Instead, equipped with smartphones or other digital devices, the average person spends hours each day online, looking at news or entertainment websites, using social media, and consuming many different types of information. Although some of the changes in the way news and information are disseminated can be quantified, far less is known about how the presentation of news—that is, the linguistic style, perspective, and word choice used when reporting on current events and issues—has changed over this period and how it differs across media platforms.

While early internet pioneers dreamed of an internet that would be open, free and decentralised, the story of the internet today is mostly a story of loss of control. Just a handful of companies determine what we read, see and buy, where we work and where we live, who we vote for, who we love, and who we are. Many of us feel increasingly uneasy about these developments. We live in a world where new technologies happen to us; the average person has very little agency to change things within the current political and economic parameters.

Yet things don’t have to be this way. In a time where the future of the internet is usually painted as bleak and uncertain, we need positive visions about where we go next.

As part of the Next Generation Internet (NGI) initiative – the European Commission’s new flagship programme working on building a more democratic, inclusive and resilient internet – we have created this “visions book”, a collection of essays, short stories, poetry and artworks from over 30 contributors from 15 countries and five continents. Regulating disinformation with artificial intelligence


Paper for the European Parliamentary Research Service: “This study examines the consequences of the increasingly prevalent use of artificial intelligence (AI) disinformation initiatives upon freedom of expression, pluralism and the functioning of a democratic polity. The study examines the trade-offs in using automated technology to limit the spread of disinformation online. It presents options (from self-regulatory to legislative) to regulate automated content recognition (ACR) technologies in this context. Special attention is paid to the opportunities for the European Union as a whole to take the lead in setting the framework for designing these technologies in a way that enhances accountability and transparency and respects free speech. The present project reviews some of the key academic and policy ideas on technology and disinformation and highlights their relevance to European policy.

Chapter 1 introduces the background to the study and presents the definitions used. Chapter 2 scopes the policy boundaries of disinformation from economic, societal and technological perspectives, focusing on the media context, behavioural economics and technological regulation. Chapter 3 maps and evaluates existing regulatory and technological responses to disinformation. How the medium shapes the message: Printing and the rise of the arts and sciences

Hidalgo: “Communication technologies, from printing to social media, affect our historical records by changing the way ideas are spread and recorded. Yet, finding statistical evidence of this fact has been challenging. Here we combine a common causal inference technique (instrumental variable estimation) with a dataset on nearly forty thousand biographies from Wikipedia (Pantheon 2.0), to study the effect of the introduction of printing in European cities on Wikipedia’s digital biographical records.

By using a city’s distance to Mainz as an instrument for the adoption of the movable type press, we show that European cities that adopted printing earlier were more likely to become the birthplace of a famous scientist or artist during the years following the invention of printing. We bring these findings to recent communication technologies by showing that the number of radios and televisions in a country correlates with the number of globally famous performing artists and sports players born in that country, even after controlling for GDP, population, and including country and year fixed effects. These findings support the hypothesis that the introduction of communication technologies can bias historical records in the direction of the content that is best suited for each technology….(More)”.

WeDialogue: “… is a global experiment to test new solutions for commenting on news online. The objective of weDialogue is to promote humility in public discourse and prevent digital harassment and trolling.

What am I expected to do?

The task is simple. You are asked to fill out a survey, then wait until the experiment begins. You will then be given a login for your platform. There you will be able to read and comment on news as if it was a normal online newspaper or blog. We would like people to comment as much as possible, but you are free to contribute as much as you want. At the end of the experiment we would be very grateful if you could fill in a final survey and provide us with feedback on the overall experience.

Why is important to test new platforms for news comments?

We know the problems of harassment and trolling (see our video), but the solution is not obvious. Developers have proposed new platforms, but these have not been tested rigorously. weDialogue is a participatory action research project that aims to combine academic expertise and citizens’ knowledge and experience to test potential solutions.

What are you going to do with the research?

All our research and data will be publicly available so that others can build upon it. Both the Deliberatorium and Pol.is are free software that can be reused. The data we will create and the resulting publications will be released in an open access environment.

The Think-Tank Dilemma


Blog by Yoichi Funabashi: “Without the high-quality research that independent think tanks provide, there can be no effective policymaking, nor even a credible basis for debating major issues. Insofar as funding challenges, foreign influence-peddling, and populist attacks on truth pose a threat to such institutions tanks, they threaten democracy itself….

The Brookings Institution in Washington, DC – perhaps the world’s top think tank – is under scrutiny for receiving six-figure donations from Chinese telecommunications giant Huawei, which many consider to be a security threat. And since the barbaric murder of Saudi journalist Jamal Khashoggi last October, many other Washington-based think tanks have come under pressure to stop accepting donations from Saudi Arabia.

These recent controversies have given rise to a narrative that Washington-based think tanks are facing a funding crisis. In fact, traditional think tanks are confronting three major challenges that have put them in a uniquely difficult situation. Not only are they facing increased competition from for-profit think tanks such as the McKinsey Global Institute and the Eurasia Group; they also must negotiate rising geopolitical tensions, especially between the United States and China.And complicating matters further, many citizens, goaded by populist harangues, have become dismissive of “experts” and the fact-based analyses that think tanks produce (or at least should produce).

With respect to the first challenge, Daniel Drezner of Tufts University argues in The Ideas Industry: How Pessimists, Partisans, and Plutocrats are Transforming the Marketplace of Ideas that for-profit think tanks have engaged in thought leadership by operating as platforms for provocative thinkers who push big ideas. Whereas many non-profit think tanks – as well as universities and non-governmental organizations – remain “old-fashioned” in their approach to data, their for-profit counterparts thrive by finding the one statistic that captures public attention in the digital age. Given their access to both public and proprietary information, for-profit think tanks are also able to maximize the potential of big data in ways that traditional think tanks cannot.

Moreover, with the space for balanced foreign-policy arguments narrowing, think tanks are at risk of becoming tools of geopolitical statecraft. This is especially true now that US-China relations are deteriorating and becoming more ideologically tinged.

Over time, foreign governments of all stripes have cleverly sought to influence policymaking not only in Washington, but also in London, Brussels, Berlin, and elsewhere, by becoming significant donors to think tanks. Governments realize that the well-connected think tanks that act as “power brokers” vis-à-vis the political establishment have been facing fundraising challenges since the 2008 financial crisis. In some cases, locally based think tanks have even been accused of becoming fronts for foreign authoritarian governments….(More)”.
