Springer Science International Handbooks in Human Geography, (Forthcoming): “A key and distinguishing feature of society today is that its increasingly documented by crowd-sourced social media discourse about public experiences. Much of this social media content is geo-referenced and exists in layers of information draped over the physical world, invisible to the naked eye but accessible to range of digital (and often) mobile devices. When we access these information layers, they mediate the mundane practices of everyday life, (e.g., What or who is nearby? How do I move from point A to B) through the creation of augmented realities, i.e., unstable, context dependent representations of places brought temporary into being by combining the space of material and virtual experience.
These augmented realities, as particular representations of locations, places and events, are vigorously promoted or contested and thus become important spots in which power is exercised, much in the same way that maps have long had power to reinforce or challenge the status quo. However, because many of the processes and practices behind the creation of augmented realities are unseen, its power is often overlooked in the process of representation or place-making. This paper highlights the points at which power acts and demonstrate that all representations of place – including augmented realities derived from social media – are products of and productive of, social relationships and associated power relations.”
Building upon a case study of Abbottabad, Pakistan after the raid on Osama bin Laden’s compound we construct a four-part typology of the power relations emerging from social practices that enact augmented realities. These include: Distributed power, the complex and socially/spatially distributed authorship of user-generated geospatial content; Communication power, the ways in which particular representations gain prominence; language is a particularly key variable; Code power, the autonomy of software code to regulate actions, or mediate content, or ordering representations in particular ways; and Timeless power, the ways in which digital representations of place reconfigure temporal relationships, particularly sequence and duration, between people and events.
The People’s Platform
Book Review by Tim Wu in the New York Times: “Astra Taylor is a documentary filmmaker who has described her work as the “steamed broccoli” in our cultural diet. Her last film, “Examined Life,” depicted philosophers walking around and talking about their ideas. She’s the kind of creative person who was supposed to benefit when the Internet revolution collapsed old media hierarchies. But two decades since that revolution began, she’s not impressed: “We are at risk of starving in the midst of plenty,” Taylor writes. “Free culture, like cheap food, incurs hidden costs.” Instead of serving as the great equalizer, the web has created an abhorrent cultural feudalism. The creative masses connect, create and labor, while Google, Facebook and Amazon collect the cash.
Taylor’s thesis is simply stated. The pre-Internet cultural industry, populated mainly by exploitative conglomerates, was far from perfect, but at least the ancien régime felt some need to cultivate cultural institutions, and to pay for talent at all levels. Along came the web, which swept away hierarchies — as well as paychecks, leaving behind creators of all kinds only the chance to be fleetingly “Internet famous.” And anyhow, she says, the web never really threatened to overthrow the old media’s upper echelons, whether defined as superstars, like Beyoncé, big broadcast television shows or Hollywood studios. Instead, it was the cultural industry’s middle classes that have been wiped out and replaced by new cultural plantations ruled over by the West Coast aggregators.
It is hard to know if the title, “The People’s Platform,” is aspirational or sarcastic, since Taylor believes the classless aura of the web masks an unfair power structure. “Open systems can be starkly inegalitarian,” she says, arguing that the web is afflicted by what the feminist scholar Jo Freeman termed a “tyranny of structurelessness.” Because there is supposedly no hierarchy, elites can happily deny their own existence. (“We just run a platform.”) But the effects are real: The web has reduced professional creators to begging for scraps of attention from a spoiled public, and forced creators to be their own brand.

The tech industry might be tempted to dismiss Taylor’s arguments as merely a version of typewriter manufacturers’ complaints circa 1984, but that would be a mistake. “The People’s Platform” should be taken as a challenge by the new media that have long claimed to be improving on the old order. Can they prove they are capable of supporting a sustainable cultural ecosystem, in a way that goes beyond just hosting parties at the Sundance Film Festival?
We see some of this in the tech firms that have begun to pay for original content, as with Netflix’s investments in projects like “Orange Is the New Black.” It’s also worth pointing out that the support of culture is actually pretty cheap. Consider the nonprofit ProPublica, which employs investigative journalists, and has already won two Pulitzers, all on a budget of just over $10 million a year. That kind of money is a rounding error for much of Silicon Valley, where losing billions on bad acquisitions is routinely defended as “strategic.” If Google, Apple, Facebook and Amazon truly believe they’re better than the old guard, let’s see it.”

The Skeleton Crew
Book Review by Edward Jay Epstein in the Wall Street Journal: “…Even in an age when we are tracked electronically by our phone companies at every single moment, about 4,000 unidentified corpses turn up in the U.S. every year, of which about half have been murdered. In 2007 no fewer than 13,500 sets of unidentified human remains were languishing in the evidence rooms of medical examiners, according to an analysis published in the National Institute of Justice Journal.
In her brilliant book “The Skeleton Crew,” Deborah Halber explains why local law enforcement often fails to investigate such deaths:”Unidentified corpses are like obtuse, financially strapped houseguests: they turn up uninvited, take up space reserved for more obliging visitors, require care and attention, and then, when you are ready for them to move on, they don’t have anywhere to go.” The result is that many of these remains are consigned to oblivion.
While the population of the anonymous dead receives only scant attention from the police or the media, it has given rise to a macabre subculture of Internet sleuthing. Ms. Halber chronicles with lucidity and wit how amateur investigators troll websites, such as the Doe Network, Official Cold Case Investigations and Websleuths Crime Sleuthing Community, and check online databases looking for matches between the reported missing and the unidentified dead. It is a grisly pursuit involving linking the images of dead bodies to the descriptions posted by people trying to find someone.
Ms. Halber devotes most of “The Skeleton Crew” to describing a handful of cases that have given rise to this bizarre avocation….”
Countable Wants To Make Politics A ‘Continual Conversation’
Cat Zakrzewski in Techcrunch: “Telling your senator how to vote is as easy as “liking” a Facebook picture, thanks to a new app from the creators of TV streaming service SideReel.
Countable, available for iOS and coming to Android soon, presents a succinct summary of each piece of legislation Congress is considering, along with a short one-sentence argument in favor of the bill or against it. You are then able to vote “yay” or “nay.” When you are logged in through Facebook, Countable can automatically generate a message and send it to your representatives based on your location.
Countable also keeps track of how the lawmakers vote and then informs you how your representatives’ votes stack up to your own, generating “compatibility rankings.”
Co-founders Bart Myers and Peter Arzhintar came up with Countable when trying to figure out their next move after selling SideReel in 2011. Myers said they wanted to move away from TV and into something Myers said was more meaningful. As they brainstormed ideas, they kept coming back to one.
“We kept coming back to the disconnect that the American people feel with their representatives, that disconnect that we felt ourselves,” Myers says. “We decided to take a new bent at it … create a product where … what my representatives are doing can basically be made bite-sized, pushed to me like updates from our friends pushed through Facebook.”
And browsing the app’s colorful interface feels a lot more like swiping through friends’ pictures than wading through pages of lengthy bills. Countable’s team, which includes writers and consultants with experience in both the Democratic and Republican parties, has prepared short summaries and explanations that are easy to understand. Myers says the app allows users to go as deep into an issue as they want, linking to media coverage and the full text of the bill…”
Meet the UK start-ups changing the world with open data
Now a range of UK start-ups are working with the ODI to build businesses using open data, and have already unlocked a total of £2.5 million worth of investments and contracts.
Mastodon C joined the ODI start-up programme at its inception in December 2012. Shortly after joining, the company teamed up with Ben Goldacre and Open Healthcare UK, and embarked on a project investigating the use of branded statins over the far cheaper generic versions.
The data analysis identified potential efficiency savings to the NHS of £200 million. The company is now also working with the Technology Strategy Board and Nesta to help them gain better insight into their data.
Another start-up, CarbonCulture is a community platform designed to help people use resources more efficiently. The company uses high-tech metering to monitor carbon use in the workplace and help clients save money.
Organisations such as 10 Downing Street, Tate, Cardiff Council, the GLA and the UK Parliament are using the company’s digital tools to monitor and improve their energy consumption. CarbonCulture has also helped the Department of Energy and Climate Change reduce its gas use by 10 per cent.
Spend Network’s business is built on collecting the spend statements and tender documents published by government in the UK and Europe and then publishing this data openly so that anyone can use it. The company currently hosts over £1.2 trillion of transactions from the UK and over 1.8 million tenders from across Europe.
One of the company’s major breakthroughs was creating the first national, open spend analysis for central and local government. This was used to uncover a 45 per cent delay in the UK’s tendering process, holding up £22 billion of government funds to the economy.
Meanwhile, TransportAPI uses open data feeds from Traveline, Network Rail and Transport for London to provide nationwide timetables, departure and infrastructure information across all modes of public transport.
TransportAPI currently has 700 developers and organisations signed up to its platform, including individual taxpayers and public sector organisations like universities and local authorities. Travel portals, hyperlocal sites and business analytics are also integrating features, such as the ‘nearest transport’ widget, into their websites.
These are just four examples of how start-ups are using open data to create new digital services. The ODI this week announced seven new open data start-ups joining the programme, covering 3D printed learning materials, helping disabled communities, renewable energy markets, and smart cities….”
Is Crowdsourcing the Future for Legislation?
Brian Heaton in GovTech: “…While drafting legislation is traditionally the job of elected officials, an increasing number of lawmakers are using digital platforms such as Wikispaces and GitHub to give constituents a bigger hand in molding the laws they’ll be governed by. The practice has been used this year in both California and New York City, and shows no signs of slowing down anytime soon, experts say.
Trond Undheim, crowdsourcing expert and founder of Yegii Inc., a startup company that provides and ranks advanced knowledge assets in the areas of health care, technology, energy and finance, said crowdsourcing was “certainly viable” as a tool to help legislators understand what constituents are most passionate about.
“I’m a big believer in asking a wide variety of people the same question and crowdsourcing has become known as the long-tail of answers,” Undheim said. “People you wouldn’t necessarily think of have something useful to say.”
California Assemblyman Mike Gatto, D-Los Angeles, agreed. He’s spearheaded an effort this year to let residents craft legislation regarding probate law — a measure designed to allow a court to assign a guardian to a deceased person’s pet. Gatto used the online Wikispaces platform — which allows for Wikipedia-style editing and content contribution — to let anyone with an Internet connection collaborate on the legislation over a period of several months.
The topic of the bill may not have been headline news, but Gatto was encouraged by the media attention his experiment received. As a result, he’s committed to running another crowdsourced bill next year — just on a bigger, more mainstream public issue.
New York City Council Member Ben Kallos has a plethora of technology-related legislation being considered in the Big Apple. Many of the bills are open for public comment and editing on GitHub. In an interview with Government Technology last month, Kallos said he believes using crowdsourcing to comment on and edit legislation is empowering and creates a different sense of democracy where people can put forward their ideas.
County governments also are joining the crowdsourcing trend. The Catawba Regional Council of Governments in South Carolina and the Centralia Council of Governments in North Carolina are gathering opinions on how county leaders should plan for future growth in the region.
At a public forum earlier this year, attendees were given iPads to go online and review four growth options and record their views on which they preferred. The priorities outlined by citizens will be taken back to decision-makers in each of the counties to see how well existing plans match up with what the public wants.
Gatto said he’s encouraged by how quickly the crowdsourcing of policy has spread throughout the U.S. He said there’s a disconnect between governments and their constituencies who believe elected officials don’t listen. But that could change as crowdsourcing continues to make its impact on lawmakers.
“When you put out a call like I did and others have done and say ‘I’m going to let the public draft a law and whatever you draft, I’m committed to introducing it … I think that’s a powerful message,” Gatto said. “I think the public appreciates it because it makes them understand that the government still belongs to them.”
Protecting the Process
Despite the benefits crowdsourcing brings to the legislative process, there remain some question marks about whether it truly provides insight into the public’s feelings on an issue. For example, because many political issues are driven by the influence of special interest groups, what’s preventing those groups from manipulating the bill-drafting process?
Not much, according to Undheim. He cautioned policymakers to be aware of the motivations from people taking part in crowdsourcing efforts to write and edit laws. Gatto shared Undheim’s concerns, but noted that the platform he used for developing his probate law – Wikispaces – has safeguards in place so that a member of his staff can revert language of a crowdsourced bill back to a previous version if it’s determined that someone was trying to unduly influence the drafting process….”
Participant Index Seeks to Determine Why One Film Spurs Activism, While Others Falter
Participant Media and some powerful partners need to know.
For the last year Participant, an activist entertainment company that delivers movies with a message, has been quietly working with the Bill & Melinda Gates Foundation, the Knight Foundation and the University of Southern California’s Annenberg School for Communication and Journalism to answer a question vexing those who would use media to change the world.
That is, what actually gets people moving? Do grant-supported media projects incite change, or are they simply an expensive way of preaching to the choir?…
To get the answers it wants, Participant is developing a measuring tool that it calls the Participant Index, assisted in the effort by the Annenberg school’s Media Impact Project. In rough parallel to the Nielsen television ratings, the still-evolving index compiles raw audience numbers for issue-driven narrative films, documentaries, television programs and online short videos, along with measures of conventional and social media activity, including Twitter and Facebook presence.
The two measures are then matched with the results of an online survey, about 25 minutes long, that asks as many as 350 viewers of each project an escalating set of questions about their emotional response and level of engagement.
Did it affect you emotionally? Did you share information about it? Did you boycott a product or company? Did it change your life?
“If this existed, we would not be doing it,” said James G. Berk, chief executive of Participant. “We desperately need more and more information, to figure out if what we were doing is actually working.”
The answers result in a score that combines separate emotional and behavioral measures. On a scale of 100, for instance, “The Square,” a documentary about Egyptian political upheaval that was included in Participant’s first echelon of 35 indexed titles this year, scored extremely high for emotional involvement, with a 97, but lower in terms of provoking action, with an 87, for a combined average of 92.
By contrast, “Farmed and Dangerous,” a comic web series about industrial agriculture, hit 99 on the action scale, as respondents said, for instance, that they had bought or shunned a product, and 94 for emotion, for an average of 97. That marked it as having potentially higher impact than “The Square” among those who saw it….”
Diffusers of Useful Knowledge
Book review of Visions of Science: Books and Readers at the Dawn of the Victorian Age (By James A Secord): “For a moment in time, just before Victoria became queen, popular science seemed to offer answers to everything. Around 1830, revolutionary information technology – steam-powered presses and paper-making machines – made possible the dissemination of ‘useful knowledge’ to a mass public. At that point professional scientists scarcely existed as a class, but there were genteel amateur researchers who, with literary panache, wrote for a fascinated lay audience.
The term ‘scientist’ was invented only in 1833, by the polymath William Whewell, who gave it a faintly pejorative odour, drawing analogies to ‘journalist’, ‘sciolist’, ‘atheist’, and ‘tobacconist’. ‘Better die … than bestialise our tongue by such barbarisms,’ scowled the geologist Adam Sedgwick. ‘To anyone who respects the English language,’ said T H Huxley, ‘I think “Scientist” must be about as pleasing a word as “Electrocution”.’ These men preferred to call themselves ‘natural philosophers’ and there was a real distinction. Scientists were narrowly focused utilitarian data-grubbers; natural philosophers thought deeply and wrote elegantly about the moral, cosmological and metaphysical implications of their work….
Visions of Science offers vignettes of other pre-Darwin scientific writers who generated considerable buzz in their day. Consolations in Travel, a collection of meta-scientific musings by the chemist Humphry Davy, published in 1830, played a salient role in the plot of The Tenant of Wildfell Hall (1848), with Anne Brontë being reasonably confident that her readers would get the reference. The general tone of such works was exemplified by the astronomer John Herschel in Preliminary Discourse on the Study of Natural Philosophy (1831) – clear, empirical, accessible, supremely rational and even-tempered. These authors communicated a democratic faith that science could be mastered by anyone, perhaps even a woman.
Mary Somerville’s On the Connexion of the Physical Sciences (1834) pulled together mathematics, astronomy, electricity, light, sound, chemistry and meteorology in a grand middlebrow synthesis. She even promised her readers that the sciences were converging on some kind of unified field theory, though that particular Godot has never arrived. For several decades the book sold hugely and was pirated widely, but as scientists became more specialised and professional, it began to look like a hodgepodge. Writing in Nature in 1874, James Clerk Maxwell could find no theme in her pudding, calling it a miscellany unified only by the bookbinder.
The same scientific populism made possible the brief supernova of phrenology. Anyone could learn the fairly simple art of reading bumps on the head once the basics had been broadcast by new media. The first edition of George Combe’s phrenological treatise The Constitution of Man, priced at six shillings, sold barely a hundred copies a year. But when the state-of-the-art steam presses of Chambers’s Edinburgh Journal (the first mass-market periodical) produced a much cheaper version, 43,000 copies were snapped up in a matter of months. What the phrenologists could not produce were research papers backing up their claims, and a decade later the movement was moribund.
Charles Babbage, in designing his ‘difference engine’, anticipated all the basic principles of the modern computer – including ‘garbage in, garbage out’. In Reflections on the Decline of Science in England (1830) he accused his fellow scientists of routinely suppressing, concocting or cooking data. Such corruption (he confidently insisted) could be cleaned up if the government generously subsidised scientific research. That may seem naive today, when we are all too aware that scientists often fudge results to keep the research money flowing. Yet in the era of the First Reform Act, everything appeared to be reformable. Babbage even stood for parliament in Finsbury, on a platform of freedom of information for all. But he split the scientific radical vote with Thomas Wakley, founder of The Lancet, and the Tory swept home.
After his sketches of these forgotten bestsellers, Secord concludes with the literary bomb that blew them all up. In Sartor Resartus Thomas Carlyle fiercely deconstructed everything the popular scientists stood for. Where they were cool, rational, optimistic and supremely organised, he was frenzied, mystical, apocalyptic and deliberately nonsensical. They assumed that big data represented reality; he saw that it might be all pretence, fabrication, image – in a word, ‘clothes’. A century and a half before Microsoft’s emergence, Carlyle grasped the horror of universal digitisation: ‘Shall your Science proceed in the small chink-lighted, or even oil-lighted, underground workshop of Logic alone; and man’s mind become an Arithmetical Mill?’ That was a dig at the clockwork utilitarianism of both John Stuart Mill and Babbage: the latter called his central processing unit a ‘mill’.
The scientific populists sincerely aimed to democratise information. But when the movement was institutionalised in the form of mechanics’ institutes and the Society for the Diffusion of Useful Knowledge, did it aim at anything more than making workers more productive? Babbage never completed his difference engine, in part because he treated human beings – including the artisans who were supposed to execute his designs – as programmable machines. And he was certain that Homo sapiens was not the highest form of intelligence in the universe. On another planet somewhere, he suggested, the Divine Programmer must have created Humanity 2.0….”
Digital Government: Turning the Rhetoric into Reality
BCG Perspectives: “Getting better—but still plenty of room for improvement: that’s the current assessment by everyday users of their governments’ efforts to deliver online services. The public sector has made good progress, but most countries are not moving nearly as quickly as users would like. Many governments have made bold commitments, and a few countries have determined to go “digital by default.” Most are moving more modestly, often overwhelmed by complexity and slowed by bureaucratic skepticism over online delivery as well as by a lack of digital skills. Developing countries lead in the rate of online usage, but they mostly trail developed nations in user satisfaction.
Many citizens—accustomed to innovation in such sectors as retailing, media, and financial services—wish their governments would get on with it. Of the services that can be accessed online, many only provide information and forms, while users are looking to get help and transact business. People want to do more. Digital interaction is often faster, easier, and more efficient than going to a service center or talking on the phone, but users become frustrated when the services do not perform as expected. They know what good online service providers offer. They have seen a lot of improvement in recent years, and they want their governments to make even better use of digital’s capabilities.
Many governments are already well on the way to improving digital service delivery, but there is often a gap between rhetoric and reality. There is no shortage of government policies and strategies relating to “digital first,” “e-government,” and “gov2.0,” in addition to digital by default. But governments need more than a strategy. “Going digital” requires leadership at the highest levels, investments in skills and human capital, and cultural and behavioral change. Based on BCG’s work with numerous governments and new research into the usage of, and satisfaction with, government digital services in 12 countries, we see five steps that most governments will want to take:
1. Focus on value. Put the priority on services with the biggest gaps between their importance to constituents and constituents’ satisfaction with digital delivery. In most countries, this will mean services related to health, education, social welfare, and immigration.
2. Adopt service design thinking. Governments should walk in users’ shoes. What does someone encounter when he or she goes to a government service website—plain language or bureaucratic legalese? How easy is it for the individual to navigate to the desired information? How many steps does it take to do what he or she came to do? Governments can make services easy to access and use by, for example, requiring users to register once and establish a digital credential, which can be used in the future to access online services across government.
3. Lead users online, keep users online. Invest in seamless end-to-end capabilities. Most government-service sites need to advance from providing information to enabling users to transact their business in its entirety, without having to resort to printing out forms or visiting service centers.
4. Demonstrate visible senior-leadership commitment. Governments can signal—to both their own officials and the public—the importance and the urgency that they place on their digital initiatives by where they assign responsibility for the effort.
5. Build the capabilities and skills to execute. Governments need to develop or acquire the skills and capabilities that will enable them to develop and deliver digital services.
This report examines the state of government digital services through the lens of Internet users surveyed in Australia, Denmark, France, Indonesia, the Kingdom of Saudi Arabia, Malaysia, the Netherlands, Russia, Singapore, the United Arab Emirates (UAE), the UK, and the U.S. We investigated 37 different government services. Twiplomacy: “World leaders vie for attention, connections and followers on Twitter, that’s the latest finding of Burson-Marsteller’s Twiplomacy study 2014, an annual global study looking at the use of Twitter by heads of state and government and ministers of foreign affairs.
While some heads of state and government continue to amass large followings, foreign ministers have established a virtual diplomatic network by following each other on the social media platform.
For many diplomats Twitter has becomes a powerful channel for digital diplomacy and 21st century statecraft and not all Twitter exchanges are diplomatic, real world differences are spilling over reflected on Twitter and sometimes end up in hashtag wars.
“I am a firm believer in the power of technology and social media to communicate with people across the world,” India’s new Prime Minister Narendra Modi wrote in his inaugural message on his new website. Within weeks of his election in May 2014, the @NarendraModi account has moved into the top four most followed Twitter accounts of world leaders with close to five million followers.
More than half of the world’s foreign ministers and their institutions are active on the social networking site. Twitter has become an indispensable diplomatic networking and communication tool. As Finnish Prime Minister @AlexStubb wrote in a tweet in March 2014: “Most people who criticize Twitter are often not on it. I love this place. Best source of info. Great way to stay tuned and communicate.”
As of 25 June 2014, the vast majority (83 percent) of the 193 UN member countries have a presence on Twitter. More than two-thirds (68 percent) of all heads of state and heads of government have personal accounts on the social network.

Most Followed World Leaders
Since his election in late May 2014, India’s new Prime Minister @NarendraModi has skyrocketed into fourth place, surpassing the the @WhiteHouse on 25 June 2014 and dropping Turkey’s President Abdullah Gül (@cbabdullahgul) and Prime Minister Recep Tayyip Erdoğan (@RT_Erdogan) into sixth and seventh place with more than 4 million followers each.
Modi still has a ways to go to best U.S. President @BarackObama, who tops the world-leader list with a colossal 43.7 million followers, with Pope Francis @Pontifex) with 14 million followers on his nine different language accounts and Indonesia’s President Susilo Bambang Yudhoyono @SBYudhoyono, who has more than five million followers and surpassed President Obama’s official administration account @WhiteHouse on 13 February 2014.
In Latin America Cristina Fernández de Kirchner, the President of Argentina @CFKArgentina is slightly ahead of Colombia’s President @JuanManSantos with 2,894,864 and 2,885,752 followers respectively. Mexico’s President Enrique Peña Nieto @EPN, Brazil’s Dilma Rousseff @dilmabr and Venezuela’s @NicolasMaduro complete the Latin American top five, with more than two million followers each.
Kenya’s Uhuru Kenyatta @UKenyatta is Africa’s most followed president with 457,307 followers, ahead of Rwanda’s @PaulKagame (407,515 followers) and South Africa’s Jacob Zuma (@SAPresident) (325,876 followers).
