Designing Digital Participatory Budgeting Platforms: Urban Biking Activism in Madrid

Digital participatory budgeting platforms are examples of civic technologies designed to support citizens in making proposals and allocating budgets. Investigating the empirical case of urban biking activists in Madrid, we explore how the design of the digital platform Decide Madrid impacted the collaborative practices involved in digital participatory budgeting. We found that the design of the platform made the interaction competitive, where individuals sought to gain votes for their single proposals, rather than consider the relations across proposals and the larger context of the city decisions, even if the institutional process rewarded collective support. In this way, the platforms’ design led to forms of individualistic, competitive, and static participation, therefore limiting the possibilities for empowering citizens in scoping and self-regulating participatory budgeting collaboratively. Nesta Report: “Overcoming barriers in democratic innovations to harness the collective intelligence of citizens for a 21st-century democracy.

This report sets out the need for democratic innovations and digital participation tools to move beyond one-off pilots toward more embedded and inclusive systems of decision-making.

This is the first comprehensive analysis of the barriers experienced by democratic innovators around the world. Alongside the barriers, we have captured the enablers that can help advance these innovations and tools to their full potential.

The report is published alongside the advancing democratic innovation toolkit which supports institutions, practitioners and technologists to diagnose the barriers that they face and identify the enablers they can use to address them.

This report is based on insights from global examples of digital democratic innovation, and in particular, three pilots from the COLDIGIT project: a citizens’ assembly in Trondheim, Norway; participatory budgeting in Gothenburg, Sweden; and participatory budgeting in Helsinki, Finland.

The End of Real Social Networks


Essay by Daron Acemoglu: “Social media platforms are not only creating echo chambers, propagating falsehoods, and facilitating the circulation of extremist ideas. Previous media innovations, dating back at least to the printing press, did that, too, but none of them shook the very foundations of human communication and social interaction.

CAMBRIDGE – Not only are billions of people around the world glued to their mobile phones, but the information they consume has changed dramatically – and not for the better. On dominant social-media platforms like Facebook, researchers have documented that falsehoods spread faster and more widely than similar content that includes accurate information. Though users are not demanding misinformation, the algorithms that determine what people see tend to favor sensational, inaccurate, and misleading content, because that is what generates “engagement” and thus advertising revenue.

As the internet activist Eli Pariser noted in 2011, Facebook also creates filter bubbles, whereby individuals are more likely to be presented with content that reinforces their own ideological leanings and confirms their own biases. And more recent research has demonstrated that this process has a major influence on the type of information users see.

Even leaving aside Facebook’s algorithmic choices, the broader social-media ecosystem allows people to find subcommunities that align with their interests. This is not necessarily a bad thing. If you are the only person in your community with an interest in ornithology, you no longer have to be alone, because you can now connect with ornithology enthusiasts from around the world. But, of course, the same applies to the lone extremist who can now use the same platforms to access or propagate hate speech and conspiracy theories.

No one disputes that social-media platforms have been a major conduit for hate speech, disinformation, and propaganda. Reddit and YouTube are breeding grounds for right-wing extremism. The Oath Keepers used Facebook, especially, to organize their role in the January 6, 2021, attack on the United States Capitol. Former US President Donald Trump’s anti-Muslim tweets were found to have fueled violence against minorities in the US.

True, some find such observations alarmist, noting that large players like Facebook and YouTube (which is owned by Google/Alphabet) do much more to police hate speech and misinformation than their smaller rivals do, especially now that better moderation practices have been developed. Moreover, other researchers have challenged the finding that falsehoods spread faster on Facebook and Twitter, at least when compared to other media.

Still others argue that even if the current social-media environment is treacherous, the problem is transitory. After all, novel communication tools have always been misused. Martin Luther used the printing press to promote not just Protestantism but also virulent anti-Semitism. Radio proved to be a powerful tool in the hands of demagogues like Father Charles Coughlin in the US and the Nazis in Germany. Both print and broadcast outlets remain full of misinformation to this day, but society has adjusted to these media and managed to contain their negative effects…(More)”.

Spirals of Delusion: How AI Distorts Decision-Making and Makes Dictators More Dangerous


Essay by Henry Farrell, Abraham Newman, and Jeremy Wallace: “In policy circles, discussions about artificial intelligence invariably pit China against the United States in a race for technological supremacy. If the key resource is data, then China, with its billion-plus citizens and lax protections against state surveillance, seems destined to win. Kai-Fu Lee, a famous computer scientist, has claimed that data is the new oil, and China the new OPEC. If superior technology is what provides the edge, however, then the United States, with its world class university system and talented workforce, still has a chance to come out ahead. For either country, pundits assume that superiority in AI will lead naturally to broader economic and military superiority.

But thinking about AI in terms of a race for dominance misses the more fundamental ways in which AI is transforming global politics. AI will not transform the rivalry between powers so much as it will transform the rivals themselves. The United States is a democracy, whereas China is an authoritarian regime, and machine learning challenges each political system in its own way. The challenges to democracies such as the United States are all too visible. Machine learning may increase polarization—reengineering the online world to promote political division. It will certainly increase disinformation in the future, generating convincing fake speech at scale. The challenges to autocracies are more subtle but possibly more corrosive. Just as machine learning reflects and reinforces the divisions of democracy, it may confound autocracies, creating a false appearance of consensus and concealing underlying societal fissures until it is too late.

Early pioneers of AI, including the political scientist Herbert Simon, realized that AI technology has more in common with markets, bureaucracies, and political institutions than with simple engineering applications. Another pioneer of artificial intelligence, Norbert Wiener, described AI as a “cybernetic” system—one that can respond and adapt to feedback. Neither Simon nor Wiener anticipated how machine learning would dominate AI, but its evolution fits with their way of thinking. Facebook and Google use machine learning as the analytic engine of a self-correcting system, which continually updates its understanding of the data depending on whether its predictions succeed or fail. This report presents the main findings of the first OECD cross-national survey on trust in government and public institutions, representing over 50 000 responses across 22 OECD countries. The survey measures government performance across five drivers of trust – reliability, responsiveness, integrity, openness, and fairness – and provides insights for future policy reforms. Academic freedom and democracy in African countries: the first study to track the connection


Article by Liisa Laakso: “There is growing interest in the state of academic freedom worldwide. A 1997 Unesco document defines it as the right of scholars to teach, discuss, research, publish, express opinions about systems and participate in academic bodies. Academic freedom is a cornerstone of education and knowledge.

Yet there is surprisingly little empirical research on the actual impact of academic freedom. Comparable measurements have also been scarce. It was only in 2020 that a worldwide index of academic freedom was launched by the Varieties of Democracy database, V-Dem, in collaboration with the Scholars at Risk Network….

My research has been on the political science discipline in African universities and its role in political developments on the continent. As part of this project, I have investigated the impact of academic freedom in the post-Cold War democratic transitions in Africa.

study I published with the Tunisian economist Hajer Kratou showed that academic freedom has a significant positive effect on democracy, when democracy is measured by indicators such as the quality of elections and executive accountability.

However, the time factor is significant. Countries with high levels of academic freedom before and at the time of their democratic transition showed high levels of democracy even 5, 10 and 15 years later. In contrast, the political situation was more likely to deteriorate in countries where academic freedom was restricted at the time of transition. Transforming public policy with engaged scholarship: better together

Yet consultation processes have, for the most part, been led by public servants, with limited resources provided for supporting the community engagement vital to the inclusion of lived experience experts in policy making. What would policy decisions look like if the voices of the communities who live with the consequences of these decisions were prioritised not only in consultation processes, but in determining priorities and policy processes from the outset? This is one of the questions we explore in our recent article published in the special issue on Transformational Change in Public Policy.

As community-engaged policy researchers, along with Leah LevacLaura Pin, Ethel Tungohan and Sarah Marie Wiebe, our attention has been focused on how to engage meaningfully and work together with the communities impacted by our research, the very communities often systematically excluded from policy processes. Across our different research programmes, we work together with people experiencing precarious housing and homelessnessmigrant workersnorthern and Indigenous womenFirst Nations, and trans and gender diverse people. The lessons we have learned in our research with these communities are useful for our work and for these communities, as well as for policy makers and other actors wanting to engage meaningfully with community stakeholders.

Our new article, “Transforming Public Policy with Engaged Scholarship: Better Together,” describes these lessons, showing how engaged scholarship can inform the meaningful inclusion of people with lived expertise in public policy making. We draw on Marianne Beaulieu, Mylaine Breton and Astrid Brouselle’s work to focus on four principles of engaged scholarship. The principles we focus on include prioritising community needs, practicing reciprocity, recognising multiple ways of knowing, and crossing disciplinary and sectoral boundaries. Using five vignettes from our own research, we link these principles to our practice, highlighting how policy makers can do the same. In one vignette, co-author Sarah Marie Wiebe describes how her research with people in Aamjiwnaang in Canada was made possible through the sustained time and effort of relationship building and learning about the lived experiences of community members. As she explains in the article, this work included sensing the pollution in the surrounding atmosphere firsthand through participation in a “toxic tour” of the community’s location next to Canada’s Chemical Valley. In another vignette, co-author Ethel Tungohan details how migrant community leaders led a study looking at migrant workers’ housing precarity, enabling more responsive forms of engagement with municipal policy makers who tend to ignore migrant workers’ housing issues….(More)”.

To Fix Tech, Democracy Needs to Grow Up


Article by Divya Siddarth: “There isn’t much we can agree on these days. But two sweeping statements that might garner broad support are “We need to fix technology” and “We need to fix democracy.”

There is growing recognition that rapid technology development is producing society-scale risks: state and private surveillance, widespread labor automation, ascending monopoly and oligopoly power, stagnant productivity growth, algorithmic discrimination, and the catastrophic risks posed by advances in fields like AI and biotechnology. Less often discussed, but in my view no less important, is the loss of potential advances that lack short-term or market-legible benefits. These include vaccine development for emerging diseases and open source platforms for basic digital affordances like identity and communication.

At the same time, as democracies falter in the face of complex global challenges, citizens (and increasingly, elected leaders) around the world are losing trust in democratic processes and are being swayed by autocratic alternatives. Nation-state democracies are, to varying degrees, beset by gridlock and hyper-partisanship, little accountability to the popular will, inefficiency, flagging state capacity, inability to keep up with emerging technologies, and corporate capture. While smaller-scale democratic experiments are growing, locally and globally, they remain far too fractured to handle consequential governance decisions at scale.

This puts us in a bind. Clearly, we could be doing a better job directing the development of technology towards collective human flourishing—this may be one of the greatest challenges of our time. If actually existing democracy is so riddled with flaws, it doesn’t seem up to the task. This is what rings hollow in many calls to “democratize technology”: Given the litany of complaints, why subject one seemingly broken system to governance by another?…(More)”.

Big, Open Data for Development: A Vision for India 


Paper by Sam Asher, Aditi Bhowmick, Alison Campion, Tobias Lunt and Paul Novosad: “The government generates terabytes of data directly and incidentally in the operation of public programs. For intrinsic and instrumental reasons, these data should be made open to the public. Intrinsically, a right to government data is implicit in the right to information. Instrumentally, open government data will improve policy, increase accountability, empower citizens, create new opportunities for private firms, and lead to development and economic growth. A series of case studies demonstrates these benefits in a range of other contexts. We next examine how government can maximize social benefit from government data. This entails opening administrative data as far upstream in the data pipeline as possible. Most administrative data can be minimally aggregated to protect privacy, while providing data with high geographic granularity. We assess the status quo of the Government of India’s data production and dissemination pipeline, and find that the greatest weakness lies in the last mile: making government data accessible to the public. This means more than posting it online; we describe a set of principles for lowering the access and use costs close to zero. Finally, we examine the use of government data to guide policy in the COVID-19 pandemic. Civil society played a key role in aggregating, disseminating, and analyzing government data, providing analysis that was essential to policy response. However, key pieces of data, like testing rates and seroprevalence distribution, were unnecessarily withheld by the government, data which could have substantially improved the policy response. Inside India’s plan to train 3.1 million 21st century civil servants

According to the Commission’s chairman, Adil Zainulbhai and its secretary, Hemang Jani, the Commission will work with 93 central government departments and more than 800 training institutions across India to train over three million central government employees.

The competencies that civil servants are trained in should not be defined from the top down

By training employees, especially those who interact with citizens on a daily basis like those in the railways and postal departments, the hope is to impart new ways of working that translate into more effective and trustworthy government and better quality interactions with residents. The Commission has set itself two “north stars” or stretch goals to accomplish, namely to contribute to improving the “ease of living” for citizens and to advance Prime Minister Modi’s vision to make India a $5 trillion economy…

The Capacity Building Commission’s philosophy is that the competencies that civil servants are trained in should not be defined from the top down. Rather, the Commission wants each ministry to answer: What is the single most important thing we need to accomplish and then define the competencies they need to achieve that goal. …

An important first step in creating a capacity building programme is to understand what competencies already exist (or not) in the civil service. We asked both Zainulbhai and Jani about the CBC’s thinking about creating such a baseline of skills. The Commission’s approach, Jani explained to us, is to ask each ministry to look at its training needs from three “lenses:”

  1. Does the ministry have the capacity to deliver on “national priorities”? And are government employees aware of these national priorities?
  2. Does the ministry have the capacity necessary to deliver “citizen-centric” services?
  3. The “technology lens”: Do civil servants not only understand the challenges posed by technology but also appreciate new technologies and the solutions that could come from them?

The Commission also looks at capacity building on three levels:

  1. The individual level: What knowledge, skill and attitude an individual needs.
  2. The organisation level: What rules and procedures might be hindering service delivery.
