Code of Conduct: Cyber Crowdsourcing for Good

An organization that launches a digital crowdsourcing project must:

  • Provide clear volunteer guidelines on how to participate in the project so that volunteers are able to contribute meaningfully.
  • Test their crowdsourcing platform prior to any project or pilot to ensure that the system will not crash due to obvious bugs.
  • Disclose the purpose of the project, exactly which entities will be using and/or have access to the resulting data, to what end exactly, over what period of time and what the expected impact of the project is likely to be.
  • Disclose whether volunteer contributions to the project will or may be used as training data in subsequent machine learning research
  • ….

An organization that launches a digital crowdsourcing project should:

  • Share as much of the resulting data with volunteers as possible without violating data privacy or the principle of Do No Harm.
  • Enable volunteers to opt out of having their tasks contribute to subsequent machine learning research. Provide digital volunteers with the option of having their contributions withheld from subsequent machine learning studies

A World That Counts: Mobilising a Data Revolution for Sustainable Development


Executive Summary of the Report by the UN Secretary-General’s Independent Expert Advisory Group on a Data Revolution for Sustainable Development (IEAG): “Data are the lifeblood of decision-making and the raw material for accountability. Without high-quality data providing the right information on the right things at the right time; designing, monitoring and evaluating effective policies becomes almost impossible.
New technologies are leading to an exponential increase in the volume and types of data available, creating unprecedented possibilities for informing and transforming society and protecting the environment. Governments, companies, researchers and citizen groups are in a ferment of experimentation, innovation and adaptation to the new world of data, a world in which data are bigger, faster and more detailed than ever before. This is the data revolution.
Some are already living in this new world. But too many people, organisations and governments are excluded because of lack of resources, knowledge, capacity or opportunity. There are huge and growing inequalities in access to data and information and in the ability to use it.
Data needs improving. Despite considerable progress in recent years, whole groups of people are not being counted and important aspects of people’s lives and environmental conditions are still not measured. For people, this can lead to the denial of basic rights, and for the planet, to continued environmental degradation. Too often, existing data remain unused because they are released too late or not at all, not well-documented and harmonized, or not available at the level of detail needed for decision-making.
As the world embarks on an ambitious project to meet new Sustainable Development Goals (SDGs), there is an urgent need to mobilise the data revolution for all people and the whole planet in order to monitor progress, hold governments accountable and foster sustainable development. More diverse, integrated, timely and trustworthy information can lead to better decision-making and real-time citizen feedback. This in turn enables individuals, public and private institutions, and companies to make choices that are good for them and for the world they live in.
This report sets out the main opportunities and risks presented by the data revolution for sustain-able development. Seizing these opportunities and mitigating these risks requires active choices, especially by governments and international institutions. Without immediate action, gaps between developed and developing countries, between information-rich and information-poor people, and between the private and public sectors will widen, and risks of harm and abuses of human rights will grow.

An urgent call for action: Key recommendations

The strong leadership of the United Nations (UN) is vital for the success of this process. The Independent Expert Advisory Group (IEAG), established in August 2014, offers the UN Secretary-General several key recommendations for actions to be taken in the near future, summarised below:

  1. Develop a global consensus on principles and standards: The disparate worlds of public, private and civil society data and statistics providers need to be urgently brought together to build trust and confidence among data users. We propose that the UN establish a process whereby key stakeholders create a “Global Consensus on Data”, to adopt principles concerning legal, technical, privacy, geospatial and statistical standards which, among other things, will facilitate openness and information exchange and promote and protect human rights.
  2. Share technology and innovations for the common good: To create mechanisms through which technology and innovation can be shared and used for the common good, we propose
    to create a global “Network of Data Innovation Networks”, to bring together the organisations and experts in the field. This would: contribute to the adoption of best practices for improving the monitoring of SDGs, identify areas where common data-related infrastructures could address capacity problems and improve efficiency, encourage collaborations, identify critical research gaps and create incentives to innovate.
  3. New resources for capacity development: Improving data is a development agenda in
    its own right, and can improve the targeting of existing resources and spur new economic opportunities. Existing gaps can only be overcome through new investments and the strengthening of capacities. A new funding stream to support the data revolution for sustainable development should be endorsed at the “Third International Conference on Financing for Development”, in Addis Ababa in July 2015. An assessment will be needed of the scale of investments, capacity development and technology transfer that is required, especially for low income countries; and proposals developed for mechanisms to leverage the creativity and resources of the private sector. Funding will also be needed to implement an education program aimed at improving people’s, infomediaries’ and public servants’ capacity and data literacy to break down barriers between people and data.
  4. Leadership for coordination and mobilisation: A UN-led “Global Partnership for Sustainable Development Data” is proposed, tomobiliseandcoordinate the actions and institutions required to make the data revolution serve sustainable development, promoting several initiatives, such as:
    • A “World Forum on Sustainable Development Data” to bring together the whole data ecosystem to share ideas and experiences for data improvements, innovation, advocacy and technology transfer. The first Forum should take place at the end of 2015, once the SDGs are agreed;
    • A “Global Users Forum for Data for SDGs”, to ensure feedback loops between data producers and users, help the international community to set priorities and assess results;
    • Brokering key global public-private partnerships for data sharing.
  5. Exploit some quick wins on SDG data: Establishing a “SDGs data lab” to support the development of a first wave of SDG indicators, developing an SDG analysis and visualisation platform using the most advanced tools and features for exploring data, and building a dashboard from diverse data sources on ”the state of the world”.

Never again should it be possible to say “we didn’t know”. No one should be invisible. This is the world we want – a world that counts.”

Could digital badges clarify the roles of co-authors?


  at AAAS Science Magazine: “Ever look at a research paper and wonder how the half-dozen or more authors contributed to the work? After all, it’s usually only the first or last author who gets all the media attention or the scientific credit when people are considered for jobs, grants, awards, and more. Some journals try to address this issue with the “authors’ contributions” sections within a paper, but a collection of science, publishing, and software groups is now developing a more modern solution—digital “badges,” assigned on publication of a paper online, that detail what each author did for the work and that the authors can link to their profiles elsewhere on the Web.

Digital badges could clarify co-authors' roles

Those organizations include publishers BioMed Central and the Public Library of Science; The Wellcome Trust research charity; software development groups Mozilla Science Lab (a group of researchers, developers, librarians, and publishers) and Digital Science (a software and technology firm); and ORCID, an effort to assign researchers digital identifiers. The collaboration presented its progress on the project at the Mozilla Festival in London that ended last week. (Mozilla is the open software community behind the Firefox browser and other programs.)
The infrastructure of the badges is still being established, with early prototypes scheduled to launch early next year, according to Amye Kenall, the journal development manager of open data initiatives and journals at BioMed Central. She envisions the badge process in the following way: Once an article is published, the publisher would alert software maintained by Mozilla to automatically set up an online form, where authors fill out roles using a detailed contributor taxonomy. After the authors have completed this, the badges would then appear next to their names on the journal article, and double-clicking on a badge would lead to the ORCID site for that particular author, where the author’s badges, integrated with their publishing record, live….
The parties behind the digital badge effort are “looking to change behavior” of scientists in the competitive dog-eat-dog world of academia by acknowledging contributions, says Kaitlin Thaney, director of Mozilla Science Lab. Amy Brand, vice president of academic and research relations and VP of North America at Digital Science, says that the collaboration believes that the badges should be optional, to accommodate old-fashioned or less tech-savvy authors. She says that the digital credentials may improve lab culture, countering situations where junior scientists are caught up in lab politics and the “star,” who didn’t do much of the actual research apart from obtaining the funding, gets to be the first author of the paper and receive the most credit. “All of this calls out for more transparency,” Brand says….”

Creating community data tools for local impact: Piton Foundation


Amy Gahran at Knight Digital Media Center: “Many local funders focus on providing grants and doing fundraising to support local organizations and projects. However, some local funders also directly operate their own programs to serve the local community.
This November in the Denver metro area, the Piton Foundation will launch a major revamp of their Community Factsonline database of neighborhood-level community statistics. This resource is designed to help Denver-area nonprofits, researchers, community organizers and others better understand and serve communities in need.
Although Piton serves Denver-area communities, it’s not a community foundation in the traditional sense. Piton is a private, operating foundation established in the 1970s with a mission to improve the lives of Colorado’s low-income children and their families. Recently, Piton became part of Gary Community Investments(GCI) — an organization that invests directly in for-profit and philanthropic organizations, projects and programs to benefit Colorado’s low-income children and their families. Originally Piton focused on serving only the city and county of Denver, but since Piton joined GCI, they’ve expanded their focus to serving communities across the entire seven-county Denver metro area.
Back in 1991, Piton took the then-unusual step of forming its own Data Initiative. This early “open government” effort gained access to local datasets, cleaned them up, and made this data available to organizations serving low-income Denver communities. By opening and democratizing local data, and putting it in the context of local neighborhoods, Piton empowered local organizations to do more for local families in need. Such data can help organizations better target programs or fundraising efforts, or better understand local needs and trends in ways that enhance the services they offer.
In 2011, Piton’s Data Initiative expanded, adding projects like the Colorado Data Engine — an open source online data repository of neighborhood-scale public data in a standardized, geolocated format. Nine Lessons for Bridging the Gap between Cities and Citizens

But what does this mean in praxis? What are some of the bottlenecks and pitfalls of such an approach?
Here are nine lessons learned from our work on Open Government and Citizen Engagement programs around the world.

  1. Open Government is more than just making Government more open and transparent. It is about rebalancing the “governance” and power structure between government institutions, civil society, the private sector and citizens.
  2. Openness and accountability of government is the basis for building a relationship of trust for effective civic participation. It can fundamentally alter the relationship between government and citizens.
  3. Open Government programs are not effective if they are not embedded into a much broader institutional and cultural changes within government and fully integrated into the governments overall economic and social development goals.
  4. New technologies can be powerful enablers to strengthen existing transparency and social accountability mechanisms that empower citizens and traditionally excluded groups. Technologies by themselves, however, are not transformational; they need to be closely embedded into the different local socio-political context and amplify existing social accountability and governance processes.
  5. Enhancing the capabilities of the urban poor, youth and minorities to engage in policy debates is equally important as strengthening the capacity of government institutions to effectively respond to citizen engagement.
  6. Effective Open Government programs not only enhance the openness and responsiveness of governments however also fosters the inclusiveness of institutions.
  7. It’s critical to recognize that Open Government initiatives are not just about learning how to better listen to citizens. It’s also about how to become more responsive to them and their expressed needs.
  8. Civil society plays a central role in enhancing government accountability. They can form effective bridges between government and citizens. Improved government openness does not translate automatically into the effective uses of information by citizens. CSOs are critical ‘infomediaries’ that can strengthen the capabilities of poor communities to better access information, evaluate and act upon the provided information.
  9.  A genuine process of political and institutional reforms can grow out of an effective alliance between reform-minded policymakers, civil society and private sector leaders. Thus, open governance reforms need to be driven by the local socio-economic, political and cultural context….”

When Experts Are a Waste of Money


Vivek Wadhwa at the Wall Street Journal: “Corporations have always relied on industry analysts, management consultants and in-house gurus for advice on strategy and competitiveness. Since these experts understand the products, markets and industry trends, they also get paid the big bucks.
But what experts do is analyze historical trends, extrapolate forward on a linear basis and protect the status quo — their field of expertise. And technologies are not progressing linearly anymore; they are advancing exponentially. Technology is advancing so rapidly that listening to people who just have domain knowledge and vested interests will put a company on the fastest path to failure. Experts are no longer the right people to turn to; they are a waste of money.
Just as the processing power of our computers doubles every 18 months, with prices falling and devices becoming smaller, fields such as medicine, robotics, artificial intelligence and synthetic biology are seeing accelerated change. Competition now comes from the places you least expect it to. The health-care industry, for example, is about to be disrupted by advances in sensors and artificial intelligence; lodging and transportation, by mobile apps; communications, by Wi-Fi and the Internet; and manufacturing, by robotics and 3-D printing.
To see the competition coming and develop strategies for survival, companies now need armies of people, not experts. The best knowledge comes from employees, customers and outside observers who aren’t constrained by their expertise or personal agendas. It is they who can best identify the new opportunities. The collective insight of large numbers of individuals is superior because of the diversity of ideas and breadth of knowledge that they bring. Companies need to learn from people with different skills and backgrounds — not from those confined to a department.
When used properly, crowdsourcing can be the most effective, least expensive way of solving problems.
Crowdsourcing can be as simple as asking employees to submit ideas via email or via online discussion boards, or it can assemble cross-disciplinary groups to exchange ideas and brainstorm. Internet platforms such as Zoho Connect, IdeaScale and GroupTie can facilitate group ideation by providing the ability to pose questions to a large number of people and having them discuss responses with each other.
Many of the ideas proposed by the crowd as well as the discussions will seem outlandish — especially if anonymity is allowed on discussion forums. And companies will surely hear things they won’t like. But this is exactly the input and out-of-the-box thinking that they need in order to survive and thrive in this era of exponential technologies….
Another way of harnessing the power of the crowd is to hold incentive competitions. These can solve problems, foster innovation and even create industries — just as the first XPRIZE did. Sponsored by the Ansari family, it offered a prize of $10 million to any team that could build a spacecraft capable of carrying three people to 100 kilometers above the earth’s surface, twice within two weeks. It was won by Burt Rutan in 2004, who launched a spacecraft called SpaceShipOne. Twenty-six teams, from seven countries, spent more than $100 million in competing. Since then, more than $1.5 billion has been invested in private space flight by companies such as Virgin Galactic, Armadillo Aerospace and Blue Origin, according to the XPRIZE Foundation….
Competitions needn’t be so grand. InnoCentive and HeroX, a spinoff from the XPRIZE Foundation, for example, allow prizes as small as a few thousand dollars for solving problems. A company or an individual can specify a problem and offer prizes for whoever comes up with the best idea to solve it. InnoCentive has already run thousands of public and inter-company competitions. The solutions they have crowdsourced have ranged from the development of biomarkers for Amyotrophic lateral sclerosis disease to dual-purpose solar lights for African villages….”

“Open” disclosure of innovations, incentives and follow-on reuse: Theory on processes of cumulative innovation and a field experiment in computational biology

Lakhani: “Most of society’s innovation systems – academic science, the patent system, open source, etc. – are “open” in the sense that they are designed to facilitate knowledge disclosure among innovators. An essential difference across innovation systems is whether disclosure is of intermediate progress and solutions or of completed innovations. We theorize and present experimental evidence linking intermediate versus final disclosure to an ‘incentives-versus-reuse’ tradeoff and to a transformation of the innovation search process. We find intermediate disclosure has the advantage of efficiently steering development towards improving existing solution approaches, but also has the effect of limiting experimentation and narrowing technological search. We discuss the comparative advantages of intermediate versus final disclosure policies in fostering innovation.”
