Press Release: “The European Commission is calling on those involved in creating smart cities to publish their efforts in order to help build an open planning movement from the ground up.
The challenge is being issued to city administrations, small and large companies and other organisations to go public with their ICT, energy and mobility plans, so that all parties can learn from each other and grow the smart city market. Through collaboration as well as traditional competition, the Europe will get smarter, more competitive and more sustainable.
The Commission is looking for both new commitments to “get smart” and for interested parties to share their current and past successes. Sharing these ideas will feed the European Innovation Partnership on Smart Cities and Communities (see IP/13/1159 and MEMO/13/1049) and networks such as the Smart Cities Stakeholder Platform, the Green Digital Charter, the Covenant of Mayors, and CIVITAS.

Energy Commissioner Günther Oettinger said: “Cities and Communities can only get smart if mayors and governors are committed to apply innovative industrial solutions”.
In June 2014 the Commission will then seek to analyse, group and promote the best plans and initiatives.”
The Power to Give

Currently in beta, HTC Power To Give aims to galvanize smartphone owners to unlock their unused processing power in order to help answer some of society’s biggest questions. Currently, the fight against cancer, AIDS and Alzheimer’s; the drive to ensure every child has clean water to drink and even the search for extra-terrestrial life are all being tackled by volunteer computing platforms.
Empowering people to use their Android smartphones to offer tangible support for vital fields of research, including medicine, science and ecology, HTC Power To Give has been developed in partnership with Dr. David Anderson of the University of California, Berkeley. The project will support the world’s largest volunteer computing initiative and tap into the powerful processing capabilities of a global network of smartphones.
Strength in numbers
One million HTC One smartphones, working towards a project via HTC Power To Give, could provide similar processing power to that of one of the world’s 30 supercomputers (one PetaFLOP). This could drastically shorten the research cycles for organizations that would otherwise have to spend years analyzing the same volume of data, potentially bringing forward important discoveries in vital subjects by weeks, months, years or even decades. For example, one of the programs available at launch is IBM’s World Community Grid, which gives anyone an opportunity to advance science by donating their computer, smartphone or tablet’s unused computing power to humanitarian research. To date, the World Community Grid volunteers have contributed almost 900,000 years’ worth of processing time to cutting-edge research.

Opt-in with ease
After downloading the HTC Power To Give app from the Google Play™ store, smartphone owners can select the research programme to which they will divert a proportion of their phone’s processing power. HTC Power To Give will then run while the phone is chargingii and connected to a WiFi network, enabling people to change the world whilst sitting at their desk or relaxing at home.
The beta version of HTC Power To Give will be available to download from the Google Play store and will initially be compatible with the HTC One family, HTC Butterfly and HTC Butterfly s. HTC plans to make the app more widely available to other Android smartphone owners in the coming six months as the beta trial progresses.”

Canadian Organizations Join Forces to Launch Open Data Institute to Foster Open Government
The Open Data Institute, which received support from the Government of Canada in this week’s budget, will work with governments, academic institutions and the private sector to solve challenges facing “open government” efforts and realize the full potential of “open data.”
According to a statement, partners will work on development of common standards, the integration of data from different levels of government and the commercialization of data, “allowing Canadians to derive greater economic benefit from datasets that are made available by all levels of government.”
The Open Data Institute is a public-private partnership. Founding partners will contribute $3 million in cash and in-kind contributions over three years to establish the institute, a figure that has been matched by the Government of Canada.
“This is a strategic investment in Canada’s ability to lead the digital economy,” said Kevin Tuer, Managing Director of CDMN. “Similar to how a common system of telephone exchanges allowed world-wide communication, the Open Data Institute will help create a common platform to share and access datasets.”
“This will allow the development of new applications and products, creating new business opportunities and jobs across the country,” he added.
“The Institute will serve as a common forum for government, academia and the private sector to collaborate on Open Government initiatives with the goal of fueling Canadian tech innovation,” noted OpenText President and CEO Mark J. Barrenechea
“The Open Data Institute has the potential to strengthen the regional economy and increase our innovative capacity,” added Feridun Hamdullahpur, president and vice-chancellor of the University of Waterloo.
Innovating for the Global South: New book offers practical insights

AskThem.io – Questions-and-Answers with Every Elected Official

Here’s how AskThem works for online public dialogue:

DARPA Open Catalog Makes Agency-Sponsored Software and Publications Available to All

DARPA has invested in many programs that sponsor fundamental and applied research in areas of computer science, which have led to new advances in theory as well as practical software. The R&D community has asked about the availability of results, and now DARPA has responded by creating the DARPA Open Catalog, a place for organizing and sharing those results in the form of software, publications, data and experimental details. The Catalog can be found at http://go.usa.gov/BDhY.
Many DoD and government research efforts and software procurements contain publicly releasable elements, including open source software. The nature of open source software lends itself to collaboration where communities of developers augment initial products, build on each other’s expertise, enable transparency for performance evaluation, and identify software vulnerabilities. DARPA has an open source strategy for areas of work including big data to help increase the impact of government investments in building a flexible technology base.
“Making our open source catalog available increases the number of experts who can help quickly develop relevant software for the government,” said Chris White, DARPA program manager. “Our hope is that the computer science community will test and evaluate elements of our software and afterward adopt them as either standalone offerings or as components of their products.”
‘Nudge Unit’ forming mutual joint venture
Press Release: “The government’s Behavioural Insights Team – also known as the Nudge Unit – has teamed up with Nesta, the UK’s innovation foundation, to create a new mutual joint venture, Minister for the Cabinet Office Francis Maude announced today.
The mutual joint venture will be a new UK-based company, paying taxes, exporting services across the world and helping get Britain on the rise.
The Behavioural Insights Team, which was set up in 2010 with a mission to find innovative ways of enabling people to make better choices for themselves and society, is now a world-leader in the application of insights from the behavioural sciences and credited with helping the UK government save millions of pounds for the taxpayer.
As a result, they have received an increasing number of requests to help apply insights from the behavioural sciences to tackle public policy problems, both at home and overseas. As of today, the team – which will continue to be known as the Behavioural Insights Team – is able to service this demand from any part of the UK public sector, charities and foreign governments. The new company will also be able to work with commercial organisations, where there is an underlying social purpose to the project….
The deal forms part of the government’s commitment to drive innovation in government commercial models – a central commitment in the Civil Service Reform Plan – and follows on from the launch of the civil service pension provider MyCSP in April 2012, which became the first mutual joint venture to spin out of government, and the launch of SSCL Ltd late last year in a joint venture with Steria Ltd to run shared services for Whitehall departments.
The government is determined to look beyond the old binary choice between in-house provision and outsourcing. As such they are working to develop a hybrid economy with a diverse range of suppliers from the mutual joint ventures to the voluntary sector, from in-house provision to straight sourcing.”
Report “Big and open data in Europe: A growth engine or a missed opportunity?”

The conference complemented a research project by demosEUROPA – Centre for European Strategy on Big and Open Data in Europe that aims at fostering and facilitating policy debate on the socioeconomic impact of data. The key outcome of the project, a pan-European macroeconomic study titled “Big and open data In Europe: A growth engine or a missed opportunity?” carried out by the Warsaw Institute for Economic Studies (WISE) was presented.

Europe by 2020. What will happen?

It foresees that the EU economy will grow by 1.9% by 2020 thanks to big and open data and describes the increase of the general GDP level by countries and sectors.
One of the many interesting findings of the report is that the positive impact of the data revolution will be felt more acutely in Northern Europe, while most of the New Member States and Southern European economies will benefit significantly less, with two notable exceptions being the Czech Republic and Poland. Kennedy School of Government at Harvard University today announced the U.S. General Services Administration’s (GSA) Challenge.gov as a winner of the 2013 Innovations in American Government Award from a pool of more than 600 applicants.
GSA launched Challenge.gov in July 2010 in response to an Obama Administration memo tasking the agency with building a platform that allowed entrepreneurs, innovators, and the public to compete for prestige and prizes by providing the government with novel solutions to tough problems. Challenge.gov was developed in partnership with New York City-based ChallengePost, the leading platform for software competitions and hackathons. Since its launch, Challenge.gov has been used by 59 federal agencies to crowd source solutions and has received 3.5 million visits from 220 countries and territories and more than 11,000 U.S. cities. Challenge.gov has conducted nearly 300 scientific, engineering, design, multimedia, ideation, and software challenges, resulting in unprecedented public-private partnerships….
Examples of Challenge.gov competitions include a Robocall Challenge that has blocked 84,000 computer driven advertising phone calls so far, a Disability Employment Apps Challenge that sought innovative technology tools to improve employment opportunities and outcomes for people with disabilities, and the Blue Button for All Americans Contest that helps veterans have access to their health information.
