Governing the Smart, Connected City


Blog by Susan Crawford at HBR: “As politics at the federal level becomes increasingly corrosive and polarized, with trust in Congress and the President at historic lows, Americans still celebrate their cities. And cities are where the action is when it comes to using technology to thicken the mesh of civic goods — more and more cities are using data to animate and inform interactions between government and citizens to improve wellbeing.
Every day, I learn about some new civic improvement that will become possible when we can assume the presence of ubiquitous, cheap, and unlimited data connectivity in cities. Some of these are made possible by the proliferation of smartphones; others rely on the increasing number of internet-connected sensors embedded in the built environment. In both cases, the constant is data. (My new book, The Responsive City, written with co-author Stephen Goldsmith, tells stories from Chicago, Boston, New York City and elsewhere about recent developments along these lines.)
For example, with open fiber networks in place, sending video messages will become as accessible and routine as sending email is now. Take a look at rhinobird.tv, a free lightweight, open-source video service that works in browsers (no special download needed) and allows anyone to create a hashtag-driven “channel” for particular events and places. A debate or protest could be viewed from a thousand perspectives. Elected officials and public employees could easily hold streaming, virtual town hall meetings.
Given all that video and all those livestreams, we’ll need curation and aggregation to make sense of the flow. That’s why visualization norms, still in their infancy, will become a greater part of literacy. When the Internet Archive attempted late last year to “map” 400,000 hours of television news, against worldwide locations, it came up with pulsing blobs of attention. Although visionary Kevin Kelly has been talking about data visualization as a new form of literacy for years, city governments still struggle with presenting complex and changing information in standard, easy-to-consume ways.
Plenar.io is one attempt to resolve this. It’s a platform developed by former Chicago Chief Data Officer Brett Goldstein that allows public datasets to be combined and mapped with easy-to-see relationships among weather and crime, for example, on a single city block. (A sample question anyone can ask of Plenar.io: “Tell me the story of 700 Howard Street in San Francisco.”) Right now, Plenar.io’s visual norm is a map, but it’s easy to imagine other forms of presentation that could become standard. All the city has to do is open up its widely varying datasets…”

Why Hasn’t ‘Big Data’ Saved Democracy?


Review by Marshall Ganz : “In his new book, The Big Disconnect: Why the Internet Hasn’t Transformed Politics (Yet), Personal Democracy Forum founder Micah Sifry asks a very good question: what ever happened to the prediction that a radically cheapened cost of connection would displace traditional political gatekeepers, not only radically opening up politics, but also producing a real shift in the balance of power?
Sifry, an insider, offers an honest assessment of the effects of the new technology on politics, calling out his colleagues courageously in ways that can be useful to outsiders as well. Defining his terms at the outset, he provides us with a helpful roadmap: the “Internet” is “the set of protocols and practices that allow computing and communications devices to connect to each other and share information and the set of cultural behaviors and expectations that this underlying foundation makes possible.” Politics is “everything we can and must do together;” democracy is “a system in which all people participate fully and equally in decisions that affect their lives.”

Sifry’s case is persuasive, but incomplete. Although he sees the problem, he locates its sources, and solutions, only in the technology. But what about the people who chose to use technology in the ways they do? Is the agency in the tools, or in those who use them?
One glaringly important question noted but left unaddressed is why new technology seems to have had a far greater impact on progressive politics than on conservative ones. Why is the NRA, for example, indifferent to the new technology, while anti-gun violence groups are almost entirely dependent on it? Are progressives more technologically minded? Do their causes and candidates lend themselves more to digital mobilization? Are they more creative?
That new technology enables the emergence of a professional cadre whose wealth and power depend on control of that technology is nothing new. It happened with television, direct mail fund raising, and early forms of targeting, too. But why, unlike television and direct mail, has the Internet effect has been far more evident on the Left than on the Right?
The fact that Sifry fails to explore this question may be rooted not only in a kind of “technological determinism” but also in a kind of commitment to direct democracy—a belief that “true” democracy requires the ongoing and unmediated expression of a preference by every individual affected by any decision.” This makes it hard for him to recognize good organizing, which is based on the role of leadership in mobilizing, developing and expressing shared preferences through organization, party, or chosen representative….”

The government wants to study ‘social pollution’ on Twitter


in the Washington Post: “If you take to Twitter to express your views on a hot-button issue, does the government have an interest in deciding whether you are spreading “misinformation’’? If you tweet your support for a candidate in the November elections, should taxpayer money be used to monitor your speech and evaluate your “partisanship’’?

My guess is that most Americans would answer those questions with a resounding no. But the federal government seems to disagree. The National Science Foundation , a federal agency whose mission is to “promote the progress of science; to advance the national health, prosperity and welfare; and to secure the national defense,” is funding a project to collect and analyze your Twitter data.
The project is being developed by researchers at Indiana University, and its purported aim is to detect what they deem “social pollution” and to study what they call “social epidemics,” including how memes — ideas that spread throughout pop culture — propagate. What types of social pollution are they targeting? “Political smears,” so-called “astroturfing” and other forms of “misinformation.”
Named “Truthy,” after a term coined by TV host Stephen Colbert, the project claims to use a “sophisticated combination of text and data mining, social network analysis, and complex network models” to distinguish between memes that arise in an “organic manner” and those that are manipulated into being.

But there’s much more to the story. Focusing in particular on political speech, Truthy keeps track of which Twitter accounts are using hashtags such as #teaparty and #dems. It estimates users’ “partisanship.” It invites feedback on whether specific Twitter users, such as the Drudge Report, are “truthy” or “spamming.” And it evaluates whether accounts are expressing “positive” or “negative” sentiments toward other users or memes…”

Why Are Political Scientists Studying Ice Bucket Challenges?


at the National Journal: “Who is more civically engaged—the person who votes in every election or the nonvoter who volunteers as a crossing guard at the local elementary school? What about the person who comments on an online news story? Does it count more if he posts the article on his Facebook page and urges his friends to act? What about the retired couple who takes care of the next-door neighbor’s kid after school until her single mom gets home from work?
The concept of civic engagement is mutating so fast that researchers are having a hard time keeping up with it. The Bureau of Labor Statistics has been collecting data on volunteering—defined as doing unpaid work through or for an organization—only since 2002. But even in that relatively short time period, that definition of “volunteering” has become far too limiting to cover the vast array of civic activity sprouting up online and in communities across the country.

Here’s just one example: Based on the BLS data alone, you would think that whites who graduated from college are far more likely to volunteer than African Americans or Hispanics with only high school degrees. But the the BLS’s data doesn’t take into account the retired couple mentioned above, who, based on cultural norms, is more likely to be black or Hispanic. It doesn’t capture the young adults in poor neighborhoods who tell those researchers that they consider being a role model to younger kids their most important contribution to their communities. Researchers say those informal forms of altruism are more common among minority communities, while BLS-type “volunteering”—say, being a tutor to a disadvantaged child—is more common among middle-class whites. Moreover, the BLS’s data only scratches the surface of political involvement…”

The Problem-solving Capacity of the Modern State


New book edited by Martin Lodge and Kai Wegrich: “The early 21st century has presented considerable challenges to the problem-solving capacity of the contemporary state in the industrialised world. Among the many uncertainties, anxieties and tensions, it is, however, the cumulative challenge of fiscal austerity, demographic developments, and climate change that presents the key test for contemporary states. Debates abound regarding the state’s ability to address these and other problems given increasingly dispersed forms of governing and institutional vulnerabilities created by politico-administrative and economic decision-making structures. This volume advances these debates, first, by moving towards a cross-sectoral perspective that takes into account the cumulative nature of the contemporary challenge to governance focusing on the key governance areas of infrastructure, sustainability, social welfare, and social integration; second, by considering innovations that have sought to add problem-solving capacity; and third, by exploring the kind of administrative capacities (delivery, regulatory, coordination, and analytical) required to encourage and sustain innovative problem-solving. The community of users can then comment on and rate them. Every 2 months all submitted data is summarized in a report and sent to all MPs by our team, as food for thought and action. Vouliwatch will then publish and promote any resulting parliamentary reaction….”

Tracking India’s Bureaucrats Becomes a Digital Dashboard Venture


in The New York Times: “Beware, o lollygagging Indian bureaucrats. If it was not already apparent that Prime Minister Narendra Modi would display a schoolmaster’s intolerance for laxity, the recent introduction of an electronic monitoring system — capable of registering the daily entry and exit times of 100,000 government officials — has made the situation abundantly clear.

The system, accessible to the public on the website attendance.gov.in, began working in early October, providing a digital dashboard that so far displays the comings and goings of more than 50,600 employees spread across 150 departments.

The rollout of the Biometric Attendance System coincided with an article in The Times of India that said that the Bharatiya Janata Party’s president had fitted the vehicles of party members campaigning for state legislative elections with GPS units, gathering real-time evidence that they are, in fact, on the trail and not lingering in hotel lounges. Party officials would not confirm the report.

Many ordinary Indians have little love for bureaucrats, who are widely viewed as corrupt, indolent and obfuscating, and Mr. Modi’s pledge of toughness was a central message of his campaign. The arrival of the new government was accompanied by rumors — widely circulated but never confirmed — that his office maintained a list of officials with regular tee-times at exclusive golf courses and kept tabs on who was meeting whom in hotel clubs.

Voters approached last week expressed full-throated approval of the planned surveillance….”

New Technology and the Prevention of Violence and Conflict
