until 1975, years after the civil-rights movement had discredited them.

Worry about voters’ intelligence lingers, however. …In a new book, “Against Democracy” (Princeton), Jason Brennan, a political philosopher at Georgetown, has turned Estlund’s hedging inside out to create an uninhibited argument for epistocracy. Against Estlund’s claim that universal suffrage is the default, Brennan argues that it’s entirely justifiable to limit the political power that the irrational, the ignorant, and the incompetent have over others. To counter Estlund’s concern for fairness, Brennan asserts that the public’s welfare is more important than anyone’s hurt feelings; after all, he writes, few would consider it unfair to disqualify jurors who are morally or cognitively incompetent. As for Estlund’s worry about demographic bias, Brennan waves it off. Empirical research shows that people rarely vote for their narrow self-interest; seniors favor Social Security no more strongly than the young do. Brennan suggests that since voters in an epistocracy would be more enlightened about crime and policing, “excluding the bottom 80 percent of white voters from voting might be just what poor blacks need.”…(More)”

How to ensure smart cities benefit everyone


 at the Conversation Global: “By 2030, 60 percent of the world’s population is expected to live in mega-cities. How all those people live, and what their lives are like, will depend on important choices leaders make today and in the coming years.

Technology has the power to help people live in communities that are more responsive to their needs and that can actually improve their lives. For example, Beijing, notorious for air pollution, is testing a 23-foot-tall air purifier that vacuums up smog, filters the bad particles and releases clear air.

This isn’t a vision of life like on “The Jetsons.” It’s real urban communities responding in real-time to changing weather, times of day and citizen needs. These efforts can span entire communities. They can vary from monitoring traffic to keep cars moving efficiently or measuring air quality to warn residents (or turn on massive air purifiers) when pollution levels climb.

Using data and electronic sensors in this way is often referred to as building “smart cities,” which are the subject of a major global push to improve how cities function. In part a response to incoherent infrastructure design and urban planning of the past, smart cities promise real-time monitoring, analysis and improvement of city decision-making. The results, proponents say, will improve efficiency, environmental sustainability and citizen engagement.

Smart city projects are big investments that are supposed to drive social transformation. Decisions made early in the process determine what exactly will change. But most research and planning regarding smart cities is driven by the technology, rather than the needs of the citizens. Little attention is given to the social, policy and organizational changes that will be required to ensure smart cities are not just technologically savvy but intelligently adaptive to their residents’ needs. Design will make the difference between smart city projects offering great promise or actually reinforcing or even widening the existing gaps in unequal ways their cities serve residents.

City benefits from efficiency

A key feature of smart cities is that they create efficiency. Well-designed technology tools can benefit government agencies, the environment and residents. Smart cities can improve the efficiency of city services by eliminating redundancies, finding ways to save money and streamlining workers’ responsibilities. The results can provide higher-quality services at lower cost….

Environmental effects

Another way to save money involves real-time monitoring of energy use, which can also identify opportunities for environmental improvement.

The city of Chicago has begun implementing an “Array of Things” initiative by installing boxes on municipal light poles with sensors and cameras that can capture air quality, sound levels, temperature, water levels on streets and gutters, and traffic.

The data collected are expected to serve as a sort of “fitness tracker for the city,” by identifying ways to save energy, to address urban flooding and improve living conditions.

Helping residents

Perhaps the largest potential benefit from smart cities will come from enhancing residents’ quality of life. The opportunities cover a broad range of issues, including housing and transportation, happiness and optimism, educational services, environmental conditions and community relationships.

Efforts along this line can include tracking and mapping residents’ health, using data to fight neighborhood blight, identifying instances of discrimination and deploying autonomous vehicles to increase residents’ safety and mobility….(More)“.

Civic Crowd Analytics: Making sense of crowdsourced civic input with big data tools


Paper by  that: “… examines the impact of crowdsourcing on a policymaking process by using a novel data analytics tool called Civic CrowdAnalytics, applying Natural Language Processing (NLP) methods such as concept extraction, word association and sentiment analysis. By drawing on data from a crowdsourced urban planning process in the City of Palo Alto in California, we examine the influence of civic input on the city’s Comprehensive City Plan update. The findings show that the impact of citizens’ voices depends on the volume and the tone of their demands. A higher demand with a stronger tone results in more policy changes. We also found an interesting and unexpected result: the city government in Palo Alto mirrors more or less the online crowd’s voice while citizen representatives rather filter than mirror the crowd’s will. While NLP methods show promise in making the analysis of the crowdsourced input more efficient, there are several issues. The accuracy rates should be improved. Obama Brought Silicon Valley to Washington


Jenna Wortham at The New York Times: “…“Fixing” problems with technology often just creates more problems, largely because technology is never developed in a neutral way: It embodies the values and biases of the people who create it. Crime-predicting software, celebrated when it was introduced in police departments around the country, turned out to reinforce discriminatory policing. Facebook was recently accused of suppressing conservative news from its trending topics. (The company denied a bias, but announced plans to train employees to neutralize political, racial, gender and age biases that could influence what it shows its user base.) Several studies have found that Airbnb has worsened the housing crises in some cities where it operates. In January, a report from the World Bank declared that tech companies were widening income inequality and wealth disparities, not improving them….

None of this was mentioned at South by South Lawn. Instead, speakers heralded the power of the tech community. John Lewis, the congressman and civil rights leader, gave a rousing talk that implored listeners to “get in trouble. Good trouble. Get in the way and make some noise.” Clay Dumas, chief of staff for the Office of Digital Strategy at the White House, told me in an email that the event could be considered part of a legacy to inspire social change and activism through technology. “In his final months in office,” he wrote, “President Obama wants to empower the generation of people that helped launch his candidacy and whose efforts carried him into office.”

…But a few days later, during a speech at Carnegie Mellon, Obama seemed to reckon with his feelings about the potential — and limits — of the tech world. The White House can’t be as freewheeling as a start-up, he said, because “by definition, democracy is messy. And part of government’s job is dealing with problems that nobody else wants to deal with.” But he added that he didn’t want people to become “discouraged and say, ‘I’m just not going to deal with government.’ ” Obama was the first American president to see technology as an engine to improve lives and accelerate society more quickly than any government body could. That lesson was apparent on the lawn. While I still don’t believe that technology is a panacea for society’s problems, I will always appreciate the first president who tried to bring what’s best about Silicon Valley to Washington, even if some of the bad came with it….(More)”

There isn’t always an app for that: How tech can better assist refugees


Alex Glennie and Meghan Benton at Nesta: “Refugees are natural innovators. Often armed with little more than a smartphone, they must be adaptable and inventive if they are to navigate unpredictable, dangerous environments and successfully establish themselves in a new country.

Take Mojahed Akil, a young Syrian computer science student whose involvement in street protests in Aleppo brought him to the attention – and torture chambers – of the regime. With the support of his family, Mojahed was able to move across the border to the relative safety of Gaziantep, a city in southwest Turkey. Yet once he was there, he found it very difficult to communicate with those around him (most of whom only spoke Turkish but not Arabic or English) and to access essential information about laws, regulations and local services.

To overcome these challenges, Mojahed used his software training to develop a free smartphone app and website for Syrians living in Turkey. The Gherbetna platform offers both information (for example, about job listings) and connections (through letting users ask for help from the app’s community of contributors). Since its launch in 2014, it is estimated that Gherbetna has been downloaded by more than 50,000 people.

Huge efforts, but mixed results

Over the last 18 months, an explosion of creativity and innovation from tech entrepreneurs has tried to make life better for refugees. A host of new tools and resources now exists to support refugees along every stage of their journey. Our new report for the Migration Policy Institute’s Transatlantic Council on Migration explores some of these tools trying to help refugees integrate, and examines how policymakers can support the best new initiatives.

Our report finds that the speed of this ‘digital humanitarianism’ has been a double-edged sword, with a huge amount of duplication in the sector and some tools failing to get off the ground. ‘Failing fast’ might be a badge of honour in Silicon Valley, but what are the risks if vulnerable refugees rely on an app that disappears from one day to the next?

For example, consider Migreat, a ‘skyscanner for migration’, which pivoted at the height of the refugee crisis to become an asylum information app. Its selling point was that it was obsessively updated by legal experts, so users could trust the information — and rely less on smugglers or word of mouth. At its peak, Migreat had two million users a month, but according to an interview with Josephine Goube (one of the cofounders of the initiative) funding challenges meant the platform had to fold. Its digital presence still exists, but is no longer being updated, a ghost of February 2016.

Perhaps an even greater challenge is that few of these apps were designed with refugees, so many do not meet their needs. Creating an app to help refugees navigate local services is a bit like putting a sticking plaster on a deep wound: it doesn’t solve the problem that most services, and especially digital services, are not attuned to refugee needs. Having multilingual, up-to-date and easy-to-navigate government websites might be more helpful.

Wikipedia is already the world’s ‘Dr Google’ – it’s time for doctors and researchers to make it better


 in The Conversation: “Health professionals have a duty to improve the accuracy of medical entries in Wikipedia, according to a letter published today in Lancet Global Health, because it’s the first port of call for people all over the world seeking medical information.

In our correspondence, a group of international colleagues and I call on medical journals to do more to help experts make Wikipedia more accurate, and for the medical community to make improving its content a top priority.

Use around the world

Ranked the fifth most-visited website in the world, Wikipedia is one of the most-read sources of medical information by the general public. It’s also frequently the first port of call for doctors, medical students, lawmakers, and educators.

Access is provided free of charge on mobile phones in many countries, under the Wikipedia Zero scheme. In developing nations, this has helped the site become the main source of information on medical topics. During the 2014 Ebola outbreak, for instance, page views of the Ebola virus disease peaked at more than 2.5 million per day.

Earlier this year, the site launched the free Medical Wikipedia Offline app in seven languages. The Android app has had nearly 100,000 downloads in its first few months of release. It’s particularly useful in low and middle-income countries, where internet access is typically slow and expensive.

All this makes Wikipedia’s accuracy vital because every medical entry on the collaborative online encyclopedia has the potential for immediate real-world health consequences.

A question of priorities

Given its model of allowing anyone to edit entries, Wikipedia is already surprisingly accurate, famously rivalling Encyclopedia Britannica. But even as the online encyclopedia matures, the accuracy of its medical content remains inconsistent.

The platform has historically struggled to attract expert contributions from researchers. Improving Wikipedia entries tends to be low on the list of priorities for doctors and other health professionals…

accurate information on medication affects what doctors prescribe, what patients request, and what students learn…

Several scholarly journals have been exploring academic peer review of Wikipedia entries and more look to soon join them. Examples of joint-publishing include the Wikipedia articles for Dengue fever and the cerebellum, which have been reviewed and published by the medical journals Open Medicine and the WikiJournal of Medicine respectively.

PLOS Computational Biology similarly joint-publishes review articles in its journal and in Wikipedia for maximum impact. And, the journal RNA Biology requires researchers describing a new RNA family to also write a Wikipedia entry for it.

Embedding the new approach

Progress has been slow, but several independent ventures show how the attitudes of major players in the biomedical ecosystem are beginning to shift further, and take Wikipedia more seriously.

Cochrane, which creates medical guidelines after reviewing research data, now finds Wikipedian partners for its Review Groups to help disseminate their information through Wikipedia.

Medical schools are also getting involved in improving Wikipedia entries. Medical students at University of California, San Francisco, can gain course credit for supervised editing of Wikipedia articles in need of attention….(More)”

Reframing Data Transparency


“Recently, the Centre for Information Policy Leadership (“CIPL”) at Hunton & Williams LLP, a privacy and information policy think tank based in Brussels, London and Washington, D.C., and Telefónica, one of the largest telecommunications company in the world, issued a joint white paper on Reframing Data Transparency (the “white paper”). The white paper was the outcome of a June 2016 roundtable held by the two organizations in London, in which senior business leaders, Data Privacy Officers, lawyers and academics discussed the importance of user-centric transparency to the data driven economy….The issues explored during the roundtable and in the white paper include the following:

  • The transparency deficit in the digital age. There is a growing gap between traditional, legal privacy notices and user-centric transparency that is capable of delivering understandable and actionable information concerning an organization’s data use policies and practices, including why it processes data, what the benefits are to individuals and society, how it protects the data and how users can manage and control the use of their data.
  • The impact of the transparency deficit. The transparency deficit undermines customer trust and customers’ ability to participate more effectively in the digital economy.
  • Challenges of delivering user-centric transparency. In a connected world where there may be no direct relationship between companies and their end users, both transparency and consent as a basis for processing are particularly challenging.
  • Transparency as a multistakeholder challenge. Transparency is not solely a legal issue, but a multistakeholder challenge, which requires engagement of regulators, companies, individuals, behavioral economists, social scientists, psychologists and user experience specialists.
  • The role of data protection authorities (“DPAs”). DPAs play a key role in promoting and incentivizing effective data transparency approaches and tools.
  • The role of companies. Data transparency is a critical business issue because transparency drives digital trust as well as business opportunities. Organizations must innovate on how to deliver user-centric transparency. Data driven companies must research and develop new approaches to transparency that explain the value exchange between customers and companies and the companies’ data practices, and create tools that enable their customers to exercise effective engagement and control.
  • The importance of empowering individuals. It is crucial to support and enhance individuals’ digital literacy, which includes an understanding of the uses of personal data and the benefits of data processing, as well as knowledge of relevant privacy rights and the data management tools that are available to them. Government bodies, regulators and industry should be involved in educating the public regarding digital literacy. Such education should take place in schools and universities, and through consumer education campaigns. Transparency is the foundation and sine qua non of individual empowerment.
  • The role of behavioral economists, social scientists, psychologists and user experience specialists. Experts from these disciplines will be crucial in developing user-centric transparency and controls….(More)”.

Empowering cities


“The real story on how citizens and businesses are driving smart cities” by the Economist Intelligence Unit: “Digital technologies are the lifeblood of today’s cities. They are applied widely in industry and society, from information and communications technology (ICT) to the Internet of Things (IoT), in which objects are connected to the Internet. As sensors turn any object into part of an intelligent urban network, and as computing power facilitates analysis of the data these sensors collect, elected officials and city administrators can gain an unparalleled understanding of the infrastructure and services of their city. However, to make the most of this intelligence, another ingredient is essential: citizen engagement. Thanks to digital technologies, citizens can provide a steady flow of feedback and ideas to city officials.

This study by The Economist Intelligence Unit (EIU), supported by Philips Lighting, investigates how citizens and businesses in 12 diverse cities around the world—Barcelona, Berlin, Buenos Aires, Chicago, London, Los Angeles, Mexico City, New York City, Rio de Janeiro, Shanghai, Singapore and Toronto—envision the benefits of smart cities. The choices of the respondents to the survey reflect the diverse nature of the challenges and opportunities facing different cities, from older cities in mature markets, where technology is at work with infrastructure that may be centuries old, to new cities in emerging markets, which have the opportunity to incorporate digital technologies as they grow.
