Ronald Brownstein in The National Journal: “Washington may be paralyzed by partisanship, but across the country, grassroots innovators are crafting solutions to our problems….This special issue of National Journal celebrates these pragmatic problem-solvers in business, the civic sector, local government, and partnerships that creatively combine all three. At a time of endemic stalemate in the nation’s capital, think of it as a report from the America that works (to borrow a recent phrase from The Economist)….
Another significant message is that the communications revolution, by greatly accelerating the sharing of ideas, has produced a “democratization of innovation,” as author Vijay Vaitheeswaran put it in his 2012 book, Need, Speed, and Greed. This dynamic has simultaneously allowed breakthroughs to disseminate faster than ever and empowered more people inside companies and communities to tackle problems previously left to elites. “One of the most interesting stories in social change today is how much creative problem-solving is emerging from citizens scattered far and wide who are taking it upon themselves to fix things and who, in many cases, are outperforming traditional organizations,” David Bornstein, founder of the Dowser.org website that tracks social innovation, wrote in The New York Times last year. Our honoree Eric Greitens, the former Navy SEAL who founded The Mission Continues for other post-9/11 veterans, personifies this trend. Across the categories, many honorees insist they have pursued new approaches in part because they could no longer wait for Washington to address the problems they face. In a world where barriers to the dispersal of ideas are crumbling, waiting for elites to propose answers may soon seem as outdated as waiting for a dial-up connection to the Internet.
The third conclusion limits the first two. Even many of the most dynamic grassroots innovations will remain isolated islands of excellence in this continent-sized society without energy and amplification from the top. Donald Kettl, dean of the University of Maryland’s School of Public Policy, notes the federal government is unavoidably a major force on many of the challenges facing America, particularly reforming education, health care, and training; developing regional economic strategies; and providing physical and digital infrastructure. Washington need not direct or control the response to these problems, but change on a massive scale is always harder without stronger signals and incentives than the federal government has provided in recent years. “It is possible to feed change aggressively from the bottom,” Kettl says. “[But] the federal government, for better or worse, inevitably is involved…. There’s a natural limit in what’s possible to bubble up from the bottom….

PCORI seeks the wisdom of crowds
Modern Healthcare: “The Patient-Centered Outcomes Research Institute is trying to live up to the first two words in its name. A team of researchers from the University of Michigan at Ann Arbor has been tapped by PCORI to scale up their prototype of a Web-based crowd-sourcing platform called WellSpringboard, which is designed to enable patients to propose ideas and pledge funds for clinical research.
Washington-based PCORI, an independent not-for-profit group established by the healthcare reform law, recently awarded the Michigan researchers $40,000, the top prize from its PCORI Challenge, a competition seeking novel approaches to connecting researchers with interested patients….
The platform works like this: A person has an idea for a research project and records a video explaining what that idea is. WellSpringboard posts the video on its site, sets a goal for funding and then spreads the word about the project using social media outlets like Facebook and Twitter. Once the funding target is reached, the project is opened up to researchers, who post their profiles to the site and whose applications are reviewed by a board of scientists and members of the public.”
The Use of Data Visualization in Government
The report presents case studies on how visualization techniques are now being used by two local governments, one state government,and three federal government agencies. Each case study discusses the audience for visualization. Understanding audience is important, as government organizations provide useful visualizations to different audiences, including the media, political oversight organizations, constituents, and internal program teams.To assist in effectively communicating to these audiences, the report details attributes of meaningful visualizations: relevance,meaning, beauty, ease of use, legibility, truthfulness, accuracy,and consistency among them.”

Socialstructing
“A new kind of society in which amplified individuals—individuals empowered with technologies and the collective intelligence of others in their social network—can take on many functions that previously only large organizations could perform, often more efficiently, at lower cost or no cost at all, and with much greater ease.”
Marina Gorbis, executive director of the Institute for the Future (IFTF), released a book entitled The Nature of the Future: Dispatches from the Socialstructed World. According to the IFTF website, the book “offers an inspiring portrayal of how new technologies are giving individuals so much power to connect and share resources that networks of individuals—not big organizations—will solve a host of problems by reinventing business, education, medicine, banking, government, and scientific research.” In her review in the New York Journal of Books, Geri Spieler argues that, when focusing on the book’s central premise, Gorbis “breaks through to the reader as to what is important here: the future of a citizen-created world.”
In many ways, the book joins the growing literature on swarms, wikinomics, commons-based and peer-to-peer production methods enabled by advances made in technology:
“Empowered by computing and communication technologies that have been steadily building village-like networks on a global scale, we are infusing more and more of our economic transactions with social connectedness….The new technologies are inherently social and personal. They help us create communities around interests, identities, and common personal challenges. They allow us to gain direct access to a worldwide community of others. And they take anonymity out of our economic transactions.”
Marina Gorbis subsequently describes the impact of these technologies on how we operate as “socialstructing”:
“We are moving away from the dominance of the depersonalized world of institutional production and creating a new economy around social connections and social rewards—a process I call socialstructing. … Not only is this new social economy bringing with it an unprecedented level of familiarity and connectedness to both our global and our local economic exchanges, but it is also changing every domain of our lives, from finance to education and health. It is rapidly ushering in a vast array of new opportunities for us to pursue our passions, create new types of businesses and charitable organizations, redefine the nature of work, and address a wide range of problems that the prevailing formal economy has neglected, if not caused.
Socialstructing is in fact enabling not only a new kind of global economy but a new kind of society, in which amplified individuals—individuals empowered with technologies and the collective intelligence of others in their social network—can take on many functions that previously only large organizations could perform, often more efficiently, at lower cost or no cost at all, and with much greater ease.”
Following a brief intro describing the social and technical drivers behind socialstructing the book describes its manifestation in finance, education, governance, science, and health. In the chapter “governance beyond government” the author advocates the creation of a revised “agora” modeled on the ancient Greek concept of participatory democracy. Of particular interest, the chapter describes and explains the legitimacy deficit of present-day political institutions and governmental structures:
“Political institutions are shaped by the social realities of their time and reflect the prevailing technological infrastructure, levels of knowledge, and citizen values. In ancient Athens, a small democratic state, it was possible to gather most citizens in an assembly or on a hill to practice a direct form of democracy, but in a country with millions of people this is nearly impossible. The US Constitution and governance structure emerged in the eighteenth century and were products of a Newtonian view of the universe….But while this framework of government and society as machines worked reasonably well for several centuries, it is increasingly out of sync with today’s reality and level of knowledge.”
Building upon the deliberative polling process developed by Professor James Fishkin, director of the Center for Deliberative Democracy at Stanford University, the author proposes and develops four key elements behind the so-called socialstructed governance:
- Rich and open data for making informed decisions (referencing the open data movement within the US and elsewhere);
- Sophisticated decision-support tools and use of algorithms for exploring alternatives and uncovering complex interdependencies (reflecting on the big data potential for decision making);
- Engagement platforms for wide citizen involvement and deliberation (comparing various “architectures of participation” such as the State Department’s Opinion Space); and
- Microparticipation of regular citizens in government decisions and the delivery of public services (pointing to the San Ramon Valley’s CPR app and other tools for networked collaboration developed by, for instance, Citizen Logistics).
The chapter provides for an interesting introduction to the kind of new governance arrangements made feasible by increased computing power and the use of collaborative platforms. As with most literature on the subject, little attention, however, is paid to evidence on whether these new platforms contribute to more legitimate and effective outcomes–a necessary next step to move away from “faith-based” discussions to more evidence-based interventions.
Health Datapalooza just wrapped
I’ve just finished two packed days at the Health Datapalooza, put on by the Health Data Consortium with the Department of Health and Human Services. As I’ve just heard someone say, many of the 2000 people here are a bit “Palooza”d out.” But this fourth annual event shows the growing power of open government data on health and health care services. The two-day event covered both the knowledge and applications that can come from the release of data like that on Medicare claims, and the ways in which the Affordable Care Act is driving the use of data for better delivery of high-quality care. The participation of leaders from the United Kingdom’s National Health Service added an international perspective as well.

Empowering Consumers through the Smart Disclosure of Data
OSTP: “Today, the Administration’s interagency National Science and Technology Council released Smart Disclosure and Consumer Decision Making: Report of the Task Force on Smart Disclosure—the first comprehensive description of the Federal Government’s efforts to promote the smart disclosure of information that can help consumers make wise decisions in the marketplace.
Whether they are searching for colleges, health insurance, credit cards, airline flights, or energy providers, consumers can find it difficult to identify the specific product or service that best suits their particular needs. In some cases, the effort required to sift through all of the available information is so large that consumers make decisions using inadequate information. As a result, they may overpay, miss out on a product that would better meet their needs, or be surprised by fees.
The report released today outlines ways in which Federal agencies and other governmental and non-governmental organizations can use—and in many cases are already using—smart disclosure approaches that increase market transparency and empower consumers facing complex choices in domains such as health, education, energy and personal finance.”
A Data-Powered Revolution in Health Care

Supported by digital data, new data-driven tools, and payment policies that reward improving the quality and value of care, doctors, hospitals, patients, and entrepreneurs across the nation are demonstrating that smarter, better, more accessible, and more proactive care is the best way to improve quality and control health care costs.
We are witnessing the emergence of a data-powered revolution in health care. Catalyzed by the Recovery Act, adoption of electronic health records is increasing dramatically. More than half of all doctors and other eligible providers and nearly 80 percent of hospitals are using electronic health records to improve care, an increase of more than 200 percent since 2008. In addition, the Administration’s Health Data Initiative is making a growing supply of key government data on everything from hospital charges and quality to regional health care system performance statistics freely available in computer-readable, downloadable form, as fuel for innovation, entrepreneurship, and discovery.
If My Data Is an Open Book, Why Can’t I Read It?
Natasha Singer in the New York Times: “Never mind all the hoopla about the presumed benefits of an “open data” society. In our day-to-day lives, many of us are being kept in the data dark.
“The fact that I am producing data and companies are collecting it to monetize it, if I can’t get a copy myself, I do consider it unfair,” says Latanya Sweeney, the director of the Data Privacy Lab at Harvard, where she is a professor of government and technology….
In fact, a few companies are challenging the norm of corporate data hoarding by actually sharing some information with the customers who generate it — and offering tools to put it to use. It’s a small but provocative trend in the United States, where only a handful of industries, like health care and credit, are required by federal law to provide people with access to their records.
Last year, San Diego Gas and Electric, a utility, introduced an online energy management program in which customers can view their electricity use in monthly, daily or hourly increments. There is even a practical benefit: customers can earn credits by reducing energy consumption during peak hours….

New Report by McKinsey Global Institute: “Disruptive technologies: Advances that will transform life, business, and the global economy, a report from the McKinsey Global Institute, cuts through the noise and identifies 12 technologies that could drive truly massive economic transformations and disruptions in the coming years. The report also looks at exactly how these technologies could change our world, as well as their benefits and challenges, and offers guidelines to help leaders from businesses and other institutions respond.
We estimate that, together, applications of the 12 technologies discussed in the report could have a potential economic impact between $14 trillion and $33 trillion a year in 2025. This estimate is neither predictive nor comprehensive. It is based on an in-depth analysis of key potential applications and the value they could create in a number of ways, including the consumer surplus that arises from better products, lower prices, a cleaner environment, and better health….
Policy makers can use advanced technology to address their own operational challenges (for example, by deploying the Internet of Things to improve infrastructure management). The nature of work will continue to change, and that will require strong education and retraining programs. To address challenges that the new technologies themselves will bring, policy makers can use some of those very technologies—for example, by creating new educational and training systems with the mobile Internet, which can also help address an ever-increasing productivity imperative to deliver public services more efficiently and effectively. To develop a more nuanced and useful view of technology’s impact, governments may also want to consider new metrics that capture more than GDP effects. This approach can help policy makers balance the need to encourage growth with their responsibility to look out for the public welfare as new technologies reshape economies and lives.”
