BeMyEye: Crowdsourcing is making it easier to gather data fast

Dozens of well-funded start-ups have sprung up of late claiming to be able to turn raw data into ‘actionable insights’ that would have been unimaginable a few years ago. But the process of actually collecting data is still not always straightforward….

London-based start-up BeMyEye (not to be confused with Be My Eyes, an iPhone app that claims to ‘help the blind see’) has built an army of casual data gatherers that report back via their phones. ‘For companies that sell their product to high street retailers or supermarkets, being able to verify the presence of their product, the adequacy of the promotions, the positioning in relation to competitors, this is all invaluable intelligence,’ CEO Luca Pagano tells MT. ‘Our crowd is able to observe and feed this information back to these brands very, very quickly.’…

They can do more than check prices in shops. Some of its clients (which include Heineken, Illy and Three) have used the service to check billboards they are paying for have actually been put up correctly. ‘We realised the level of [billboard] compliance is actually below 90%,’ says Pagano. It can also be used to generate sales leads….

BeMyEyes isn’t the only company that’s exploring this business model. San Francisco company Premise is using a similar network of data gatherers to monitor food prices and other metrics in developing countries for NGOs and governments as well as commercial organisations. It’s not hard to see why they would be an attractive proposition for clients, but the challenge for both of these businesses will be ensuring they can find enough reliable and effective data gatherers to keep the information flowing in at a high enough quality….(More)”

We know where you live


MIT News Office: “From location data alone, even low-tech snoopers can identify Twitter users’ homes, workplaces….Researchers at MIT and Oxford University have shown that the location stamps on just a handful of Twitter posts — as few as eight over the course of a single day — can be enough to disclose the addresses of the poster’s home and workplace to a relatively low-tech snooper.

The tweets themselves might be otherwise innocuous — links to funny videos, say, or comments on the news. The location information comes from geographic coordinates automatically associated with the tweets.

Twitter’s location-reporting service is off by default, but many Twitter users choose to activate it. The new study is part of a more general project at MIT’s Internet Policy Research Initiative to help raise awareness about just how much privacy people may be giving up when they use social media.

The researchers describe their research in a paper presented last week at the Association for Computing Machinery’s Conference on Human Factors in Computing Systems, where it received an honorable mention in the best-paper competition, a distinction reserved for only 4 percent of papers accepted to the conference.

“Many people have this idea that only machine-learning techniques can discover interesting patterns in location data,” says Ilaria Liccardi, a research scientist at MIT’s Internet Policy Research Initiative and first author on the paper. “And they feel secure that not everyone has the technical knowledge to do that. With this study, what we wanted to show is that when you send location data as a secondary piece of information, it is extremely simple for people with very little technical knowledge to find out where you work or live.”

Conclusions from clustering

In their study, Liccardi and her colleagues — Alfie Abdul-Rahman and Min Chen of Oxford’s e-Research Centre in the U.K. — used real tweets from Twitter users in the Boston area. The users consented to the use of their data, and they also confirmed their home and work addresses, their commuting routes, and the locations of various leisure destinations from which they had tweeted.

The time and location data associated with the tweets were then presented to a group of 45 study participants, who were asked to try to deduce whether the tweets had originated at the Twitter users’ homes, their workplaces, leisure destinations, or locations along their commutes. The participants were not recruited on the basis of any particular expertise in urban studies or the social sciences; they just drew what conclusions they could from location clustering….

Predictably, participants fared better with map-based representations, correctly identifying Twitter users’ homes roughly 65 percent of the time and their workplaces at closer to 70 percent. Even the tabular representation was informative, however, with accuracy rates of just under 50 percent for homes and a surprisingly high 70 percent for workplaces….(More; Full paper )”

Society’s biggest problems need more than a nudge


 at the Conversation: “So-called “nudge units” are popping up in governments all around the world.

The best-known examples include the U.K.’s Behavioural Insights Team, created in 2010, and the White House-based Social and Behavioral Sciences Team, introduced by the Obama administration in 2014. Their mission is to leverage findings from behavioral science so that people’s decisions can be nudged in the direction of their best intentions without curtailing their ability to make choices that don’t align with their priorities.

Overall, these – and other – governments have made important strides when it comes to using behavioral science to nudge their constituents into better choices.

Yet, the same governments have done little to improve their own decision-making processes. Consider big missteps like the Flint water crisis. How could officials in Michigan decide to place an essential service – safe water – and almost 100,000 people at risk in order to save US$100 per day for three months? No defensible decision-making process should have allowed this call to be made.

When it comes to many of the big decisions faced by governments – and the private sector – behavioral science has more to offer than simple nudges.

Behavioral scientists who study decision-making processes could also help policy-makers understand why things went wrong in Flint, and how to get their arms around a wide array of society’s biggest problems – from energy transitions to how to best approach the refugee crisis in Syria.

When nudges are enough

The idea of nudging people in the direction of decisions that are in their own best interest has been around for a while. But it was popularized in 2008 with the publication of the bestseller “Nudge“ by Richard Thaler of the University of Chicago and Cass Sunstein of Harvard.

A common nudge goes something like this: if we want to eat better but are having a hard time doing it, choice architects can reengineer the environment in which we make our food choices so that healthier options are intuitively easier to select, without making it unrealistically difficult to eat junk food if that’s what we’d rather do. So, for example, we can shelve healthy foods at eye level in supermarkets, with less-healthy options relegated to the shelves nearer to the floor….

Sometimes a nudge isn’t enough

Nudges work for a wide array of choices, from ones we face every day to those that we face infrequently. Likewise, nudges are particularly well-suited to decisions that are complex with lots of different alternatives to choose from. And, they are advocated in situations where the outcomes of our decisions are delayed far enough into the future that they feel uncertain or abstract. This describes many of the big decisions policy-makers face, so it makes sense to think the solution must be more nudge units.

But herein lies the rub. For every context where a nudge seems like a realistic option, there’s at least another context where the application of passive decision support would be either be impossible – or, worse, a mistake.

Take, for example, the question of energy transitions. These transitions are often characterized by the move from infrastructure based on fossil fuels to renewables to address all manner of risks, including those from climate change. These are decisions that society makes infrequently. They are complex. And, the outcomes – which are based on our ability to meet conflicting economic, social and environmental objectives – will be delayed.

But, absent regulation that would place severe restrictions on the kinds of options we could choose from – and which, incidentally, would violate the freedom-of-choice tenet of choice architecture – there’s no way to put renewable infrastructure options at proverbial eye level for state or federal decision-makers, or their stakeholders.

Simply put, a nudge for a decision like this would be impossible. In these cases, decisions have to be made the old-fashioned way: with a heavy lift instead of a nudge.

Using Tweets and Posts to Speed Up Organ Donation


David Bornstein in the New York Times: “…But there is a problem: Demand for organ transplants vastly outstrips supply, as my colleague Tina Rosenberg has reported. In 2015 in the United States, there were only about 9,000 deceased donors (each of whom can save up to eight lives) and 6,000 living donors (who most often donate a kidney or liver lobe). Today, more than 121,000 people are on waiting lists, roughly 100,000 for kidney transplants, 15,000 for livers, and 4,000 for hearts. And the lists keep getting longer — 3,000 people are added to the kidney list each month. Last year, more than 4,000 people died while waiting for a new kidney; 3,600 dropped off the waiting list because they became too sick to qualify for a transplant.

Although 95 percent of Americans support organ donation, fewer than half of American adults are registered as donors. Research suggests that the number who donate organs after death could be increased greatly. Moreover, surveys indicate untapped support for living donation, too; nearly one in four people have told pollsters they would be willing to donate a kidney to save the life of a friend, community member or stranger. “If one in 10,000 Americans decided to donate each year, there wouldn’t be a shortage,” said Josh Morrison, who donated a kidney to a stranger and founded WaitList Zero, an organization that works to increase living kidney donation.

What could be done to harness people’s generous impulses more effectively to save lives?

One group attacking the question is Organize, which was founded in 2014 by Rick Segal’s son Greg, and Jenna Arnold, a media producer and educator who has worked with MTV and the United Nations in engaging audiences in social issues. Organize uses technology, open data and insights from behavioral economics to simplify becoming an organ donor.

This approach is shaking up longstanding assumptions.

For example, in the last four decades, people have most often been asked to register as an organ donor as part of renewing or obtaining a driver’s license. This made sense in the 1970s, when the nation’s organ procurement system was being set up, says Blair Sadler, the former president and chief executive of Rady Children’s Hospital in San Diego. He helped draft theUniform Anatomical Gift Act in 1967, which established a national legal framework for organ donation. “Health care leaders were asking, ‘How do we make this more routine?’” he recalled. “It’s hard to get people to put it in their wills. Oh, there’s a place where people have to go every five years” — their state Department of Motor Vehicles.

Today, governments allow individuals to initiate registrations online, but the process can be cumbersome. For example, New York State required me to fill out a digital form on my computer, then print it out and mail it to Albany. Donate Life America, by contrast, allows individuals to register online as an organ donor just by logging in with email or a Facebook or Google account — much easier.

In practice, legal registration may be overemphasized. It may be just as important to simply make your wishes known to your loved ones. When people tell relatives, “If something happens to me, I want to be an organ donor,” families almost always respect their wishes. This is particularly important for minors, who cannot legally register as donors.

Using that insight, Organize is making it easier to conduct social media campaigns to both prompt and collect sentiments about organ donation from Facebook, Twitter and Instagram.

If you post or tweet about organ donation, or include a hashtag like #iwanttobeanorgandonor, #organdonor, #donatemyparts, or any of a number of other relevant terms, Organize captures the information and logs it in a registry. In a year, it has gathered the names of nearly 600,000 people who declare support for organ donation. Now the big question is: Will it actually increase organ donation rates?

We should begin getting an idea pretty soon. Organize has been working with the Nevada Donor Network to test its registry. And in the coming months, several other states will begin using it….(More)”

Public Spending, by the People


Public Agenda: “From 2014 to 2015, more than 70,000 residents across the United States and Canada directly decided how their cities and districts should spend nearly $50 million in public funds through a process known as participatory budgeting (PB). PB is among the fastest growing forms of public engagement in local governance, having expanded to 46 communities in the U.S. and Canada in just 6 years.

PB is a young practice in the U.S. and Canada. Until now, there’s been no way for people to get a general understanding of how communities across the U.S. implement PB, who participates, and what sorts of projects get funded. Our report, “Public Spending, By the People” offers the first-ever comprehensive analysis of PB in the U.S. and Canada.

Here’s a summary of what we found:

Overall, communities using PB have invested substantially in the process and have seen diverse participation. But cities and districts vary widely in how they implemented their processes, who participated and what projects voters decided to fund. Officials vary in how much money they allocate to PB and some communities lag far behind in their representation of lower-income and less educated residents.

The data in this report came from 46 different PB processes across the U.S. and Canada. The report is a collaboration with local PB evaluators and practitioners. The work was funded by the Democracy Fund and the Rita Allen Foundation, and completed through a research partnership with the Kettering Foundation.

Regulatory Transformations: An Introduction

Increasingly citizens in association with businesses catalyse regulation which marks the rise of a social sphere in regulation. Around the world, in San Francisco, Melbourne, Munich and Mexico City, citizens have sought to transform how and to what end economic transactions are conducted. For instance, ‘carrot mob’ initiatives use positive economic incentives, not provided by a state legal system, but by a collective of civil society actors in order to change business behaviour. In contrast to ‘negative’ consumer boycotts, ‘carrotmob’ events use ‘buycotts’. They harness competition between businesses as the lever for changing how and for what purpose business transactions are conducted. Through new social media ‘carrotmobs’ mobilize groups of citizens to purchase goods at a particular time in a specific shop. The business that promises to spend the greatest percentage of its takings on, for instance, environmental improvements, such as switching to a supplier of renewable energy, will be selected for an organized shopping spree and financially benefit from the extra income it receives from the ‘carrot mob’ event.’Carrot mob’ campaigns chime with other fundamental challenges to conventional economic activity, such as the shared use of consumer goods through citizens collective consumption which questions traditional conceptions of private property….(More; Other Chapters)”

 

New York City’s Digital Playbook


New York City Mayor Bill de Blasio: “…The New York City Digital Playbook outlines how we want residents to experience City services and how we will use digital tools to strengthen communities, online and off. The guidance within the Playbook will challenge all of our agencies and service providers to rethink the way they reach New Yorkers.

Our goal is to make our services more accessible, make our operations more transparent, and make it easy and fun to participate in government. In short — we aim to make New York the most user-friendly and innovative city in the world.

We believe that City government should be at New Yorkers’ fingertips and services should be just a swipe or a click away — just like so much of the technology in the rest of our lives. We also know that there are many people in New York City’s incomparable tech and design community who share this goal and want to lend expertise. So, another important goal of the Playbook is to make it easier for civically minded technologists to help us.

How to use the Playbook

This is an internal vision and strategy document that we will immediately begin to implement across government.

You may ask: if it’s an internal document, why share it publicly? A few reasons:

Is behavioural economics ready to save the world?


Book review by Trenton G Smith of Behavioral Economics and Public Health : “Modern medicine has long doled out helpful advice to ailing patients about not only drug treatments, but also diet, exercise, alcohol abuse, and many other lifestyle decisions. And for just as long, patients have been failing to follow doctors’ orders. Many of today’s most pressing public health problems would disappear if people would just make better choices.

Enter behavioural economics. A fairly recent offshoot of the dismal science, behavioural economics aims to take the coldly rational decision makers who normally populate economic theories, and instil in them a host of human foibles. Neoclassical (ie, conventional) economics, after all is the study of optimising behaviour in the presence of material constraints—why not add constraints on cognitive capacity, or self-control, or susceptibility to the formation of bad habits? The hope is that by incorporating insights from other behavioural sciences (most notably cognitive psychology and neuroscience) while retaining the methodological rigour of neoclassical economics, behavioural economics will yield a more richly descriptive theory of human behaviour, and generate new and important insights to better inform public policy.

Policy makers have taken notice. In an era in which free-market rhetoric dominates the political landscape, the idea that small changes to public health policies might serve to nudge consumers towards healthier behaviours holds great appeal. Even though some (irrational) consumers might be better off, the argument goes, if certain unhealthy food products were banned (or worse, taxed), this approach would infringe on the rights of the many consumers who want to indulge occasionally, and fully understand the consequences. If governments could instead use evidence from consumer science to make food labels more effective, or to improve the way that healthy foods are presented in school cafeterias, more politically unpalatable interventions in the marketplace might not be needed. This idea, dubbed “libertarian paternalism” by Richard Thaler and Cass Sunstein, has been pursued with gusto in both the UK (David Cameron’s Government formed the Behavioural Insights Team—unofficially described as the Nudge Unit) and the USA (where Sunstein spent time in the Obama administration’s Office of Information and Regulatory Affairs).

Whatever public health practitioners might think about these developments—or indeed, of economics as a discipline—this turn of events has rather suddenly given scholars at the cutting edge of consumer science an influential voice in the regulatory process, and some of the best and brightest have stepped up to contribute. Behavioral Economics & Public Health (edited by Christina Roberto and Ichiro Kawachi) is the product of a 2014 Harvard University exploratory workshop on applying social science insights to public health. As might be expected in a volume that aims to bring together two such inherently multidisciplinary fields, the book’s 11 chapters offer an eclectic mix of perspectives. The editors begin with an excellent overview of the field of behavioural economics and its applications to public health, and an economic perspective can also be found in four of the other chapters: Justin White and William Dow write about intertemporal choice, Kristina Lewis and Jason Block review the use of incentives to promote health, Michael Sanders and Michael Hallsworth describe their experience working within the UK’s Behavioural Insights Team, and Frederick Zimmerman concludes with a thoughtful critique of the field of behavioural economics. The other contributions are largely from the perspectives of psychology and marketing: Dennis Runger and Wendy Wood discuss habit formation, Rebecca Ferrer and colleagues emphasise the importance of emotion in decision making, Brent McFerran discusses social norms in the context of obesity, Jason Riis and Rebecca Ratner explain why some public health communication strategies are more effective than others, and Zoe Chance and colleagues and Brian Wansink offer frameworks for designing environments (eg, in schools and workplaces) that are conducive to healthy choices.

This collection of essays holds many hidden gems, but the one that surprised me the most was the attention given (by Runger and Wood briefly, and Zimmerman extensively) to a dirty little secret that behavioural economists rarely mention: once it is acknowledged that sometimes-irrational consumers can be manipulated into making healthy choices, it does not require much of a leap to conclude that business interests can—and do—use the same methods to push back in the other direction. This conclusion leads Zimmerman to a discussion of power in the marketplace and in our collective political economy, and to a call to action on these larger structural issues in society that neoclassical theory has long neglected….(More; Book)

‘Big data’ was supposed to fix education. It didn’t. It’s time for ‘small data’


Pasi Sahlberg and Jonathan Hasak in the Washington Post: “One thing that distinguishes schools in the United States from schools around the world is how data walls, which typically reflect standardized test results, decorate hallways and teacher lounges. Green, yellow, and red colors indicate levels of performance of students and classrooms. For serious reformers, this is the type of transparency that reveals more data about schools and is seen as part of the solution to how to conduct effective school improvement. These data sets, however, often don’t spark insight about teaching and learning in classrooms; they are based on analytics and statistics, not on emotions and relationships that drive learning in schools. They also report outputs and outcomes, not the impacts of learning on the lives and minds of learners….

If you are a leader of any modern education system, you probably care a lot about collecting, analyzing, storing, and communicating massive amounts of information about your schools, teachers, and students based on these data sets. This information is “big data,” a term that first appeared around 2000, which refers to data sets that are so large and complex that processing them by conventional data processing applications isn’t possible. Two decades ago, the type of data education management systems processed were input factors of education system, such as student enrollments, teacher characteristics, or education expenditures handled by education department’s statistical officer. Today, however, big data covers a range of indicators about teaching and learning processes, and increasingly reports on student achievement trends over time.

With the outpouring of data, international organizations continue to build regional and global data banks. Whether it’s the United Nations, the World Bank, the European Commission, or the Organization for Economic Cooperation and Development, today’s international reformers are collecting and handling more data about human development than before. Beyond government agencies, there are global education and consulting enterprises like Pearson and McKinsey that see business opportunities in big data markets.

Among the best known today is the OECD’s Program for International Student Assessment (PISA), which measures reading, mathematical, and scientific literacy of 15-year-olds around the world. OECD now also administers an Education GPS, or a global positioning system, that aims to tell policymakers where their education systems place in a global grid and how to move to desired destinations. OECD has clearly become a world leader in the big data movement in education.

Despite all this new information and benefits that come with it, there are clear handicaps in how big data has been used in education reforms. In fact, pundits and policymakers often forget that Big data, at best, only reveals correlations between variables in education, not causality. As any introduction to statistics course will tell you, correlation does not imply causation….
We believe that it is becoming evident that big data alone won’t be able to fix education systems. Decision-makers need to gain a better understanding of what good teaching is and how it leads to better learning in schools. This is where information about details, relationships and narratives in schools become important. These are what Martin Lindstrom calls “small data”: small clues that uncover huge trends. In education, these small clues are often hidden in the invisible fabric of schools. Understanding this fabric must become a priority for improving education.

To be sure, there is not one right way to gather small data in education. Perhaps the most important next step is to realize the limitations of current big data-driven policies and practices. Too strong reliance on externally collected data may be misleading in policy-making. This is an example of what small data look like in practice:

  • It reduces census-based national student assessments to the necessary minimum and transfer saved resources to enhance the quality of formative assessments in schools and teacher education on other alternative assessment methods. Evidence shows that formative and other school-based assessments are much more likely to improve quality of education than conventional standardized tests.
  • It strengthens collective autonomy of schools by giving teachers more independence from bureaucracy and investing in teamwork in schools. This would enhance social capital that is proved to be critical aspects of building trust within education and enhancing student learning.
  • It empowers students by involving them in assessing and reflecting their own learning and then incorporating that information into collective human judgment about teaching and learning (supported by national big data). Because there are different ways students can be smart in schools, no one way of measuring student achievement will reveal success. Students’ voices about their own growth may be those tiny clues that can uncover important trends of improving learning.

Edwards Deming once said that “without data you are another person with an opinion.” But Deming couldn’t have imagined the size and speed of data systems we have today….(More)”

Can Crowdsourcing Help Make Life Easier For People With Disabilities?


Sean Captain at FastCompany: “These days GPS technology can get you as close as about 10 feet from your destination, close enough to see it—assuming you can see.

But those last few feet are a chasm for the blind (and GPS accuracy sometimes falls only within about 30 feet).

“Actually finding the bus stop, not the right street, but standing in the right place when the bus comes, is pretty hard,” says Dave Power, president and CEO of the Perkins School for the Blind near Boston. Helen Keller’s alma mater is developing a mobile app that will provide audio directions—contributed by volunteers—so that blind people can get close enough to the stop for the bus driver to notice them.

Perkins’s app is one of 29 projects that recently received a total of $20 million in funding from Google.org’s Google Impact Challenge: Disabilities awards. Several of the winning initiatives rely on crowdsourced information to help the disabled—be they blind, in a wheelchair, or cognitively impaired. It’s a commonsense approach to tackling big logistical projects in a world full of people who have snippets of downtime during which they might perform bite-size acts of kindness online. But moving these projects from being just clever concepts to extensive services, based on the goodwill of volunteers, is going to be quite a hurdle.

People with limited mobility may have trouble traversing the last few feet between them and a wheelchair ramp, automatic doors, or other accommodations that aren’t easy to find (or may not even exist in some places).Wheelmap, based in Berlin, is trying to help by building online maps of accessible locations. Its website incorporates crowdsourced data. The site lets users type in a city and search for accessible amenities such as restaurants, hotels, and public transit.

Paris-based J’accede (which received 500,000 euros from Google, which is the equivalent of about $565,000) provides similar capabilities in both a website and an app, with a slicker design somewhat resembling TripAdvisor.

Both services have a long way to go. J’accede lists 374 accessible bars/restaurants in its hometown and a modest selection in other French cities like Marseille. “We still have a lot of work to do to cover France,” says J’accede’s president Damien Birambeau in an email. The goal is to go global though, and the site is available in English, German, and Spanish, in addition to French. Likewise, Wheelmap (which got 825,000 euros, or $933,000) performs best in the German capital of Berlin and cities like Hamburg, but is less useful in other places.

These sites face the same challenge as many other volunteer-based, crowdsourced projects: getting a big enough crowd to contribute information to the service. J’accede hopes to make the process easier. In June, it will connect itself with Google Places, so contributors will only need to supply details about accommodations at a site; information like the location’s address and phone number will be pulled in automatically. But both J’accede and Wheelmap recognize that crowdsourcing has its limits. They are now going beyond voluntary contributions, setting up automated systems to scrape information from other databases of accessible locations, such as those maintained by governments.

Wheelmap and J’accede are dwarfed by general-interest crowdsourced sites like TripAdvisor and Yelp, which offer some information about accessibility, too. For instance, among the many filters they offer users searching for restaurants—such as price range and cuisine type—TripAdvisor and Yelp both offer a Wheelchair Accessible checkbox. Applying that filter to Parisian establishments brings up about 1,000 restaurants on TripAdvisor and 2,800 in Yelp.

So what can Wheelmap and J’accede provide that the big players can’t? Details. “A person in a wheelchair, for example, will face different obstacles than a partially blind person or a person with cognitive disabilities,” says Birambeau. “These different needs and profiles means that we need highly detailed information about the accessibility of public places.”…(More)”
