India wants all government organizations to develop open APIs


Medianama: “The department of electronics and information technology (DeitY) is looking to frame a policy (pdf) for adopting and developing open application programming interfaces (APIs) in government organizations to promote software interoperability for all e-governance applications & systems. The policy shall be applicable to all central government organizations and to those state governments that choose to adopt the policy.

DeitY also said that all information and data of a government organisation shall be made available by open APIs, as per the National Data Sharing and Accessibility Policy and adhere to National Cyber Security Policy.

Policy points

– Each published API of a Government organization shall be provided free of charge whenever possible to other government organizations and public.

– Each published API shall be properly documented with sample code and sufficient information for developers to make use of the API.

– The life-cycle of the open API shall be made available by the API publishing Government organisation. The API shall be backward compatible with at least two earlier versions.

– Government organizations may use an authentication mechanism to enable service interoperability and single sign-on.

– All Open API systems built and data provided shall adhere to GoI security policies and guidelines.

For example, Indian Railways provides open APIs which enabled the development of applications such as RailYatri. Through the eRail APIs, the application pulls info which includes list of stations, trains between stations, route of a train, Train Fares, PNR Status, Live train status, seat availability, cancelled, rescheduled or diverted train information and current running status of the train. …(More)”

Lawsuits In The Public Interest Now Have Their Own Crowdfunding Site


Jessica Leber at Fast CoExist: “…Crowdjustice, …aims to serve as a replacement for those who can no longer get help launching a lawsuit. It’s crowdfunding platform where anyone can donate to fund cases that have been vetted by the site.

Operating in the U.K. for now, Crowdjustice will be reserved for civil cases that involve a community interest (rather than a dispute between two people), such as a disability discrimination or human rights case or a fight to save nature from development. Litigants must already have a lawyer who has accepted the case in order to be listed on the platform, which is for now invitation-only.

Niche crowdfunding sites aren’t new, but they’ve had varying success. Salasky believes a site dedicated to legal campaigns is useful because litigation varies from country to country. Another reasons is that on Crowdjustice, the funds raised will go directly into a trust account held by the lawyer for the case—not the individual. “There’s more oversight of what’s happening,” she says. Campaigns will only be funded if the full goal is met, and Crowdjustice takes a 5% cut.

The first case on the site right now is that of Colombian petroleum engineer and whistleblower Gilberto Torres, who wants to hold the oil company BP responsible for his 2002 kidnapping. Though his lawyer will only get a fee if the case wins, the $7,800 crowdfunding campaign is to cover various other costs and court fees….(More).

Measuring ‘governance’ to improve lives


Robert Rotberg at the Conversation: “…Citizens everywhere desire “good governance” – to be governed well within their nation-states, their provinces, their states and their cities.

Governance is more useful than “democracy” if we wish to understand how different political rulers and ruling elites satisfy the aspirations of their citizens.

But to make the notion of “governance” useful, we need both a practical definition and a method of measuring the gradations between good and bad governance.

What’s more, if we can measure well, we can diagnose weak areas of governance and, hence, seek ways to make the weak actors strong.

Governance, defined as “the performance of governments and the delivery of services by governments,” tells us if and when governments are in fact meeting the expectations of their constituents and providing for them effectively and responsibly.

Democracy outcomes, by contrast, are much harder to measure because the meaning of the very word itself is contested and impossible to measure accurately.

For the purposes of making policy decisions, if we seek to learn how citizens are faring under regime X or regime Y, we need to compare governance (not democracy) in those respective places.

In other words, governance is a construct that enables us to discern exactly whether citizens are progressing in meeting life’s goals.

Measuring governance: five bundles and 57 subcategories

Are citizens of a given country better off economically, socially and politically than they were in an earlier decade? Are their various human causes, such as being secure or being free, advancing? Are their governments treating them well, and attempting to respond to their various needs and aspirations and relieving them of anxiety?

Just comparing national gross domestic products (GDPs), life expectancies or literacy rates provides helpful distinguishing data, but governance data are more comprehensive, more telling and much more useful.

Assessing governance tells us far more about life in different developing societies than we would learn by weighing the varieties of democracy or “human development” in such places.

Government’s performance, in turn, is according to the scheme advanced in my book On Governance and in my Index of African Governance, the delivery to citizens of five bundles (divided into 57 underlying subcategories) of political goods that citizens within any kind of political jurisdiction demand.

The five major bundles are Security and Safety, Rule of Law and Transparency, Political Participation and Respect for Human Rights, Sustainable Economic Opportunity, and Human Development (education and health)….(More)”

The Open Seventeen


Crowdsourcing the Verification of the Sustainable Development Goals with Open Data : In 2015, the United Nations is announcing seventeen Sustainable Development Goals (SDGs) for the world. Success at implementing the SDGs by 2030 could put the planet on the right course for the rest of the century. Failure could result in a breakdown of trust in global initiatives and cynical pursuit of self-interest by nations and corporations.

One way to ensure SDGs are achieved is to establish an independent means for verifying that all stakeholders – governments, corporations, NGOs and international organisations – live up to their promises. This requires harnessing the grassroots efforts of concerned citizens on a global scale.

To ignite this effort, ONE– in collaboration with the Citizen Cyberscience Centre and the Crowdcrafting platform for open research – is launching The Open Seventeen, a challenge to develop crowdsourcing projects that tackle SDGs using open data.

How does this challenge work?

You’ll find a big blue button further down this page. Use this to pitch a crowdsourcing project that tackles any of the 17 SDGs, at either a local, regional or global level, and tell us what open data set could be analysed for this purpose.

To inspire you, we’ve provided below some >examples of crowdsourcing projects that have already been tackling different aspects of the SDGs, from deforestation to corruption, and from drought to disease. Projects proposed for the challenge should have clear and realistic goals, and build on existing open data sets.

Constitutional Conventions in the Digital Era: Lessons from Iceland and Ireland


Paper by Silvia Suteu: “Mechanisms of constitutional development have recently attracted significant attention, specifically, instances where popular involvement was central to the constitutional change. Examples include attempts by British Columbia, the Netherlands, and Ontario at electoral reform, in addition to the more sweeping reforms sought in Iceland and Ireland. Each of these countries’ attempts exemplifies varied innovative avenues to reform involving participatory and partially citizen-led processes aimed at revitalizing politics. The little legal scholarship on these developments has provided an insufficient analytical account of such novel approaches to constitution-making. This Essay seeks to build upon the current descriptive work on constitutional conventions by focusing on the cases of Iceland and Ireland. The Essay further aims to evaluate whether the means undertaken by each country translates into novelty at a more substantive level, namely, the quality of the process and legitimacy of the end product. The Essay proposes standards of direct democratic engagements that adequately fit these new developments and further identifies lessons for participatory constitution-making processes in the digital twenty-first century….(More)”

Montreal plans to become a Smart City with free WiFi and open data


Ian Hardy at MobileSyrup: “Earlier this month, the Coderre Administration announced the Montreal Action Plan that includes 70 projects that will turn Montreal into a “smart city.”

The total allocated budget of $23 million is broken down into 6 sections — listed below with the official description — and is targeted for completion by the end of 2017. Apart from ensuring a fast fiber network, “unleashing municipal data,” and the rollout of “intelligent transport systems” that will bring your real-time info on your subway/bus/car service, the city plans to deploy free WiFi.

According to the statement, Montreal will be deploying wireless access points in 750 locations to have facilitate free public WiFi. The larger idea is to “enhance the experience of citizens, boost tourism and accelerate economic development of Montreal.”…

WFP And OCHA Join Forces To Make Data More Accessible


World Food Programme Press Release: “The United Nations World Food Programme (WFP) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) have teamed up to provide access to global data on hunger and food insecurity. The data can be used to understand the type of food available in certain markets, how families cope in the face of food insecurity and how WFP provides food assistance in emergencies to those in need.

The data is being made available through OCHA’s Humanitarian Data Exchange (HDX), an open platform for sharing crisis data. The collaboration between WFP, the world’s largest humanitarian organization fighting hunger worldwide, and OCHA began at the height of the Ebola crisis when WFP shared its data on food market prices in affected countries in West Africa.

With funding from the UK’s Department for International Development (DFID) and the Bill & Melinda Gates Foundation, WFP has since been able to make large amounts of its data available dynamically, making it easier to integrate with other systems, including HDX.

From there, HDX built an interactive visualization for Food Prices data that allows a range of users, from the general public to a data scientist, to explore the data in insightful ways. The same visualization is also available on the WFP VAM Shop….(More)

NESTA: “Governments across the world are creating innovation teams and labs to help them find new ways of tackling the complex challenges of the 21st century. If you want to get a sense of the scale of this global trend then check out this searchable global map of innovation labs worldwide.

There are about 80 in total represented here – colour-coded for the level of government (blue for local, green for regional, red national and yellow international). In this map I’ve concentrated on labs inside government excluding the dozens of public and social innovation labs (#psilabs) like Nesta, MaRS Solutions Lab or The GovLab that work alongside the public sector though they themselves are outside it. I’ve probably left lots of government i-teams and labs out of this list – so please suggest more and I’ll add them in.

Public innovation labs can claim to be a global movement not just in sheer numbers of teams and labs worldwide but also because of the momentum behind the creation of new ones, at a current rate of least one a month. Though some of the most celebrated examples e.g. Denmark’s MindLab are well into their second decade about a third of the labs set out here have been born in the last two years.

The early wave of scenario-based creative “future centres” (like the Netherlands-based De Werf)  was soon followed by the kind of design-based lab that continues to dominate much of the thinking and practice in the field.  But lately this has been complemented by a new wave of teams using other tools (data and technology or behavioural economics) as well as the more hybrid approach often adopted by innovation delivery teams at a municipal level, particularly in the US. This article explores the hyperbole behind crisis mapping as it extends into more long-term or ‘chronic’ community development practices. We critically examined developer issues and participant (i.e. community organization) usage within the context of local communities. We repurposed the predominant crisis mapping platform Crowdmap for three cases of community development in Canadian anglophone and francophone. Our case studies show mixed results about the actual cost of deployment, the results of disintermediation, and local context with the mapping application.
