A Better Reykjavik and a stronger community: The benefits of crowdsourcing and e-democracy


Dyfrig Williams at Medium: “2008 was a difficult time in Iceland. All three of the country’s major privately owned banks went under, which prompted a financial crisis that enveloped the country and even reached local authorities in Wales.

The Better Reykjavik website was launched before the municipal elections and became a hub for online participation.

  • 70,000 people participated out of a population of 120,000
  • 12,000 registered users submitted over 3,300 ideas and5,500 points for and against
  • 257 ideas were formally reviewed, and 165 have been accepted since 2011

As an external not-for-profit website, Better Reykjavik was better able to involve people because it wasn’t perceived to be part of pre-existing political structures.

Elected members

In the run up to the elections, the soon to be Mayor Jón Gnarr championed the platform at every opportunity. This buy-in from a prominent figure was key, as it publicised the site and showed that there was buy-in for the work at the highest level.

Big data promise exponential change in healthcare


Gonzalo Viña in the Financial Times (Special Report: ): “When a top Formula One team is using pit stop data-gathering technology to help a drugmaker improve the way it makes ventilators for asthma sufferers, there can be few doubts that big data are transforming pharmaceutical and healthcare systems.

GlaxoSmithKline employs online technology and a data algorithm developed by F1’s elite McLaren Applied Technologies team to minimise the risk of leakage from its best-selling Ventolin (salbutamol) bronchodilator drug.

Using multiple sensors and hundreds of thousands of readings, the potential for leakage is coming down to “close to zero”, says Brian Neill, diagnostics director in GSK’s programme and risk management division.

This apparently unlikely venture for McLaren, known more as the team of such star drivers as Fernando Alonso and Jenson Button, extends beyond the work it does with GSK. It has partnered with Birmingham Children’s hospital in a £1.8m project utilising McLaren’s expertise in analysing data during a motor race to collect such information from patients as their heart and breathing rates and oxygen levels. Imperial College London, meanwhile, is making use of F1 sensor technology to detect neurological dysfunction….

Big data analysis is already helping to reshape sales and marketing within the pharmaceuticals business. Great potential, however, lies in its ability to fine tune research and clinical trials, as well as providing new measurement capabilities for doctors, insurers and regulators and even patients themselves. Its applications seem infinite….

The OECD last year said governments needed better data governance rules given the “high variability” among OECD countries about protecting patient privacy. Recently, DeepMind, the artificial intelligence company owned by Google, signed a deal with a UK NHS trust to process, via a mobile app, medical data relating to 1.6m patients. Privacy advocates say this as “worrying”. Julia Powles, a University of Cambridge technology law expert, asks if the company is being given “a free pass” on the back of “unproven promises of efficiency and innovation”.

What’s wrong with big data?


James Bridle in the New Humanist: “In a 2008 article in Wired magazine entitled “The End of Theory”, Chris Anderson argued that the vast amounts of data now available to researchers made the traditional scientific process obsolete. No longer would they need to build models of the world and test them against sampled data. Instead, the complexities of huge and totalising datasets would be processed by immense computing clusters to produce truth itself: “With enough data, the numbers speak for themselves.” As an example, Anderson cited Google’s translation algorithms which, with no knowledge of the underlying structures of languages, were capable of inferring the relationship between them using extensive corpora of translated texts. He extended this approach to genomics, neurology and physics, where scientists are increasingly turning to massive computation to make sense of the volumes of information they have gathered about complex systems. In the age of big data, he argued, “Correlation is enough. We can stop looking for models.”

This belief in the power of data, of technology untrammelled by petty human worldviews, is the practical cousin of more metaphysical assertions. A belief in the unquestionability of data leads directly to a belief in the truth of data-derived assertions. And if data contains truth, then it will, without moral intervention, produce better outcomes. Speaking at Google’s private London Zeitgeist conference in 2013, Eric Schmidt, Google Chairman, asserted that “if they had had cellphones in Rwanda in 1994, the genocide would not have happened.” Schmidt’s claim was that technological visibility – the rendering of events and actions legible to everyone – would change the character of those actions. Not only is this statement historically inaccurate (there was plenty of evidence available of what was occurring during the genocide from UN officials, US satellite photographs and other sources), it’s also demonstrably untrue. Analysis of unrest in Kenya in 2007, when over 1,000 people were killed in ethnic conflicts, showed that mobile phones not only spread but accelerated the violence. But you don’t need to look to such extreme examples to see how a belief in technological determinism underlies much of our thinking and reasoning about the world.

“Big data” is not merely a business buzzword, but a way of seeing the world. Driven by technology, markets and politics, it has come to determine much of our thinking, but it is flawed and dangerous. It runs counter to our actual findings when we employ such technologies honestly and with the full understanding of their workings and capabilities. This over-reliance on data, which I call “quantified thinking”, has come to undermine our ability to reason meaningfully about the world, and its effects can be seen across multiple domains.

The assertion is hardly new. Writing in the Dialectic of Enlightenment in 1947, Theodor Adorno and Max Horkheimer decried “the present triumph of the factual mentality” – the predecessor to quantified thinking – and succinctly analysed the big data fallacy, set out by Anderson above. “It does not work by images or concepts, by the fortunate insights, but refers to method, the exploitation of others’ work, and capital … What men want to learn from nature is how to use it in order wholly to dominate it and other men. That is the only aim.” What is different in our own time is that we have built a world-spanning network of communication and computation to test this assertion. While it occasionally engenders entirely new forms of behaviour and interaction, the network most often shows to us with startling clarity the relationships and tendencies which have been latent or occluded until now. In the face of the increased standardisation of knowledge, it becomes harder and harder to argue against quantified thinking, because the advances of technology have been conjoined with the scientific method and social progress. But as I hope to show, technology ultimately reveals its limitations….

“Eroom’s law” – Moore’s law backwards – was recently formulated to describe a problem in pharmacology. Drug discovery has been getting more expensive. Since the 1950s the number of drugs approved for use in human patients per billion US dollars spent on research and development has halved every nine years. This problem has long perplexed researchers. According to the principles of technological growth, the trend should be in the opposite direction. In a 2012 paper in Nature entitled “Diagnosing the decline in pharmaceutical R&D efficiency” the authors propose and investigate several possible causes for this. They begin with social and physical influences, such as increased regulation, increased expectations and the exhaustion of easy targets (the “low hanging fruit” problem). Iceland’s crowd-sourced constitution: hope for disillusioned voters everywhere

From Brexit to Donald Trump, to a general lack of trust in politics, disillusioned voters are expressing their frustration in strange ways. In Iceland, they are taking a more proactive, hopeful approach – and it’s a lesson to the rest of the world. It looks as though a crowd-sourced constitution, developed in 2012, could finally be about to make its way through parliament.

The document – the result of four months of consultation – was approved by a two-thirds majority in a national referendum but was ultimately rejected by the government of the time. It includes clauses on environmental protection, puts international human rights law and the rights of refugees and migrants front and centre, and proposes redistributing the fruits of Iceland’s natural resources – notably fishing.

The Pirate Party has made getting the constitution through parliament a priority. And a pre-election agreement between five parties to make that happen within two years suggests a strong commitment on almost every side.

As important as the content is how the constitution was produced. The participatory nature of its writing sets it apart from other similar documents. The soul-searching prompted by the economic crash offered a chance to reassess what Icelandic society stands for and provides the perfect moment to change the way the country operates. This existential reimagining is the heart of the constitution and cannot be underestimated.

The process has been reminiscent of the Occupy movement that sprang up across the world in 2011. For radical politics, legitimacy comes not simply through single-shot participation, such as through elections, but through a continued involvement in “constitutionalising” – in the processes of rule-making and defining the identity or ethos of a particular community.

In mainstream politics, constitutions bring social order. They represent the agreement of a single set of principles and associated rules. But once these are decided on, they are often fixed (think of the way the US Constitution is used as an unquestionable governing rule-book and how hard it is to pass amendments). Popular change is often virtually impossible. Elites can even sometimes overrule or ignore constitutional provisions…

Constitutionalising does not stop after a certain point, but ought to continue as a fundamental part of social and political activity. The problem with the nation state, potentially with the exception of Iceland, is that it has become ossified. So what might an alternative look like?

Rather than handing collective responsibility to institutions such as parliaments and courts, no matter how well-intentioned, protection is assured via a set of rules to which everyone consents and has a hand in designing…

In Iceland the crowd-sourced constitution contains a provision for citizen-led initiatives to propose and alter legislation. So the great promise of this next phase in Iceland’s politics is not simply a social democratic consensus around financial and industrial regulation and human rights, but also an attempt to redress the balance of power between citizens and government. Beyond being given a chance to help write the constitution or to vote every few years, the people are being given the chance to remain constantly involved in the shaping of the rules that govern their society….(More)”

Reframing Data Transparency


“Recently, the Centre for Information Policy Leadership (“CIPL”) at Hunton & Williams LLP, a privacy and information policy think tank based in Brussels, London and Washington, D.C., and Telefónica, one of the largest telecommunications company in the world, issued a joint white paper on Reframing Data Transparency (the “white paper”). The white paper was the outcome of a June 2016 roundtable held by the two organizations in London, in which senior business leaders, Data Privacy Officers, lawyers and academics discussed the importance of user-centric transparency to the data driven economy….The issues explored during the roundtable and in the white paper include the following:

  • The transparency deficit in the digital age. There is a growing gap between traditional, legal privacy notices and user-centric transparency that is capable of delivering understandable and actionable information concerning an organization’s data use policies and practices, including why it processes data, what the benefits are to individuals and society, how it protects the data and how users can manage and control the use of their data.
  • The impact of the transparency deficit. The transparency deficit undermines customer trust and customers’ ability to participate more effectively in the digital economy.
  • Challenges of delivering user-centric transparency. In a connected world where there may be no direct relationship between companies and their end users, both transparency and consent as a basis for processing are particularly challenging.
  • Transparency as a multistakeholder challenge. Transparency is not solely a legal issue, but a multistakeholder challenge, which requires engagement of regulators, companies, individuals, behavioral economists, social scientists, psychologists and user experience specialists.
  • The role of data protection authorities (“DPAs”). DPAs play a key role in promoting and incentivizing effective data transparency approaches and tools.
  • The role of companies. Data transparency is a critical business issue because transparency drives digital trust as well as business opportunities. Organizations must innovate on how to deliver user-centric transparency. Data driven companies must research and develop new approaches to transparency that explain the value exchange between customers and companies and the companies’ data practices, and create tools that enable their customers to exercise effective engagement and control.
  • The importance of empowering individuals. It is crucial to support and enhance individuals’ digital literacy, which includes an understanding of the uses of personal data and the benefits of data processing, as well as knowledge of relevant privacy rights and the data management tools that are available to them. Government bodies, regulators and industry should be involved in educating the public regarding digital literacy. Such education should take place in schools and universities, and through consumer education campaigns. Transparency is the foundation and sine qua non of individual empowerment.
  • The role of behavioral economists, social scientists, psychologists and user experience specialists. Experts from these disciplines will be crucial in developing user-centric transparency and controls….(More)”.

Empowering cities

NYC cyclists crowd-source map showing cars in bike lanes


Springwise: “Founded by a cyclist frustrated at the lack of local government action on enforcing bike safety, the Cars In Bike Lanes map geo-tags and time-stamps each contribution. New York City riders upload their photos, including a description of the cross streets where the incident occurred. License plate details are made visible, and users of the map can click to find out if a driver is a repeat offender.

The interactive map is open source, and the founder says he hopes other cities and developers customize the site for their areas. Development plans for the site will focus on increasing the numbers of cyclists using, and contributing to, it. And ideally, it will put pressure on local governments to actively enforce safety regulations designed to protect cyclists.

Cycle safety is a common urban problem, and cities around the world are designing different solutions. In The Netherlands,flashing LED lights warn cars of approaching cyclists at busy intersections. In Denmark, bikes fitted with radio frequency identification tags turn traffic lights in favor of the cyclist….(More)”

App gamifies safe street design, gets kids involved


Springwise: “It’s unlikely that cars will ever completely disappear, so cities are finding ways to help two wheels and four wheels safely co-exist. In-ground LED lights warn cars when a cyclist is approaching, and this app provides a driver’s safety performance report after each journey. In Norway, as part of a project to get more citizens walking and cycling, Oslo’s Traffic Agent app gives young school children a way to report street safety.

Initially focusing on home-to-school routes, the app assigns each child an agent number. The agents then log safe or unsafe conditions they come across in their travel to school. The app was developed by the Agency of Urban Environment, the Norwegian Centre for Transport Research and the Oslo City Teaching Agency, in consultation with children. And the Traffic Agent team is working closely with parent-teacher associations to get as many schools and children as possible involved in the project.

In the near future, Oslo’s city planners plan to ban cars from the city center but an urban environment that is safe for pedestrians and cyclists is an important first step…(More)”

Crowdsource Europe wants people to write their own constitution


Deutsche Welle: “A public interest organization called Crowdsource Europe wants citizens to formulate their own constitution. If successful, the document could even replace the Lisbon treaty, the campaign’s organizers say.

“Crowdsource Europe is building a platform to work together with all Europeans to create a People’s Constitution, by the people, for the people,” the organizers said on their website. The goal is to create a document that captures the shared values and collective ideas for the future of Europe.

“We launched the project in May 2016. The motivation was to let the people of Europe decide what the EU should be about. Cooperation within Europe is important, but too often people don’t feel connected with the EU where technocrats decide from their ivory tower,” the project’s organizers Thomas de Groot, Mathijs Pontier and Melissa Koutouzis told DW.

 De Groot, Pontier and Koutouzis, who are members of the Amsterdam Pirate Party, want to show the European Parliament that people can work together to shape a European future.

“In the current representative democracy, people have the ability to vote once every several years (five years in the case of the European Parliament). After that, the possibilities for participation are very limited. As a result, many people don’t feel represented, and many people don’t even make the effort to vote for the European Parliament,” they told DW.

Crowdsource Europe’s idea of “interactive democracy” helps bridge that gap. In this concept, everyone has the ability to propose ideas and discuss them….Writing a constitution, especially the way de Groot and his partners Pontier and Koutouzis envisage it, is very easy. The Internet for farmers without Internet


Project Breakthrough: “Mobile Internet is rapidly becoming a primary source of knowledge for rural populations in developing countries. But not every one of the world’s 500 million smallholder farmers is connected to the Internet – which means they can struggle to solve daily agricultural challenges. With no way to access to information on things like planting, growing and selling, farmers in Asia, Latin America and Africa simply cannot grow. Many live on less than a dollar a day and don’t have smartphones to ask Google what to do.

London-based startup WeFarm is the world’s first free peer-to-peer network that spreads crowdsourced knowledge via SMS messages, which only need simple mobile phones. Since launching in November 2015, its aim has been to give remote, offline farmers access to the vital innovative insight, such as crop diversification, tackling soil erosion or changing climatic conditions. Billing itself as ‘The internet for people without the internet’, WeFarm strongly believes in the power of grassroots information. That’s why it costs nothing.

“With WeFarm we want all farmers in the world to be able to search for and access the information they need to improve their livelihoods,” Kenny Ewan, CEO tells us. The seeds for his idea were planted after many years working with indigenous communities in Latin America, based in Peru. “To me it makes perfect sense to allow farmers to connect with other farmers in order to find solutions to their problems. These farmers are experts in agriculture, and they come up with low-cost, innovative solutions, that are easy to implement.”
