Rule by the lowest common denominator? It’s baked into democracy’s design


 in The Conversation: “The Trump victory, and the general disaster for Democrats this year, was the victory of ignorance, critics moan.

Writing in Foreign Policy, Georgetown’s Jason Brennan called it “the dance of the dunces” and wrote that “Trump owes his victory to the uninformed.”…

For liberals, Trump’s victory was the triumph of prejudice, bigotry and forces allied against truth and expertise in politics, science and culture at large. Trump brandishes unconcern for traditional political wisdom and protocol – much less facts – like a badge of honor, and his admirers roar with glee. His now famous rallies, the chastened media report, are often scary, sometimes giving way to violence, sometimes threatening to spark broader recriminations and social mayhem. This is a glimpse of how tyrants rise to power, some political minds worry; this is how tyrants enlist the support of rabid masses, and get them to do their bidding.

For the contemporary French philosopher Jacques Rancière, however, the Trump victory provides a useful reminder of the essential nature of democracy – a reminder of what precisely makes it vibrant. And liable to lapse into tyranny at once….

Democracy is rule by the rabble, in Plato’s view. It is the rule by the lowest common denominator. In a democracy, passions are inflamed and proliferate. Certain individuals may take advantage of and channel the storm of ignorance, Plato feared, and consolidate power out of a desire to serve their own interests.

As Rancière explains, there is a “scandal of democracy” for Plato: The best and the high born “must bow before the law of chance” and submit to the rule of the inexpert, the commoner, who knows little about politics or much else.

Merit ought to decide who rules, in Plato’s account. But democracy consigns such logic to the dustbin. The rabble may decide they want to be ruled by one of their own – and electoral conditions may favor them. Democracy makes it possible that someone who has no business ruling lands at the top. His rule may prove treacherous, and risk dooming the state. But, Rancière argues, this is a risk democracies must take. Without it, they lack legitimacy….

Rancière maintains people more happily suffer authority ascribed by chance than authority consigned by birth, merit or expertise. Liberals may be surprised about this last point. According to Rancière, expertise is no reliable, lasting or secure basis for authority. In fact, expertise soon loses authority, and with it, the legitimacy of the state. Why?…(More)”

Beyond IRBs: Designing Ethical Review Processes for Big Data Research


Conference Proceedings by Future of Privacy Forum: “The ethical framework applying to human subject research in the biomedical and behavioral research fields dates back to the Belmont Report.Drafted in 1976 and adopted by the United States government in 1991 as the Common Rule, the Belmont principles were geared towards a paradigmatic controlled scientific experiment with a limited population of human subjects interacting directly with researchers and manifesting their informed consent. These days, researchers in academic institutions as well as private sector businesses not subject to the Common Rule, conduct analysis of a wide array of data sources, from massive commercial or government databases to individual tweets or Facebook postings publicly available online, with little or no opportunity to directly engage human subjects to obtain their consent or even inform them of research activities.

Data analysis is now used in multiple contexts, such as combatting fraud in the payment card industry, reducing the time commuters spend on the road, detecting harmful drug interactions, improving marketing mechanisms, personalizing the delivery of education in K-12 schools, encouraging exercise and weight loss, and much more. And companies deploy data research not only to maximize economic gain but also to test new products and services to ensure they are safe and effective. These data uses promise tremendous societal benefits but at the same time create new risks to privacy, fairness, due process and other civil liberties.

Increasingly, corporate officers find themselves struggling to navigate unsettled social norms and make ethical choices that are more befitting of philosophers than business managers or even lawyers. The ethical dilemmas arising from data analysis transcend privacy and trigger concerns about stigmatization, discrimination, human subject research, algorithmic decision making and filter bubbles.

The challenge of fitting the round peg of data-focused research into the square hole of existing ethical and legal frameworks will determine whether society can reap the tremendous opportunities hidden in the data exhaust of governments and cities, health care institutions and schools, social networks and search engines, while at the same time protecting privacy, fairness, equality and the integrity of the scientific process. Iran’s Civic Tech Sector


Leah Hunter at Forbes: “This is the story of Firuzeh Mahmoudi, founder of United4Iran and Irancubator, the first civic tech-focused startup incubator in Iran. She is also a creator of civil justice apps and a businessperson. Her business? Creating social good in a country she loves.

“Our mission is to improve civil liberties in Iran, and we do that in three ways,” says Mahmoudi, 45, who spent four years working for the United Nations in countries across the world as an international project coordinator before becoming a founder….

Mahmoudi realized that there wasn’t anyone focused on apps made for civic engagement inside Iran, so she built a team to create Irancubator. She works with 30 consultants and partners in the Iranian-American community. She also has a staff of 10 in her San Francisco Bay Area office—most of whom are Iranian, and were still in the country until 2009. “I really worked hard in bringing in resilient people…people who are smart, creative, kind. It’s so important to be kind. How you do the work, and how you show up, is that critical. If you try to make the world a better place, you’d better be nice. If you want to make the government be nicer, you’d better be nice, too.”

She and her team, based in the San Francisco Bay Area are creating apps like the Iran Prison Atlas – a database of all the country’s political prisoners, the judges who sentenced them and the prisons where they’re held. “We believe how these people are treated is a litmus test for our country,” Mahmoudi explains.

They are building an app women can use to track their ovulation cycles and periods. It also acts as a Trojan horse; as you dig deeper, it includes all sorts of information on women’s rights, including how to have equal rights in a marriage. (In Iran, divorce rights for women—as well as the right to equal custody of their children afterward—require a document signed before the wedding ceremony.) “This one’s not specifically targeting the richer women who are living in Northern Tehran. It’s an app that aims to engage people who live in rural areas, or not be as well-off or educated or perhaps more conservative or religious,” Mahmoudi explains. “Once you get in the app, you realize there are other parts. They include information on one’s rights as a woman in a marriage. Or basic concepts that may be completely foreign to them. Like maybe say, “Hey, do you know there’s a concept called ‘marital rape’? Even if someone’s your husband, they can’t treat you this way.”…

Right now, Irancubator is building a dozen apps. The first is launching in late January. Named RadiTo, this app works similarly to YouTube, but for radio instead of TV, allowing people in Iran to broadcast channels about the topics they care about. Someone can create a channel about LGBT rights or about children and education in their language. “Whatever they want—they can have a secure, safe platform to broadcast their message,” Mahmoudi explains.

From an operational perspective, this isn’t easy. Mahmoudi and her staff aren’t just building a startup. They’re operating from the other side of the world, working for users with whom they cannot directly communicate.  “Any startup is challenging and has so many hurdles. For us, it’s another level, working with so many security challenges,” says Mahmoudi….

The biggest challenge of all: they cannot go back to Iran. “The Islamic Republic coined me as an anti-revolutionary fugitive in one of their articles,” Mahmoudi says. “Half of my staff are refugees who got out.”…(More).

The melting down of government: A multidecade perspective

Rockman in the Special 30th Anniversary Issue of Governance: “The editors of Governance have asked me to assess the extent and nature of change in the governing process since the origins of the journal 30 years ago. This is an engaging task but a difficult one. It is difficult because trend lines rarely have a definitive beginning point—or at least if similar tendencies are seen across national boundaries, they rarely begin at the same time. It is also difficult because states and nations have different traditions and may be more or less willing to accept lessons from elsewhere. As well, national entities and even regional ones may react differently to similar problems. Old Europe, as Donald Rumsfeld the former U.S. Defense Secretary once disparagingly referred to the more democratically stable and prosperous countries of Western Europe, still seems more likely to adhere to globalization, freedom of movement across national borders, and at least some tolerance of immigration than has been the case in the Eastern and Central parts of the continent or, for that matter, in the United States.

Because it is so difficult to see uniformities across all states, I shall concentrate my attention on the case of the United States with which I am most familiar while recognizing that all developed states have been facing challenges to their industrial base and all have been facing complicated problems of labor displacement through technology and absorption of immigrant populations in the midst of diminished economic growth and modest recovery from the financial crisis of 2008. To put it simply, there have been greater challenges and fewer financial and political resources.

I see four very different tendencies at work in the process of governing and the limitations that they may impose on government. Thinking of these in terms of a series of concentric circles and moving in succession from those with the broadest radius (sociopolitical) to those with the narrowest (machinery and fiscal capabilities of government), I will characterize them accordingly as (a) the confidence in government problem; (b) the frozen political alignment problem—or as it is known in the United States, political polarization; (c) the cult of efficiency in government and also private enterprise, which has resulted in substantial outsourcing and privatization; and (d) public austerity that, among other things, has altered the balance of power between governmental authority and powerful business and nonprofit organizations. I cannot be certain that these elements interact with one another. How they do and if they do is a matter for some further endeavor….(More)”

Making Citizen-Generated Data Work

The series follows on from earlier papers on Democratising The Data Revolution and how citizen-generated data can change what public institutions measure. The first report “Making Citizen-Generated Data Work” asks what makes citizens and others want to produce and use citizen-generated data. It was written by myself, Shazade Jameson, and Eko Prasetyo.

“The goal of Citizen-Generated Data is to monitor, advocate for, or drive change around an issue important to citizens”

The report demonstrates that citizen-generated data projects are rarely the work of individual citizens. Instead, they often depend on partnerships to thrive and are supported by civil society organisations, community-based organisations, governments, or business. These partners play a necessary role to provide resources, support, and knowledge to citizens. In return, they can harness data created by citizens to support their own mission. Thus, citizens and their partners often gain mutual benefits from citizen-generated data.

But if CGD projects rely on partnerships, who has to be engaged, and through which incentives, to enable CGD projects to achieve their goals? How are such multi-stakeholder projects organised, and which resources and expertise do partners bring into a project? What can other projects do to support and benefit their own citizen-generated data initiatives? This report offers recommendations to citizens, civil society organisations, policy-makers, donors, and others on how to foster stronger collaborations….(Read the full report here).

‘Slacktivism’ that works: ‘Small changes’ matter


 at The Conversation: “In 2013, an online petition persuaded a national organization representing high school coaches to develop materials to educate coaches about sexual assault and how they could help reduce assaults by their athletes. Online petitions have changed decisions by major corporations (ask Bank of America about its debit card fees) and affected decisions on policies as diverse as those related to survivors of sexual assault and local photography permitting requirements. Organizing and participating in these campaigns has also been personally meaningful to many.

But, a nostalgia for 1960s activism leads many to assume that “real” protest only happens on the street. Critics assume that classic social movement tactics such as rallies and demonstrations represent the only effective model for collectively pressing for change. Putting your body on the line and doing that collectively for decades is viewed as the only way “people power” works. Engaging online in “slacktivism” is a waste, making what cultural commentator Malcolm Gladwell has called “small change.”

This amounts to a debate over the “right way” to protest. And it’s bound to heat up: The election of Donald Trump is pushing many people who have not previously engaged in activism to look for ways to get involved; others are redoubling their efforts. People have a range of possible responses, including doing nothing, using online connections to mobilize and publicize support and protesting in the streets – or some combination of tactics.

As a social movement scholar and someone who believes we should leverage all assets in a challenge, I know that much social good can come from mass involvement – and research shows that includes online activism. The key to understanding the promise of what I prefer to call “flash activism” is considering the bigger picture, which includes all those people who care but are at risk of doing nothing….(More)”

    • to scale back existing datasets with unnecessary racial, ethnic, and national origin data.
    • to responsibly destroy high-risk datasets and backups.
    • to implement security and privacy best practices, in particular, for end-to-end encryption to be the default wherever possible.
    • to demand appropriate legal process should the government request that we turn over user data collected by our organization, even in small amounts.
  • If we discover misuse of data that we consider illegal or unethical in our organizations:
    • We will work with our colleagues and leaders to correct it.
    • If we cannot stop these practices, we will exercise our rights and responsibilities to speak out publicly and engage in responsible whistleblowing without endangering users.
    • If we have the authority to do so, we will use all available legal defenses to stop these practices.
    • If we do not have such authority, and our organizations force us to engage in such misuse, we will resign from our positions rather than comply.
  • We will raise awareness and ask critical questions about the responsible and fair use of data and algorithms beyond our organization and our industry….(More)

Data Does Good


FastCoExist: “If you don’t have extra money or time to give to charity, a new startup suggests donating something else: yourself. More specifically, your (anonymized) shopping data.

Data Does Good, a benefit corporation, lets users choose a nonprofit to support and link up their Amazon shopping history. The startup’s system automatically strips away personal information, then aggregates it with other data for sale. Each year, your chosen nonprofit gets a $15 donation.

“We both had experience working with consumer data and knew how valuable online shopping information had become,” says Scott Steinberg, who co-founded Data Does Good with fellow Stanford Graduate School of Business grad Eric Peter.

“We also noticed that most consumers weren’t aware they owned this information or that it could be used to their benefit,” he says. “So, we started talking about finding ways to help people take ownership over their data and help them see their shopping data as a valuable resource, rather than something to be feared.”

You “own” your digital shopping data the same way that you own traditional paper receipts from physical stores, but since online data can easily be aggregated, it has more value. Virtually any app or website you use collects data about you—for better or worse—but Amazon, as the largest online retailer, has particularly valuable data for any company that wants to sell anything….

With mass participation, the model could dramatically increase funding for nonprofits while donors’ bank accounts remain unchanged….(More)”
