Big Data Is Not Our Master. Humans create technology. Humans can control it.


Chris Hughes in New Republic: “We’ve known for a long time that big companies can stalk our every digital move and customize our every Web interaction. Our movements are tracked by credit cards, Gmail, and tollbooths, and we haven’t seemed to care all that much.
That is, until this week’s news of government eavesdropping, with the help of these very same big companies—Verizon, Facebook, and Google, among others. For the first time, America is waking up to the realities of what all this information—known in the business as “big data”—enables governments and corporations to do….
We are suddenly wondering, Can the rise of enormous data systems that enable this surveillance be stopped or controlled? Is it possible to turn back the clock?
Technologists see the rise of big data as the inevitable march of history, impossible to prevent or alter. Viktor Mayer-Schönberger and Kenneth Cukier’s recent book Big Data is emblematic of this argument: They say that we must cope with the consequences of these changes, but they never really consider the role we play in creating and supporting these technologies themselves….
But these well-meaning technological advocates have forgotten that as a society, we determine our own future and set our own standards, norms, and policy. Talking about technological advancements as if they are pre-ordained science erases the role of human autonomy and decision-making in inventing our own future. Big data is not a Leviathan that must be coped with, but a technological trend that we have made possible and support through social and political policy.”

A Citizen’s Guide to Open Government, E-Government, and Government 2.0


Inside the MPA@UNC Blog: “Engaged citizens want clear, credible information from the government about how it’s carrying on its business. They don’t want to thumb through thousands of files or wait month after month or go through the rigors of filing claims through FOIA (Freedom of Information Act). They want government information, services, and communication to be forthcoming and swift. The Open Government, Government 2.0, and E-Governance movements fill the need of connecting citizens with the government and each other to foster a more open, collaborative, and efficient public sector through the use of new technology and public data.
Open Government is defined by the OECD (Organisation for Economic Cooperation and Development) as “the transparency of government actions, the accessibility of government services and information, and the responsiveness of government to new ideas, demands and needs.”
E-Government is defined by the World Bank as “the use by government agencies of information technologies that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. The resulting benefits can be less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions.”
Government 2.0 is defined by Gartner Research as “the use of Web 2.0 technologies, both internally and externally, to increase collaboration and transparency and potentially transform the way government agencies relate to citizens and operate.”
Open Government and E-Government paved the way for Government 2.0, a collaborative technology whose mission is to improve government transparency and efficiency. How? Gov 2.0 has been called the next generation of government because it not only utilizes new technologies such as social media, cloud computing, and other apps, it is a means to increase citizen participation….

Is Civic Hacking The Future Of Democracy And Job Creation?


Anthony Wing Kosner in Forbes: “The hacker method is code first, ask permission later. This is great for getting things done quickly, but it sidesteps the gnarly issues of how citizen contributions actually get deployed within government agencies. There are all kinds of projects that can just get done and deployed using resources in the public domain, but civic hacking aims to get more directly involved in government.
For organizations on the receiving end of civic code, there are many questions as well. How do you test and implement the code? How will the code get maintained? What happens if there are unintended consequences of how public data is used? Jawitz hismelf is working on the idea of “civic startups,” as a way of both creating jobs around these efforts and in developing the specific infrastructure required to harvest civic efforts and turn them into working programs—and in some cases, new businesses….
I think that we are only beginning to explore the ways to merge the creative anarchy of hacker culture with the careful regulation of civic concerns. In a sense, this is the dialectic between entropy and inertia that play itself out in technologies of all kinds. But the fact that it is difficult is an indication that there is real work here to engage with, real problems to solve. Hack on!”

“Statisticians are the modern explorers”


An interview with Professor David J. Hand in Statistics Views: “The point to remember is that statisticians are there when the discoveries are made because the statisticians are, almost by defintion, the ones analysing the data and seeing the patterns. Often they are patterns no one else has seen before. Statisticians are the modern day version of the 19th century explorer….The computer has totally revolutionised the subject. It’s arguable that statistics is now more of a computational discipline than a mathematical one. You cannot do modern statistics without a computer. The computer has enabled us not merely to work more quickly but also to do things we would never have thought of before. Bootstrap methods are an example….The discipline is so important. Modern societies are built on the infrastructure of statistics. We need statisticians to cope with the data for medical research, government policies, engineering and there have not been enough. Society would benefit tremendously from statisticians and there is a danger that there aren’t going to be enough.”

Don’t Reengineer. Reimagine.


Jeff Schumacher, Simon MacGibbon, and Sean Collins in Strategy + Business: “What does it mean to become digital? Companies in all industries are building online businesses, enabling new customer experiences, experimenting with “big data,” and seeking advantage in a digitally enabled business environment. They have tried reengineering their practices; they have set up new technological platforms for customer engagement and back-office efficiency. But these efforts have not yet had the impact that they should. Instead of reengineering, they need reimagining. They need to conceive of their business freshly, in line with the capabilities that digital and business technologies can give them, connecting to customers in ways that have not been possible before….
The third principle of digitization involves taking the long view, even as you build for today. You can no longer succeed with a digital strategy based only on today’s technology and competitive environment. Nor is it enough to merely ideate about future developments. Companies must take actions now that prepare them for the disruptive opportunities and evolving platforms of the next few years. What technologies might be available then? How will customers be using digital in their lives? Where will your industry be, for example, in terms of responsive use of data, digital fabrication (parts and devices made on the fly), cloud-based interoperability, or new forms of supply chain coordination? Do you have the capabilities now to make use of those technologies in creating new customer experiences? And what new capabilities will you need once those technologies become reality?…
The fourth principle recognizes that becoming digital isn’t just a matter of rearranging the lines and boxes on your org chart. First, they gave us targeted ads. Now, data scientists think they can change the world

Well, something has to pay the bills. Thankfully, there’s also a sweeping trend in the data science world right now around bringing those skills to bear on some really meaningful problems, …
We’ve already covered some of these efforts, including the SumAll Foundation’s work on modern-day slavery and future work on child pornography. Closely related is the effort — led by Google.org’s deep pockets — to create an international hotline network for reporting human trafficking and collecting data. Microsoft, in particular Microsoft Research’s danah boyd, has been active in helping fight child exploitation using technology.
This week, I came across two new efforts on different ends of the spectrum. One is ActivityInfo, which describes itself on its website as “an online humanitarian project monitoring tool” — developed by Unicef and a consulting firm called BeDataDriven — that “helps humanitarian organizations to collect, manage, map and analyze indicators….
The other effort I came across is DataKind, specifically its work helping the New York City Department of Parks and Recreations, or NYC Parks, quantify the benefits of a strategic tree-pruning program. Founded by renowned data scientists Drew Conway and Jake Porway (who’s also the host of the National Geographic channel’s The Numbers Game), DataKind exists for the sole purpose of helping non-profit organizations and small government agencies solve their most-pressing data problems.”

OECD: Open Government – Data Towards Empirical Analysis of Open Government Data Initiatives


OECDiLibrary: “Open Government Data (OGD) initiatives, and in particular the development of OGD portals, have proliferated since the mid-2000s both at central and local government levels in OECD and non OECD countries. Understanding the preconditions that enable the efficient and effective implementation of these initiatives is essential for achieving their overall objectives. This is especially true in terms of the role played by OGD in relation to Open Government policies in general.
This paper highlights the main principles, concepts and criteria framing open government data initiatives and the issues challenging their implementation. It underlines the opportunities that OGD and data analytics may offer policy makers, while providing a note of caution on the challenges this agenda poses for the public sector.
Finally, the overall analysis of key concepts and issues aims to pave the way for an empirical analysis of OGD initiatives. So far, little has been done to analyse and prove the impact and accrued value of these initiatives. The paper suggests a methodology comprising an analytical framework for OGD initiatives (to be applied to ex post and ex ante analysis of initiatives) and a related set of data to be collected across OECD countries. The application of the analytical framework and the collection of data would enable the acquisition of a solid body of evidence that could ultimately lead to mapping initiatives across OECD countries (i.e. a typography of initiatives) and developing a common set of metrics to consistently assess impact and value creation within and across countries.”

Health Datapalooza just wrapped


I’ve just finished two packed days at the Health Datapalooza, put on by the Health Data Consortium with the Department of Health and Human Services. As I’ve just heard someone say, many of the 2000 people here are a bit “Palooza”d out.” But this fourth annual event shows the growing power of open government data on health and health care services. The two-day event covered both the knowledge and applications that can come from the release of data like that on Medicare claims, and the ways in which the Affordable Care Act is driving the use of data for better delivery of high-quality care. The participation of leaders from the United Kingdom’s National Health Service added an international perspective as well.

Why Big Data Is Not Truth


Quentin Hardy in the New York Times: “Kate Crawford, a researcher at Microsoft Research, calls the problem “Big Data fundamentalism — the idea with larger data sets, we get closer to objective truth.” Speaking at a conference in Berkeley, Calif., on Thursday, she identified what she calls “six myths of Big Data.”
Myth 1: Big Data is New
In 1997, there was a paper that discussed the difficulty of visualizing Big Data, and in 1999, a paper that discussed the problems of gaining insight from the numbers in Big Data. That indicates that two prominent issues today in Big Data, display and insight, had been around for awhile…..
Myth 2: Big Data Is Objective
Over 20 million Twitter messages about Hurricane Sandy were posted last year. … “These were very privileged urban stories.” And some people, privileged or otherwise, put information like their home addresses on Twitter in an effort to seek aid. That sensitive information is still out there, even though the threat is gone.
Myth 3: Big Data Doesn’t Discriminate
“Big Data is neither color blind nor gender blind,” Ms. Crawford said. “We can see how it is used in marketing to segment people.” …
Myth 4: Big Data Makes Cities Smart
…, moving cities toward digital initiatives like predictive policing, or creating systems where people are seen, whether they like it or not, can promote lots of tension between individuals and their governments.
Myth 5: Big Data Is Anonymous
A study published in Nature last March looked at 1.5 million phone records that had personally identifying information removed. It found that just four data points of when and where a call was made could identify 95 percent of individuals. …
Myth 6: You Can Opt Out
… given the ways that information can be obtained in these big systems, “what are the chances that your personal information will never be used?”
Before Big Data disappears into the background as another fact of life, Ms. Crawford said, “We need to think about how we will navigate these systems. Not just individually, but as a society.”
