Rethinking Democracy


Dani Rodrik at Project Syndicate: “By many measures, the world has never been more democratic. Virtually every government at least pays lip service to democracy and human rights. Though elections may not be free and fair, massive electoral manipulation is rare and the days when only males, whites, or the rich could vote are long gone. Freedom House’s global surveys show a steady increase from the 1970s in the share of countries that are “free” – a trend that the late Harvard political scientist Samuel Huntington dubbed the “third wave” of democratization….

A true democracy, one that combines majority rule with respect for minority rights, requires two sets of institutions. First, institutions of representation, such as political parties, parliaments, and electoral systems, are needed to elicit popular preferences and turn them into policy action. Second, democracy requires institutions of restraint, such as an independent judiciary and media, to uphold fundamental rights like freedom of speech and prevent governments from abusing their power. Representation without restraint – elections without the rule of law – is a recipe for the tyranny of the majority.

Democracy in this sense – what many call “liberal democracy” – flourished only after the emergence of the nation-state and the popular upheaval and mobilization produced by the Industrial Revolution. So it should come as no surprise that the crisis of liberal democracy that many of its oldest practitioners currently are experiencing is a reflection of the stress under which the nation-state finds itself….

In developing countries, it is more often the institutions of restraint that are failing. Governments that come to power through the ballot box often become corrupt and power-hungry. They replicate the practices of the elitist regimes they replaced, clamping down on the press and civil liberties and emasculating (or capturing) the judiciary. The result has been called “illiberal democracy” or “competitive authoritarianism.” Venezuela, Turkey, Egypt, and Thailand are some of the better-known recent examples.

When democracy fails to deliver economically or politically, perhaps it is to be expected that some people will look for authoritarian solutions. And, for many economists, delegating economic policy to technocratic bodies in order to insulate them from the “folly of the masses” almost always is the preferred approach.

Effective institutions of restraint do not emerge overnight; and it might seem like those in power would never want to create them. But if there is some likelihood that I will be voted out of office and that the opposition will take over, such institutions will protect me from others’ abuses tomorrow as much as they protect others from my abuses today. So strong prospects for sustained political competition are a key prerequisite for illiberal democracies to turn into liberal ones over time.

Optimists believe that new technologies and modes of governance will resolve all problems and send democracies centered on the nation-state the way of the horse-drawn carriage. Pessimists fear that today’s liberal democracies will be no match for the external challenges mounted by illiberal states like China and Russia, which are guided only by hardnosed realpolitik. Either way, if democracy is to have a future, it will need to be rethought.”

How Data Scientists Are Uncovering War Crimes in Syria


Lorenzo Franceschi-Bicchierai at Mashable: “For more than three years, Syria has been crippled by a bloody civil war that has laid waste to cities and exacted a heavy civilian toll. But because reporting in Syria is so dangerous, the bloodletting has largely taken place away from the media spotlight. One group of researchers, though, is determined to document every single killing.
Through painstaking data-gathering and assiduous verification, the group Syrian Tracker has tallied 111,915 deaths in the course of the conflict so far.
Syria Tracker gets reports from eyewitnesses and volunteers on the ground. Researchers also cull data from news reports.
The database has yielded some important insights such as possible war crimes committed by the Syrian regime.
Working in collaboration with researchers from the nonprofit organization SumAll.org, the researchers discovered that more women were getting killed in the conflict. In April of 2011, women made up only 1% of those killed. Today, 13% of victims are women, according to the latest data.

Those numbers alone don’t tell the whole story, though. Taking a closer look at how women were killed, the researchers discovered a pattern. Women weren’t random victims of bombings for example. Instead, many were killed by snipers, indicating a deliberate policy to go after female civilians, which would constitute a war crime.
Data on how children were killed suggest a similar conclusions. Of the thousands killed in the conflict, at least 700 have been summarily executed and tortured, and about 200 boys under the age of 13 have been killed by sniper fire, according to the data…”

Are the Authoritarians Winning?


Review of several books by Michael Ignatieff in the New York Review of Books: “In the 1930s travelers returned from Mussolini’s Italy, Stalin’s Russia, and Hitler’s Germany praising the hearty sense of common purpose they saw there, compared to which their own democracies seemed weak, inefficient, and pusillanimous.
Democracies today are in the middle of a similar period of envy and despondency. Authoritarian competitors are aglow with arrogant confidence. In the 1930s, Westerners went to Russia to admire Stalin’s Moscow subway stations; today they go to China to take the bullet train from Beijing to Shanghai, and just as in the 1930s, they return wondering why autocracies can build high-speed railroad lines seemingly overnight, while democracies can take forty years to decide they cannot even begin. The Francis Fukuyama moment—when in 1989 Westerners were told that liberal democracy was the final form toward which all political striving was directed—now looks like a quaint artifact of a vanished unipolar moment.
For the first time since the end of the cold war, the advance of democratic constitutionalism has stopped. The army has staged a coup in Thailand and it’s unclear whether the generals will allow democracy to take root in Burma. For every African state, like Ghana, where democratic institutions seem secure, there is a Mali, a Côte d’Ivoire, and a Zimbabwe, where democracy is in trouble.
In Latin America, democracy has sunk solid roots in Chile, but in Mexico and Colombia it is threatened by violence, while in Argentina it struggles to shake off the dead weight of Peronism. In Brazil, the millions who took to the streets last June to protest corruption seem to have had no impact on the cronyism in Brasília. In the Middle East, democracy has a foothold in Tunisia, but in Syria there is chaos; in Egypt, plebiscitary authoritarianism rules; and in the monarchies, absolutism is ascendant.
In Europe, the policy elites keep insisting that the remedy for their continent’s woes is “more Europe” while a third of their electorate is saying they want less of it. From Hungary to Holland, including in France and the UK, the anti-European right gains ground by opposing the European Union generally and immigration in particular. In Russia the democratic moment of the 1990s now seems as distant as the brief constitutional interlude between 1905 and 1914 under the tsar….
It is not at all apparent that “governance innovation,” a bauble Micklethwait and Wooldridge chase across three continents, watching innovators at work making government more efficient in Chicago, Sacramento, Singapore, and Stockholm, will do the trick. The problem of the liberal state is not that it lacks modern management technique, good software, or different schemes to improve the “interface” between the bureaucrats and the public. By focusing on government innovation, Micklethwait and Wooldridge assume that the problem is improving the efficiency of government. But what is required is both more radical and more traditional: a return to constitutional democracy itself, to courts and regulatory bodies that are freed from the power of money and the influence of the powerful; to legislatures that cease to be circuses and return to holding the executive branch to public account while cooperating on measures for which there is a broad consensus; to elected chief executives who understand that they are not entertainers but leaders….”

Digital Government: Turning the Rhetoric into Reality


Miguel Carrasco and Peter Goss at BCG Perspectives: “Getting better—but still plenty of room for improvement: that’s the current assessment by everyday users of their governments’ efforts to deliver online services. The public sector has made good progress, but most countries are not moving nearly as quickly as users would like. Many governments have made bold commitments, and a few countries have determined to go “digital by default.” Most are moving more modestly, often overwhelmed by complexity and slowed by bureaucratic skepticism over online delivery as well as by a lack of digital skills. Developing countries lead in the rate of online usage, but they mostly trail developed nations in user satisfaction.
Many citizens—accustomed to innovation in such sectors as retailing, media, and financial services—wish their governments would get on with it. Of the services that can be accessed online, many only provide information and forms, while users are looking to get help and transact business. People want to do more. Digital interaction is often faster, easier, and more efficient than going to a service center or talking on the phone, but users become frustrated when the services do not perform as expected. They know what good online service providers offer. They have seen a lot of improvement in recent years, and they want their governments to make even better use of digital’s capabilities.
Many governments are already well on the way to improving digital service delivery, but there is often a gap between rhetoric and reality. There is no shortage of government policies and strategies relating to “digital first,” “e-government,” and “gov2.0,” in addition to digital by default. But governments need more than a strategy. “Going digital” requires leadership at the highest levels, investments in skills and human capital, and cultural and behavioral change. Based on BCG’s work with numerous governments and new research into the usage of, and satisfaction with, government digital services in 12 countries, we see five steps that most governments will want to take:

1. Focus on value. Put the priority on services with the biggest gaps between their importance to constituents and constituents’ satisfaction with digital delivery. In most countries, this will mean services related to health, education, social welfare, and immigration.

2. Adopt service design thinking. Governments should walk in users’ shoes. What does someone encounter when he or she goes to a government service website—plain language or bureaucratic legalese? How easy is it for the individual to navigate to the desired information? How many steps does it take to do what he or she came to do? Governments can make services easy to access and use by, for example, requiring users to register once and establish a digital credential, which can be used in the future to access online services across government.

3. Lead users online, keep users online. Invest in seamless end-to-end capabilities. Most government-service sites need to advance from providing information to enabling users to transact their business in its entirety, without having to resort to printing out forms or visiting service centers.

4. Demonstrate visible senior-leadership commitment. Governments can signal—to both their own officials and the public—the importance and the urgency that they place on their digital initiatives by where they assign responsibility for the effort.

5. Build the capabilities and skills to execute. Governments need to develop or acquire the skills and capabilities that will enable them to develop and deliver digital services.

This report examines the state of government digital services through the lens of Internet users surveyed in Australia, Denmark, France, Indonesia, the Kingdom of Saudi Arabia, Malaysia, the Netherlands, Russia, Singapore, the United Arab Emirates (UAE), the UK, and the U.S. We investigated 37 different government services. Twiplomacy Study 2014


Twiplomacy: “World leaders vie for attention, connections and followers on Twitter, that’s the latest finding of Burson-Marsteller’s Twiplomacy study 2014, an annual global study looking at the use of Twitter by heads of state and government and ministers of foreign affairs.
While some heads of state and government continue to amass large followings, foreign ministers have established a virtual diplomatic network by following each other on the social media platform.
For many diplomats Twitter has becomes a powerful channel for digital diplomacy and 21st century statecraft and not all Twitter exchanges are diplomatic, real world differences are spilling over reflected on Twitter and sometimes end up in hashtag wars.
“I am a firm believer in the power of technology and social media to communicate with people across the world,” India’s new Prime Minister Narendra Modi wrote in his inaugural message on his new website. Within weeks of his election in May 2014, the @NarendraModi account has moved into the top four most followed Twitter accounts of world leaders with close to five million followers.
More than half of the world’s foreign ministers and their institutions are active on the social networking site. Twitter has become an indispensable diplomatic networking and communication tool. As Finnish Prime Minister @AlexStubb wrote in a tweet in March 2014: “Most people who criticize Twitter are often not on it. I love this place. Best source of info. Great way to stay tuned and communicate.”
As of 25 June 2014, the vast majority (83 percent) of the 193 UN member countries have a presence on Twitter. More than two-thirds (68 percent) of all heads of state and heads of government have personal accounts on the social network.

Most Followed World Leaders

Since his election in late May 2014, India’s new Prime Minister @NarendraModi has skyrocketed into fourth place, surpassing the the @WhiteHouse on 25 June 2014 and dropping Turkey’s President Abdullah Gül (@cbabdullahgul) and Prime Minister Recep Tayyip Erdoğan (@RT_Erdogan) into sixth and seventh place with more than 4 million followers each.

In Latin America Cristina Fernández de Kirchner, the President of Argentina @CFKArgentina is slightly ahead of Colombia’s President @JuanManSantos with 2,894,864 and 2,885,752 followers respectively. Mexico’s President Enrique Peña Nieto @EPN, Brazil’s Dilma Rousseff @dilmabr and Venezuela’s @NicolasMaduro complete the Latin American top five, with more than two million followers each.
Kenya’s Uhuru Kenyatta @UKenyatta is Africa’s most followed president with 457,307 followers, ahead of Rwanda’s @PaulKagame (407,515 followers) and South Africa’s Jacob Zuma (@SAPresident) (325,876 followers).
Turkey’s @Ahmet_Davutoglu is the most followed foreign minister with 1,511,772 followers, ahead of India’s @SushmaSwaraj (1,274,704 followers) and the Foreign Minister of the United Arab Emirates @ABZayed (1,201,364 followers)…”

Democracy and open data: are the two linked?


Molly Shwartz at R-Street: “Are democracies better at practicing open government than less free societies? To find out, I analyzed the 70 countries profiled in the Open Knowledge Foundation’s Open Data Index and compared the rankings against the 2013 Global Democracy Rankings. As a tenet of open government in the digital age, open data practices serve as one indicator of an open government. Overall, there is a strong relationship between democracy and transparency.
Using data collected in October 2013, the top ten countries for openness include the usual bastion-of-democracy suspects: the United Kingdom, the United States, mainland Scandinavia, the Netherlands, Australia, New Zealand and Canada.
There are, however, some noteworthy exceptions. Germany ranks lower than Russia and China. All three rank well above Lithuania. Egypt, Saudi Arabia and Nepal all beat out Belgium. The chart (below) shows the democracy ranking of these same countries from 2008-2013 and highlights the obvious inconsistencies in the correlation between democracy and open data for many countries.

There are many reasons for such inconsistencies. The implementation of open-government efforts – for instance, opening government data sets – often can be imperfect or even misguided. Drilling down to some of the data behind the Open Data Index scores reveals that even countries that score very well, such as the United States, have room for improvement. For example, the judicial branch generally does not publish data and houses most information behind a pay-wall. The status of legislation and amendments introduced by Congress also often are not available in machine-readable form.
As internationally recognized markers of political freedom and technological innovation, open government initiatives are appealing political tools for politicians looking to gain prominence in the global arena, regardless of whether or not they possess a real commitment to democratic principles. In 2012, Russia made a public push to cultivate open government and open data projects that was enthusiastically endorsed by American institutions. In a June 2012 blog post summarizing a Russian “Open Government Ecosystem” workshop at the World Bank, one World Bank consultant professed the opinion that open government innovations “are happening all over Russia, and are starting to have genuine support from the country’s top leaders.”
Given the Russian government’s penchant for corruption, cronyism, violations of press freedom and increasing restrictions on public access to information, the idea that it was ever committed to government accountability and transparency is dubious at best. This was confirmed by Russia’s May 2013 withdrawal of its letter of intent to join the Open Government Partnership. As explained by John Wonderlich, policy director at the Sunlight Foundation:

While Russia’s initial commitment to OGP was likely a surprising boon for internal champions of reform, its withdrawal will also serve as a demonstration of the difficulty of making a political commitment to openness there.

Which just goes to show that, while a democratic government does not guarantee open government practices, a government that regularly violates democratic principles may be an impossible environment for implementing open government.
A cursory analysis of the ever-evolving international open data landscape reveals three major takeaways:

  1. Good intentions for government transparency in democratic countries are not always effectively realized.
  2. Politicians will gladly pay lip-service to the idea of open government without backing up words with actions.
  3. The transparency we’ve established can go away quickly without vigilant oversight and enforcement.”

The Collective Intelligence Handbook: an open experiment


Michael Bernstein: “Is there really a wisdom of the crowd? How do we get at it and understand it, utilize it, empower it?
You probably have some ideas about this. I certainly do. But I represent just one perspective. What would an economist say? A biologist? A cognitive or social psychologist? An artificial intelligence or human-computer interaction researcher? A communications scholar?
For the last two years, Tom Malone (MIT Sloan) and I (Stanford CS) have worked to bring together all these perspectives into one book. We are nearing completion, and the Collective Intelligence Handbook will be published by the MIT Press later this year. I’m still relatively dumbfounded by the rockstar lineup we have managed to convince to join up.

#BringBackOurGirls: Can Hashtag Activism Spur Social Change?


Nancy Ngo at TechChange: “In our modern times of media cycles fighting for our short attention spans, it is easy to ride the momentum of a highly visible campaign that can quickly fizzle out once another competing story emerges. Since the kidnappings of approximately 300 Nigerian girls by militant Islamist group Boko Haram last month, the international community has embraced the hashtag, “#BringBackOurGirls”, in a very vocal and visible social media campaign demanding action to rescue the Chibok girls. But one month since the mass kidnapping without the rescue of the girls, do we need to take a different approach? Will #BringBackOurGirls be just another campaign we forget about once the next celebrity scandal becomes breaking news?

#BringBackOurGirls goes global starting in Nigeria

Most of the #BringBackOurGirls campaign activity has been highly visible on Twitter, Facebook, and international media outlets. In this fascinating Twitter heat map created using the tool, CartoDB, featured in TIME Magazine, we can see a time-lapsed digital map of how the hashtag, “#BringBackOurGirls” spread globally, starting organically from within Nigeria in mid April.

The #BringBackOurGirls hashtag has been embraced widely by many public figures and has garnered wide support across the world. Michelle Obama, David Cameron, and Malala Yusafzai have posted images with the hashtag, along with celebrities such as Ellen Degeneres, Angelina Jolie, and Dwayne Johnson. To date, nearly 1 million people signed the Change.org petition. Countries including the USA, UK, China, Israel have pledged to join the rescue efforts, and other human rights campaigns have joined the #BringBackOurGirls Twitter momentum, as seen on this Hashtagify map.

Is #BringBackOurGirls repeating the mistakes of #KONY2012?

A great example of a past campaign where this happened was with the KONY2012 campaign, which brought some albeit short-lived urgency to addressing the child soldiers recruited by Joseph Kony, leader of the Lord’s Resistance Army (LRA). Michael Poffenberger, who worked on that campaign, will join us a guest expert in TC110: Social Media for Social Change online course in June 2013 and compare it the current #BringBackOurGirls campaign. Many have drawn parallels to both campaigns and warned of the false optimism that hyped social media messages can bring when context is not fully considered and understood.

According to Lauren Wolfe of Foreign Policy magazine, “Understanding what has happened to the Nigerian girls and how to rescue them means beginning to face what has happened to hundreds of thousands, if not millions, of girls over years in global armed conflict.” To some critics, this hashtag trivializes the weaknesses of Nigerian democracy that have been exposed. Critics of using social media in advocacy campaigns have used the term “slacktivism” to describe the passive, minimal effort needed to participate in these movements. Others have cited such media waves being exploited for individual gain, as opposed to genuinely benefiting the girls. Florida State University Political Science professor, Will H. Moore, argues that this hashtag activism is not only hurting the larger cause of rescuing the kidnapped girls, but actually helping Boko Haram. Jumoke Balogun, Co-Founder of CompareAfrique, also highlights the limits of the #BringBackOurGirls hashtag impact.

Hashtag activism, alone, is not enough

With all this social media activity and international press, what actual progress has been made in rescuing the kidnapped girls? If the objective is raising awareness of the issue, yes, the hashtag has been successful. If the objective is to rescue the girls, we still have a long way to go, even if the hashtag campaign has been part of a multi-pronged approach to galvanize resources into action.

The bottom line: social media can be a powerful tool to bring visibility and awareness to a cause, but a hashtag alone is not enough to bring about social change. There are a myriad of resources that must be coordinated to effectively implement this rescue mission, which will only become more difficult as more time passes. However, prioritizing and shining a sustained light on the problem, instead getting distracted by competing media cycles on celebrities getting into petty fights, is the first step toward a solution…”

The Surprising Accuracy Of Crowdsourced Predictions About The Future


Adele Peters in FastCo-Exist:If you have a question about what’s going to happen next in Syria or North Korea, you might get more accurate predictions by asking a group of ordinary people than from foreign policy experts or even, possibly, CIA agents with classified information. Over the last few years, the Good Judgment Project has proven that crowdsourcing predictions is a surprisingly accurate way to forecast the future.

The project, sponsored by the U.S. Director of National Intelligence office, is currently working with 3,000 people to test their ability to predict outcomes in everything from world politics to the economy. They aren’t experts, just people who are interested in the news.

“We just needed lots of people; we had very few restrictions,” says Don Moore, an associate professor at University of California-Berkeley, who co-led the project. “We wanted people who were interested, and curious, who were moderately well-educated and at least aware enough of the world around them that they listened to the news.”
The group has tackled 250 questions in the experiment so far. None of them have been simple; current questions include whether Turkey will get a new constitution and whether the U.S. and the E.U. will reach a trade deal. But the group consistently got answers right more often than individual experts, just through some simple online research and, in some cases, discussions with each other.
The crowdsourced predictions are even reportedly more accurate than those from intelligence agents. One report says that when “superpredictors,” the people who are right most often, are grouped together in teams, they can outperform agents with classified information by as much as 30%. (The researchers can’t confirm this fact, since the accuracy of spies is, unsurprisingly, classified).
…Crowdsourcing could be useful for any type of prediction, Moore says, not only what’s happening in world politics. “Every major decision depends on a forecast of the future,” he explains. “A company deciding to launch a new product has to figure out what sales might be like. A candidate trying to decide whether to run for office has to forecast how they’ll do in the election. In trying to decide whom to marry, you have to decide what your future looks like together.”
“The way corporations do forecasting now is an embarrassment,” he adds. “Many of the tools we’re developing would be enormously helpful.”

Open Government Data Gains Global Momentum


Wyatt Kash in Information Week: “Governments across the globe are deepening their strategic commitments and working more closely to make government data openly available for public use, according to public and private sector leaders who met this week at the inaugural Open Government Data Forum in Abu Dhabi, hosted by the United Nations and the United Arab Emirates, April 28-29.

Data experts from Europe, the Middle East, the US, Canada, Korea, and the World Bank highlighted how one country after another has set into motion initiatives to expand the release of government data and broaden its use. Those efforts are gaining traction due to multinational organizations, such as the Open Government Partnership, the Open Data Institute, The World Bank, and the UN’s e-government division, that are trying to share practices and standardize open data tools.
In the latest example, the French government announced April 24 that it is joining the Open Government Partnership, a group of 64 countries working jointly to make their governments more open, accountable, and responsive to citizens. The announcement caps a string of policy shifts, which began with the formal release of France’s Open Data Strategy in May 2011 and which parallel similar moves by the US.
The strategy committed France to providing “free access and reuse of public data… using machine-readable formats and open standards,” said Romain Lacombe, head of innovation for the French prime minister’s open government task force, Etalab. The French government is taking steps to end the practice of selling datasets, such as civil and case-law data, and is making them freely reusable. France launched a public data portal, Data.gouv.fr, in December 2011 and joined a G8 initiative to engage with open data innovators worldwide.
For South Korea, open data is not just about achieving greater transparency and efficiency, but is seen as digital fuel for a nation that by 2020 expects to achieve “ambient intelligence… when all humans and things are connected together,” said Dr. YoungSun Lee, who heads South Korea’s National Information Society Agency.
He foresees open data leading to a shift in the ways government will function: from an era of e-government, where information is delivered to citizens, to one where predictive analysis will foster a “creative government,” in which “government provides customized services for each individual.”
The open data movement is also propelling innovative programs in the United Arab Emirates. “The role of open data in directing economic and social decisions pertaining to investments… is of paramount importance” to the UAE, said Dr. Ali M. Al Khouri, director general of the Emirates Identity Authority. It also plays a key role in building public trust and fighting corruption, he said….”
