Features of Parliamentary Websites in Selected Jurisdictions


Report by The Law Library of Congress, Global Legal Research Center: “In recent years, parliaments around the world have enhanced their websites in order to improve access to legislative information and other parliamentary resources. Innovative features allow constituents and researchers to locate and utilize detailed information on laws and lawmaking in various ways. These include tracking tools and alerts, apps, the use of open data technology, and different search functions. In order to demonstrate some of the developments in this area, staff from the Global Legal Research Directorate of the Law Library of Congress surveyed the official parliamentary websites of fifty countries from all regions of the world, plus the website of the European Parliament. In some cases, information on more than one website is provided where separate sites have been established for different chambers of the national parliament, bringing the total number of individual websites surveyed to seventy.

While the information on the parliamentary websites is primarily in the national language of the particular country, around forty of the individual websites surveyed were found to provide at least limited information in one or more other languages. The European Parliament website can be translated into any of the twenty-four official languages of the members of the European Union.

All of the parliamentary websites included in the survey have at least basic browse tools that allow users to view legislation in a list format, and that may allow for viewing in, for example, date or title order. All of the substantive websites also enable searching, often providing a general search box for the whole site at the top of each page as well as more advanced search options for different types of documents. Some sites provide various facets that can be used to further narrow searches.

Around thirty-nine of the individual websites surveyed provide users with some form of tracking or alert function to receive updates on certain documents (including proposed legislation), parliamentary news, committee activities, or other aspects of the website. This includes the ability to subscribe to different RSS feeds and/or email alerts.

The ability to watch live or recorded proceedings of different parliaments, including debates within the relevant chamber as well as committee hearings, is a common feature of the parliamentary websites surveyed. Fifty-eight of the websites surveyed featured some form of video, including links to dedicated YouTube channels, specific pages where users can browse and search for embedded videos, and separate video services or portals that are linked to or viewable from the main site. Some countries also make videos available on dedicated mobile-friendly sites or apps, including Denmark, Germany, Ireland, the Netherlands, and New Zealand. In total, apps containing parliamentary information are provided in just fourteen of the countries surveyed. In comparison, the parliamentary websites of thirty countries are available in mobile-friendly formats, enabling easy access to information and different functionalities using smartphones and tablets.

The table also provides information on some of the additional special features available on the surveyed websites. Examples include dedicated sites or pages that provide educational information about the parliament for children (Argentina, El Salvador, Germany, Israel, Netherlands, Spain, Taiwan, Turkey); calendar functions, including those that allow users to save information to their personal calendars or otherwise view information about different types of proceedings or events (available on at least twenty websites); and open data portals or other features that allow information to be downloaded in bulk for reuse or analysis, including through the use of APIs (application programming interfaces) (at least six countries)….(More)”.

The solution to US politics’ Facebook problem is Facebook


Parag Khanna in Quartz: “In just one short decade, Facebook has evolved from a fast-growing platform for sharing classmates’ memories and pet photos to being blamed for Donald Trump’s election victory, promoting hate speech, and accelerating ISIS recruitment. Clearly, Facebook has outgrown its original mission.

It should come as no surprise then that Facebook CEO Mark Zuckerberg has in the past few months issued a long manifesto explaining the company’s broader aim to foster global connectivity, given a commencement speech at Harvard focused on the need for people to feel a meaningful “sense of purpose,” as well as more recently changed the company’s mission to “give people the power to build community and bring the world closer together.”

In truth, Facebook has been doing this all along. In just a three year period between 2011-2014, the average number of international “friends” Facebook members have (whether from rich or poor countries) doubled and in many cases tripled. There is no denying that without Facebook, people would have much less exposure to people they would never meet, and therefore opportunities to gain wider perspectives (irrespective of whether they confirm or contradict one’s own). Then there are charities and NGOs from UNICEF to Human Rights Watch that raise millions of dollars on Facebook and other online platforms such as Avaaz and Change.org.

Facebook has just crossed two billion monthly users, meaning more people express their views on it each month than will vote in all elections in the world this year. That makes Facebook the largest player in wide array of social media tools that are the epicenter–and the lightening rod–for our conversation about technology and politics. Ironically, though, while so many of these innovations come out of the US, the American approach to using digital technology for better governance is at best pathetic…. Sloppy analysis, a cynical Kommentariat and an un-innovative government have led America down the path of ignoring most of the positive ways digital governance can unfold. Fortunately, there are plenty of lessons from around the world for those who care to look and learn.

Citizen engagement is an obvious start. But this should be more than just live-streamed town halls and Q&As in the run-up to elections. European governments such as the UK use Facebook pages to continuously gather policy proposals on public spending priorities. In Estonia, electronic voting is the norm. In the world’s oldest direct democracy, Switzerland, citizen petitions and initiatives are being digitized for even more transparent and inclusive deliberation. In Australia, the Flux movement is allowing all citizens to cast digital ballots on specific policy issues and submit them straight to parliament. Meanwhile, America has the Koch Brothers and the NRA…..

Even governments that are less respected in the West because their regimes do not resemble our own do a better job of harnessing social media. Sheikh Mohammed, ruler of Dubai, uses Facebook to crowdsource suggestions for infrastructure projects and other ideas from a population that is a whopping 90 percent foreign.

Singapore may be the most sophisticated government in this domain. Though the incumbent People’s Action Party (PAP) wins every parliamentary election hands-down, more important is the fact that surveys the public ad nauseam on issues of savings and healthcare, transit routes, immigration policy and just about everything else. Singapore is not Switzerland, but it might be the world’s most responsive government.

This is how governments that appear illegitimate according to a narrow reading of Western political theory boast far higher public satisfaction than most all Western governments today. If you don’t understand this, you probably spend too much time in a filter bubble….

The US should aspire to be a place where democracy and data reinforce rather than contradict each other….(More)

Applying Public Opinion in Governance


Book by Scott Edward Bennett: “…explores how public opinion is used to design, monitor and evaluate government programmes in Australia, Canada, New Zealand, and the United Kingdom. Using information collected from the media and from international practitioners in the public opinion field, as well as interviews in each of the 4 countries, the author describes how views of public opinion and governance differ significantly between elites and the general public. Bennett argues that elites generally risk more by allowing the creation of new data, fearing that its analysis may become public and create communications and political problems of various kinds. The book finds evidence that recent conservative governments in several countries are changing their perspective on the use of public opinion, and that conventional public opinion studies are facing challenges from the availability of other kinds of information and new technologies….(More)”

The People’s Verdict: Adding Informed Citizen Voices to Public Decision-Making

Conditional Citizens: Rethinking Children and Young People’s Participation


Book by Catherine Hartung: “This book challenges readers to recognise the conditions that underpin popular approaches to children and young people’s participation, as well as the key processes and institutions that have enabled its rise as a global force of social change in new times. The book draws on the vast international literature, as well as interviews with key practitioners, policy-makers, activists, delegates and academics from Japan, South Africa, Brazil, Nicaragua, Australia, the United Kingdom, Finland, the United States and Italy to examine the emergence of the young citizen as a key global priority in the work of the UN, NGOs, government and academia. Not everyone in advanced economies is using social media


 at Pew: “Despite the seeming ubiquity of social media platforms like Facebook and Twitter, many in Europe, the U.S., Canada, Australia and Japan do not report regularly visiting social media sites. But majorities in all of the 14 countries surveyed say they at least use the internet.

Social media use is relatively common among people in Sweden, the Netherlands, Australia and the U.S. Around seven-in-ten report using social networking sites like Facebook and Twitter, but that still leaves a significant minority of the population in those countries (around 30%) who are non-users.

At the other end of the spectrum, in France, only 48% say they use social networking sites. That figure is even lower in Greece (46%), Japan (43%) and Germany (37%). In Germany, this means that more than half of internet users say they do not use social media. 

The differences in reported social media use across the 14 countries are due in part to whether people use the internet, since low rates of internet access limit the potential social media audience. While fewer than one-in-ten Dutch (5%), Swedes (7%) and Australians (7%) don’t access the internet or own a smartphone, that figure is 40% in Greece, 33% in Hungary and 29% in Italy.

However, internet access doesn’t guarantee social media use. In Germany, for example, 85% of adults are online, but less than half of this group report using Facebook, Twitter or Xing. A similar pattern is seen in some of the other developed economies polled, including Japan and France, where social media use is low relative to overall internet penetration….(More)

Can Technology Save Democracy?


Adele Peters in Fast Company: “On March 11, in a state parliament election in West Australia, 24 candidates made only one campaign promise: If they won, they promised to vote on every bill according to the wishes of their constituents, as determined via an app called Flux. (While the votes are still being tallied, it looks unlikely that any will win.)

Flux’s app is one of a handful of new platforms that aim to use technology to let people participate directly in politics, at scale. All are premised on the fact that–around the world–representative democracy isn’t working well. But technology could potentially help end corruption and lobbying, allow people to delegate votes to trusted friends rather than politicians, and empower experts in a field to meaningfully impact policy.

Does Democracy Work?

In 2015, shortly after Donald Trump announced that he was running for president, polls found that only 19% of Americans trusted the government “always” or “most of the time.” (The survey has not been repeated, but presumably, the numbers have not improved.) Only 11% approved of Congress.

Those numbers are historic lows; in 1958, when a poll first asked the question, 73% of Americans said that they could trust the government most of the time. The results can be partisan–people are less likely to trust the government when the opposing party is in power, and Republicans are less likely to trust government, in general, than Democrats. But the overall message is clear. Most people don’t think democracy is working in its current form….

The problems may stem from our form of government. “The problem, fundamentally, is representative democracy,” says Nathan Spataro, cofounder of both the Flux political party in Australia and XO.1, the startup making the software that powers the Flux app. “It is not that your politicians are corrupt, it’s that the politicians are corrupt because of the system. You don’t have to look far to watch how politicians start their career, and how then the system fundamentally changes them by the time they get to the end of it.”

Liquid Democracy

True direct democracy, in which every member of a society votes on everything, could eliminate the problem of lobbying, but has rarely existed. In ancient Athens, assemblies made up of all the citizens gathered to make decisions (women and slaves were not allowed to be citizens). In some Swiss cantons, citizens can participate directly in local government. In both cases, though, issues facing voters were relatively simple and limited in scope. While direct democracy might be the ideal–a government that’s literally by the people and for the people–it’s hard to scale up. In a large society with complex issues, it isn’t possible for even the most dedicated individual to keep up with every possible item that requires a vote–or have an informed opinion about them.

Representative democracy, which ideally solves that problem, also struggles with size. “One of the key problems of the U.S. political system is that it runs into scaling limits,” says Bryan Ford, a computer scientist who leads the Decentralized/Distributed Systems lab at the Swiss Federal Institute of Technology.

Sixteen years ago, Ford began thinking about what he calls delegative democracy, now also known as liquid democracy. “The whole idea of delegative democracy is to try to create a representative system that responds to the needs of individuals but also scales,” he says. “In some sense, delegative or liquid democracy is an approximation to the completely impractical idea of fully participatory, direct democracy.”

It works like this: Rather than asking citizens to vote on every issue, it gives each person the power to vote or to appoint a delegate to vote for them. Unlike a typical representative, that delegate could be changed at any time depending on the issue….(More)”.

Using the Spectrum of Public Participation

Many practitioners and organisations find the Spectrum very helpful. The IAP2 claims that the Spectrum is “quickly becoming an international standard” and, while this claim is partly marketing, it certainly has some validity in some sectors. In Australia, the Spectrum forms a basis for many state and federal government guides to community engagement (e.g., Department Environment, Land, Water and Planning, Department of Primary Industries) local government community engagement plans (e.g., City of Newcastle, Latrobe City and the Local Government Association of South Australia ) and a range of other organisations (e.g., Australian Water Recycling Centre of Excellence and Trinity Grammar School).

While not as widely used in other parts of the world, it is still relevant and has been used in a range of contexts (e.g., The United States Environmental Protection Agency, the British Forestry Commission and Vancouver’s Engage City Task Force).

Selecting a level

The Spectrum is not a flow chart. They are not steps in a process – starting on the left and working to the right – so selecting a level needs to be based on the specific context.

Higher levels are not necessarily “better”. If an issue is not controversial and does not provoke passionate feelings, a lower level maybe more appropriate, but for issues which are complex and controversial, it can save time in the long run to choose a higher level ….

Selecting a level of participation does not mean that the level cannot change, (e.g., it might be discovered that an issue was more controversial than thought, and so a higher level might be adopted) nor is the selected level the only one that can be used. It can be quite appropriate to provide ways of engaging the community at lower levels than the level selected. For example, some people may not have the time and energy to participate in day long workshop held at the Collaborate level, but might still want to have the opportunity to contribute their ideas.

The level is only part of the picture

Community engagement needs to have strong ethical base. Selecting appropriate levels is important but the way we engage the community and who we engage are also vitally important.

The Spectrum is a useful tool in thinking about, and planning, community engagement that has helped many practitioners in a wide range of contexts.
