When Concerned People Produce Environmental Information: A Need to Re-Think Existing Legal Frameworks and Governance Models?

Citizen science is increasingly one of the forms of participation in which people take action to help solve environmental problems that concern them. This implies, for example, using methods and instruments with scientific validity to collect and analyse data and evidence to understand the problem and its causes. Can the contribution of environmental data by citizens be articulated as a right? In this article, we explore these forms of productive engagement with a local matter of concern, focussing on their potential to challenge traditional allocations of responsibilities. Taking mostly the perspective of the European legal context, we identify an existing gap between the right to obtain environmental information, granted at present by the Aarhus Convention, and “a right to contribute information” and have that information considered by appointed institutions. We also explore what would be required to effectively practise this right in terms of legal and governance processes, capacities, and infrastructures, and we propose a flexible framework to implement it. Situated at the intersection of legal and governance studies, this article builds on existing literature on environmental citizen science, and on its interplay with law and governance. The limits of expert judgment: Lessons from social science forecasting during the pandemic


Article by Cendri Hutcherson  Michael Varnum Imagine being a policymaker at the beginning of the COVID-19 pandemic. You have to decide which actions to recommend, how much risk to tolerate and what sacrifices to ask your citizens to bear.

Who would you turn to for an accurate prediction about how people would react? Many would recommend going to the experts — social scientists. But we are here to tell you this would be bad advice.

As psychological scientists with decades of combined experience studying decision-makingwisdomexpert judgment and societal change, we hoped social scientists’ predictions would be accurate and useful. But we also had our doubts.

Our discipline has been undergoing a crisis due to failed study replications and questionable research practices. If basic findings can’t be reproduced in controlled experiments, how confident can we be that our theories can explain complex real-world outcomes?

To find out how well social scientists could predict societal change, we ran the largest forecasting initiative in our field’s history using predictions about change in the first year of the COVID-19 pandemic as a test case….

Our findings, detailed in peer-reviewed papers in Nature Human Behaviour and in American Psychologist, paint a sobering picture. Despite the causal nature of most theories in the social sciences, and the fields’ emphasis on prediction in controlled settings, social scientists’ forecasts were generally not very good.

In both papers, we found that experts’ predictions were generally no more accurate than those made by samples of the general public. Further, their predictions were often worse than predictions generated by simple statistical models.

Our studies did still give us reasons to be optimistic. First, forecasts were more accurate when teams had specific expertise in the domain they were making predictions in. If someone was an expert in depression, for example, they were better at predicting societal trends in depression.

Second, when teams were made up of scientists from different fields working together, they tended to do better at forecasting. Finally, teams that used simpler models to generate their predictions and made use of past data generally outperformed those that didn’t.

The wisdom of crowds for improved disaster resilience: a near-real-time analysis of crowdsourced social media data on the 2021 flood in Germany

However, implementing these capacity-building processes by relying on census-based datasets and nomothetic (or top-down) approaches remains challenging for many jurisdictions. Web 2.0 knowledge sharing via online social networks, whereas, provides a unique opportunity and valuable data sources to complement existing approaches, understand dynamics within large communities of individuals, and incorporate collective intelligence into disaster resilience studies. Using Twitter data (passive crowdsourcing) and an online survey, this study draws on the wisdom of crowds and public judgment in near-real-time disaster phases when the flood disaster hit Germany in July 2021. Latent Dirichlet Allocation, an unsupervised machine learning technique for Topic Modeling, was applied to the corpora of two data sources to identify topics associated with different disaster phases. In addition to semantic (textual) analysis, spatiotemporal patterns of online disaster communication were analyzed to determine the contribution patterns associated with the affected areas. Finally, the extracted topics discussed online were compiled into five themes related to disaster resilience capacities (preventive, anticipative, absorptive, adaptive, and transformative). The near-real-time collective sensing approach reflected optimized diversity and a spectrum of people’s experiences and knowledge regarding flooding disasters and highlighted communities’ sociocultural characteristics. The pandemic veneer: COVID-19 research as a mobilisation of collective intelligence by the global research community

That share almost doubled through 2021, to reach 8.6% of research outputs. This reflects a dramatic mobilisation of global collective intelligence in the face of a crisis. It also raises fundamental questions about the funding, organisation and operation of research. In this Perspective article, we present data that suggests that COVID-19 research reflects the characteristics of the underlying networks from which it emerged, and on which it built. The infrastructures on which COVID-19 research has relied – including highly skilled, flexible research capacity and collaborative networks – predated the pandemic, and are the product of sustained, long-term investment. As such, we argue that COVID-19 research should not be viewed as a distinct field, or one-off response to a specific crisis, but as a ‘pandemic veneer’ layered on top of longstanding interdisciplinary networks, capabilities and structures. Lisbon’s Citizens’ Council: Embedding Deliberation into Local Governance


Article by Mauricio Mejia: “Lisbon is joining cities like Paris, Bogota, and Milan in establishing new democratic institutions by convening Portugal’s first permanent Citizen Council. In April 2023, a new group of randomly selected citizens will deliberate on how to create a 15-minute city — one where citizens can easily access essential services such as education, health, commerce, culture, or green and leisure spaces.

Lisbon has taken the objective of reinforcing democracy seriously. Citizen participation is the first pillar of its Municipal Plan, intending to build “alternative mechanisms for democratic participation, capable of mobilising people’s knowledge.” To translate this into action, the City established its first Citizens’ Council, a decision-making body that is “representative of Lisbon’s population, while being impartial and independent from political parties.”

Lisbon’s Citizens’ Council is a microcosm of the city’s population

Anyone over 16 years of age who lives, studies, or works in Lisbon is eligible to become a member of the Citizens’ Council. For the first edition, the recruitment process consisted of two stages:

1. Voluntary enrolment to participate in the lottery. This process could be done online or at an in-person kiosk (Lojas Lisboa).

2. Random selection and stratification, using the following criteria: gender, age, academic qualifications, profession, area of residence, work or study, and level of political engagement.

Among the 2351 citizens enrolled, 50 citizens were randomly selected to form a microcosm of Lisbon’s population[i]:

Members were accompanied by an ecosystem of public servants, civil society stakeholders, academics, scientists, and experts to ensure deliberation was informed, facilitated, and objective. Professional expertise in Policy Advisory Systems: How administrators and consultants built Behavioral Insights in Danish public agencies

The paper traces how, in the absence of an explicit government strategy, external advisors establish different organizational arrangements to build Behavioral Insights in public agencies as a new form of administrative expertise. This variation shows the importance of the politico-administrative context within which external advisors exert influence. The focus on professional expertise adds to existing understandings of ideational compatibility in contemporary Policy Advisory Systems. Inspired by the Sociology of Professions, expertise is conceptualized as professionally constructed sets of diagnosis, inference, and treatment. Decidim: why digital tools for democracy need to be developed democratically

Citizen Z: Strengthening the participation of young citizens in democratic and civic life


Blog of the European Commission: “Contemporary political attitudes are characterized by significant political indifference, disengagement from public life, and a decline in political participation, especially among young people, whose level of interest in politics is steadily declining in almost all EU countries. The ‘Citizen Z’ project, which started in November 2022, applies deliberative methods, to both stimulate interest in civic and political life among young people aged 15 to 25 and to involve them in the decision-making process. Special attention is devoted to the intersectionality principle and those groups that are often affected by low levels of participation: migrants, disadvantaged communities, girls and women.

The ‘Citizen Z’ project aims to respond to the European Commission priorities outlined in the European Democracy Action Plan and the EU Citizenship Report 2020 by enhancing civic engagement and democratic participation of EU citizens, particularly youth aged 15 to 25.
