Applying Social and Behavioral Science to Federal Policies and Programs to Deliver Better Outcomes


The White House: “Human behavior is a key component of every major national and global challenge. Social and behavioral science examines if, when, and how people’s actions and interactions influence decisions and outcomes. Understanding human behavior through social and behavioral science is vitally important for creating federal policies and programs that open opportunities for everyone.

Today, the Biden-Harris Administration shares the Blueprint for the Use of Social and Behavioral Science to Advance Evidence-Based Policymaking. This blueprint recommends actions for agencies across the federal government to effectively leverage social and behavioral science in improving policymaking to deliver better outcomes and opportunities for people all across America. These recommendations include specific actions for agencies, such as considering social and behavioral insights early in policy or program development. The blueprint also lays out broader opportunities for agencies, such as ensuring agencies have a sufficient number of staff with social and behavioral science expertise.  

The blueprint includes nearly a hundred examples of how social and behavioral science is already used to make real progress on our highest priorities, including promoting safe, equitable, and engaged communities; protecting the environment and promoting climate innovation; advancing economic prosperity and the future of the workforce; enhancing the health outcomes of all Americans; rebuilding our infrastructure and building for tomorrow; and promoting national defense and international security. Social and behavioral science informs the conceptualization, development, implementation, dissemination, and evaluation of interventions, programs, and policies. Policymakers and social scientists can examine data about how government services reach people or measure the effectiveness of a program in assisting a particular community. Using this information, we can understand why programs sometimes fall short in delivering their intended benefits or why other programs are highly successful in delivering benefits. AI for social good: Improving lives and protecting the planet


McKinsey Report: “…Challenges in scaling AI for social-good initiatives are persistent and tough. Seventy-two percent of the respondents to our expert survey observed that most efforts to deploy AI for social good to date have focused on research and innovation rather than adoption and scaling. Fifty-five percent of grants for AI research and deployment across the SDGs are $250,000 or smaller, which is consistent with a focus on targeted research or smaller-scale deployment, rather than large-scale expansion. Aside from funding, the biggest barriers to scaling AI continue to be data availability, accessibility, and quality; AI talent availability and accessibility; organizational receptiveness; and change management. While overcoming these challenges, organizations should also be aware of strategies to address the range of risks, including inaccurate outputs, biases embedded in the underlying training data, the potential for large-scale misinformation, and malicious influence on politics and personal well-being. As we have noted in multiple recent articles, AI tools and techniques can be misused, even if the tools were originally designed for social good.   • Analyzing state regulatory codes and predicting which parts of those codes are related to occupational licensing….And predicting which occupation the regulation is talking about….And determining the cost to receive the license.
  • Analyzing Canadian province regulatory code while grouping individual regulations by industry-topic….And determining which Ministers are responsible for those regulations….And determining the complexity of the text for those regulation.
  • Quantifying the number of tariff exclusions that exists due to the Trade Expansion Act of 1962 and recent tariff polices….And determining which products those exclusions target.

Anti-Corruption and Integrity Outlook 2024


OECD Report: “This first edition of the OECD Anti-Corruption and Integrity Outlook analyses Member countries’ efforts to uphold integrity and fight corruption. Based on data from the Public Integrity Indicators, it analyses the performance of countries’ integrity frameworks, and explores how some of the main challenges to governments today (including the green transition, artificial intelligence, and foreign interference) are increasing corruption and integrity risks for countries. It also addresses how the shortcomings in integrity systems can impede countries’ responses to these major challenges. A Fourth Wave of Open Data? Exploring the Spectrum of Scenarios for Open Data and Generative AI

Verhulst: “Since late 2022, generative AI services and large language models (LLMs) have transformed how many individuals access, and process information. However, how generative AI and LLMs can be augmented with open data from official sources and how open data can be made more accessible with generative AI – potentially enabling a Fourth Wave of Open Data – remains an under explored area. 

For these reasons, The Open Data Policy Lab (a collaboration between The GovLab and Microsoft) decided to explore the possible intersections between open data from official sources and generative AI. Throughout the last year, the team has conducted a range of research initiatives about the potential of open data and generative including a panel discussion, interviews, and Open Data Action Labs – a series of design sprints with a diverse group of industry experts. 

These initiatives were used to inform our latest report, “A Fourth Wave of Open Data? Exploring the Spectrum of Scenarios for Open Data and Generative AI,” (May 2024) which provides a new framework and recommendations to support open data providers and other interested parties in making open data “ready” for generative AI…

First EU rulebook to protect media independence and pluralism enters into force


Press Release: “Today, the European Media Freedom Act, a new set of unprecedented rules to protect media independence and pluralism, enters into force.

This new legislation provides safeguards against political interference in editorial decisions and against surveillance of journalists. The Act guarantees that media can operate more easily in the internal market and online. Additionally, the regulation also aims to secure the independence and stable funding of public service media, as well as the transparency of both media ownership and allocation of state advertising.

Vice-President for Values and Transparency, Věra Jourová, said:

 “For the first time ever, the EU has a law to protect media freedom. The EU recognises that journalists play an essential role for democracy and should be protected. I call on Member States to implement the new rules as soon as possible.”

Commissioner for Internal Market, Thierry Breton, added:

“Media companies play a vital role in our democracies but are confronted with falling revenues, threats to media freedom and pluralism and a patchwork of different national rules. Thanks to the European Media Freedom Act, media companies will enjoy common safeguards at EU level to guarantee a plurality of voices and be able to better benefit from the opportunities of operating in our single market without any interference, be it private or public.”

The Human Rights Data Revolution

Technology and the Transformation of U.S. Foreign Policy

Our ability to design, to develop, to deploy technologies will determine our capacity to shape the tech future. And naturally, operating from a position of strength better positions us to set standards and advance norms around the world.

But our advantage comes not just from our domestic strength.

It comes from our solidarity with the majority of the world that shares our vision for a vibrant, open, and secure technological future, and from an unmatched network of allies and partners with whom we can work in common cause to pass the “tech test.”

We’re committed not to “digital sovereignty” but “digital solidarity.

On May 6, the State Department unveiled the U.S. International Cyberspace and Digital Strategy, which treats digital solidarity as our North Star. Solidarity informs our approach not only to digital technologies, but to all key foundational technologies.

So what I’d like to do now is share with you five ways that we’re putting this into practice.

First, we’re harnessing technology for the betterment not just of our people and our friends, but of all humanity.

The United States believes emerging and foundational technologies can and should be used to drive development and prosperity, to promote respect for human rights, to solve shared global challenges.

Some of our strategic rivals are working toward a very different goal. They’re using digital technologies and genomic data collection to surveil their people, to repress human rights.

Pretty much everywhere I go, I hear from government officials and citizens alike about their concerns about these dystopian uses of technology. And I also hear an abiding commitment to our affirmative vision and to the embrace of technology as a pathway to modernization and opportunity.

Our job is to use diplomacy to try to grow this consensus even further – to internationalize and institutionalize our vision of “tech for good.”..(More)”.

Supercharging Research: Harnessing Artificial Intelligence to Meet Global Challenges


Report by the President’s Council of Advisors on Science and Technology (PCAST): “Broadly speaking, scientific advances have historically proceeded via a combination of three paradigms: empirical studies and experimentation; scientific theory and mathematical analyses; and numerical experiments and modeling. In recent years a fourth paradigm, data-driven discovery, has emerged.

These four paradigms complement and support each other. However, all four scientific modalities experience impediments to progress. Verification of a scientific hypothesis through experimentation, careful observation, or via clinical trial can be slow and expensive. The range of candidate theories to consider can be too vast and complex for human scientists to analyze. Truly innovative new hypotheses might only be discovered by fortuitous chance, or by exceptionally insightful researchers. Numerical models can be inaccurate or require enormous amounts of computational resources. Data sets can be incomplete, biased, heterogeneous, or noisy to analyze using traditional data science methods.

AI tools have obvious applications in data-driven science, but it has also been a long-standing aspiration to use these technologies to remove, or at least reduce, many of the obstacles encountered in the other three paradigms. With the current advances in AI, this dream is on the cusp of becoming a reality: candidate solutions to scientific problems are being rapidly identified, complex simulations are being enriched, and robust new ways of analyzing data are being developed.

By combining AI with the other three research modes, the rate of scientific progress will be greatly accelerated, and researchers will be positioned to meet urgent global challenges in a timely manner. Like most technologies, AI is dual use: AI technology can facilitate both beneficial and harmful applications and can cause unintended negative consequences if deployed irresponsibly or without expert and ethical human supervision. Nevertheless, PCAST sees great potential for advances in AI to accelerate science and technology for the benefit of society and the planet.
