Waze and the Traffic Panopticon


 in the New Yorker: “In April, during his second annual State of the City address, Los Angeles Mayor Eric Garcetti announced a data-sharing agreement with Waze, the Google-owned, Israel-based navigation service. Waze is different from most navigation apps, including Google Maps, in that it relies heavily on real-time, user-generated data. Some of this data is produced actively—a driver or passenger sees a stalled vehicle, then uses a voice command or taps a stalled-vehicle icon on the app to alert others—while other data, such as the user’s location and average speed, is gathered passively, via smartphones. The agreement will see the city provide Waze with some of the active data it collects, alerting drivers to road closures, construction, and parades, among other things. From Waze, the city will get real-time data on traffic and road conditions. Garcetti said that the partnership would mean “less congestion, better routing, and a more livable L.A.” Di-Ann Eisnor, Waze’s head of growth, acknowledged to me that these kinds of deals can cause discomfort to the people working inside city government. “It’s exciting, but people inside are also fearful because it seems like too much work, or it seems so unknown,” she said.

Indeed, the deal promises to help the city improve some of its traffic and infrastructure systems (L.A. still uses paper to manage pothole patching, for example), but it also acknowledges Waze’s role in the complex new reality of urban traffic planning. Traditionally, traffic management has been a largely top-down process. In Los Angeles, it is coördinated in a bunker downtown, several stories below the sidewalk, where engineers stare at blinking lights representing traffic and live camera feeds of street intersections. L.A.’s sensor-and-algorithm-driven Automated Traffic Surveillance and Control System is already one of the world’s most sophisticated traffic-mitigation tools, but it can only do so much to manage the city’s eternally unsophisticated gridlock. Los Angeles appears to see its partnership with Waze as an important step toward improving the bridge between its subterranean panopticon and the rest of the city still further, much like other metropolises that have struck deals with Waze under the company’s Connected Cities program.
Among the early adopters is Rio de Janeiro, whose urban command center tracks everything from accidents to hyperlocal weather conditions, pulling data from thirty departments and private companies, including Waze. “In Rio,” Eisnor said, traffic managers “were able to change the garbage routes, figure out where to install cameras, and deploy traffic personnel” because of the program. She also pointed out that Connected Cities has helped municipal workers in Washington, D.C., patch potholes within forty-eight hours of their being identified on Waze. “We’re helping reframe city planning through not just space but space and time,” she said…..(More)

The Healing Power of Your Own Medical Data


in the New York Times: “Steven Keating’s doctors and medical experts view him as a citizen of the future.

A scan of his brain eight years ago revealed a slight abnormality — nothing to worry about, he was told, but worth monitoring. And monitor he did, reading and studying about brain structure, function and wayward cells, and obtaining a follow-up scan in 2010, which showed no trouble.

But he knew from his research that his abnormality was near the brain’s olfactory center. So when he started smelling whiffs of vinegar last summer, he suspected they might be “smell seizures.”

He pushed doctors to conduct an M.R.I., and three weeks later, surgeons in Boston removed a cancerous tumor the size of a tennis ball from his brain.

At every stage, Mr. Keating, a 26-year-old doctoral student at the Massachusetts Institute of Technology’s Media Lab, has pushed and prodded to get his medical information, collecting an estimated 70 gigabytes of his own patient data by now. His case points to what medical experts say could be gained if patients had full and easier access to their medical information. Better-informed patients, they say, are more likely to take better care of themselves, comply with prescription drug regimens and even detect early-warning signals of illness, as Mr. Keating did.

“Today he is a big exception, but he is also a glimpse of what people will want: more and more information,” said Dr. David W. Bates, chief innovation officer at Brigham and Women’s Hospital.

Some of the most advanced medical centers are starting to make medical information more available to patients. Brigham and Women’s, where Mr. Keating had his surgery, is part of the Partners HealthCare Group, which now has 500,000 patients with web access to some of the information in their health records including conditions, medications and test results.

Other medical groups are beginning to allow patients online access to the notes taken by physicians about them, in an initiative called OpenNotes. In a yearlong evaluation project at medical groups in three states, more than two-thirds of the patients reported having a better understanding of their health and medical conditions, adopting healthier habits and taking their medications as prescribed more regularly.

The medical groups with OpenNotes programs include Beth Israel Deaconess Medical Center in Boston, Geisinger Health System in Pennsylvania, Harborview Medical Center in Seattle, the Mayo Clinic, the Cleveland Clinic and the Veterans Affairs department. By now, nearly five million patients in America have been given online access to their notes.

As an articulate young scientist who had studied his condition, Mr. Keating had a big advantage over most patients in obtaining his data. He knew what information to request, spoke the language of medicine and did not need help. The information he collected includes the video of his 10-hour surgery, dozens of medical images, genetic sequencing data and 300 pages of clinical documents. Much of it is on his website, and he has made his medical data available for research….

Opening data to patients raises questions. Will worried patients inundate physicians with time-consuming questions? Will sharing patient data add to legal risks? One detail in the yearlong study of OpenNotes underlines doctors’ concerns; 105 primary physicians completed the study, but 143 declined to participate.

Still, the experience of the doctors in the evaluation seemed reassuring. Only 3 percent said they spent more time answering patient questions outside of visits. Yet knowing that patients could read the notes, one-fifth of the physicians said they changed the way they wrote about certain conditions, like substance abuse and obesity.

Evidence of the benefit to individuals from sharing information rests mainly on a few studies so far. For example, 55 percent of the members of the epilepsy community on PatientsLikeMe, a patient network, reported that sharing information and experiences with others helped them learn about seizures, and 27 percent said it helped them be more adherent to their medications.

Mr. Keating has no doubts. “Data can heal,” he said. “There is a huge healing power to patients understanding and seeing the effects of treatments and medications.”

Health information, by its very nature, is personal. So even when names and other identifiers are stripped off, sharing personal health data more freely with patients, health care providers and researchers raises thorny privacy issues.

Mr. Keating says he is a strong believer in privacy, but he personally believes that the benefits outweigh the risks — and whether to share data or not should be an individual’s choice and an individual responsibility.

Not everyone, surely, would be as comfortable as Mr. Keating is sharing all his medical information. But he says he believes that people will increasingly want access to their medical data and will share it, especially younger people reared on social networks and smartphones.

One State Wants To Let You Carry Your Driver’s License On Your Phone


at Singularity Hub: “There’s now a technology to replace almost everything in your wallet. Your cash, credit cards, and loyalty programs are all on their way to becoming obsolete. Money can now be sent via app, text, e-mail — it can even be sent via Snapchat. But you can’t leave your wallet home just yet. That’s because there is one item that remains largely unchanged: your driver’s license.

If the Iowa Department of Motor Vehicles has its way, that may no longer be the case. According to an article in the Des Moines Register, the agency is in the early stages of developing mobile software for just this purpose. The app would store a resident’s personal information, whatever is already on the physical licenses, and also include a scannable bar code. The plans are for the app to include a two-step verification process including some type of biometric or pin code. At this time, it appears that specific implementation details are still being worked out.

The governments of the United Kingdom and United Arab Emirates had both previously announced their own attempts to experiment with the concept. It’s becoming increasingly common to see mobile versions of other documents. Over 30 states now allow motorists to show electronic proof of insurance. It only follows that the driver’s license would be next. But the considerations around that document are different — it is perhaps the most regulated and important document that a person carries….(More)”

Thanks to the generous support of the Knight Foundation, this term the Governance Lab Academy – a training program designed to promote civic engagement and innovation – is launching a series of online coaching programs.
Geared to the teams and individuals inside and outside of government planning to undertake a new project or trying to figure out how to make an existing project even more effective and scalable, these programs are designed to help participants working in civic engagement and innovation develop effective projects from idea to implementation.
Convened by leading experts in their fields, coaching programs meet exclusively online once a week for four weeks or every other week for eight weeks. They include frequent and constructive feedback, customized and original learning materials, peer-to-peer support, mentoring by topic experts and individualized coaching from those with policy, technology, and domain expertise.
There is no charge to participants but each program is limited to 8-10 project teams or individuals.

Charitable techies can now donate their skills to nonprofits in need


Springwise: “Technology is a mixed blessing for many of nonprofits. While apps such as SnapDonate and Charitweet make it easier than ever for people to make donations, tech development and upkeep can cost NGOs a lot of money which is desperately needed elsewhere.

Why Is Democracy Performing So Poorly?


Essay by Francis Fukuyama in the Journal of Democracy: “The Journal of Democracy published its inaugural issue a bit past the midpoint of what Samuel P. Huntington labeled the “third wave” of democratization, right after the fall of the Berlin Wall and just before the breakup of the former Soviet Union. The transitions in Southern Europe and most of those in Latin America had already happened, and Eastern Europe was moving at dizzying speed away from communism, while the democratic transitions in sub-Saharan Africa and the former USSR were just getting underway. Overall, there has been remarkable worldwide progress in democratization over a period of almost 45 years, raising the number of electoral democracies from about 35 in 1970 to well over 110 in 2014.
But as Larry Diamond has pointed out, there has been a democratic recession since 2006, with a decline in aggregate Freedom House scores every year since then. The year 2014 has not been good for democracy, with two big authoritarian powers, Russia and China, on the move at either end of Eurasia. The “Arab Spring” of 2011, which raised expectations that the Arab exception to the third wave might end, has degenerated into renewed dictatorship in the case of Egypt, and into anarchy in Libya, Yemen, and also Syria, which along with Iraq has seen the emergence of a new radical Islamist movement, the Islamic State in Iraq and Syria (ISIS).
It is hard to know whether we are experiencing a momentary setback in a general movement toward greater democracy around the world, similar to a stock-market correction, or whether the events of this year signal a broader shift in world politics and the rise of serious alternatives to democracy. In either case, it is hard not to feel that the performance of democracies around the world has been deficient in recent years. This begins with the most developed and successful democracies, those of the United States and the European Union, which experienced massive economic crises in the late 2000s and seem to be mired in a period of slow growth and stagnating incomes. But a number of newer democracies, from Brazil to Turkey to India, have also been disappointing in their performance in many respects, and subject to their own protest movements.
Spontaneous democratic movements against authoritarian regimes continue to arise out of civil society, from Ukraine and Georgia to Tunisia and Egypt to Hong Kong. But few of these movements have been successful in leading to the establishment of stable, well-functioning democracies. It is worth asking why the performance of democracy around the world has been so disappointing.
In my view, a single important factor lies at the core of many democratic setbacks over the past generation. It has to do with a failure of institutionalization—the fact that state capacity in many new and existing democracies has not kept pace with popular demands for democratic accountability. It is much harder to move from a patrimonial or neopatrimonial state to a modern, impersonal one than it is to move from an authoritarian regime to one that holds regular, free, and fair elections. It is the failure to establish modern, well-governed states that has been the Achilles heel of recent democratic transitions… (More)”

Start-Up Seeks to Provide Inexpensive Satellite Images for Nonprofits


Nicole Wallace at the Chronicle of Philanthropy: “Planet Labs, a Silicon Valley start-up, has ambitious plans to bring down the sky-high cost of satellite imagery and significantly increase the recording frequency of such photos—all with the goal of improving life down here on earth. To make that happen, the company plans to set up a nonprofit arm, Planet.org, to provide satellite images to charities and help them learn how to use the cutting-edge technology to fulfill their missions….
Satellite imagery is expensive, and the photos aren’t updated very often. The interval between image recordings can be from several weeks to more than a year. The satellites themselves are often the size of a school bus, may take as long as a decade to build, and cost hundreds of millions of dollars.
Planet Labs is trying to upend that model. Rather than building custom parts, the company uses cutting-edge—but readily available—electronics and sensors to build shoebox-size microsatellites. The tiny devices have been launched from the International Space State and from unmanned rockets. Modeling its approach on the software industry, Planet Labs redesigns its satellites every three months or so, incorporating new information it learns by testing them in space.
The plan is to encircle the globe with a network of microsatellites that will scan the earth’s surface every day. So far, Planet Labs has launched 71 of the devices. It expects to launch 100 to 150 more satellites to meet a goal of achieving daily imaging in the next 12 to 18 months.
The prospect of cheaper, more up-to-date satellite imagery excites nonprofit technology experts.
Because of the cost, only a handful of large charities have been able to use satellite imagery in their work, says Jim Fruchterman, chief executive of Benetech, a nonprofit technology group in Palo Alto, Calif. He points to Amnesty International’s use of remote imagery to document human-rights abuses in Darfur and Syria as an example.
Lowering the price of the technology will increase the number of nonprofits that can use the data, and more-frequent images will expand the ways groups can use the information, he says. Human-rights groups could, in some cases, use the images to confirm or refute reports they receive, almost in real time, says Mr. Fruchterman….
Some of the ways that nonprofits will probably use the satellite data won’t be that different from applications by the company’s commercial customers, says Mr. Schingler.
One case in point, he says, is agriculture. Many farmers in developed countries already use satellite imagery to help them plan when they should plant and irrigate, says Mr. Schingler. With wider access to remote imagery, he says, nonprofits could help distribute the same information to farmers in developing countries….”

Citizen science
Last year’s NT100 featured Cell Slider, an app from Cancer Research UK that harnessed the power of “citizen scientists” to classify images of cells, helping researchers move more quickly towards finding a cure for cancer. Cellslider’s citizen-science approach meant that in just three months, one million images were classified by people using the app. Reverse the Odds reached that milestone in just two weeks.
Combining state-of-the-art game design, expertise in data analysis and remarkable production values, Reverse the Odds is a mobile puzzle where players are challenged to save a race of adorable minions within a magical world. The mini-puzzles are enough to engage thousands of players but in helping these colourful creatures, players are actually analysing real cancer data, which helps the scientists at Cancer Research UK to move more quickly to finding cures. The charity has terabytes of images of cells that can only be analysed by humans — computers can’t identify the patterns required.
Fighting harassment
HarassMap is an Egyptian innovation to crowd-map sexual harassment, in a country where 83 per cent of women, and 98 per cent of foreign women, have experienced sexual abuse and assault.
The NGO, founded by Rebecca Chiao and three other women in 2010, uses the same technology as Ushahidi did in mapping violence in Kenya’s 2007 elections. Anyone can report and detail each instance of an attack, filed by category, from ogling and catcalling, to indecent exposure and rape, using their mobile phone to upload information to a database which then generates the map.
Victims get an instant, automated message of support including where to get legal aid, psychological counselling, learn self-defence and how to make a police report. The data generated allows the NGO to properly measure the problem of sexual harassment for the first time and help engineer a shift in how the Egyptian media reports sexual attacks. It also gives their network of 1,500 trained volunteers the ammunition to make sexual abuse socially unacceptable by challenging community norms, using hard facts.
HarassMap has a distressingly large potential market. The group has given training and technical assistance to activists from 28 other countries to run similar projects, everywhere from Palestine and Yemen to Bangladesh, Pakistan, Syria, India and the UK….”

The case against human rights


Eric Posner in the Guardian: “We live in an age in which most of the major human rights treaties – there are nine “core” treaties – have been ratified by the vast majority of countries. Yet it seems that the human rights agenda has fallen on hard times. In much of the Islamic world, women lack equality, religious dissenters are persecuted and political freedoms are curtailed. The Chinese model of development, which combines political repression and economic liberalism, has attracted numerous admirers in the developing world. Political authoritarianism has gained ground in Russia, Turkey, Hungary and Venezuela. Backlashes against LGBT rights have taken place in countries as diverse as Russia and Nigeria. The traditional champions of human rights – Europe and the United States – have floundered. Europe has turned inward as it has struggled with a sovereign debt crisis, xenophobia towards its Muslim communities and disillusionment with Brussels. The United States, which used torture in the years after 9/11 and continues to kill civilians with drone strikes, has lost much of its moral authority. Even age-old scourges such as slavery continue to exist. A recent report estimates that nearly 30 million people are forced against their will to work. It wasn’t supposed to be like this.
At a time when human rights violations remain widespread, the discourse of human rights continues to flourish…
And yet it is hard to avoid the conclusion that governments continue to violate human rights with impunity. Why, for example, do more than 150 countries (out of 193 countries that belong to the UN) engage in torture? Why has the number of authoritarian countries increased in the last several years? Why do women remain a subordinate class in nearly all countries of the world? Why do children continue to work in mines and factories in so many countries?
The truth is that human rights law has failed to accomplish its objectives. There is little evidence that human rights treaties, on the whole, have improved the wellbeing of people. The reason is that human rights were never as universal as people hoped, and the belief that they could be forced upon countries as a matter of international law was shot through with misguided assumptions from the very beginning. The human rights movement shares something in common with the hubris of development economics, which in previous decades tried (and failed) to alleviate poverty by imposing top-down solutions on developing countries. But where development economists have reformed their approach, the human rights movement has yet to acknowledge its failures. It is time for a reckoning….
It is time to start over with an approach to promoting wellbeing in foreign countries that is empirical rather than ideological. Human rights advocates can learn a lot from the experiences of development economists – not only about the flaws of top-down, coercive styles of forcing people living in other countries to be free, but about how one can actually help those people if one really wants to. Wealthy countries can and should provide foreign aid to developing countries, but with the understanding that helping other countries is not the same as forcing them to adopt western institutions, modes of governance, dispute-resolution systems and rights. Helping other countries means giving them cash, technical assistance and credit where there is reason to believe that these forms of aid will raise the living standards of the poorest people. Resources currently used in fruitless efforts to compel foreign countries to comply with the byzantine, amorphous treaty regime would be better used in this way.
With the benefit of hindsight, we can see that the human rights treaties were not so much an act of idealism as an act of hubris, with more than a passing resemblance to the civilising efforts undertaken by western governments and missionary groups in the 19th century, which did little good for native populations while entangling European powers in the affairs of countries they did not understand. A humbler approach is long overdue.”

Macon Money: A serious game for civic engagement


Wilson Center Commons Lab: “In 2011, residents of Macon, Georgia received over $65,000 in free local currency—with a catch.
This money was locked in bonds redeemable for an unknown value between $10 and $100. Prior to circulation, each bond was cut in half. Residents of Macon wishing to “cash” their bonds were required to first find the missing half, held by an unknown community member.
These were the rules for Macon Money, a real-world game created by Area/Code Inc. in collaboration with several community partners. Benjamin Stokes was brought on board by the Knight Foundation as an advisor and researcher for the game. Stokes describes real-world games as activities where “playing the game is congruent with making impact in the world; making progress in the game, also does something in the real world.”  Macon Money was designed to foster civic engagement through a number of means.
First, the two halves of each bond were intentionally distributed in neighborhoods on opposite ends of Macon, or in neighborhoods characterized by different socio-economic status. This “game mechanic” forced residents who would not normally interact to collaborate towards a common goal.  Bond holders found each other through a designated website, social media platforms including Facebook and Twitter, and even serendipitous face-to-face interaction.
Bonds were redeemable for Macon Money, a currency that could only be spent at local businesses (which were reimbursed with U.S. currency).  This ensured continuing engagement with the Macon community, and in some cases continuing engagement between players.  Macon Money was also designed to foster community identity through the visual design of the currency itself.  Macon dollars depicted symbols of communal value, such a picture of Otis Redding, a native of the town.
While the game Macon Money is over, researchers continue to analyze the how the game helped foster civic engagement within a local community. Most recently, Stokes described these impacts during a talk at American University co-sponsored by The American University Game Lab, the Series Games Initiative at the Woodrow Wilson International Center for Scholars, the AU Library, and the American University Center for Media and Social Impact.
